3 Welcome to Residence! Choosing to live in Residence will give you an excellent opportunity to succeed at the College of the Rockies. Living in Residence makes it easy to: get to and from classes, access the Library and Computer Labs, find someone down the hall to help you with a study problem or to socialize with when you re lonely, be involved in extracurricular activities; and make good friends. The Residence staff is here to assist you and help you make your stay a pleasant one. The Residence is home for up to 96 students who have different interests, backgrounds, beliefs, and lifestyles. 7 A BRIEF DESCRIPTION OF THE RESIDENCE The Purcell House Student Residence is a secure building with 16 PODs. Each POD has 6 private bedrooms (complete with study area), 2 bathrooms, with kitchen and living room, for a total student capacity of 96. A Bathroom B Bedroom C Kitchen D Living Area Amenities include: two Common Lounges with Colour TVs, a ping pong table, vending machines on Level 2, and coin-operated Laundry facilities on Level 1. 1

8 COLLEGE & UNIVERSITY HOUSING OFFICERS - ACUHO-I STATEMENT OF STUDENT S RIGHTS AND RESPONSIBILITIES Residents in university housing facilities possess individual and group rights and responsibilities that must serve to guide Residence Personnel in making decisions concerning student welfare and behaviour. The following statements define minimal expectations regarding these rights and responsibilities. Each Resident has a right to engage in activities that are a part of College and University life. However, these rights carry with them reciprocal responsibilities on the part of the individual to ensure these same rights for other Residents. Individuals must be educated regarding these particular rights and responsibilities that are associated with community living. Students have the right... to have free access to their living accommodations to live in a clean and secure environment to expect a regionally competitive price on housing accommodation and/or food service to written copies of College and University Housing Regulations, of individual building policies which govern individual and group behaviour to the respect and safety of personal property to study without interruption or interference to be free from unreasonable noise to be free of intimidation or harassment to express themselves creatively within established guidelines to expect enforcement of the Housing Agreement/Contract to direct access to staff who provide assistance, guidance and support as needed to host guests, within established guidelines to equitable treatment when behaviour is in question Statement Of Student s Rights And Responsibilities Continued to enjoy individual freedoms without regards to race, sex, national origin, disability, age, religion, sexual orientation, or political affiliation to participate in student government bodies, and housing departmental committees to individual and group educational and developmental opportunities in their living community Students have the responsibility... to adhere to rules and regulations to comply with reasonable requests made by staff or College officials or fellow residents to meet expected room and board payments schedules to monitor and accept responsibility for behaviour of guests to report violations of the rules and regulations to appropriate staff to respect the rights of others as stated above to participate in judicial proceedings to determine appropriate standards of behaviour to contribute positively to the community by participating in educational and developmental activities 2

9 TERMS AND CONDITIONS OF OCCUPANCY Eligibility Applications for Residence are accepted from students enrolled or planning to enroll at College of the Rockies. Full-time students requiring accommodations for the entire program or academic year are given preference. All applications are prioritized by application date. Assignment The Residence room assignment process is entirely separate from the College s academic system and residents must pay the first installment of Residence fees by the due date shown on the assignment notice regardless of whether or not they have been admitted to COTR at the time of payment. Refunds will be granted in accordance with Section H of the License Agreement. Contract The Residence Contract will include date of arrival and departure and room type and must be signed and returned to the Residence office by the date indicated in your assignment information in order to reserve a room. Reassignment of Rooms The College reserves the right to reassign individuals to different rooms and/or floors as required. Residents applying to remain in residence upon completion of their original contract may be reassigned to a different room. Damage Deposit Students are required to pay a $200 damage deposit prior to arrival. Deposits, less a $65.00 carpet/floor cleaning charge for those remaining in residence longer than three months, are refundable four to six weeks after departure less any fees owing to the College of the Rockies. Right of Entry The College reserves the right to enter student rooms for the following reasons: to make necessary repairs to determine issues regarding health and safety to take furnishing inventory to assess damages to perform periodic room inspections investigate a breach of rules Standards The College establishes standards in keeping with its responsibility to provide a physically safe environment giving opportunity for maximum personal growth within an academic institution. The establishment, revision and enforcement of standards shall be a joint responsibility of Residence Staff and the College of the Rockies. Cooperation and Cleanliness Standards include the expectation that you will respect your environment, co-operate with residence staff and your roommates by keeping your living area clean and respecting quiet hours. 3

