To so: Sources and methods of data collection Data on construction are gathered with the following statistical questionnaires: - Letni vprašalnik o gradbeništvu, - Annual Questionnaire on Construction Activity, - Vprašalnik o dovoljenju za gradnjo stavbe, - Questionnaire on Building Permits, - Vprašalnik o dovoljenju za rušitev ali za spremembo namembnosti stanovanja. - Questionnaire on Demolition Permits or Permits for Changing the Purpose of the Dwelling. Zajetje in uporabljene klasifikacije Z Letnim vprašalnikom o gradbeništvu (GRAD/L) so v statistično opazovanje zajete stavbe in gradbeni inženirski objekti, na katerih so gradbena podjetja in organizacije opravljali gradbena dela, in sicer novogradnje, povečave, spremembe namembnosti, rekonstrukcije, investicijsko vzdrževanje in redno vzdrževanje. Podatke o stavbah pridobimo tudi z Vprašalnikom o dovoljenju za gradnjo stavbe (GRAD-GD/M). Vir podatkov je dokumentacija projekta za pridobitev gradbenega dovoljenja, s katero razpolaga oddelek za okolje in prostor v okviru upravnega organa. Za razvrščanje gradbenih objektov na stavbe in gradbene inženirske objekte smo do konca leta 2011 uporabljali Enotno klasifikacijo vrst objektov (CC-SI), ki je bila sprejeta z Uredbo o uvedbi in uporabi enotne klasifikacije vrst objektov in o določitvi objektov državnega pomena (Uradni list RS, št. 33/03). Od leta 2012 pa uporabljamo Klasifikacijo vrst objektov, ki je bila sprejeta z Uredbo o klasifikaciji vrst objektov in objektih državnega pomena (Uradni list RS, št. 109/2011). Klasifikacija temelji na klasifikaciji Classification of Types of Constructions (CC), ki se uporablja v Evropski uniji. Podatki o stanovanjski gradnji so izračunani iz podatkov, dobljenih z Vprašalnikom o dovoljenju za gradnjo stavbe (GRAD-GD/M). V rezultatih so prikazana vsa novo nastala stanovanja, tako novo zgrajena kot tudi tista, ki so bila pridobljena s spremembo namembnosti, ne glede na to, ali se nahajajo v stanovanjskih ali nestanovanjskih stavbah. V raziskovanje GRAD/L so bila v letu 2011 zajeta vsa gradbena podjetja, katerih je vrednost dobav v letu 2011 dosegla vsaj EUR, in enote v sestavi, ki so se ukvarjale z gradbeno dejavnostjo, ter nekatera druga podjetja, ki so izvajala gradbeno dejavnost. Glavni izvajalec in/ali soizvajalec je poročal tudi v imenu morebitnih podizvajalcev. V raziskovanji GRAD-GD/M in GRAD-RS/M pa so bile vključene vse upravne enote, ki so izpolnile vprašalnik na podlagi izdanih gradbenih dovoljenj za gradnjo stavbe in izdanih dovoljenj za rušitev ali za spremembo namembnosti stanovanj. V rezultatih so prikazana vsa novonastala stanovanja, tako novozgrajena kot tudi tista, ki so bila pridobljena s spremembo namembnosti, ne glede na to, ali se nahajajo v stanovanjskih ali nestanovanjskih stavbah. Upoštevana so tudi tista stanovanja, ki se uporabljajo le občasno (počitniška stanovanja). Skupinska stanovanja (domovi, internati in podobno) niso upoštevana. Z Vprašalnikom o dovoljenju za rušitev ali za spremembo namembnosti stanovanj (GRAD-RS/M) je zajeta vsaka porušena stavba, v kateri je bilo vsaj eno stanovanje. V tem raziskovanju pa niso upoštevane stavbe brez stanovanj, stavbe, ki so se uporabljale samo med sezonskimi deli, stavbe za skupinska stanovanja (internati, domovi, samski hoteli, barake ipd.) in zasilno naseljeni prostori (lope, garaže ipd.). Podatek o skupnem stanovanjskem skladu obsega podatke o stanovanjih (glej definicijo), zbrane ob popisu Ker so k tem prišteta tudi po popisu zgrajena stanovanja, so tako zajeta vsa stanovanja na območju Republike Slovenije, in sicer ne glede na to, ali so bila ob omenjenem popisu naseljena ali ne. Praviloma so prikazana samo dokončana stanovanja, v katerih so bila opravljena vsa gradbena, inštalacijska in obrtniška dela. Coverage and classifications used The Annual Questionnaire on Construction Activity (GRAD/L) covers and civil engineering works at which construction enterprises and organisations have carried out construction, finishing and/or installation works. Data on construction activity for are also obtained with the Questionnaire on Building Permits (GRAD-GD/M). The source of data is the project documentation for obtaining the building permit, which is available at the department for environment and spatial planning within the administrative body. Classification of