2 Community Meeting Report Petitioner: Seahawk Partner Holdings, LLC Rezoning Petition No This Community Meeting Report is being filed with the Office of the City Clerk and the Charlotte- Mecklenburg Planning Commission pursuant to the provisions of the City of Charlotte Zoning Ordinance. PERSONS AND ORGANIZATIONS CONTACTED WITH DATE AND EXPLANATION OF HOW CONTACTED: Seahawk Partner Holding, LLC (representative of the Petitioner) mailed a written notice of the date, time, and location of the Community Meeting to the individuals and organizations set out on 1316 Thomas Ave Exhibit A and Exhibit B attached hereto by depositing such notice in the U.S. mail on October 12, A copy of the written notice is attached hereto as 1316 Thomas Ave Exhibit C. DATE, TIME AND LOCATION OF MEETING: The community meeting was held on October 30, 2018 at 6:30 PM. The meeting was held at The Plaza Midwood Library 1623 Central Ave. Charlotte, NC PERSONS IN ATTENDANCE AT MEETING (see attached copy of sign-in sheet): The Community Meeting was attended by those individuals identified on the sign-in sheet attached hereto as Exhibit C. The Petitioner was represented at the Community Meeting by Andrew Rowe, Jacob Norris, and Sarah Terrano. SUMMARY OF PRESENTATION/ DISCUSSION: The Petitioner s agent, (Andrew Rowe, and Jacob Norris), welcomed the attendees and introduced the Petitioner s team. Andrew Rowe indicated that the petitioner proposed to rezone an approximately acre +/- site at 1316 Thomas Ave from the R-5 zoning district to B-2 CD zoning district. Andrew explained he is looking to rezone the lot, that in the past has been used as a parking lot, to a new much better looking parking area that will include professional landscaping, a pocket area (which will include a dedicated seating area) that will help to transition the residential

3 area to the commercial parking lot. A wall and plant buffer that runs down the complete property line will also aid in noise reduction. The well thought out plans for this area will help to preserve the current structure connected with this lot in turn maximizing the space and making it better for the area. The clean-up of the site and lighting will greatly improve safety concerns in the area and will also be aesthetically pleasing for surrounding neighbors. Drew and Jacob went into their history and how they have many successful urban landfill developments in this area and others. They have been in the business over 15 years and have proudly completed many successful projects. Jacob mentioned he is passionate about land preservation and would love to see this lot put to its highest and best use The questions began with Do you own the property. Andrew answered not at this moment, but he does have a commitment to purchase the lot. Another concern was if Workman s Friend was connected to this site, Andrew answered no we have no connections or leases with Workman s Friend. A few questions were brought up about the Tattoo Parlor connected with the parking lot and if that will remain in the building once the parking is rezoned. Jacob answered for now they will continue with the lease for the tattoo parlor but in the future does not see this remaining since this is not the highest and best use for this building and would like to see it as a juice bar, small coffee shop etc., but at this moment do not have working plans for the building and will remain a tattoo parlor. There was a question will this maybe be turned into a bar and Andrew responded not likely since it is only 13 parking spaces it is not practical. Andrew responded also this rezoning is conditional only to the parking spaces and if he were to try to expand or do anything other than what is in the plans we will have to do another process like this one. A guest asked, if this will be used for public parking. Andrew replied no it will not be and watch and tow will be enforced to make sure only permitted vehicles are parking in this lot. There were many concerns about crime in the area, vandalism, issues with drunk people in the alley behind lot and was answered with although we cannot fix all the issues our hopes are cleaning up this lot and adding light and a watched presence will aid in fixing some of the issues.

4 A question was asked how would you feel if this parking lot was going in next to you, Jacob relied maybe not super excited but if used correctly the neighborhood benefits greatly. One guest says he has a lot of issues with parking in the area and wanted to know if neighbors to the property will be granted access for limited parking after hours, Andrew answered that is definitely something we can address and hopefully accommodate. There were a few questions about neighboring sites such as 1212 Plaza, which was answered what the future site will be. Andrew and Jacob wrapped up with Why are we Here, the main reason is we would like to make a better route using this space as a parking lot, which will help to preserve the building, bring the area to its highest and best use. We are glad to have an opportunity to work with the neighbors to improve this area for everyone. Andrew asked if anyone in attendance was against the parking lot, the guest replied they are a little wary since with many projects in the area they have been lied to about what they will be, but they also mentioned the parking lot is a good addition and will hopefully help with some safety issues by cleaning up the area and adding lighting and also just looking better. A guest also asked Andrew about putting in a stop sign on Thomas. He answered while he can t commit to it he will bring it up. Respectfully Submitted this 7th day of November 2018

(Tuesday), (October/30/2018) at (6:30 PM). Place of Meeting: (Plaza Midwood Library 1623 Central Ave. Charlotte NC ) Petitioner: Seahawk Partner Holdings LLC Petition No: We are assisting Seahawk Partner Holdings LLC (the "Petitioner") in connection with a Rezoning Petition it has filed with the Charlotte-Mecklenburg Planning Commission seeking to rezone an approximately acre +/- site (the "Site") located at 1316 Thomas Avenue Charlotte, NC from the R-5 zoning district to B - 2 CD zoning district. The purpose of the rezoning is to permit the use of paved parking on the site with proper screening. This rezoning request does not involve a vertical development. In accordance with the requirements of the City of Charlotte Zoning Ordinance, the Petitioner will hold a Community Meeting prior to the Public Hearing on this Rezoning Petition for the purpose of discussing this rezoning proposal with nearby property owners and organizations. The Charlotte- Mecklenburg Planning Commission's records indicate that you are either a representative of a registered neighborhood organization or an owner of property that adjoins, is located across the street from, or is near the Site. Accordingly, on behalf of the Petitioner, we give you notice that representatives of the Petitioner will hold a Community Meeting regarding this Rezoning Petition on (Tuesday, October , 6:30 PM at Plaza Midwood Library).