10 Quiet Hours FRIDAY and SATURDAY 1:00 a.m. to 8:00 a.m. SUNDAY through FRIDAY 11:00 a.m. to 8:00 a.m. Courtesy quiet hours are in effect 24 hours/day and strictly enforced during exam periods. Property Liability The College does not assume any responsibility for personal property, lost, stolen or damaged from any cause. Students are advised to arrange insurance for personal property through an insurance agent. Responsibility for Institutional Property Residents are responsible for the general condition of the room, suite area, furniture and fixtures. This includes all common areas in and around the residence. Fire extinguishers and equipment, including sprinklers, must not be removed or tampered with. Prohibited Possessions The following, are prohibited in Purcell House Student Residence: exterior radio/satellite aerials and dishes, all live pets or laboratory specimens, BBQs, Firearms, knives or anything that may cause bodily harm explosives, flammable liquids and gases, bikes, (must be stored in the bike shed across from the residence) illegal drugs and drug paraphernalia, and other questionable items as determined by the College of the Rockies. Check-In Form The Check In Form is extremely important and must be completed with any discrepancies noted and presented to the Residence Office within 48 hours of your move in date. Be very careful to mark down everything that is relevant including furniture status, ceiling condition, excessive tack holes in walls, countertop condition, or carpet/floor stains. Failure to submit any changes to this form into the Residence Office may result in charges for damaged or missing items that you did not have any part in. Dates Published in this Handbook The dates published in this handbook are based on the assumption that you are staying in Residence and attending a regular four-month or eight month semester program that begins in September. If you are staying in Residence under other circumstances, the Residence Supervisor will advise you of the applicable dates and fees. 4

11 THE RESIDENCE OFFICE Our goal is to ensure that students are provided an enjoyable environment that is conducive to personal growth and learning. To achieve this goal we have a Residence Supervisor, Senior Residence Advisor and four Resident Advisors. The Residence Supervisor s office is located off the lobby on the second floor (entry level) of the Residence. Most of the financial and administrative business of the Residence is handled from this office. The office is an informational source for you and a place where you can voice any concerns regarding Residence life. The office staff is also responsible for ensuring a clean and well-maintained environment, and ensuring that the rights of Residents are upheld. The Residence Supervisor s office hours vary daily however most of your questions and payments can be handled during regularly scheduled Resident Advisor or Office Attendant office hours. If you need to see the Residence Supervisor, schedule an appointment through any Resident Advisor or Office Attendant or contact the Residence Supervisor directly at Catsirelis@cotr.bc.ca. Office Attendants (OA s) Office Attendants are trained student staff familiar with most of the financial and administrative business of the Residence. OAs receive payments and are familiar with Residence policies. The office is an informational source for you and a place where you can voice any concerns regarding Residence life. The office staff is also responsible for ensuring a clean and wellmaintained environment, and ensuring that the rights of Residents are upheld. 12 Resident Advisors (RAs) Resident Advisors are trained student staff familiar with community living. They are assist in creating a positive residence community, organize games nights, recreational and educational opportunities and act as a liaison between Residents and Residence Management Resident Advisors assume a role of leadership in all aspects of Residence living. They also assist the residents in interpreting and compliance with the College s student life policies and other opportunities for personal growth. As responsible adults, Residents are expected to look after themselves and take intelligent and civilized steps to solve their own problems which can be expected to occur. However, the RAs, who take turns at being on duty during the nights and weekends, are available should you require their assistance. Resident Advisor Availability The Resident Advisors organize activities or study sessions during scheduled office hours and special events at least once each month. The RA on duty can be located in the Residence Office or the Common Lounge between the following hours. 13 RESIDENCE FEE PAYMENTS Application Fee and Room Deposit The Purcell House Residence offers nightly, weekly and monthly accommodations with varying rates dependent upon the length of stay. Resident Fee Payment Dates Normal Academic Year - $1,900.00/four Month Block All students applying for weekly, monthly or full block occupancy must submit a non-refundable $35.00 application fee with their application. All students remaining in Residence longer than one week must pay a $ refundable damage deposit. Carpet cleaning charges for bedrooms ($30.00 and 1/6 th of the living room ($35.00) will automatically be deducted from damage deposits if the residents has lived in Residence for more than 3 consecutive months. September to December Semester Application Fee - $35.00 Damage Deposit - $ Maximum refund for individuals living in Residence for more than 3 months is $135.00, as $65.00 is automatically deducted for carpet cleaning charges. Submit with application form July 10 Rent Deposit (25% of semester rent) - $ July 10 Remaining Fall Semester Fees - $ August 10 January to April Semester Application Fee - $35.00 Damage Deposit - $ Maximum refund for individuals living in Residence for more than 3 months is $135.00, as $65.00 is automatically deducted for carpet cleaning charges. 14 Residence Fee Payment Notes Students arriving after the full four-month block begins pay $475.00/month. Residence fees are normally due in advance and are payable in four-month blocks. Residence Fee Deferrals are available from the Student Loan Office for Student Loan recipients. Flexible payment schedules may be arranged under special circumstances. Please contact the Residence Supervisor for more information. The application fee is non-refundable. Damage deposits are refunded after departure less any outstanding charges for cleaning, rent, and damages. Carpet cleaning charges for bedrooms ($30.00 and 1/6 th of the living room ($35.00) will automatically be deducted from damage deposits if the residents has lived in Residence for more than 3 consecutive Payments for Periods Other Than the Normal Academic Year Due 45 days prior to arrival or as authorized by the Residence Supervisor or as indicated on your assignment information. Weekly and Daily Rates $175.00/week and $30.00/day Fee Payment Options: Credit Card: Contact the Residence office at or the Registration Department at COTR at to make a credit card payment. Online at: AccessCOTR. Log into your student account and select the Student menu, click on - View Account and Make Payments link under Financial Information. Cheques: College of the Rockies. To avoid misplacement of your payment and possible cancellation of your assignment your name should be printed on all cheques, money orders and bank drafts. Payment should mailed directly to the Purcell House Student Residence, Bag 9000, Cranbrook, B.C. V1C 5L7. In Person At the Residence, Cranbrook Campus, or any of the College of the Rockies Regional Campus in Fernie, Invermere, Creston, or Golden. 8

