5 THE GRAND COLLEGE ANNUAL ASSEMBLY HELD ON SATURDAY 14 TH JUNE 2014 AT THE MASONIC TEMPLE BIRMINGHAM The Past Grand High Priest accompanied by the Grand Superintendents and Holders of the Grand High Priest s Award, entered Grand College in procession. The delegation from the Grand College of America entered in procession. The Grand High Priest, M Ill Kt Pt Christopher Gavin Maiden entered Grand College escorted by the Officers of the Year. The Grand High Priest assumed the throne. OPENING The opening hymn was sung, after which the Grand High Priest opened the Annual Assembly of Grand College in ample form and was saluted. The Deputy Grand High Priest made reference to Knight Priests who died in the past year and called upon the Grand Recorder to read the details of those whom we had lost. The Grand Recorder reported 66 deaths including the following senior members of the Order David Carr Hooker, Past Grand Superintendent of the South West Midlands District No. 32; William Angus Menzies, Past Grand Superintendent of Scotland North District No. 41 and Andrew John Thollar, Past Grand Superintendent of Tasmania District No 44. V Ill Kt Pt Eric George Thompson PGVII P offered up prayers for our departed members. The Grand High Priest invited the Grand Recorder to call the Muster Roll. He reported that 8 Holders of the GHP Awd, of whom 2 were from Overseas; 32 Grand Superintendents including 11 from Overseas; 2 Past Grand Superintendents; 9 Holders of the Certificate of Merit; and all of the active Officers of the year were present other than the GII P, the GI P and the GBB from whom apologies had been received. MINUTES The minutes of the Annual Assembly of Grand College in Birmingham on Saturday, 8 th June 2013 having been printed and circulated in the Year Book were adopted on the proposal of V Ill Kt Pt Brian Muir GVII P and seconded by V Ill Kt Pt Melvyn Cross PVI P. REPORT OF THE GENERAL COUNCIL The Grand High Priest called upon the Deputy Grand High Priest, M Em Kt Pt Ian Paterson Duff. The Deputy Grand High Priest stated that the printed report has been made available to all Knight Priests at this Assembly and that he proposed that the report and amendments to the Regulations be adopted. V Ill Kt Pt David Stephen Pratt PGVII P seconded the proposition which was carried.

6 The Grand High Priest then made the following statement Kt Priests, thank you for adopting the report of my General Council and accepting the new Regulations for our Order. As a consequence of the new Regulations I now formally constitute and reform the Order of Holy Wisdom into a separate associated Order coming under that of the Knight Templar Priests, as I am sure it was originally intended to be. The old regulations refer to the Order as The Holy Royal Arch Knight Templar Priests or Order of Holy Wisdom. I now proclaim that they shall be henceforth known as the Priestly Orders of the Holy Royal Arch Knight Templar Priests and Order of Holy Wisdom. I request that my Grand Superintendents require all subsequent summonses produced to the membership incorporate these title changes. The menu cards at luncheon today reflect these changes I now create each and every of my Knight Priests admitted before midnight tonight (14 th June 2014), members of the Order of Holy Wisdom. From midnight tonight all newly admitted Knight Priests will be required to be received into the Order of Holy Wisdom, at specially convened Congregations conducted by designated High Prelates, before taking a qualifying office for preparation to take the position of High Priest in a regular Tabernacle of the Priestly Orders. As a further consequence of the new regulations I now create the rank of Grand High Prelate and the rank of High Prelate. I also create the rank of Grand Inspector and the rank of Grand Standard Bearer. I further create the awards of Grand Cross of the Priestly Orders and Knight Commander of the Priestly Orders. These will be awarded at my will and pleasure in due time. Knight Priests, I firmly believe in openness and transparency in the running of our Priestly Orders. My Executive Committee make decisions on a daily basis and periodically make policy decisions for the good of the Orders in general; it is only right and proper that these policy decisions are ratified and approved; this is the responsibility of my General Council, the membership of which include the Executive Committee. It has been the general practice for the Deputy Grand High Priest to chair this Council, but I am not