1 RESTRICTIONS The Restrictions listed in this document are intended as a convenience to those participating in Crown Public Offerings (land sales) and every effort has been made to ensure they are current. As certain restricted areas are continuously being updated and modified, participants in the Public Offering should be aware that they will be required to abide by the various Acts and Regulations governing these restrictions whether or not they are listed accurately on this page. 2 A HERITAGE SENSITIVE These lands are considered heritage sensitive either in whole or in part. They contain recorded archaeological, historical or paleontological sites or are judged to have high site potential due to their proximity to major waterways, lakes, sheltered valleys, hummocky terrain, or other heritage sensitive landforms. Petroleum developments on these lands may require heritage resource impact assessment, pursuant to Section 63 of The Heritage Property Act, prior to any land disturbance. Specific inquiries regarding the need for and scope of heritage resource impact assessment should be directed to: Mr. Nathan Friesen, Senior Archaeologist Heritage Conservation Branch Ministry of Parks, Culture and Sport Telephone: (306) A1 HERITAGE PROTECTION AREAS These lands are protected by provincial heritage designated pursuant to Part IV of The Heritage Property Act or are under consideration for such protection. They may also contain Sites of a Special Nature as defined in Section 64 of the Act. As such, surface alteration of any kind or permanent visual impact on the land parcels so indicated will be restricted or prohibited. Drilling from neighbouring lands may have similar restrictions and/or may require appropriate reclamation procedures to mitigate the visual impact of petroleum facility construction and removal. Activities that meet the definition of a development under The Environmental Assessment Act will be forwarded to the Environmental Assessment Branch and may require an Environmental Impact Assessment and Ministerial Approval prior to proceeding. E PARTIAL DRAINAGE UNIT These lands either in whole or in part contain incomplete drainage units which will require pooling with adjacent lands. F MANITOU SAND HILLS INTEGRATED RESOURCE MANAGEMENT PLAN AREA These lands either in whole or in part are within the Manitou Sand Hills Integrated Resource Management Plan area. These lands contain environmentally sensitive areas and require an Oil and Gas Project Proposal (OGP) to be submitted to the Environmental Assessment Branch for environmental screening before the proposed activities can proceed. H REGIONAL PARKS These lands either in whole or in part are located within the boundaries of a regional park and no surface access will be allowed on these areas without approval of the local park authority. I MOOSE MOUNTAIN PROVINCIAL PARK These lands are located either in whole or in part within the boundaries of the Moose Mountain Provincial Park. Resource extraction will only be allowed within certain areas in the Park s Resource Management Zone and will be subject to certain conditions. 4 J TOWNSITES These lands either in whole or in part are located within a townsite and permission must be obtained from the proper authorities before drilling operations may proceed. K OFFSET COMMITMENT These lands either in whole or in part are offset by freehold production as outlined under Section 9-15 of The Oil and Gas Tenure Registry Regulations, and as such contain offset commitments. (Please note: Other offset commitments may come into effect prior to the sale date). M PARKS LAND (Provincial Parks, Protected Areas, Historic Sites and Recreation Sites) These lands are located either in whole or in part on park land. Resource extraction will only be allowed in Resource Management Zones in certain parks. Surface access will be restricted or prohibited on portions of these lands and other conditions will apply. Resource extraction activities will only be allowed within certain areas in the Park s Resource Management Zone and are subject to significant access restrictions including the possibility of no surface access. 5 O NORTHERN PROVINCIAL FOREST These lands either in whole or in part are subject to The Forest Resource Management Regulations. Q PASQUIA PROVINCIAL FOREST - Replaced with Restriction O. R PORCUPINE PROVINCIAL FOREST - Replaced with Restriction O. S SPECIFIC RESTRICTION (S1) (S2) (S3) Replaced with Restriction (S23). 6 (S5) This land is part of the Alameda Wildlife Mitigation Lands, administered by the Saskatchewan Watershed Authority. Surface access may be restricted on portions of these lands. Surface access may be restricted or prohibited on portions of these lands. (S12) These lands either in whole or in part are located within an environmentally sensitive zoning district in the Rural Municipality of Miry Creek No. 229 and surface access may be restricted or prohibited at the discretion of the Municipal Council under the terms of two bylaws: the Development Plan Bylaw and the Zoning Bylaw. (S13) These lands either in whole or in part are located within a Reservoir Development Area and will require a permit from the Saskatchewan Watershed Authority prior to any drilling operations. (S16) These lands in whole or in part may contain areas that are ecologically sensitive, environmentally sensitive, heritage sensitive or may offer habitat that is critical to various species at risk. A detailed review should be performed prior to any approval granted for exploration. (S19) These lands either in whole or in part are located within the Great Sand Hills Planning District in the Rural Municipality of Clinworth No. 230 and surface access may be restricted or prohibited at the discretion of the applicable Municipal Council. (S20) These lands are located within the Prime Conservation Area of the Manitou Sand Hills Integrated Resource Management Area and absolutely no surface access will be allowed below the high water line as indicated on the 1918 Survey Plan. Surface access to these lands must be from outside the Prime Conservation Area. Surface access will be restricted or prohibited on portions of these lands. 