First, you should know that rural life is different from life in the city. While you may be eager to leave some of a city s disadvantages, you should be aware of the trade-offs involved. In general, you must be more self-reliant and be very well equipped to live in the country. SERVICES in rural areas may not be what you expect. Emergency response times such as sheriff, fire, or ambulance service, cannot be guaranteed. At best, it will take longer and be more expensive. Access to your property cannot be guaranteed. Many roads are not maintained in the winter, and some are not maintained at all. You should investigate the maintenance status of the road your property accesses. Even if it is designated as a fully maintained road, heavy snows may mean that you won t have your road plowed daily, or resurfacing may not be done to an urban standard. Driveways over 150 feet long must be constructed to county standards which is more expensive than a regular gravel-surfaced driveway. Check with the appropriate school district for the nearest student pick-up point. You will need an approach permit for your driveway from the Office of Planning and Development or from the Downey-Swan Lake Highway District. UTILITIES are not provided by the County. City services are available in some areas and will be required if they are available. Some subdivisions have community water and/or sewer systems which are maintained by a Homeowners Association. You will want to consult with such associations regarding your costs and obligations. Most homes in the rural area rely on wells and septic systems. If your property requires a well and septic system, you will need the septic system permit prior to applying for a building permit, and you will want to be assured of water. Septic system permits are issued by Southeastern Idaho District Health Department ( ). Idaho Department of Water Resources (IDWR) in Idaho Falls ( ) issues well permits. Culinary wells are severely limited for irrigation purposes; check with IDWR. Electric power and telephone service may have to be advanced to your property; check with the power or telephone company for costs and easements. YOUR PROPERTY Not all parcels of land are buildable, even though the Assessor may have assigned it a separate parcel number. Before you purchase the land, you may want to check with this department to make sure the parcel is buildable. Unless the property has been recorded in a survey and pins have been set by a licensed surveyor, you cannot assume your legal description or informally drawn plat is correct. Fences may not indicate the actual property line. Your property may be subject to privately recorded deed restrictions, codes, or covenants in addition to county zoning regulations. If you belong to a Homeowners Association, you may pay dues and will be obligated by the association s rules. Your view may change other property will eventually be developed, or its use may be changed. Easements across your property may or may not be recorded. Utility companies, irrigation ditch companies, and other property owners may have a right to pass over your property via a designated route, or in general. ZONING Rural areas are zoned. Please check with the Office of Planning and Development because some activities may be prohibited. YOUR NEIGHBORS: Wild animals enhance our lives, but they can pose dangers such as accidents on highways. These encounters can result in injury or worse. Your home in the rural county is most likely encroaching on the territory of one or more of the following: mountain lions, deer, elk, mosquitoes, rattlesnakes and rodents. Some creatures may eat your landscaping materials and livestock feed, and some may bring you disease and discomfort. Eliminating their habitat eliminates them, and eventually, may eliminate one of your reasons for living in the country. AGRICULTURE As an important segment of our local economy, Page 1 of 12

2 agriculture is protected by many state and local laws and ordinances. Idaho has a Right to Farm Act, so the distress agricultural activities may cause you is not considered a nuisance. Farmers work around the clock sometimes; farming and ranching can create dust, chemical allergens, noise, smoke, and odor; and farm equipment moving slowly on public roads can be an additional irritant to urbanites. Some agricultural uses such as crop production are permitted in most zones as a new use, and existing intense agricultural use can remain active. One of the most common comments county residents made in contributing to the County Comprehensive Plan was to keep the county rural in character. Livestock can be dangerous; avoid them and do not enter fields or pens where they are kept. Also, open range law (Idaho Code) says that if you do not want livestock invading your property, it is your responsibility to fence them out. To prevent the spread of noxious weeds, you will be expected to eliminate any produced on your land. OTHER ISSUES associated with living in rural areas of the county include delayed deliveries, additional building expense, increased vehicle maintenance costs, flooding from streams, flash floods which can fill dry drainages, and wildfire. This list is not exhaustive so you