Faber Garden owners launch en bloc sale at $1.18 bil, potentially largest deal in 2018 Owners of Faber Garden (above, left) on Upper Thomson Road have launched a collective sale of their 34-year-old freehold condominium at a reserve price of $1.18 billion, with bidding to start on April 17. The development sits on a 12.5-acre (5.1ha) plot and is located next to the Bright Hill MRT station, which is slated to open in According to URA s 2014 Masterplan, the site is zoned residential with a plot ratio of 1.6 and height limit of 12 storeys. The maximum gross floor area (GFA) allowed is 871,581 sq ft and 958,739 sq ft for units with balconies. Based on guidelines, the site can accommodate more than 1,150 units. The estimated development charge to maximise the GFA is $52.8 million and $106.7 million if it includes the 10% bonus balcony area, according to marketing agent CBRE. Faber Garden comprises three shop units and 233 apartments. Prominent landmarks in the area include Windsor Nature Park, Lower Pierce Reservoir and the Singapore Island Country Club. The collective sale, if successful, will be the largest en bloc sale this year. The record for the highest en bloc sale price in Singapore is held by Farrer Court, which was sold for $1.34 billion in Asia Gardens sold en bloc to Sustained Land-led consortium for $343 mil Asia Gardens (below, left), on Everton Road in District 2, has inked an en bloc deal of $343 million with a consortium led by Sustained Land. The development sits on 72,059 sq ft of land and can be redeveloped into a 36-storey condominium with 264 apartment units, subject to approval from the authorities. ET&CO The sale price reflects a land rate of $1,722 psf per plot ratio (ppr) and owners are expected to receive gross sale proceeds of $3.476 million to $7.73 million per unit. T here will be no additional development charge, owing to the high development baseline, says Swee Shou Fern, senior director of investment advisory at Edmund Tie & Co. The land rate therefore stands at $1,565 psf ppr, including the 10% bonus balcony area. Asia Gardens comprises a 23-storey block with 80 units and four penthouses. The condo is close to the Central Business District and prime locations such as Marina Bay, Clarke Quay and Orchard Road. Last July, Sustained Land purchased The Albracca in an en bloc deal for $ million. Following that, in December, SL Capital (3) Pte Ltd, a Sustained Landled consortium, purchased Parkway Mansion in a collective sale for $ million. Shophouse at 64 Club Street up for sale with $25 mil price tag A restored two-storey conservation shophouse at 64 Club Street (above, right) is up for sale at an asking price of $25 million, according to exclusive marketing agent JLL. The 2,250 sq ft site has a GFA of 5,618 sq ft and is located in the Telok Ayer Conservation Area. As it is zoned commercial under the 2014 Master Plan, foreigners are eligible to purchase the property. There is also no additional buyer s stamp duty or seller s stamp duty imposed. Situated in the cul-de-sac of Club Street, the property has a 40m-wide dual frontage and comes with a basement and an attic. It is permanently fully approved for restaurant use. There are two entrances to the property one on Club Street and the other on Ann Siang Road. The shophouse is fully leased to Caffe B, a Japanese-Italian fusion restaurant, and is located next to the Chinese Weekly Entertainment Club, a private millionaire s club with a history going back to In April 2016, the shophouse was refurbished for about $3 million. The asset enhancement programme included extensive structural works, a new building façade, installation of a brand-new lift, an air-conditioning system and full F&B provisions. The heritage property was transformed into a modern and contemporary space. Located within the Central Business District, the site is a short walk from the Chinatown and Telok Ayer MRT stations as well as the upcoming Maxwell MRT station. The public tender exercise for 64 Club Street closes on June 1. Choon Kim House launched for en bloc sale at $55 mil Choon Kim House (below, right), a freehold four-storey-cum-attic development located on Upper Serangoon Road, is up for collective sale by tender at an asking price of $55 million ($1,287 psf ppr), according to sole marketing agent JLL. A land rate of $1,257 psf ppr can be obtained after factoring in the 10% bonus balcony area for the residential component. This is inclusive of the estimated $4.9 million development charge payable. Completed in the early 2000s, Choon Kim House consists of 20 commercial and 10 residential units, as well as 19 carpark lots in the basement. Under the 2014 Master Plan, the 14,988 sq ft site is zoned commercial and residential, with a gross plot ratio of 3.0. The site may support a total GFA of 47,661 sq ft, which is inclusive of the 10% bonus balcony area; or an estimated 35 residential and 22 commercial units, assuming a 60:40 mix for the residential and commercial components. More than 90% of the owners consented to the collective sale during the general meeting. Choon Kim House is 700m away from the Serangoon bus and MRT interchange. A wide range of amenities at the nearby Nex megamall will be accessible to future residents of the development. The site is near reputable educational institutions such as Paya Lebar Methodist Girls School, Maris Stella High School and CHIJ Our Lady of Good Counsel. 