happy with this arrangement which could lead to a conflict of interest, I would therefore like to see the Chairman of the Council autonomous from the executive. I therefore create the rank of President of my General Council. Knight Priests, as always, I am humbled with the thought of the support and encouragement given for our Orders, throughout the world, given by my Grand Superintendents. I know they perform a splendid and important role in ensuring the well running of their respective Districts. Knight Priests I am also aware of potential solitude and insularity that may occur when occupying the top-job in isolation. There is no real District structure save that of District Director of Ceremonies and it is not my intention to create a District rank structure; but I feel there are times when partnerships create a stronger bond and cooperation engenders cohesion. Therefore the regulations now make it compulsory for a Grand Superintendent to appoint not only a District Director of Ceremonies, but also a District Recorder, and a District

7 Treasurer with their duties stipulated in the regulations. He may, if he so wishes appoint Deputies to these positions. FINANCIAL STATEMENT The Grand High Priest called upon the Grand Treasurer to present the Accounts for the period ending 31 st December Grand Treasurer presented Accounts stating that there was a surplus of for the year against similar surplus for the previous year. His report and that of the auditor were enclosed in the agenda booklet for the meeting. The Grand High Priest called for the adoption of the Accounts and the proposition made by V Ill Kt Pt Brian Muir GVII P and seconded by V Ill Kt Pt Melvyn Cross GVI P which was carried. ELECTION OF THE GRAND HIGH PRIEST The Deputy Grand High Priest addressed Annual Assembly. M Ill GHP, Knight Priests all. At last year's Annual Assembly in Birmingham, we elected a man who had served a lengthy apprenticeship in many of the Senior Offices in our Order. A man of experience, but little did we realise that he was a man with such VISION for our Order. Over the past 12 hectic months, as the Grand High Priest will no doubt touch upon in his address, the Order under his stewardship has continued to expand and this weekend has seen the rebirth of the Order of Holy Wisdom. His forward reaching ideas have been enthusiastically endorsed by the Executive Committee and the General Council and we ALL should look forward to journeying with him in this wonderful Christian Order of ours.therefore, it is with great pleasure that I propose the election of M Ill Kt Pt Christopher Gavin Maiden as Grand High Priest and as Grand Cross of the Priestly Orders. The Proposition was seconded by R Ill Kt Pt Michael Herbert and received with acclamation. The Grand Director of Ceremonies then proclaimed M Ill Kt Pt Christopher Gavin Maiden as Grand High Priest by his several styles and titles. There being none, he called for a proposition from V Ill Kt Pt Brian Muir GVII P which was seconded by V Ill Kt Pt Melvyn Cross GVI P which was duly carried. ELECTION OF AN AUDITOR OR ACCOUNTS EXAMINER The Grand High Priest announced that, Em Kt Pt Richard W Davis, of the Saint Bernard Tabernacle has indicated a willingness to continue as Accounts Examiner. The Grand High Priest asked if there were any other nominations. There being none, he called for a proposition from V Ill Kt Pt Brian Muir GVII P which was seconded by V Ill Kt Pt Melvyn Cross GVI P which was duly carried. REPORT OF THE GRAND RECORDER The Grand High Priest called upon the Grand Recorder to present his report. The Grand Recorder stated that his printed report has been made available to all Knight Priests at this Assembly and is here reprinted. Most Illustrious Grand High Priest, Most Eminent Deputy Grand High Priest, Right Illustrious Assistant Grand High Priests, Distinguished Guests and Knight Priests. In February this year, the Grand High Priest and I attended the Annual Ingathering of Grand College of America and it is with great pleasure that we welcome M Em Kt Pt William Koon II, Past Grand Preceptor of the Grand College of America and our Representative at Grand College of America who is no stranger to our Annual Assemblies. The Grand Preceptor M Ill Kt Pt David Goodwin and his wife Marcie wanted to be with us today, but he is committed to being in the USA for the Grand Red Cross of Constantine meeting not only as the Grand Master of the Grand Encampment but also as the Grand Junior General of that Order. During the year, we have consecrated two new Tabernacles in the UK and a further four in Brazil. We have installed five Grand Superintendents South Africa (Cape), Canada (East), New Zealand (South), Western Australia and South Africa (Natal). The Grand High Priest extends his thanks to his Deputy for carrying out the

