2 Scope of analysis Looked at neighborhoods that have equity issues with respect to jobs, housing, and/or transportation Chose neighborhoods east of the Willamette River Boise, which has fairly good walkability and bikeability but affordable housing shortages exist Cully-not in an URA and lacks good access to transit to downtown, poor sidewalk and bike connections Hazelwood-part in Gateway URA-has some good areas but the northeast quadrant lacks just about everything. Areas north of Killingsworth and East of Cully but south of Killingsworth have scores 40 or below. Is 67 too high a score for unaffordability?

6 MAX Connection 22, 23, MAX Notice the void in the area north of Burnside and east of 122 nd. There is limited connectivity, a park/golf course between Glisan and Halsey. 25 runs on Glisan and 77 on Halsey. 20 runs on Stark. What if we increased bus service through city subsidy?

8 What about Jitneys? Could jitneys be used to deal with demand not provided by TriMet? Should they be privately run, or should they be non-profit, neighborhood driven? TriMet won t provide direct service to Cully, so would Hacienda CDC or neighborhood association be able to? Who would pay? Would they make TriMet more efficient as Cascade Policy Institute claims? If non-profit and city ran, eligible for JARC funds JARC- and St. Maarten jitney via-
9 Land Tax does exist in the US Pennsylvania passed a law requiring that Pittsburgh and Scranton reduce taxes on property and increase taxes on land in 1913 In 1977, home rule charters were passed in Pittsburgh and mill towns to give them the ability to implement a land tax at rates that will help sprawl and decrease blight Construction increased during a recession, and homeowners had less in taxes, which helped reduce blight in places like Pittsburgh It also reduced inefficient land uses in these areas, acting like a passive urban growth boundary. They also untaxed new construction (but increased property tax rates so the tax break will be recovered in the long term) to spur construction and reduce underutilization of land Cord, Steven B. 10 Hazelwood s Void Areas east of 122 nd and north of Glisan devoid of options Poor bus service and no commercial areas nearby Poor sidewalk and bicycle connections Many residents don t want sidewalks connecting their cul-du-sacs or business area closer to them because they want to be away from it all What option could help both Cully and Hazelwood in one swoop? City of Seattle subsidizes extra trips on route 8 because King County wouldn t provide that LOS otherwise Goes to the non-profit corridor and serves many low income residents Line 71, which goes through both Cully and Hazelwood via Cully and 122 nd Ave could benefit from such an approach Add extra trips through this same process via lines 20, 25, and 77, and more of NE Hazelwood would be able to reach shops, businesses, and jobs along 122 nd and Gateway within 20 minutes! 12 Experts opinions on city subsidizing bus service? Bill Cunningham of BPS said, I am not sure about the options Portland's leaders might have to address this possibility. What about Debbie Bischoff, who is in charge of the Cully Business Plan? If it actually was done somewhere else, then it may be something to consider. She said there s nothing to anchor transit in Cully. Both believed political feasibility, funding, and intestinal fortitude are issues to this idea. _need/
13 Access to MAX-Going Ped crossing MAX on Interstate on MLK 4 24 Boise is fairly walkable with even the lower walkability areas with scores above 60.
14 Vacant parcels that are prime for adding jobs, affordable housing, and amenities missing from areas. Most of these were empty and not developing even during the housing boom. Why?