5 EDGEPROP APRIL 23, 201 EP3 PROPERTY BRIEFS Banyan Tree s new Brisbane project showcased at St Regis Singapore Banyan Tree s newly launched Brisbane Residences will be showcased at The St Regis Singapore on April 21 and 22 from 11am to 7pm. The project, located at Kangaroo Point in Brisbane s Central Business District, features 100 freehold private residences over 10 levels, at prices starting from A$550,000 ($560,700). There are four penthouses, 15 three-bedroom apartments, 41 two-bedroom apartments and 40 one-bedroom apartments. Homeowners will be able to enjoy 24-hour concierge service, an on-site spa and retail gallery, gym and swimming pool facilities, a rooftop garden and dining venues. The site is also close to universities, hospitals and leisure facilities. Residents will receive memberships to the Banyan Tree Sanctuary Club, with discounts and privileges at The Banyan Group s resorts, spas and galleries. They will also be given free accommodation for a week each year for up to five years in selected Banyan Tree resorts and one free monthly spa treatment for up to two years at the on-site spa in Brisbane. The Brisbane development is Banyan Tree s first branded residence in Australia. The group has so far launched Banyan Tree Residences in China, Indonesia, Mexico, Thailand, UAE and Vietnam. LaSalle raises over US$1.1 bil for Asia fund, exceeds US$750 mil target LaSalle Investment Management, a real-estate investment firm, has raised more than US$1.1 billion ($1.4 billion) in equity for its Asia fund, exceeding its initial US$750 million target. So far, the fund, LAO V, has invested about 37% of its capital. It owns a diversified portfolio of office, retail, hospitality and logistics properties in Singapore and Asian cities such as Tokyo, Osaka, Nagoya, Shanghai and Hangzhou. LAO V is the fifth in LaSalle s series of closed-end funds in Asia and has secured commitments of US$1.15 billion. The total amount was obtained from 20 external institutional investors from Asia, Europe, the Middle East and the US. The fund looks for mispriced assets, taking advantage of repositioning and redevelopment opportunities in Singapore and economies such as Australia, China, Hong Kong, Japan and Korea. The capital raised will enable it to buy about US$3.3 billion worth of assets. Investors are drawn to this region for its healthy market fundamentals, risk-return diversification opportunities afforded by varying market cycles, and the rising demand for core assets, says Mark Gabbay, CEO and chief investment officer of LaSalle Asia Pacific. London s Filmworks launched in Singapore Filmworks, a mixed-use development in the London suburb of Ealing, was launched for sale at the Berkeley Group Singapore office at Marina Bay Financial Centre on April 18. The development, in the heart of Ealing town centre, will feature more than 200 contemporary one-, two- and three-bedroom apartments, studio apartments and penthouses. The sale of the development is being launched in phases, starting with its apartment units, according to a spokesperson for Savills, the sole marketing agent for the project. Prices start MILEAGE COMMUNICATIONS from 524,950 ($977,557). The development is on the new Elizabeth train line, slated to open in December and ferry residents to key locations such as the City of London and Canary Wharf. With the public transport, travel to Heathrow Airport will take about 14 minutes, and residents can expect to reach Canary Wharf in less than half an hour. St George, the developer, will also build a 1,000-seat Picturehouse cinema and an array of shops, restaurants and bars. Big names will include Vapiano, an Italian restaurant, and Planet Organic, a UK organic supermarket. London developer launches Cashmere Wharf apartments Cashmere Wharf (left), an apartment building in the heart of mixed-use development London Dock in Wapping, will be launched for sale over the weekend of April 21 and 22 in Singapore by London residential developer St George. Standing at 26 storeys and designed by Patel Taylor, Cashmere Wharf will be the tallest building at London Dock when the building is completed in the third and fourth quarters of It will comprise 141 contemporary Manhattan, one-, two- and three-bedroom apartments that will have panoramic views of London and the River Thames. Each unit will have high-quality interiors in addition to outdoor spaces such as large terraces and balconies. A selection of apartments will come with winter gardens. London Dock is highly accessible, being within a short walk of Zone 1 transport connections from Tower Hill and Aldgate. The Elizabeth Line on the Crossrail will also serve the nearby Whitechapel, further opening up access to the wider capital. On completion, London Dock will offer 7.5 acres (3ha) of open space for relaxing or entertaining, and surrounding this focal point will be a collection of independent boutique restaurants, bars and shops for residents and the public to enjoy. Residents will also have exclusive access to on-site facilities, which will include a state-of-the-art gym and a 20m swimming pool. 6 EP4 EDGEPROP APRIL 23, 2018 MARKET TRENDS Private new home sales up 86% m-o-m in March BY BONG XIN YING In March, developers sold 716 new private homes, an 86% increase m-o-m, but a 60% drop y-o-y, according to URA data. The y-o-y contraction in