12 Installation in South Africa (Natal), to R Em Kt Pt Andrew McLelland and R Em Kt Pt Douglas Draker for Canada (East), R Ill Kt Pt Walter Burston and myself for Western Australia and Philip Brooke for New Zealand (South). Twelve Tabernacles celebrated either their Diamond or Silver Jubilee and we again congratulate them on reaching these milestones. As for the future, I am aware of the Constitution of four new Districts when two Districts will split and seven Grand Superintendents to be invested; Middlesex, Scotland North and South Australia will have new Grand Superintendents and as R Em Kt Pt John Board, District 25 will retire in August his District will be split with Lincolnshire going alone as District 52. This new District will have a new Tabernacle at Cleethorpes on September 30th. R Em Kt Pt Stephen McDonald wishes to retire at the end of the year. We have had a request from Brazil for four more Tabernacles and also a request for a Tabernacle to be based in Argentina, but these are at an early stage. The Pillar Fund has now been going for two years and you will see from the financial statement, at the end of the financial year, the fund had increased from to It should be borne in mind that the first year includes a transfer of 5000 from the Grand High Priest s discretionary fund. As with last year, the bulk of this has been by one off donations, the number of Knight Priests setting up standing orders continues to increase. The transfer of the administration of the Pillar Fund has been made to the Deputy Grand Treasurer who is also looking at the investment of the balances. The Grand High Priest will have something to say regarding the Order of Holy Wisdom, but I can say that a considerable amount of time and effort has gone in to reviving this ceremony. This has resulted in necessary amendments to the Regulations and we took the opportunity to amend and clarify the rest which should make the duties of the Tabernacle Recorders easier. My thanks go to all who have been involved in these revisions, including those who acted as proof readers. We have reduced the number of round the table Executive Committee meeting by utilizing the skills of the Assistant Grand Recorder in setting up conference calls which has had a favorable knock-on effect to expenditure. I reported last year that the website would be re-launched. Due to the changes regarding the Order of Holy Wisdom, we delayed this, but anticipate it should go live in the next few days. My thanks go to my Deputy for the work carried out on this and on the Regulations. Having visited Sterling Road, Birmingham in order to set up this year s Annual Assembly in early January, it was a great shock to us all later that month to receive correspondence from them advising us that they were to enter administration. So five trips South later here we are at the Hinckley Island Hotel. The feeling is that if all goes well this weekend we will say Why have we not been here before? I hope all goes well, and if it does, we intend entering into a three year agreement with the Puma Hotel group.

13 The Grand High Priest s team has been here since Thursday, meeting visitors from overseas, who have travelled some distance to be with us today. We thank all our visitors who have given so much of their time to enrich our proceedings with their presence, particularly those from overseas. GRAND SUPERINTENDENTS The Grand High Priest noted that all Patents ceased on the retiral of the Grand High Priest, so, effectively, we were without any Grand Superintendents for the past hour or so. It was his pleasure to reappoint all Grand Superintendents and to create them as High Prelates. GRAND COLLEGE APPOINTMENTS / PROMOTIONS The Grand High Priest asked the Grand Recorder to announce the names and ranks of those appointed to, or promoted in, Grand College. ADDRESS BY GRAND HIGH PRIEST Knight Priests, my first duty is to thank you all for re-electing me as your Grand High Priest. I have enjoyed tremendously my first year as leader of this beautiful Christian Order. I am blessed with the wise counsel of my Executive Committee members as well as the encouragement and support of all my senior Officers throughout the world.