15 Fee Payment Policies NSF or Returned Cheque: A service charge will be levied on all cheques returned by your Bank. Late Fees: Late payments of Residence fees may not be accepted. In the event that payment is not received by the due date, the Resident s assigned room may be forfeited and assigned to another eligible applicant. Contact the Residence office at to discuss late payments. RESIDENCE REFUND POLICIES Rent Refund Policies Prior to Move-In Room rental fees will be refunded if: 1. The College of the Rockies refuses you admission and you notify the Residence Supervisor (proof must be submitted). Notification must be received by the Residence Supervisor 15 days prior to the first day of classes or the daily room rate will be charged until notification is received. THE ADMISSIONS OFFICE DOES NOT NOTIFY THE RESIDENCE WHEN STUDENTS ARE NOT ADMITTED. 2. You are unable to accept a room assignment because of a substantiated medical reason (medical certificate required) and a written cancellation is received prior to August 31 or December We are able to rent your room and the Residence is fully occupied at the time of your cancellation. Please note that students will forfeit their assignments and room and damage deposits if they fail to pay the fees due by the date shown on their assignment notice or if they do not occupy their rooms by September 15th. The room and damage deposits in these cases will be nonrefundable. Rent Refund Policies After Move-In Room rental fees may be refunded if: 1. You have notified the Residence Office in writing of your intent to vacate Residence and provided 1 full months notice from the 1 st day of the month. 2. We are able to rent your room and the Residence is fully occupied at the time of your departure. 3. Unusual and compelling circumstances, which, in the judgment of the Residence Supervisor, entitles the Residents to special circumstances. Residence rental fees are payable by semester and early departures in December and April are not eligible for refund. 9

16 IN PREPARATION FOR MOVING IN Administrative Process Prior to arriving you must have: 1. Applied for a room in Residence (completed a Residence application and paid the nonrefundable $35.00) 2. Been formally notified that you have been assigned a room. This will normally be via e- mail. 3. Paid your rent and damage deposits by July 10 or the date provided in the assignment Paid the remainder of the rent for the semester by July 10 or the date provided in the assignment or contact the Residence Office to request a student loan deferral. Those sponsored by an agency other than student loan must also contact the Residence office to request a fee payment deferral. 5. Damage deposits cannot be deferred and must be paid by the date indicated in your assignment Returned the signed Contract by July 10 or the date indicated in your assignment . When can you move in? You are welcome to move into your room as of the first date of your occupancy term shown on the Residence Contract. For Those September Course and Program Start Dates Sunday, September 3 Monday, September 4 12:00 noon to 4:00 p.m. and 6:00 p.m. to 8:00 p.m. 11:00 a.m. to 1:00 p.m. Early Move In Requests for September 1. Early move in for those with September course start dates must be approved in advance by the Residence Supervisor. Approval is subject to availability. catsirelis@cotr.bc.ca or Rates are $30.00/day or $175.00/week for dates prior to September 3. Rooms not occupied by September 9 will be cancelled and reassigned without further notice. 10