new home sales last month belies the strong underlying residential demand, with secondary sales in 1Q2018 at 3,518 units, up 50% y-o-y, says Credit Suisse. The estimated number of new private homes sold in 1Q2018 is 1,627 units, a 12.7% decline from the previous quarter, but a 45.1% drop y-o-y, according to JLL. The tally for this quarter is lower than the 2,962 new homes sold in 1Q2017, mainly owing to fewer launches. Still, the sales momentum that picked up in March will continue to gather speed, with more launches in the coming months, notes Desmond Sim, head of CBRE Research, Singapore and Southeast Asia. In March, The Tapestry moved 329 units at a median price of $1,408 psf, considered a new benchmark price for a newly launched project in Tampines. Besides The Tapestry, other top-selling private residential projects last month included Grandeur Park Residences, which was launched a year ago at $1,406 psf and sold 40 units last month at a median price of $1,532 psf. Parc Botannia, launched last November at a median price of $1,287 psf, also raised selling prices, with 30 units sold at a median price of $1,310 psf last month. Kingsford Waterbay sold 32 units at a median price of $1,377 psf and Gem Residences sold 23 units at a median price of $1,513 psf. Christine Sun, head of research and consultancy at OrangeTee & Tie, believes the healthy take-up rates for these projects at new benchmark prices this month is proof that the higher selling prices are gaining market acceptance. OXLEY HOLDINGS ERA On the back of these launches, Eugene Lim, key executive officer of ERA Realty, is expecting private developer new home sales to reach 13,000 to 15,000 units this year. E Executive condos to cross $1,000 psf BY BONG XIN YING In the executive condominium segment, developers sold 72 new EC units in March, down 21.7% from the 92 units transacted in February. On a y-o-y basis, this was an 87.5% drop in transaction volume. In the absence of fresh launches, EC projects with more significant sales were Signature at Yishun (39 units sold at a median price of $789 psf) and Northwave (19 units sold at a median price of $843 psf). A few other EC projects had sales of less than 10 units during the month. Most launched EC projects are already substantially sold, hence the low sales figures, according to property consultants. In April, transaction volume is expected to get a lift from the launch of Rivercove Residences on Anchorvale Lane in Sengkang, the only EC project to be launched so far in On the first day of sales on April 14, nearly 80% of the 628 units were sold at an average price of $965 psf, which is a record price for an EC, notes Nicholas Mak, The crowd on the first day of sales at Rivercove Residences, where close to 80% of 628 units were sold at an average price of $965 psf by ballot executive director of ZACD Group. It was launched and fully sold at an ASP of $870 psf in November While it was not a surprise that Rivercove Residences did well, owing to the lack of new EC supply that caters to the sandwiched class, the sharp increase in prices also reflects a strong rerating for EC and private home prices in the Sengkang/Punggol area. It is widely expected that the new EC on Sumang Walk, in Punggol, could be priced above $1,000 psf. This would be comparatively higher than other ECs in the Sengkang/Punggol vicinity that have been launched at median prices of $750 to $813 psf between 2013 and 2016, notes Tricia Song, head of research for Singapore at Colliers International. The site on Sumang Walk received 17 bids at the close of the tender in February. It was sold for $ million to a joint venture company set up by City Developments and TID Pte Ltd. The price translates into $583 psf per plot ratio, which is 64% higher than the top bid of $355 psf ppr paid by Hoi Hup Realty and Sunway Developments for the Rivercove Residences site in August E

But that has not deterred it from setting its sights high with its first residential development in Singapore, Twin VEW on West Coast Vale. We want to set a benchmark for ourselves in creating quality homes for Singaporeans, says a CSC Land spokesperson. Twin VEW is our flagship project and our intention is to exceed homebuyers expectations. With Twin VEW, CSC Land is focused on providing homeowners with a higher standard of living. Unlike other condominiums in the vicinity, Twin VEW offers a unique positioning of space, design and quality that are collectively compelling for homebuyers who desire space and good views, says Alice Tan, head of consultancy and research at Knight Frank Singapore. The grand lobby with floor-to-ceiling height of 7m Designed by P&T Consultants, Twin VEW is a 99-year leasehold project with 520 residential units that sits on a land area of 176,293 sq ft. It has a wide mix of units that range from one- to four-bedroom units to penthouses. One-bedroom units start from 484 sq ft and are priced from $650,000. Two-bedroom units start from 710 sq ft and are priced from $898,000. Three-bedroom units start from 904 sq ft and are priced from $1.18 million, while four-bedroom units start from 1,238 sq ft and are priced from $1.55 million. Apart from creating quality homes, Twin VEW is likely to set a new high for property prices in the Jurong area. Property agents are indicating that Twin VEW s prices could average $1,300 to $1,400 psf. Coupled with the recovering demand for private homes islandwide and the rising price trend, the potential for Twin VEW to set new benchmark prices in the area is positive, says Knight Frank s Tan. Knight Frank is forecasting a 7%-to- 10% y-o-y increase in private residential prices by end The entry prices offered by CSC Land provide an attractive proposition to capture price upside in the future, says Tan. This is helped by the fact that Twin VEW is the only new residential project in the area so far since EL Development s Parc Riviera was fully sold last September. CSC Land clinched the Twin VEW site in February 2017 at $292 million, or $592 psf per plot ratio (ppr). CSC Land is one of the Chinese developers that have made inroads into Singapore s residen-