14 What a joy it is for me to have the pleasure today of the company of so many of our Knight Priests. Especially of those Knight Priests that have travelled from the four quarters of the globe and from our sister Grand College in the USA. I shall call for them to be acknowledged later. This is now the second time that I have had the pleasure of appointing, re-appointing and promoting Knight Priests within our Order, I congratulate you all, in the certain knowledge that you will intensify your efforts to exemplify the truly Christian ideals of the Priestly Orders. I look forward to meeting many of you, within your own Tabernacles, throughout the coming years. Knight Priests, you are present today on this historic occasion when we have reintroduced the beautiful Order of Holy Wisdom to be worked throughout the world. I have empowered my Deputy Ian Duff to be the first Grand High Prelate and created my Grand Superintendents as the High Prelates, (remembering that they may delegate if they so wish), and empowered them to work the ceremonies. You are all now official members of the Order of Holy Wisdom and I look forward to all our newly admitted Knight Templar Priests being admitted, via Congregations, into the Order of Holy Wisdom. For those of you who were there yesterday I am sure you would wish me to congratulate the Grand Director of Ceremonies and all the demonstration Team for the splendid way they performed the ceremony, (on me), at Leicester Masonic Hall. Knight Priests. I would especially like to thank Rt. Em. Knight Priest Stephen Forster for all his hard work in preparing the ceremonial from the original texts. I know you will enjoy performing the Order of Holy Wisdom ceremonies and I wish you all well in the venture. It is a pleasure for me to see that the Past Grand High Priest Jim Turner (welcome Jim). Unfortunately, Knight Priests our Past Grand High Priest Peter Donnison is not in the best of health and I am sure your thoughts and prayers go with him. As you may be aware all Patents for active Grand Superintendents ceased as the GHP is appointed, but as I have now renewed them all, I know that they will continue to encourage their brethren and maintain the happy and harmonious relationships we all know and love throughout the Order. I especially congratulate and thank V Ill Kt Pt David Pratt for taking on the responsibility as President of my General Council. My special thanks go to all those Active officers who retire today, in what has been another busy year as the Orders continue to expand. During the year, we have consecrated two new Tabernacles in the UK and a further four in Brazil. They are; - Saint Chad No 255, Albrighton, Shropshire. Heart of England No 256, Knowle, Birmingham. São João Tabernacle No. 260 We have installed five Grand Superintendents South Africa (Cape), Canada (East), New Zealand (South), Western Australia and South Africa (Natal). I was pleased to visit South Africa last August and install Peter De Kock as Grand Superintendent of

15 South Africa Cape, I thank Deputy Grand High Priest Ian and R Em Kt Pt David Whitfield for carrying out the Installation of Karl Michel in South Africa (Natal) in April, I thank R Em Kt Pt Andrew McLelland and R Em Kt Pt Douglas Draker for installing Frederick Healey as Grand Superintendent of Canada East back in September, R Em Kt Pt Philip Brooke for installing Philip Ivamy as Grand Superintendent of New Zealand South and thank R Ill Kt Pt Walter Burston and the Grand Recorder for installing John Heazlewood as Grand Superintendent for Western Australia and of those we welcome John with us today. We are looking forward to installing four new Grand Superintendents in the near future. Next Monday, 23 rd June I will install Douglas Black as the Grand Superintendent of Middlesex at Hillingdon;on Saturday, 5 th July I will install William Murray as the Grand Superintendent of Scotland North at Buckie; on Tuesday, 5 th August I will install Graeme Hutchinson as the Grand Superintendent of the newly constituted District of Nottinghamshire and Derbyshire at Chesterfield and on 30 th September I will install Martin Levick as the Grand Superintendent of the newly constituted District of Lincolnshire at Cleethorpes, this follows the consecration of the new John Charles Board Tabernacle No. 262 on the same day. My especial thanks go to the outgoing Superintendents, I thank them for all their hard work and wish them a very happy retirement from that role. Your Rulers were also busy this year with visiting private Tabernacles on special