are urged to examine your needs and determine if they can be met while living in a rural area. WE KNOW you pay taxes, but the amount of tax collected does not cover the cost of services provided to rural residents. In fact, residents living in cities pay both city and county taxes, making it possible to provide the current level of service to rural area dwellers. In years past, when several hundred people lived in a small area, they incorporated into a city; and took care of their own needs by raising separate tax funds for their city; now several subdivisions can equal the population of one or our small, original cities but no additional tax revenues are generated to provide services. The Building Department will accept only COMPLETE applications. PLEASE SUBMIT THE FOLLOWING ITEMS TO APPLY FOR A BUILDING PERMIT: 1. The attached application, completed, signed and dated. 2. Copy of Sewer Permit: Obtained through Southeastern Idaho Public Health, 1901 Alvin Ricken Drive, Pocatello, Idaho For additional information contact Ken Keller at (208) Copy of Warranty Deed for property location. 4. Fire District Permit. (Contact list is attached for each Fire District) they do require a site plan for review at time of inspection. 5. Approach Permit, this applies only if a new approach is being created. 6. State Registration or Completed Exemption form. 7. Detailed Site plan. There are site plan requirements. Please refer to site plan checklist. 8. Two sets of plans on minimum ¼ scale per paper which show the following: a. Floor plan showing dimensions. b. Wall section from footing to trusses. c. Truss Engineering Please size all members and either show or note placement for: 1. Footing and foundation, wall height, width and depth. 2. Placement of rebar, anchor bolts and hold-downs. 3. Size and placement of wall, floor joist, and truss members. TO OBTAIN A BUILDING INSPECTION: The address MUST be posted before the first inspection. The builder must call 1 DAY PRIOR TO THE INSPECTION. Call Inspections will be made 9:00 a.m. to 4:00 p.m. Monday thru Thursday and Friday 8:00 to 12:00 p.m. When calling for inspections, have the following information available: 1. Permit Number 3. Owner and Contractor 2. Job Address 4. Type of Inspection Needed NOTE: Plumbing, Electrical, and HVAC fixtures are subject to standards established by the State of Idaho and must be inspected by the State Plumbing and Electrical Inspectors. Please send a copy of your State Registration or fill out this form showing your exemption and send it with your license renewal or your next permit Application. Site plan drawings include a SITE PLOT PLAN, a SITE GRADING PLAN, and a CONSTRUCTION SITE EROSION AND SEDIMENT CONTROL PLAN. You may be able to include all of the information on one drawing. Plan examples are on the back of this checklist. Should you have questions, contact the Office of Planning and Development at (208) PLEASE NOTE: Staff may determine that additional information is needed. SITE PLOT PLAN 1. Draw the plan to scale. Give the scale used. 2. Include a title block in the lower right hand corner of the plan indicating the property owner, property location, date, and name of person preparing the plan. Include subdivision name, block, and lot if applicable. 3. Include a North arrow. 4. Show the dimensions and boundaries of the parcel. If the parcel is large, limit the drawing to the area where activity is proposed. Use property line breaks if necessary. 5. Show the extent of the area of land to be disturbed by construction activity. 6. Show the location and dimensions of all existing structures located within 300 feet of property line. 7. Show the location and dimensions of the proposed structure. 8. Show the distance from the proposed structure to property lines and existing structures. If a proposed structure will be within 50 of the property line, the owner will be asked to establish and stake the property line before the initial site inspection. 9. Show the location of proposed and existing utilities including the sewer system, well, and power. If connecting to public water and sanitary sewer lines, show the location of all connections. 10. Show the locations and dimensions of all proposed and existing roads, driveways, parking areas, rights-of ways, canals, access easements, and utility easements. Label existing roads with road names. 11. Show the proposed approach to the road or street. SITE GRADING PLAN (if preparing a separate drawing, include the information in #1 through 7 above on this drawing) 12. Show rivers, streams, springs, wetlands, drainage ways, slope, and any other distinguishing land features. A 100 setback applies to surface water, streams, and riparian areas. 13. Show areas of 15% or greater slopes in shading. 14. Provide spot elevations depicting the existing topography of the site. Include elevations for the corners of proposed structures and topography within twenty feet of the structures. 15. Indicate existing and proposed finished grades for all areas to be disturbed. 16. Provide finished floor elevations for the proposed structures. EROSION AND SEDIMENT CONTROL PLAN (if preparing a separate drawing, include the information in #1-7 above on this drawing) 17.