It beat eight other bidders, including fellow Chinese developers MCC Land (which bid $587 psf ppr for the land parcel) and Nanshan Group. Wide appeal of units Twin VEW s mix of units and vast array of amenities target singles, young couples, new families as well as multi-generational families. The larger units ride on the current trend of a multi-generational household, allowing each family member to have his or her own personal space while sharing a roof with loved ones. With its superior layout and right sizing for different household sizes, Twin VEW should stand out, says Knight Frank s Tan. According to the EdgeProp-Knight Frank Homebuyers Sentiment Survey 2018, 57% of 611 respondents intend to purchase a new property for their own use this year. Twin VEW s landscape design was inspired by rice terraces, cascading waters and river valleys. The twin 36-storey towers offer residents views of Pandan Reservoir as well as Pandan River. On the 36th storey, the sky decks allow residents to engage in a range of activities such as gatherings and fitness with the availability of a star-gazing corner and a sky grill. The facilities include a gymnasium, dining villas and a swimming pool. There are also two shops and a childcare centre within the development. Increased accessibility Enhancing Twin VEW s appeal is the fact that it is located in a convenient and accessible area. It is near the International Business Park and a five-minute drive to Jurong Lake District. Amenities there include malls such as JCube, Westgate and JEM as well as Jurong Lake Gardens. It is also just a 20-minute drive to the CBD via the West Coast Highway. Looking ahead, Jurong Lake District is poised to be Singapore s second CBD. The future Singapore- Malaysia High-Speed Rail terminus will also be located there. The upcoming Jurong Region Line will reportedly have a station in the vicinity of Twin VEW, further increasing its accessibility. The Cross Island Line, which will be 50km in length, will link Jurong Lake District to Changi Airport by Moreover, Twin VEW is surrounded by well-known educational institutions such as Nan Hua High School, the National University of Singapore, NUS High School of Mathematics and Science as well as United World College of SEA. Indeed, the once-overlooked western region of Singapore is expected to increase in its appeal and value as developments on West Coast Vale, notably Twin VEW, gain attention and lift the region to new heights. Will this cloud the prospects of collective sale hopefuls? Faber Garden, which is on the market for $1.18 billion, is adjacent to the upcoming Bright Hill MRT station on the Thomson- East Coast Line BY CECILIA CHOW In January 2017, Chiang Kwok Shong had no interest in a collective sale when he was contacted by a property consultant. A director of several companies, Chiang was also chairman of the collective sale committee (CSC) at Faber Garden when it last attempted a collective sale in The reserve price then was $830 million. The tender period in 2011 coincided with a raft of property cooling measures rolled out by the government that year. And at the close of the tender, nobody showed up at the box, he says. His trepidation over another failed collective sale was lifted when he saw several large privatised HUDC estates such as Rio Casa, Eunosville and Serangoon Ville sold in May and June last year. So, when the same property consultant contacted him again, he was more receptive. I asked what the first figure for the reserve price was, says Chiang. When he said it began with a 7, I was shocked at how low it was. When he countered with 8, I said, Okay, let s talk. Chiang rounded up his fellow members of the last CSC, and they decided to give the collective sale another shot. They invited five property consultants to make a pitch, and eventually selected CBRE as their marketing agent in August. After appointing the property consultant and legal adviser, a valuation was done, and the reserve price was set. In September, the process of securing the 80% majority for a collective sale began. It took six months to get owners representing more than 80% of the share value and strata area to sign the collective sale agreement (CSA). This was half the time it took the last time around when we secured 80% on the last day of the 12-month period, says Chiang. The collective sale of Faber Garden was launched on April 16, at a price tag of $1.18 billion. The existing development contains just 236 units sitting on a 12.5 acre, or 544,738 sq ft, site. There are just five blocks in the development: two high-rise towers of 15 and 19 storeys, as well as three low-rise