constructions into and civil engineering works was until the end of 2011 determined by the classification adopted with the Decree on the Introduction and Application of the Classification of Types of Constructions and Determination of Constructions of National Importance (OJ RS No. 33/03). From 2012 on we use the classification of construction adopted with the Decree on the Classification of Types of Constructions and Constructions of National Importance (OJ RS No. 109/2011). The Slovene Classification of Types of Constructions CC-SI is based on the Classification of Types of Constructions (CC) used in the European Union. Data on construction of dwellings are calculated on the basis of the Questionnaire on Building Permits (GRAD-GD/M).The results show all new dwellings, both newly constructed and those created through the conversion-improvement, irrespective of whether they are located in residential or non-residential The 2011 GRAD/L survey covered all construction enterprises whose value of supplies in 2011 was at least EUR 300,000, their units and also some non-construction companies performing construction works. Contractors are reporting also for eventual subcontractors. The GRAD- GD/M and GRAD-RS/M surveys cover all administrative units reporting on building permits and permits for demolition or for changing the purpose of the dwellings. The results show all new dwellings, both newly constructed and those created through the conversion - improvement, irrespective of whether they are located in residential or non-residential. Included are dwellings used only occasionally (e.g. holiday homes), while collective accommodation establishments (student halls, boarding schools, etc.) are not taken into account. The Questionnaire on Demolition Permits or Permits for Changing the Purpose of the Dwelling (GRAD-RS/M) covers every demolished building with at least one dwelling. It does not cover without dwellings, which were used only during seasonal labour periods, in multiple occupation where the occupants do not form a single household (boarding homes, homes, dormitory hostels, huts, etc.) and temporary accommodation premises (garages, hangars, etc.). The total dwelling stock is made up of data on dwellings (see Definitions) gathered during the 2011 register-based Census. Since dwellings built after the Census are also counted, we include all dwellings on the territory of the Republic of Slovenia, irrespective of whether they were occupied at the time of the Census or not. As a rule, we cover only completed dwellings in which all construction, installation and finishing works were performed. 353

2 20 Gradbeništvo Statistični letopis Republike Slovenije 2013 Construction Statistical Yearbook of the Republic of Slovenia 2013 Tudi ti rezultati so prikazani po metodologiji iz leta 2011, po kateri so upoštevana tudi tista stanovanja, ki se uporabljajo le občasno (za počitek in rekreacijo ali med sezonskimi deli v kmetijstvu). Niso upoštevani zasilno naseljeni prostori (poslovni prostori, barake, kleti, podstrešja itd.) ter skupinska stanovanja (domovi, internati itd.). Prav tako niso zajeta stanovanja v lasti tujih držav in stanovanja, namenjena izključno za oddajanje turistom. Seštevki v tabelah , in se zaradi zaokroževanja lahko ne ujemajo. Definicije in pojasnila Gradbeni objekt je vsaka podzemna ali nadzemna zgradba, ki je v gradbenem pomenu celota z vnaprej določenim namenom, vezana na določen prostor. Objekte opredeljuje Klasifikacija vrst objektov (CC-SI) ( Novogradnja ali povečava je gradnja novega objekta oz. izvajanje del, s katerimi se zgradi nov objekt ali dozida/nadzida že obstoječi objekt, ali pa izvajanje takih del, zaradi katerih se bistveno spremeni zunanji videz objekta. Nadomestna gradnja se šteje za novogradnjo. Sprememba namembnosti je posledica izvedbe del, s katerimi se spremeni raba celega objekta ali dela objekta tako, da se z njo spremeni vpliv objekta na okolico, vendar pri tem ne gre za gradnjo. Rekonstrukcija objekta je spreminjanje tehničnih značilnosti obstoječega objekta in prilagajanje objekta spremenjeni namembnosti ali spremenjenim potrebam oziroma izvedba del, s katerimi se bistveno ne spremenijo velikost, zunanji videz in namembnost objekta, spremenijo pa se njegovi konstrukcijski elementi, njegova zmogljivost ter se na njem izvedejo