17 WHAT DO YOU NEED TO BRING? Each student has a private bedroom with shared bathroom, assigned cupboard and fridge space. There is one full size fridge for every three individuals. The Resident needs to provide: Bedding Towels, etc, Toiletries Toilet paper TV (head phones or ear buds) Mini-fridge Personal items Kitchen ware, dishes, cooking supplies Cleaning supplies Dish clothes and Towels WHAT IS AVAILABLE AT PURCELL HOUSE? Available in the POD Available for Sign-Out Brooms and Dust Pans in Each POD Board Games Mops and Buckets in Each POD DVD Player Plungers Vacuums Ironing Board and Iron All Residents must provide picture identification (preferably their student card) in exchange for equipment. Identification will be returned during office hours in exchange for the equipment borrowed. ARRIVING AT THE RESIDENCE When You Arrive In September Please go straight to the Common Room which is located on the second floor of the Residence (entry level). You will be greeted by one of the Residence staff, either an OA, RA or the Supervisor. ID is required for room assignments. Those with outstanding fees will be directed to the Residence office. Move-In Process The OA or RA will: 1. Ensure that the Residence Contract has been completed, signed and returned. 2. Provide you with a Residence Room Check Form and you will be escorted to your room by a RA or one of our volunteers. You will do a physical check of the room to ensure everything is in order. Please be very thorough when checking your room as any damages or missing items not noted on the Move In/Move Out form will be YOUR RESPONSIBILITY when you move out. Once you have returned the completed form to the office, you will be provided with keys to your new room. 11

18 MANDATORY ORIENTATION Monday, September 2:00 p.m. Lecture Theatre, Main Campus Free BBQ 5:00 p.m. Residence Patio September Late Arrivals Anyone wishing to arrive outside the times or after the dates stipulated above, must contact the Residence office prior to arrival to arrange a mutually agreeable move in date and time. catsirelis@cotr.bc.ca or Additional Charges Arrivals prior to September 3 are subject to an additional fee of $30.00/day or $175.00/week. Winter Semester Arrivals The Residence office is closed until January 2, Winter semester move-ins begin January 2, 2018 at 12 noon. You must indicate the date and time of arrival on your contract form. All Other Arrivals Information on fee payment dates, office hours and arrival dates and times will be forwarded with your room assignment. CHRISTMAS BREAK - DECEMBER 18, through JANUARY 2, 2018, at noon. REQUEST TO REMAIN IN OR RETURN TO RESIDENCE The Residence Office is closed for the Christmas break and all services cease. Residents may apply to the Residence Supervisor to remain in Residence during the Christmas break. Approval is based on an individual s prior behaviour and the reason they wish to remain in Residence. Security monitors the building during this period and anyone in the building without written permission is asked to leave. 12

19 IN PREPARATION FOR MOVING OUT Notice of Move Out Prior to the End of a Contract Residents must complete the Resident Move Out form and submit it to the Residence Office on the first day of the previous month in order to move out without financial penalty. Moving Out in December Residents not remaining in Residence for the winter semester must vacate the Residence within 24 hours of their last exam or scheduled class. Moving Out in April Residents not remaining in Residence for the summer semester must vacate the Residence by noon on the within 24 hours of their last exam or scheduled class. Make arrangements to have your internet and cable disconnected and to return modems or other equipment to the Telus or Shaw. Return your keys. Your move out will not be complete until all keys are received in the Residence Office. If the office is closed upon departure, drop the keys in the red box on the wall outside the office. Up to $ could be charged against your damage deposit for lost or unreturned keys. Charges: $60.00 fee to change the locks, $15.00 for mail, POD and bedroom doors and $30.00 for the key fob\ 13