blocks a 4-storey and two 6-storey blocks. There are 233 residential units comprising apartments, maisonettes and penthouses, as well as three shop units. Changing times If the reserve price of $1.18 billion is achieved, the residential owners will receive gross proceeds ranging from $4.38 million to $6.75 million each. Meanwhile, owners of the commercial shops will walk away with $1.99 million to $4.83 million each. Ten years ago, Faber Garden made its first collective sale attempt. We didn t take it on then, says Galven Tan, CBRE executive director of capital markets. In fact, the collective sale attempt in 2008 never took off, as the necessary 80% consensus was never reached. I think it stalled at 50%, says Chiang. Things have changed over the last 10 years, notes CBRE s Tan. He cites the more buoyant property market; the upcoming Thomson-East Coast Line and Bright Hill MRT station which will be at the doorstep of Faber Garden; and the fact that it is the only freehold site in the Upper Thomson area of such size. Located just off Upper Thomson Road, Faber Garden is also near the prestigious Singapore Island Country Club, overlooks the Lower Peirce Reservoir and is across the road from the Windsor Nature Park (TreeTop Walk). Chiang has lived in Faber Garden since I ve seen my neighbours children grow up, and some are even married now, he says. Many of the owners have lived here for at least two decades. Only 72 owners (31%) at Faber Garden have outside addresses, which means owner-occupiers make up about 70%. Thomson address, freehold allure People who grew up in the Thomson area are fiercely loyal to the neighbourhood, adds CBRE s Tan. They find it a struggle to move out of this area. The Thomson area has always been perceived as an affluent residential estate outside the prime Districts of 9, 10, 11 and the prime District 15 of East Coast. While the East Coast may have sea views, the Thomson area boasts proximity to the Nature Reserve, the TreeTop Walk and the Singapore Island Country Club, which has three golf courses, says Tan. This plot is probably the best in District 20. Launched in 2015, the project is almost fully sold and will be completed soon. In District 15, collective sales on Amber Road and Meyer Road have achieved prices above $1,500 psf per plot ratio (ppr). Meanwhile, Faber Garden s reserve price of $1.18 billion translates into a land rate of $1,414 psf ppr. Crossing the billion-dollar threshold No collective sale site has broken Tan: There s no equality of profit, just equality of sale price the $1 billion threshold so far this year, although Pacific Mansion came close at $980 million. Incidentally, it was also brokered by CBRE. The sale of the 290-unit freehold condo on River Valley Close in prime District 9 translated into a land rate of $1,806 psf ppr. The only collective site to have crossed the $1 billion mark was Farrer Court, which was sold en bloc to a CapitaLand-led consortium for $ billion. GEOFF ANG condominium, which occupies a 99- year leasehold site of 540,314 sq ft on Upper Thomson Road. Shunfu Ville, a privatised HUDC estate sold en bloc to Qingjian Realty in June 2016 for $638 million, is a 99-year leasehold development and located next to the Marymount MRT station on the Thomson-East Coast Line. Qingjian Realty is expected to launch the new project in August or September, and market indication is that prices could be in the $1,700 to $1,800 psf range. The last significant new launch in the Upper Thomson area was Thomlective sale was the fourth attempt. They had this legacy of failed attempts behind them, says CBRE s Tan. But we told them that if the reserve price was acceptable, we will lead them through the process. Since the start of the year, there have been 21 successful collective sale deals totalling $7.17 billion (see table). That has led to speculation that the current collective sale cycle has peaked and is expected to slow down by 2H2018. In his report on April 10, RHB analyst Vijay Natarajan cites the key reasons for this: Steady build-up in supply pipeline, rising land costs, tighter policy framework and sufficient restocking of landbank. He expects developers to be selective in their bids, with preference for relatively smaller and well-located sites. While he expects property prices to jump 5% to 10% y-o-y, Natarajan remains cautious on the longer-term sustainability of such price increases. CBRE s Tan believes, however, that there is still a lot of capital in the market. He points to the number of bids received at the close of the tender for the commercial-and-residential site at Holland Road last month. A total of 15 bids was received, with several developers submitting more than one bid. The expectation is that the site will fetch more than $1 billion, and that the land rate would be in the $2,000 psf ppr range. It is not just Faber Garden that will enter the market with a price tag of above $1 billion. Another one, making its third collective sale attempt, is Laguna Park, located on Marine Parade Road. The 528-unit privatised HUDC estate has a 99-year lease from Its first collective sale attempt was in September 2009, with a price tag of $1.2 billion and JLL as the marketing agent. In 2011, Laguna Park was rolled out for collective sale a second time at $1.25 billion, with Knight Frank as the marketing agent. The following year, the price tag was