8 (S23) These lands are located within the Natural Zone of Moose Mountain Provincial Park and absolutely no surface access will be allowed. (S24) The Crown surface rights for these lands are in the process of being set apart as a reserve for the use and benefit of the Ocean Man First Nation. The Province s Surface Rights Acquisition and Compensation Act will not apply to the surface of these lands once they attain reserve status. Under these circumstances, surface access to the new reserve will require the consent of the First Nation and the Government of Canada. Absolutely no surface access will be allowed within the Historic Site. The province s Surface Rights Acquisition and Compensation Act does not apply to this Site. Parks Canada must be contacted prior to any exploration activities taking places on this parcel. Inquiries Ms. Cheryl Penny, Superintendent Saskatchewan South Field Unit Parks Canada Telephone: (306) (S26) These lands are in proximity to the Clearwater River Provincial Wilderness Park, headwaters of the Clearwater River (a designated Canadian Heritage River) and/or the proposed Fire Bag Lake Representative Area Network site which has identified this area as unique and sensitive. All activities, including seismic exploration and exploratory drilling, with potential to cause environmental impacts will require that an Environmental Protection Plan be submitted to the Environmental Assessment Branch for screening review pursuant to The Environmental Assessment Act. Activities meeting the development definition in The EA Act will require an Environmental Impact Assessment be completed and a Ministerial Approval be received prior to development occurring. 9 (S27) These lands fall within an existing Forest Management Agreement (FMA) Area. Successful bidders will be required to work with the FMA holder to coordinate road access development in the area. The nearest office should be contacted well in advance of any exploration or development activities: Land Management North - Prince Albert Telephone: (306) Land Management North Meadow Lake Telephone: (306) (S28) These lands either in whole or in part contain an environmentally sensitive area and as such may require environmental screening before exploration activities can proceed. Inquiries regarding these areas Land Management North - Prince Albert Telephone: (306) (S29) These lands either in whole or in part have a previously issued alkali disposition and surface access might be restricted or prohibited. The alkali lessee must be contacted prior to any exploration activities taking place and an agreement with the alkali lessee may be required by the before the proposed activity may proceed. Surface access may be restricted or prohibited and special conditions may apply to any activity undertaken within the Game Preserve. 10 (S31) These lands fall within an existing Forest Management Agreement (FMA) Area. Successful bidders will be required to work with the FMA holder to coordinate road/access development in the area. In addition, woodland caribou may be present in this area. As a Federally listed threatened species, woodland caribou warrant special consideration and a full Environmental Protection Plan may be required prior to any exploration work being undertaken. Prior to the approval of any surface dispositions that may adversely affect Treaty or Aboriginal rights the will be required to undertake consultations in accordance with the First Nation and Metis Consultation Policy Framework. For more information on consultation requirements related to oil sands exploration, please contact: Land Management North Meadow Lake Telephone: (306) Please note that The Oil and Gas Tenure Registry Regulations provide for an extension of the term of any disposition issued under these regulations in the event that additional time is required to conduct consultations in accordance with the Guide. (S33) This parcel is located in close proximity to a C0 2 (EOR) project and as a result overpressured zones may be present. It is advisable that appropriate precautions be taken should drilling operations take place on these lands. (S34) Replaced with Restriction (S45). (S36) These lands either in whole or in part have a previously issued Lease of Space Agreement. Inquiries regarding the potential impact on any exploration or development activities should be directed to: Mr. Royce Reavley, Manager of Crown Sales Telephone: (306) (S37) The Buffalo Grass Ecological Reserve is located within NW/8-2-8W2 and there will be absolutely no surface access within this Reserve.

11 (S38) Replaced with Restriction O. (S39) These lands either in whole or in part contain significant paleontological resources. Due to their sensitive nature, surface access may be restricted or prohibited on portions of these lands. A detailed review is necessary prior to any development on these lands. (S41) This parcel was recently included in a Treaty Land Entitlement (TLE) Selection which was terminated by the Government of Saskatchewan owing to the lack of progress in acquiring the surface title under the terms of the TLE Agreement. It is possible that the Entitlement First Nation may still be actively negotiating the purchase of the surface title from the freehold surface owner. If a purchase occurs prior to the land sale date, the will be required to withdraw the parcel from the land sale. Purchases of surface title that occur after the land sale date do not affect the status of the mineral disposition. 12 (S43) These lands are located within the surface boundaries of the Coleville-Smiley Viking Sand Gas Unit. In accordance with the plan of unit operation for the gas unit, the owner of the right to search for and produce oil from the Viking Sand shall deliver and make available to the unit operator, at a point beyond the separator, all gas produced from any well which he operates, or may operate, for the production of oil from the Viking Sand. The owner of the right to search for and produce oil from the Viking Sand shall notify the unit operator of the gas unit and make suitable arrangements regarding the recovery, conservation, delivery, and use of any gas produced from a well. The province s Surface Rights Acquisition and Compensation Act does not apply to these lands. In addition all oil and gas wells and facilities developed on this parcel shall comply with sections 51(2) and 51(3) of The Oil and Gas Conservation Regulations, 2012.

13 (S47) This parcel is in close proximity to the Aquistore project. Carbon dioxide is being injected and stored in the Winnipeg and Deadwood Formations. More information regarding this project can be found at (S48) These lands either in whole or in part are located within 3 kilometres of an active potash disposition and require that the and the holder of the potash disposition receive a 30 day written notice from the well licence holder prior to the commencement of all drilling operations per Section 3(2) of The Subsurface Conservation Regulations. X COAL MINING AREA These lands either in whole or in part have a previously issued coal disposition and surface access might be restricted. The coal lessee must be contacted prior to any exploration activities taking place and an agreement with the coal lessee may be required by the before the proposed activity may proceed.