20 Leave a forwarding address with the Office. You can pay a fee of $25.00 to have your mail forwarded from the Office. Without prior arrangement, all mail received after your move out will be returned to sender. After inspection and Move-Out form is completed return all keys to the RA or drop in the box outside the office. MOVE-OUT POD CHECKS WILL BE CONDUCTED MONDAY through FRIDAY BETWEEN 7:00 P.M. AND 8:00 P.M. SATURDAYS, SUNDAYS & HOLIDAYS BETWEEN 2:00 P.M. AND 3:00 P.M. POD Common area carpet and floor cleaning charges will be divided between all occupants General Information About Damage Deposit Refunds The $65.00 carpet/floor cleaning charge will automatically be deducted from your refund if you have been an occupant for more than three months. Every attempt will be made to refund your Damage Deposit, less any deductions for damages, cleaning, outstanding College fees, within six weeks. General Information About Move Out Any non-food items left behind in the Residence will be disposed of after one month. Food items will be disposed of immediately and the resident will be charged for removal. Any furniture or belongings that does not belong Residence will be disposed of at the student s expense. Common area furniture disposal costs will be divided among all residents of the POD. SPRING SEMESTER May-July Students who plan to attend Spring/Summer Semester and wish to stay in Residence need to complete a new application form and arrange for the fee and deposit. Applications must be submitted by March 15. Students who plan to work in the area and would like to stay in the Residence during the summer are welcome to do so, please make sure you arrange this with the Residence office and fill out a short term accommodation form. During the summer we do rent the residence rooms to guests, so there may be the need to move you to another room. Summer rates will apply to those residents staying through. Summer students will be required to submit application forms and fees payments. RETURNING FOR FALL SEMESTER Returning students will need to complete a new application form and pay the application fee and deposit. 14

21 RESIDENCE FACILITY Common Lounge Second Floor There are two main lounges in the Residence equipped with televisions. These lounges are available to all residents and are often used for social gatherings. Common Lounge Fourth Floor The Recreation Room is equipped with a TV and ping pong table. Board games and a DVD can be signed out from the office. Laundry Room Washers, dryers, ironing boards, and irons are available for student use between 8:00 a.m. and 11:00 p.m. Change is available from the Resident Advisors during office hours only. Washers and dryers are coin operated ($1.25 each). Common Lounges and Laundry Facilities Are Available SUNDAY through THURSDAY 8:00 a.m. to 11:00 p.m. SATURDAYS and SUNDAYS 8:00 a.m. to 1:00 a.m. Storage Other than your assigned bedroom and cupboards and bike storage, there is no storage available in the Residence. A key for the bike storage unit can be obtained from the Resident Supervisor or a RA. The Purcell House Residence office is not liable for lost and/or stolen articles. The bike storage area is open to any resident with a bike and you must secure your bike in the storage unit. 15

22 RESIDENCE FACILITIES (continued) Vending Machines Vending machines are available on Level 2. Change is available during Residence Advisor office hours only. Vending Refund Procedure... If an individual has lost money in either the vending machine or the laundry machines, refunds may be granted to them through the Residence office. Student Key Policy In order to provide you with a safe and secure environment, students living in Residence are required to safeguard their keys at all times. Students have the responsibility to keep their bedroom and POD doors locked, not to give out keys, and not to prop doors open or allow strangers in. The charge for a lock change is $60. Common area and bedroom keys will be assessed at $15 for replacement; mailbox keys are assessed at $15 each, and the Residence main door touch key is assessed at $30. Parking The Residence is within walking distance of all classrooms at the College of the Rockies. Limited assigned parking is available to Residents. The fee is $40.00 per four-month term and the parking spaces will be assigned on a first-come, first served basis. Only one decal per resident is permitted, and this must be for the resident s personal use. Free parking is also available further from the building. Parking privileges at the Residence lot are forfeited when the resident moves out of the Residence. Failure to return the parking decal upon checkout may result in the withholding of the resident s $200 damage deposit. If at any time an unauthorized car is parked in the reserved Residence lot, the Residence Supervisor should be informed so that the vehicle will be towed. 16

23 RESIDENCE FACILITIES (continued) Winter Snow Removal As required, residents with parking decals may be requested to move their cars temporarily to another parking lot on campus to allow for snow removal in the Residence parking lot. This will either be posted on the Residence bulletin board or communicated via memo to the residents. Advance notice will be given whenever possible. There is no provision for visitor parking on the Residence parking lot. Visitors should park in the main Residence Lot. Visitors and Residents without a valid parking permit parked on the Residence parking lot will be towed. Motorcycle Parking There is no designated motorcycle parking in or near the Residence. All motorcycle owners on campus must follow the same guidelines for parking as car owners do. USEFUL INFORMATION Social and Recreational Events Your Student Association and COTR s Recreation Department encourage you to participate in College-wide activities in addition to those events arranged within the Residence. Mail Delivery Your mailing address is Bag 9000, 2700 College Way, Cranbrook, BC, V1C 5L7. Please include your assigned room number. Mail arrives at the Residence daily and is placed in the resident s mailbox between 6 and 9 p.m. Any registered letters, parcels, postage due letters, etc. will be delivered to you or kept in the Residence office and a notice will be put in your mailbox. C.O.D. items will not be accepted. Mail will not be held for residents who have vacated. Basic Wi-Fi Available throughout most of the building, however, this service is very basic and you may wish to subscribe to an alternative Internet provider. 17