raised to $1.33 billion. Laguna Park s latest collective sale attempt began last September and, so far, about 71% of the owners have signed the CSA. Knight Frank has once again been appointed the marketing agent. The indicative price this time is about $1.5 billion. The 677,493 sq ft site can be redeveloped into a new development of more than 2,000 units, estimates Ian Loh, Knight Frank executive director and head of investment and capital markets. Taking longer to secure majority A $1 billion collective sale in the current buoyant market is not impossible, says Tan Hong Boon, JLL regional director. Incidentally, JLL is marketing the 212-unit Horizon Towers on Leonie Hill Road in prime District 9. The project has 60 years left on its 99-year lease with effect from So far, about 70% of the owners have agreed to a collective sale. 12 EP10 EDGEPROP APRIL 23, 2018 HOME-SHARING Go ahead with Airbnb-type rentals, if 80% of your neighbours agree BY CHARLENE CHIN The Singapore government is seeking public feedback on a new policy that will allow Airbnb-type rentals only if 80% of all residents in the development agree to it. The proposal covers private apartments and condominiums but excludes HDB flats. It is necessary to get the views of all strata-titled property owners within the development, says URA in its proposal on April 16. They should be given a say in the decision on whether or not to fundamentally change the nature of their residential property to one with [a short-term rental agreement] use. The consent for a unit or units in a private apartment or condo to be leased on a shortterm basis is valid for only two years, after which it will be subject to a residents vote again. If fewer than 80% of the owners give their consent, short-term rentals will not be allowed in the development. Christine Li, head of research at Cushman & Wakefield, does not expect the 80% consensus to be achieved easily in a strata-titled private residential development. This is because it is rather unlikely that the majority of owners in a particular private residential development purchased their units to offer short-term rentals, she points out. For the minority strata-titled apartment owners to achieve the 80% consensus, they may have to offer significant concessions such as the payment of significantly higher maintenance fees to offset the wear and tear to amenities resulting from a higher number of transient tenants, adds Li. The URA has proposed a 90-day cap and a limit of six persons per rental apartment. Approved hosts will also have to submit a full guest list to URA, and all registrations are compulsory URA has proposed a 90-day cap and a limit of six persons per rental apartment prior to listing their homes as short-term rentals. Approved homeowners are also required to equip their homes with safety fire equipment such as alarm devices and fire extinguishers. SAMUEL ISAAC CHUA/THE EDGE SINGAPORE Striking a balance URA has said it is unlikely to approve short-term rentals for properties that are not strata-titled. The government has to strike a balance between being open to disruptive start-ups such as Airbnb and safeguarding the interest of residents living in high-density dwelling units, says Cushman & Wakefield s Li. The proposal therefore offers the possibility of short-term rental accommodation while ensuring that residents are able to block it if desired. The framework is unlikely to alter the rental leasing landscape significantly because of the proposed 90-day cap per year, says Li. The onus is on the management corporation strata-title (MCST) board to monitor the owners who are landlords of apartments on short-term rentals. As such, landlords are still dependent on longer-term tenants who are working and living in Singapore, rather than shortterm tourists. While studies in other markets have found that Airbnb listings resulted in increased rents, which may consequently lead to higher property prices, Li believes the local property market will not be similarly affected as a result of the 90-day cap. Landed homeowners can apply to URA for their property to be registered as a short-term rental site. The government will consider each submission separately. It has said that it is less likely to approve landed housing estates in relatively quiet areas with no formal governance structure as short-term rental sites, as it will have a greater impact on residents. Implications for potential landlords URA also requires home-sharing sites to track the number of days a unit has been rented out. Rental bookings have to be rejected if the unit exceeds the 90-day cap. Airbnb s head of public policy, Mich Goh, says URA s move is an important step for the significant number of locals who want to share their homes, and travellers who want a unique and authentic experience when they visit Singapore. Meanwhile, Anthon Stanish, HomeAway vice-president for Asia-Pacific, says there is space for vacation rentals to exist in Singapore within clearly defined parameters, where homeowners, property managers, guests and neighbours can co-exist and benefit from the relationship without an unintended negative impact. HomeAway is a home-sharing vacation rental site. So far, home-shared private residential properties in Singapore have been subject to a minimum stay of three months. Last June, URA shortened the minimum lease period for private homes