ORDERS IN COUNCIL The Urban Municipality Act, 1984 [O.C. 64/1999] 4 February 1999 TO THE HONOURABLE THE LIEUTENANT GOVERNOR IN COUNCIL The undersigned has the honour to report that: 1 Sections 13, 14 and 24 of The Urban Municipality Act, 1984 provide, in part, as follows: 13(1) In this section, council means: (a) the council of an urban municipality that intends to apply for an alteration of its boundaries... (7) The council may make an application for the alteration of its boundaries... in the form prescribed by the minister and shall submit: (a) an application for the alteration of boundaries to: (i) the minister, if all other municipalities affected by the proposed alteration provide the council with the complementary resolutions mentioned in clause (e); together with; (c) a map showing in detail the proposed alteration in boundaries... and a brief explanation of the reasons for the proposal; (d) a certified copy of a resolution of the council requesting the proposed alteration... ; (e)... a certified copy of a complementary resolution of the council of each municipality affected by the proposed alteration; (f)... ; and (g) a written summary of any public meeting held... and a copy of each written submission respecting the proposed alteration... received by the council. (10) The minister may recommend to the Lieutenant Governor in Council that an application made pursuant to this section be approved, subject to any terms and conditions that the minister considers appropriate, or rejected. 14(1) On the recommendation of the minister pursuant to subsection 13(10)... the Lieutenant Governor in Council may, subject to any terms and conditions that he considers appropriate, by order: (a) alter the boundaries of any urban municipality by: (i) adding territory that shares common boundary with the urban municipality to that urban municipality; (b) alter the boundaries of any other municipality affected by an order made pursuant to clause (a) so that they correspond to that order. 24 When making an order pursuant to this Part that results in the alteration of the boundaries of an urban municipality, the Lieutenant Governor in Council... shall: (a) describe the actual alteration of the boundaries of the urban municipality; and (b) describe the new boundaries of the urban municipality...; 2 The Council of the Village of Dorintosh has submitted an application for an alteration of its boundaries to the Minister of Municipal Affairs, Culture and Housing in the form prescribed by the Minister together with: (a) a map showing in detail the proposed alteration in boundaries which involves withdrawing territory from the Rural Municipality of Meadow Lake No. 588 for the purpose of accommodating a residence which receives its services from the village; (b) a certified copy of a resolution of the Council of the Village of Dorintosh requesting the proposed alteration; and

4 232 THE SAATCHEWAN GAZETTE, MARCH 12, 1999 (c) a certified copy of a complementary resolution of the Council of the Rural Municipality of Meadow Lake No. 588, affected by the proposed alteration. 3 No written submissions objecting to the proposed alterations of the Village of Dorintosh were received. 4 As a result of the above, it is desirable to alter the boundaries of the Village of Dorintosh and the Rural Municipality of Meadow Lake No The undersigned, therefore, has the honour to recommend that Your Honour s Order do issue pursuant to sections 13, 14 and 24 of The Urban Municipality Act, 1984: (a) altering the boundaries of the Village of Dorintosh by withdrawing from the Rural Municipality of Meadow Lake No. 588 and adding to the Village of Dorintosh, territory adjoining the village as described in the attached Schedule A ; (b) altering the boundaries of the Rural Municipality of Meadow Lake No. 588, so that they correspond to this Order; and (c) confirming that the alteration shall take effect on and from the date of this Order and that the attached Schedule B is conclusively deemed to be the legal description of the boundaries of the Village of Dorintosh. SCHEDULE A The boundaries of the Village of Dorintosh are altered by withdrawing territory from the Rural Municipality of Meadow Lake No. 588 and adding to the village the territory described as: That portion of Section 10, Township 62, Range 18, West of the Third Meridian described as: Commencing at the northeastern corner of Parcel B, Plan No. 84B15993; thence southerly along the eastern limit of said Parcel B to the southeastern corner of said parcel; thence easterly and parallel with the northern limit of Parcel C, Plan No. 86B10512 a distance of metres; thence northerly and parallel with the eastern limit of said Parcel B to the