24 USEFUL INFORMATION (continued) Shaw generally has individuals in the Residence the day after Labour Day to allow residents to complete the paperwork to have their Internet installed. Installations are generally completed within the first week of classes. Christmas Tree Policy Due to the danger associated with live Christmas trees they are prohibited from Residence. Christmas Holidays The Residence office is closed from December 20 at 12:00 noon to January 2 at 12 noon. Residents are required to vacate the Residence between these dates and times. Signed authorization must be obtained from the Residence Supervisor if you wish to remain in Residence between these dates and times. All services, including mail delivery, are discontinued during this period. Authorization is based on whether or not the resident is still attending classes and/or if they adhered to Residence behaviour standards during the semester. Bicycles Bicycles cannot be kept in the Residence facility. They damage the carpets and walls within the building. There is designated bike storage across from the main entrance. See the Residence Staff for access. Smoking There is no smoking allowed with 7 meters of any entrance door. Smoking (includes vaping) is not permitted on any walkways or within the Residence. Candles are the leading cause of fire. All these items can cause damages and are strictly prohibited. Room Renovations You are not allowed to do any room renovations, including but not limited to renovations to furniture and fixtures, hooks in the ceiling, holes in the walls, painting, etc. without the prior approval of the Residence Supervisor. 18

25 YOUR RESPONSIBILITIES Garbage Disposal Residents are responsible for their own bedroom garbage disposal. Garbage from must be disposed of in the garbage bin located in the Residence Parking Lot. All garbage should be wrapped and tied in paper or disposable garbage bags before being placed in the garbage bins. A Room Monday B Room Tuesday C Room Wednesday D Room Thursday E Room Friday F Room Saturday If the garbage and recycling needs to be taken to the appropriate bins on Sunday or if you have empty bedrooms in your POD, it is expected that you will discuss a schedule that works for everyone. Littering on the Residence property is a Standards offense. Residents found littering on the Residence property may be required to perform garbage pick-up duty. This includes cigarette butts. Room Changes Any Resident requesting a room change must inform the office of their reason, which has to be approved before a room change will be granted. There is an administrative fee of $25.00 for a request for room change. Purcell House Residence reserves the right to re-assign individuals to different rooms and/or floors at any time in the event that such re-assignment is deemed necessary by Residence management. Unauthorized room changes may result in the Resident being required to move back to his/her authorized assignment and/or disciplinary action. Insurance You are advised to make sure all of your personal effects in Residence are Insured. Your parent s house insurance may be able to cover your effects, so find out from them first. If Not, there are several insurance companies in the Cranbrook area that can provide affordable insurance for your personal items kept in Residence. You can also be held responsible for any damages you cause to others personal belongings for to the Residence buildings and contents. 19

26 YOUR RESPONSIBILITIES (continued) Health Insurance It is your responsibility to ensure you are fully covered by medical insurance. If you are a Resident of British Columbia, you would normally arrange this with the Medical Services Plan and Blue Cross. If you normally reside out of B.C., please be sure to take all the steps needed to ensure you have full coverage. General Damages Damages that occur in bedrooms will be charged to the individual living in the room. Damages to POD common areas and washrooms will be divided between all residents living in the POD unless the responsible individual contacts the Residence office. Common area damages may be charged between all residents in the building. The NO List NO Candles NO Smoking NO Incense NO hair color Cleaning Responsibility of Common Areas Residents are responsible for the cleanliness of the entire common areas (including: bathrooms, kitchen, storage room and living area) in their POD. Residents are expected to keep these areas clean throughout the year. The lack of cleanliness in a POD results in the possibility of vermin infestation and unsanitary living conditions. Failure to maintain a reasonably clean unit will be considered a Section B violation and will result in disciplinary sanctions. Kitchens Each residence has a fantastic kitchen space for all to use, however, if you use the area, you must clean the space after use. Inspection of PODs Residence staff enter PODS and bedrooms periodically to perform inspections. The inspection is intended to ensure that residents are maintaining a reasonable level of cleanliness. You are expected to treat all Residence staff with respect and to follow any cleanliness guidelines they may set out for you. Furthermore you are expected to adhere to suggestions regarding the state of your unit in a timely manner. 20