in Singapore to three months from six months previously. Last December, two homeowners in Singapore were charged for providing unauthorised short-term stays to guests on Airbnb. And early this month, they were each fined $60,000 and sentenced to 12 weeks in jail. Serviced apartments, on the other hand, have a minimum stay of seven days. They are also in areas where the infrastructure is able to accommodate the higher number of transient users, says URA. The policy is designed to maintain the safety and security of the estate. After studying the issue for some time, we think it is possible to allow such [short-term accommodation] in private residential properties, but subject to appropriate regulation and safeguards, says Lawrence Wong, Minister for National Development, in his Facebook post. Property consultants concede, however, that securing the 80% consensus for a collective sale has become more challenging. With land parcels transacted at higher prices, the collective sale owners have also raised their price expectations, says Knight Frank s Loh. And in a rising market, the price of a replacement home has also gone up, which makes securing the 80% consensus more challenging than a year ago. The cost of a replacement home has always been a concern, especially for collective sales where the premium is marginal, agrees JLL s Tan. It depends very much on the premium above the prevailing market price. If the premium is big enough, it will be easier to obtain the 80% agreement. Equality of price, no equality of profit The difficulty in finding a replacement home is real, however, especially for the collective sale beneficiaries that have only one property. Collective sales frequently happen when there s an uptick in market prices, says Adrian Tan, partner of litigation and dispute at TSMP Law Corp. Sellers receive the actual sales proceeds two years later, and they are buying their replacement units in a rising market. Offering a different perspective to a collective sale, Tan adds, Collective sales are carried out because some owners want to sell at a larger profit than they otherwise could in the open market. In doing so, they are forcing other people to sell, and are infringing on their property rights as well as disrupting their lives. And the profit motive brings out a lot of ugliness in the process. There s no equality of profit, just equality of sale price. It is usually very exciting within the first one or two months of a collective sale, and this is where most projects secure 40% to 50% of the owners consent. And then it stalls because people start asking questions, notes Tan. The process is very long drawn out, and it sometimes takes several months to secure the 80% majority to sign the CSA. Some people who have signed at an early stage may regret later. Sometimes, the issues are personal. For instance, a family may have purchased a home in a specific condo because it is about 1km from a school they want their child to be enrolled in. The child obtains entry into the school, and the condition is that they have to remain at that same address for at least a year after the child starts Primary 1, but then they are forced to move out because of a collective sale, says TSMP Law s Tan. Persuasion Another concern in a collective sale is also the seller s stamp duty, which has to be paid. This affects recent home owners who purchased their units before the collective sale was launched. SSD has to be paid even if an owner did not agree to the collective sale, says TSMP s Tan. And the SSD is paid directly to the government, out of the owner s sale proceeds, so the owner effectively receives far less than his or her neighbour. There were also some owners at Faber Garden who bought their units in 2017, who may be affected by SSD. To persuade owners who were sitting on the fence about the collective sale, as Faber Garden s CSC chairman, Chiang decided to adopt a personal approach. I enjoy writing, and I personalised each note to the individual owners, he says. He purchased Conqueror brand s quality stationery for that purpose, and even the envelopes were handwritten. I believe that s the correct strategy because some owners do not like people knocking on their doors. But the handwritten letters did create conversation, and some of them started talking to me, and I explained why I did it. A fortnight ago, 12 of the 13 owners he wrote to signed the CSA. According to Chiang, the two ingredients for securing an 80% consensus are clarity and sincerity. CBRE s Tan agrees. Threatening or scaring people won t work, he adds. Telling people that if they don t sell now, they may have to wait another 10 years for the next collective sale cycle, or that the condominium is very old and falling apart will just make people more cautious because they will think you have an ulterior motive for wanting to sell. It was the most profitable deal in the week of April 3 to 10. The seller walked away with an 83% profit, or a 5% annualised profit over 12.1 years. The 2,723 sq ft unit on the 22nd floor was sold for $4.15 million, or $1,524 psf. It was purchased for $2.27 million ($833 psf) in March There have been no unprofitable transactions at The Sea View since 2015, according to the matching of caveats. The eight transactions so far this year have resulted in profits ranging from $165,000 to $1.98 million. The 546-unit The Sea View