northern limit of said Parcel C; thence westerly along the said northern limit to the point of commencement. SCHEDULE B The boundaries of the Village of Dorintosh shall comprise the territory in the Province of Saskatchewan lying within: Township 62, Range 18, West of the Third Meridian and described as: (1) that portion of the northeast quarter of Section 9 lying east of a line drawn metres west of and parallel with the eastern boundary of the said quarter section and lying north of the southern limit of 6, Second Avenue West and 8, shown on Plan No. BY4386 and its production westerly to the aforementioned line, INCLUDING the adjoining road allowance and widening thereto lying north thereof; (2) the following portions of the northwest quarter of Section 10: (a) Parcel B shown on Plan No. 84B15993; (b) the most northerly metres of the most westerly metres of Parcel C, Plan No. 86B10512; and (c) that portion lying north of the northern limit of Parcel C shown on Plan No. 86B10512 and lying west and north of a line commencing at the northeast corner of said Parcel C; thence northerly parallel with the western boundary of the said quarter section to the southern limit of Parcel Z shown on Plan No. BY4386; thence easterly along the southern limit of said Parcel Z to the southeast corner thereof; and thence northerly along the eastern limit of said Parcel Z to the northeast corner thereof; (3) the following portions of the southwest quarter of Section 15: (a) 1 and 2 and the lanes in 10 shown on Plans No. BY4386 and No. 81B02806; and (b) that portion lying west of the eastern limit of Third Avenue East and lying south and west of a line commencing at the northeast corner of said Third Avenue East; thence westerly along the northern limit of said Third Avenue East and the lane in 9 to the eastern limit of Second Avenue East; thence northerly along the eastern limit of said Second Avenue East to the northeast corner of Second Street North; thence westerly along the northern limit of said Second Street North to the western boundary of the said quarter section, all shown on Plan No. BY4386; and (4) that portion of the southeast quarter of Section 16 shown as 1 and Second Avenue West on Plan No. BY4386. Unless otherwise specified, the portions of the sections described in the above schedule include the adjoining south and west road allowances, intersections thereof and widening thereto by plan of survey. The said plan of survey is of record in the Land Titles Office for the Battleford Land Registration District at Battleford, Saskatchewan. 5 THE SAATCHEWAN GAZETTE, MARCH 12, (1) On the recommendation of the minister pursuant to subsection 13(10)... the Lieutenant Governor in Council may, subject to any terms and conditions that he considers appropriate, by order: (a) alter the boundaries of any urban municipality by: (i) adding territory that shares common boundary with the urban municipality to that urban municipality; (b) alter the boundaries of any other municipality affected by an order made pursuant to clause (a) so that they correspond to that order. 24 When making an order pursuant to this Part that results in the alteration of the boundaries of an urban municipality, the Lieutenant Governor in Council... shall: (a) describe the actual alteration of the boundaries of the urban municipality; and (b) describe the new boundaries of the urban municipality...; 2 The Council of the Town of Delisle has submitted an application for an alteration of its boundaries to the Minister of Municipal Affairs, Culture and Housing in the form prescribed by the Minister together with: (a) a map showing in detail the proposed alteration of boundaries which involves withdrawing territory from the Rural Municipality of Vanscoy No. 345 for the purpose of expanding a recreational facility located within the town; (b) a certified copy of a resolution of the Council of the Town of Delisle requesting the proposed alteration; and (c) a certified copy of a complementary resolution of the Council of the Rural Municipality of Vanscoy No. 345, affected by the proposed alteration. 3 No written submissions objecting to the proposed alteration of the boundaries of the Town of Delisle were received. 