Residents are responsible for bedroom carpet and Common Area floor cleaning. ($35.00 for bedrooms and $30.00 for Common Area) Blinds clean and in good working order. Resident of each POD must share responsibility for removing the kitchen garbage daily. Kitchen Sink and Counters are a shared responsibility and everyone must do their own dishes and put them away, wipe off the counters and clean the sink. What Does This Mean? All residents are expected to clean up after themselves on a regular basis. The Residence staff will complete monthly Pod Checks to ensure your pod is being kept neat and clean. During Pod Checks, you are responsible for all areas assigned to your room letter. Any cleaning requirements that have not been fulfilled will be completed by Residence janitorial staff, and charged back to the student at a rate of $30.00/hour and may result in points, fines and eviction. The cleaning requirements assigned to any empty rooms in your pod must be completed by remaining residents. For example, if room C is empty, occupants of room A and B will share the bathroom responsibilities of C, in addition to their own; and occupants of A, B, D, E and F will share all kitchen and living room responsibilities of room C, in addition to their own. 21

28 RESIDENCE DAMAGE POLICY Cleaning Any mess beyond normal wear and tear is considered vandalism, and for housekeeping staff to clean these messes, the student(s) responsible, will be charged at a rate of $30.00/hour. Not adhering to Residence policies regarding cleaning will result in the assignment of points and could lead to eviction. Damages The College of the Rockies is responsible for maintenance and general upkeep of the Residence facility and grounds. All Damage incurred in the Residence is to be charged to those responsible for the damage. The Residence Supervisor is responsible for determining the responsible individual(s). While the residence office attempts to determine who is responsible for damage, the ultimate responsibility rests with the residents. IMPORTANT: Remember you will be charged for pinholes in the wall, bleach stains, and discoloured sinks due to hair dye, so please help us keep your residence as damage free as possible. 29 STANDARDS IN RESIDENCE The Purcell House Student Residence is committed to ensuring that all members of the Residence Community are able to study and work in an environment of tolerance and mutual respect that is free from harassment and discrimination. Statements of rights of the individual within the Residence community: The wellbeing of the Residence community rests on the balance of the community s ability to meet the needs of the individual and vice-versa. This balance is best achieved when all individuals are aware of their personal rights and responsibilities and those of their fellow residents. As such, the following principles were designed to describe the rights of the individual within the Residence community. All individuals within the Residence community have the right to consideration and respect for their feelings and personal needs while at the same time respecting the same rights of every other person within the community. All individuals within the Residence community have the right to live in an environment where their personal possessions and communal space area is respected by every other individual. Residence Standards Violations and Sanctions If rules and regulations, covenants, or agreements are broken by the Resident, depending upon severity and previous history of the Resident, an informal warning, a formal warning, assignment of a point or points, Behavior Contract and/or eviction will follow. All incidents of sexual violence or misconduct and harassment should be brought to the attention of the Residence Supervisor who will refer them to the appropriate party(ies). Criminal activity will be referred to the R.C.M.P. Penalties are assigned to Residents by the Resident Advisors or Residence Supervisor in conjunction with recommendations by the RAs. The Resident Supervisor, in consultation with the Resident Advisor, may offer Residents with points the opportunity to work off the value of their penalty by doing community service from which other Residents will benefit. Only those individuals that have proven, through behaviour adjustments, will be considered for community service. TYPES OF VIOLATIONS There are three separate sections: facility, community and substance violations. Each one carries the same weight when it comes to resident safety. Facility is any offence that involves property, whether that be the common areas or individual units. Community is any action that endangers the safety and security of residents in the community. Substance is any offences that involves the consumption, sale or possession of alcohol &/or any sort of illegal substances, including Marijuana. 23