was developed by Wheelock Properties and completed in Located on Amber Road in District 15, the freehold condominium is situated about 450m away from the Marine Parade MRT station on the upcoming Thomson-East Coast Line (TEL). Prices at The Sea View have been testing new highs in recent months. In January, a 1,647 sq ft, four-bedroom unit on the 19th floor changed hands for $3.2 million ($1,943 psf). Meanwhile, a 560 sq ft, one-bedroom unit on the 21st floor of another block fetched $1.07 million ($1,912 psf). The last time prices crossed the $1,900 psf mark was during the peak in 2012, when a 560 sq ft, one-bedroom unit on the 10th floor changed hands for $1.1 million ($1,965 psf). Meanwhile, the previous owner of a 1,572 sq ft unit at One Shenton made the biggest loss in the week under review. The three-bedroom unit on the 20th floor was purchased at $3.38 million ($2,152 psf) in February 2007 and sold for $2.55 million ($1,623 psf) on April 5. This translates into an overall loss of $831,840, or 25%, and an annual loss of 2%. It was also the biggest loss at the condo this year. There have been nine unprofitable transactions at One Shenton so far this year, with losses of between $35,000 and $831,840. The second most unprofitable transaction took place in February, when a 1,098 sq ft unit on the 30th floor was sold at a $670,500 loss. Developed by City Developments, the 341- unit leasehold condo was completed in 2011 and is located in the heart of the CBD. It is also a stone s throw from Shenton Way MRT station along the upcoming Thomson-East Coast Line. The chart topper was a five-bedroom unit on the first level of luxury condominium Leedon Residence that fetched $12 million ($1,828 psf). The 381-unit, freehold Leedon Residence, developed by GuocoLand, was completed in It is located on Leedon Heights in prime District 10. The buyer of the 6,566 sq ft unit at Leedon Residence is a Chinese national, says Dominic Lee, head of the luxury team at PropNex Realty who brokered the sale. This was not the only unit purchased by the buyer, who is believed to have snapped up another unit at New Futura, a luxury freehold 124-unit condo by City Developments located on Leonie Hill Road in prime District 9. At Tomlinson Heights, a 4,047 sq ft, five-bedroom unit on the second level of the 36-storey tower was sold for $10.5 million ($2,594 psf). The 70-unit boutique, freehold development by Hotel Properties is on Tomlinson Road in prime District 10 and was completed in Two other deals were for detached houses. One was a bungalow on Paradise Island in Sentosa Cove that fetched $11.2 million, according to a caveat lodged on April 10. The house sits on a land area of 8,633 sq ft. Like all the properties in Sentosa Cove, it has a 99-year lease. The seller purchased the house in a sub-sale for $10.5 million ($1,216 psf) in Another transaction that crossed the $10 million mark was a detached house on Chancery Lane in prime District 11. The house occupies a freehold land area of 4,338 sq ft and fetched $10.5 million ($2,419 psf). This year has seen an increase in the number of non-landed private residential property purchases by foreigners, including permanent residents. This is particularly noticeable for transactions above $5 million. According to Nicholas Mak, executive director of ZACD Group, deals above $5 million saw a 78% jump in the January 2017-March 2018 period from the October 2015-December 2016 period. Chinese were the biggest buyers, followed by Indonesians and Malaysians, adds ZACD. According to PropNex s Lee, the Singapore property market is enticing to foreign buyers, especially since Hong Kong property prices are still at stratospheric levels despite the more punitive property cooling measures. Foreign investors are also flocking to Singapore, given the slowdown in the housing markets in Canada, Australia and the UK, says Edmund Tie & Co in its 1Q2018 residential report. Singapore looks attractive, as the private residential market is on the uptrend. Auralis is a 56-unit, five-storey condominium on East Coast Road, just off Lorong N Telok Kurau in prime District 15. The freehold project was developed by Sino Tac Holding and completed in The fully furnished, third-floor unit is an investment property of a Singaporean couple, who purchased it in 2011 for $1.04 million ($1,379 psf). The unit has been tenanted ever since. It is now on the market because the couple is looking to upsize to a larger unit in a private condo in the same neighbourhood. Over the past four years, the unit has been rented out for between $2,650 and $3,200 a month, says Roger Khera, marketing director at PropNex Realty, who is handling the sale. Based on the current monthly market rental rate of $2,700 and the asking price, the new buyer of the two-bedroom unit at Auralis will achieve a gross rental yield of 2.6%. The unit on the market faces the pool, and as it does not front the main road, it is not affected by noise, says Khera. In fact, the surroundings are relatively quiet, he adds. The owners gave the well-maintained unit, which features a 3.2m floor-to-ceiling height, a fresh coat of white paint just last week, notes Khera. Such two-bedroom units are popular with young families, as Auralis is near prestigious schools such as Tao Nan Primary School, Ngee Ann Primary School and CHIJ Katong. St Patrick s School is just a short walk away.