4 As a result of the above, it is desirable to alter the boundaries of the Town of Delisle and the Rural Municipality of Vanscoy No The undersigned, therefore, has the honour to recommend that Your Honour s Order do issue pursuant to sections 13, 14 and 24 of The Urban Municipality Act, 1984: (a) altering the boundaries of the Town of Delisle by withdrawing from the Rural Municipality of Vanscoy No. 345 and adding this area to the town as described in the attached Schedule A ; (b) altering the boundaries of the Rural Municipality of Vanscoy No. 345, so that they correspond to this Order; and (c) confirming that the alteration shall take effect on and from the date of this Order and that the attached Schedule B is conclusively deemed to be the legal description of the boundaries of the Town of Delisle. SCHEDULE B The boundaries of the Town of Delisle shall comprise the territory in the Province of Saskatchewan lying within: (1) Township 34, Range 8, West of the Third Meridian and described as: (a) the northwest quarter and legal subdivisions 4, 5, and 6 of Section 18; (b) the southwest quarter of Section 19; and (c) the most southerly metres (49.5 feet) in perpendicular width throughout the northwest quarter Section 19, EXCEPTING: that portion of the adjoining westerly road allowance and widening thereto. (2) Township 34, Range 9, West of the Third Meridian and described as: (a) legal subdivisions 8, 9, and 16 of Section 13; and (b) legal subdivision 1 and that portion of legal subdivision 8 of Section 24 bounded by a line commencing at the intersection of the southerly limit of the said legal subdivision with the eastern boundary of the said section; thence westerly along the said southerly limit of the legal subdivision to its intersection with the westerly limit of Fourth Street West shown on Plan No. AB1153; thence northerly along the said westerly limit of Fourth Street West to its intersection with the southerly limit of Sixth Avenue shown on Plan No. 78S23179; thence westerly along the said southerly limit of Sixth Avenue to the southwest corner of Sixth Avenue; thence northerly along the westerly limit of Sixth Avenue and Parcel D shown on Plan No. 78S23179 to the northwest corner of Parcel D; thence easterly along the northerly limit of Parcel D to its intersection with the westerly limit of the surveyed road shown on Plan No. 75S33607; thence southerly along the said westerly limit of said surveyed road to its intersection with the northerly limit of Lot 5, 3, shown on Plan AB1153; thence easterly along the said northerly limit to the northeast corner of said lot; and thence southerly along the easterly limit of said lot to the point of commencement. Unless otherwise specified, the portions of the sections described in the above schedule include the adjoining south and west road allowances, intersections thereof and widening thereto by plan of survey. The said plan of survey is of record in the Land Titles Office for the Saskatoon Land Registration District at Saskatoon, Saskatchewan. BOARD ORDERS The Assessment Management Agency Act CERTIFICATES OF CONFIRMATION FOR THE 1998 ASSESSMENT ROLLS OF CERTAIN MUNICIPALITIES The Board of Directors of the Saskatchewan Assessment Management Agency hereby orders that the 1998 assessment rolls of the urban municipalities listed in Schedule 1 are confirmed, pursuant to clause 12(1)(p) of The Assessment Management Agency Act and subsection 273(3) of The Urban Municipality Act, 1984, and the Board hereby authorizes and directs the issuance of a certificate of confirmation with respect to each of the said assessment rolls. The Board of Directors of the Saskatchewan Assessment Management Agency hereby further orders that the 1998 assessment rolls of the rural municipalities listed in Schedule 2 are confirmed, pursuant to clause 12(1)(p) of The Assessment Management Agency Act and subsection 327(2) of The Rural Municipality Act, 1989, and the Board hereby authorizes and directs the issuance of a certificate of confirmation with respect to each of the said assessment rolls.

Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Poco Petroleums Ltd. to dispose of salt water recovered from oilfield production, by injection into the Mannville Formation through the well located on legal subdivision 16 of Section W1M, in accordance with plans and specifications filed with the Department as Document No. S.W.D. 688 and subject to the following: 1 Installations shall be subject to the approval of a field representative of the Department prior to the commencement of salt water injection and subsequent to any modifications to such installations. 2 The wellhead injection pressure shall be limited to a maximum of kilopascals (kpa). 3 All injection volumes shall be metered with a Department approved method. 4 An application to plugback must be applied for and approved through the Department field office prior to re-completing the above well for salt water disposal. 5 A cement bond log must be run to determine top and condition of cement behind casing. If inadequate, remedial work must be performed to the satisfaction of the Department field office prior to re-completing the above well for salt water disposal.