30 LEVELS OF SEVERITY There are two levels of severity in each one of these sections, Level A and Level B. Level A violations include those that are illegal or willfully threaten in any way the safety of individuals or results in the willful damage or destruction of property. Section A violations are awarded a point range of a minimum of 1 point to a maximum of 4 points or an immediate eviction. If a resident accumulates 4 points there will be a written Notice of Eviction or a Behaviour Contract issued to that resident depending on the severity of the actions and the accumulation of both Level A and Level B incidents. The standard sanction for violation of policies in Section A could be an immediate termination of the Student Housing License Agreement. When significant mitigating or aggravating circumstances occur, they will be considered and, in some cases, may affect the sanction imposed. Level B violations include disruptive behaviour that interferes with another person(s) free academic or personal pursuits or their ability to sleep or study, those that pose a threat to an individual s safety, or have the potential to damage property. Sanctions range from minimum of 1 point to a maximum of 6 points with possible recommendation to evict depending on the severity of the violation(s) or the accumulation of violations. Guidelines for Penalty Assignment LEVEL A Residence Standards offenses include violations of Rules & Regulations detailed in section L of the License Agreement as well as: 1. Verbal, physical, or written abuse/harassment, sexual violence or misconduct of a fellow Resident points depending upon severity and previous history. (Incidents or threats of sexual violence, sexual violence or misconduct, harassment, physical abuse will be reported to the College Administration and may affect the resident s academic standing and could result in eviction and possible criminal charges). [Level A] 2. Assault (incident of physical aggression not on justifiable grounds of self-defense) Eviction, point(s) assignment. [Level A] 3. Fighting (incidence of physical aggression where instigator cannot be determined) - points, or eviction. [Level A] 4. Misleading, failing to cooperate or behaving abusively toward a Resident Staff member - Depending on the severity, point assignment or eviction. [Level A] 5. Possession of weapons Points, or eviction. [Level A] 6. Use of weapons - Eviction and possible criminal charges. [Level A] 7. Possession or use of non-medical or illegal drugs or associated paraphernalia may result in referral to the RCMP and could result in eviction. [Level A] 24

31 8. Sale and trafficking of illegal and/or non-medical drugs; cultivation of drugs - eviction and referral to RCMP. [Level A] 9. Abuse of fire equipment (i.e., alarms, extinguishers, hoses, detectors, exit signs) - Eviction, point(s) assignment and possible $150 fine and possible criminal charges. [Level A] 10. Fire Drill - non-compliance - point assignment(s). [Level A] 11. Being on the rooftop - point(s). [Level A] 12. Break-in and/or illegal entry - With intent to: a) do a room job : point(s) at the discretion of an RA; Level B or b) cause damage, commit theft, etc.; eviction, possible criminal charges. [Level A] 13. Subletting - Eviction of both Resident sub lessee. [Level A] 14. Unauthorized key possession - point(s) assignment, eviction. [Level A] 15. Theft - eviction and probable referral to RCMP. [Level A] 16. Failure to abide by non-smoking area policy; Level A - point(s), possible eviction, room painting expenses. 17. Guests in Residence - Residents who wish to have guests stay with them may receive permission for up to three nights for each 30 day period. Unapproved stays may result in accommodation charges, points or eviction. [Level A] 18. Guests in POD Maximum occupancy of any POD is 12. Six residents and six guests. Each resident can have one guest at any given time. [Level A] 19. Hosting an unauthorized party in a room, POD or floor - point(s) assignment points, eviction. [Level A or B depending on severity] 20. Hosting an evicted Resident - point(s) assignment, eviction. [Level A] 21. Possession of a keg or Texas Mickey point(s), possible eviction. [Level A] 22. Willful destruction of property. Point(s) assignment, eviction. [Level A] 23. Removal of Residence property into rooms or other areas without permission first offense: warning, second offense: point assignment under Level B. Additional offences or refusal to return the item will result in point assignment under Level A. [Level A] 24. Ejection of objects from windows and/or stairwells - Potentially harmful objects: point(s) assignment or eviction, and possible criminal charges. [Level A: Non-harmful objects] 25. Failure to exercise proper discretion and/or responsible behaviour (actions which are clearly unacceptable to our Residence standards but are not specifically identified in Rules and Regulations). [Level A or B depending on severity] 26. A Resident hosting a non-resident is fully responsible for their guests actions and any resulting disciplinary action including fines and damage assessments will be fully assigned to the Resident. Use of explosives (including fireworks and fire crackers) - Any incident which threatens the safety and/or health of Resident(s): eviction; Level A, non-harmful incident: point(s) assignment. [Level B] 30. Tampering with or damaging elevators - eviction, plus assessment for cost of repairs. [Level A] 31. Misleading a Staff Member - In circumstances where a Resident is found to be misleading or lying to a staff member in an investigation, the Resident may be assigned point(s) depending on the severity. [Level A] 32. Initiation (tanking, chairing, etc.) - As recommended by an RA, depending upon severity, point(s) assignment, eviction. [Level A or B depending on severity] 33.