druge izboljšave. Investicijska vzdrževalna dela so investicijsko zahtevna vzdrževalna gradbena dela; gre za izvedbo popravil, gradbenih, inštalacijskih in obrtniških del, ki sledijo napredku tehnike, vendar tako, da se z njimi ne posega v konstrukcijo objekta in da se s tem ne spremenijo njegova zmogljivost, velikost, namembnost ali njegov zunanji videz, temveč tako, da se posodobijo ali drugače izboljšajo inštalacije, napeljave, tehnološke naprave in oprema. Redna vzdrževalna dela so manjša popravila in dela na objektu ali v prostorih v tem objektu, s katerimi se ne spreminja zmogljivost inštalacij, opreme in tehnoloških naprav, s katerimi se ne posega v konstrukcijo objekta in se tudi ne spreminjajo zmogljivost, velikost, namembnost in zunanji videz objekta (npr. prepleskanje, popravilo vrat, oken, zamenjava poda, zamenjava stavbnega pohištva s pohištvom enakih dimenzij in podobno). Vrednost opravljenih del zajema vrednost dela, ki je bilo opravljeno v obdobju poročanja, ne glede na to, ali je delo že plačano ali ne; izražena je v tekočih cenah, brez DDV-ja. Vključuje tudi vrednost vgrajenega materiala in opreme ter vsa obrtniška in/ali inštalacijska dela. Ne zajema pa stroškov nabave zemljišča, komunalnega opremljanja, stroškov selitev in najemnin za čas nadomestne gradnje, projektantskih storitev in stroškov notranje opreme stavbe. Vrednost opravljenih del na objektih, ki so jih gradila podjetja, temelji na končnih letnih obračunskih stanjih, vrednost del na objektih, ki so jih gradili občani v lastni režiji, pa je ocenjena. Ocenjeni podatki so usklajeni z revizijo nacionalnih računov Vrednost storitev projektiranja, inženiringa in tehničnega svetovanja vključuje izdelovanje projektne in tehnične dokumentacije (gradbeno, arhitekturno in krajinsko - arhitekturno projektiranje) ter z njimi povezano tehnično svetovanje (svetovanje in zastopanje investitorja v zvezi z graditvijo objektov). Vrednost novih pogodb zajema vse nove pogodbe podjetij, ki so jih podjetja prejela v opazovanem obdobju, ne glede na to, ali so bile sklenjene neposredno s tujimi investitorji, prek poslovnih združenj ali prek drugih podjetij in organizacij, ki opravljajo tovrstna dela. Gradbeno dovoljenje za stavbo je odločba, s katero pristojni upravni organ dovoli gradnjo in s katero predpiše konkretne pogoje, ki jih je treba pri gradnji upoštevati. Stavba je objekt z enim ali več prostori, v katere človek lahko vstopi in so namenjeni prebivanju ali opravljanju dejavnosti. Results are shown according to the 2011 census methodology, which takes into account dwellings used only occasionally (for leisure and recreation or for seasonal work in agriculture). The dwelling stock does not cover business premises, shacks, cellars, etc., used for habitation, and collective accommodations (e.g. boarding schools). Dwellings owned by foreign countries and dwellings for tourism were not covered. The totals in tables , and may not match because of rounding. Definitions and explanations A building or civil engineering work is any freestanding under- or aboveground structure whose purpose is determined in advance and is located in a specific. Classes and building sizes are cited according to the Classification of Types of Constructions (CC SI) ( New construction or extension is construction of a new building or extension of an already existing building with which its appearance is considerably altered. Replacement construction is new construction. Conversion-improvement is execution of works that are not construction but the use of the entire building or a part of it is changed so that the impact of the building on the surrounding is changed. Reconstruction is alteration of technical characteristics of existing constructions and adaptation of constructions to changes in intended use or changed needs as well as implementation of works with which the size, appearance and intended use of the construction is not fundamentally changed while changing the construction elements and capacity, and carrying out other improvements. Investment maintenance is repair of construction, installation or finishing works and improvements following the progress of technology, which does not interfere with the structure of the construction and does not change its capacity, size, intended use and appearance, while installations, technological