5 1.0 INTRODUCTION Phase Two of the Whitewater Region Community Improvement Plan (CIP) will include financial assistance to assist with projects such as value-added agriculture, water quality improvements, shoreline and waterfront protection, septic system remediation, and brownfield redevelopment. An amendment to the County of Renfrew Official Plan will be required to designate the entire Township as a Community Improvement Area in order to implement programs in areas of the Township other than villages and hamlets. Through study and public consultation, the CIP will provide direction for improvements within the Community Improvement Project Area, which may promote the remediation of environmental and/or agricultural features and may result in the improved protection of local waterbodies. Implementation of the CIP may rely on funding and assistance from Municipal, Provincial and/or other funding programs. 1.1 Purpose The Township of Whitewater Region has identified the development of a CIP as a high priority in regard to the Township s Strategic Plan The CIP will serve as a long-term framework that will direct and guide community improvements through financial incentives and municipally-driven projects. The Township s CIP is to be implemented in two phases: Phase One being programs currently within the provisions of the County of Renfrew Official Plan (which includes the villages and hamlets). Phase Two will include programs such as value-added agriculture, water quality improvements, shoreline and waterfront protection, septic system remediation, and brownfield redevelopment. An amendment to the County of Renfrew Official Plan will be required to designate the entire Township as a Community Improvement Project Area in order to implement programs in areas of the Township other than villages and hamlets. 1.2 Community Improvement Project Area For Phase Two of the CIP, the Community Improvement Project Area will include the entire Township. An amendment to the County of Renfrew Official Plan will be required to designate the entire Township as a Community Improvement Area. The land use inventory was derived from Schedule A of the County of Renfrew Official Plan (as shown below in Figure 2). JLR No.: Revision: 00

7 2.0 PLANNING AND POLICY CONTEXT Creation of a CIP must be consistent with applicable provincial, regional and municipal legislation and policy. The Planning Act provides the legislative framework for preparing a CIP and outlines the type of financial programs that can be facilitated through the CIP. The County of Renfrew Official Plan provides general direction in the preparation of a CIP and provides overall goals that the CIP should accomplish. 2.1 Planning Act, R.S.O. 1990, c. P.13 The Planning Act provides the legislative framework for the designation of a Community Improvement Project Area and the preparation of a CIP. Section 28 of the Act states that, where an Official Plan is in effect that contains provisions relating to community improvement, Council may, by By-law, designate the whole, or any part of the municipality, a Community Improvement Project Area for the purpose of achieving positive change to the existing physical landscape, either through municipally-driven or incentive-based programs. 2.2 Official Plan for the County of Renfrew, 2014 (Consolidation) The County of Renfrew Official Plan has included villages and hamlets as Community Improvement Areas. Through the CIP process outlined herein, an amendment to the County Official Plan will be required to designate the entire Township as a Community Improvement Project Area. 3.0 IM PROVEM ENT PROGRAM S Revitalization efforts will be focused on encouraging the rehabilitation and improvement of privately held lands throughout Whitewater Region. The CIP can implement a package of the following programs to promote improvements to water quality, shoreline and waterfront protection, septic system remediation, brownfield redevelopment as well as add value to existing agricultural uses. 10 BACKGROUND REPORT WHITEWATER REGION COMMUNITY IMPROVEMENT PLAN PHASE TWO (Souce: Raisin Region Conservation Authority; Land and Trees Program) Incentive programs shall be approved by Council annually, subject to the availability of funding. A fund of $20,000 is proposed to support all of the programs in It is proposed that the incentive programs be repeated for a period of at least five (5) years. Programs should be modified or eliminated if they are not proving to be effective, and new programs should be considered depending on the availability of funds. All initiatives and applications for assistance for any project under the auspices of the Community Improvement Plan is subject to funding being available from the current year budgets as approved by Council. In all situations, the total level of grant provided to an applicant under this Plan shall not exceed the value of the work done. 4.0 IM PLEM ENTATION As part of the preparation of the final plan, JLR will finalize the implementation tools including a brochure to outline the CIP programs and incentives that can be mass-produced and provided to property owners. This report has been prepared for the exclusive use of The Township of Whitewater Region, for the stated purpose. Its discussions and conclusions are summary in nature and cannot be properly used, interpreted or extended to other purposes without a detailed understanding and discussions with the client as to its mandated purpose, scope and limitations.