occasions, this included twelve Tabernacles celebrating either their Diamond or Silver Jubilee and we again congratulate them. Long may this tradition of Rulers visiting private Tabernacles continue. As for the future, R Em Kt Pt Stephen McDonald wishes to retire at the end of the year and recommends that with rising fuel costs that his District be split into two. We have had a request from Brazil for four more Tabernacles and through our Spanish connections a request for a Tabernacle to be based in Argentina, but these are at an early stage. Knight Priests we are a worldwide organisation and what I would like to do now is to welcome our Knight Priests from abroad, by country, and would ask them to stand when their country is named alphabetically and be acknowledged. I would therefore like to thank all the staff, both here at Hinckley and yesterday at Leicester Masonic Hall, for allowing us the privilege of meeting here and being such willing helpers in our endeavours. This venue has suited us all very well after we were forced to search out alternative accommodation from the Clarendon Suits. After this event we will discuss the future but I am hopeful that we may return here for our Annual meeting next year. The Grand DC, Glyn Goddard, continues to work tirelessly for the Ceremonial part of the Order and the success of yesterday and today is in no small part down to his

17 dedication, enthusiasm and professionalism. I thank him and his team (including District Directo s of Ceremonies), for the exemplary way they perform their duties. 22 REPORT OF THE GENERAL COUNCIL ROLE AND COMPOSITION The General Council has completed its fourteenth year since inception and meets at least twice a year at York. The Council is comprised of the nine members of the Executive Committee, together with four Grand Superintendents nominated by the Grand High Priest, four members of the Order elected at Annual Assembly together with the Grand VII Pillar and Grand VI Pillar of the year and the representative of the Grand College of America, if not already a member by virtue of other Office. The Deputy Grand High Priest, or in his absence, the senior Assistant Grand High Priest assumes the role of chairman of the Council and the Deputy Grand Recorder the role of Secretary. As Assistant Grand Recorder, P Mycock was co-opted for technical expertise in running conference call meetings of the Executive Committee which have reduced meeting costs. FINANCIAL During the past year, there have been eleven Especial Assemblies for the Installation of five Grand Superintendents and the Consecration of six new Tabernacles. There were visits to two Tabernacles celebrating their 25 th Anniversaries and one celebrating their 50 th Anniversary. The Grand High Priest also attended the Consecration and Erection of the Knight Templar Great Priory of the Netherlands and the Enthronement of the Grand Master of the Great Priory of Scotland. ADMINISTRATION AND CEREMONIAL The Council is delighted to report that relations with the Grand College of America continues to be warm and cordial and following his visit, together with the Grand Recorder and Grand Director of Ceremonies to that Grand College in February, the Grand High Priest is delighted to welcome M Em Kt William Koon II to our Annual Assembly meeting. In the summer of 2013, the Grand High Priest intimated it was his desire to reintroduce the ceremony of the Order of Holy Wisdom and R Em Kt Pt Stephen Forster wrote an abridged version of the ritual. This was studied by a sub-committee

23 headed by R Ill Kt Pt Dr D J Woodgate and was subsequently approved by the Council. New Awards of Grand Cross of the Priestly Orders (GCPO) and Knight Commander of the Priestly Orders (KCPO) were also approved. This led to a review of the Regulations as a whole. Copies of the amended regulations were approved by Council in April and were subsequently circulated to all Tabernacles. Minor amendments, mainly of a grammatical nature, have been received and are incorporated in the document accompanying this agenda. It is not the intention of the General Council for the re-introduction of the Order of Holy Wisdom to be cash generative. However, it was approved that the admission fee for candidates for Tabernacles be increased from 15 June 2014 to 25, which would include the issue of a separate OHW certificate when that ceremony has been taken. There are no other recommendations to increase fees this year. As previously stated, six Tabernacles have been consecrated this year; two in England and four in Brazil.