devices and equipment are modernised or other improvements are carried out which comprise the renewal of and other structures, while the arrangement, structure system and purpose of these facilities remain the same. Regular maintenance is implementation of smaller repairs and work on constructions or rooms in constructions such as painting, door repair, window repair, replacing the floor, replacing the furniture with the furniture of the same dimension or similar maintenance with which the capacity of installations, equipment and technological devices is not changed, the structure of the construction is not interfered with and the capacity, size, intended use and appearance are not changed. The value of construction put in place covers the value of work done in the reporting period, irrespective of whether or not it has been paid. It is given at current prices and without value added tax. It covers the value of built in material and equipment, all finishing and/or installation works, but not the costs of purchasing the land, public infrastructure facilities, moving costs and costs of rents for the time of construction, project services and costs of interior decoration. The value of construction carried out by enterprises is based on the annual or final accounts, while the value of construction carried out by citizens under their own direction is estimated. Estimated data are harmonised with the 2013 national accounts revision. The value of designing and engineering services covers the value of designing, technical documentation (construction, architectural and landscape design) and related technical advising (advising and representing investors in the field of construction). The value of new contracts covers all new contracts concluded by reporting units in the reference period irrespective of whether they were made directly with foreign investors or via business associations or other entities. The contractual value is shown at current prices. VAT is excluded. Building permit is a decision with which the authorised administrative body allows construction and with which it prescribes concrete conditions that have to be considered. Buildings are structures with one or more rooms into which a person can enter and are intended for residence or for performing an activity. 354

Če se za prebivanje uporablja manj kot polovica uporabne površine stavbe, se ta uvrsti k nestanovanjskim stavbam, in sicer po pretežni namembnosti. Nestanovanjska stavba je stavba, od katere se več kot polovica uporabne površine uporablja za opravljanje dejavnosti. Če se vsaj polovica uporabne površine stavbe uporablja za prebivanje, se stavba uvrsti k stanovanjskim stavbam. Površina stavbe obsega vsoto površin vseh etaž stavbe, ki jo določa veljaven tehnični predpis. Prostornina stavbe obsega vsoto prostornin vseh etaž stavbe, ki jo določa veljaven tehnični predpis. Stanovanje je vsaka gradbeno povezana celota, ki je namenjena za stanovanje in ima eno ali več sob z ustreznimi pomožnimi prostori (kuhinja, shramba, predsoba, kopalnica, stranišče) ali je brez njih ter ima vsaj en lasten vhod. Stanovanja so razvrščena po številu sob. Soba je prostor, ki je s stalnimi stenami ločen od drugih stanovanjskih prostorov, ima neposredno dnevno svetlobo in meri najmanj 6 m 2. Pri enosobnih stanovanjih so prikazane posebne sobe, garsonjere in enosobna stanovanja. Posebna soba je stanovanje s sobo brez kuhinje in kopalnice oziroma je uporabna pomožnih prostorov (predsoba, stranišče ali shramba) manjša od 6 m 2. Garsonjera je stanovanje z eno sobo, s kopalnico in predsobo, z majhno kuhinjo (do 4 m 2 ) ali je brez nje. Enosobno ali večsobno stanovanje ima eno ali več sob, kuhinjo (ali pa ne) in druge pomožne prostore, katerih uporabna je večja kot 6 m 2. Kuhinja ni všteta v sob. V površini stanovanja je upoštevana uporabna sob, kuhinje in drugih pomožnih prostorov, zaprtih teras in verand ter pod vgrajenimi omarami. Površine kleti, podstrešja (neprimernega za bivanje), skupnih prostorov v večstanovanjskih stavbah niso upoštevane. Stanovanje v gradnji ob koncu leta je stanovanje, ki je z načrtom predvideno v posamezni stavbi in bo dokončano v prihodnjih letih. Dokončano stanovanje je stanovanje, v katerem so v vseh prostorih opravljena z načrtom predvidena gradbena, obrtniška in inštalacijska dela.
