1 P 5 V F 8 U rea 1 rea 1 in the entral Florence trategic Plan is approximately 69 acres his area is bound by om ill hevrolet to the north, the rear property lines of residential lots which front on Utz rive to the northeast, nterstate 71/ to the northwest, and K 18 to the south rea 1 has two defined subdistricts he first subdistrict is a residential area in the northeastern portion of rea 1 his residential area contains a twenty-six lot subdivision, which is platted as arlwood ubdivision his subdivision generally contains smaller, post-war era detached, single family residences Both streets in the subdivision, ardinal rive and ardinal Place, do not contain any sidewalks he second subdistrict is the commercial area which fronts on K 18 and backs up to the K 18/nterstate 71/ on-ramp his commercial area contains a mixture of businesses which serve interstate travelers and local needs he highway commercial uses in this area include two gasoline stations, two motels, a sit-down restaurant and an independent fast food restaurant (Fillmore s airy) he area also contains three car dealerships, roller skating rink, animal hospital, car wash facility (currently closed), car rental agency, and a laundromat which serve local needs he architecture and character of the commercial area varies considerably between franchise prototypes (merica s Best Value nn, Best estern), to local service type buildings (small strip centers), and residential structures which have been converted into businesses (Five tar otors) igh-rise pylon signs are prevalent in the portion of area 1 that is in close proximity to nterstate 71/ here are approximately six non-conforming signs or sign structures that are within close proximity to each other ith the exception of two separate, non-adjoining lots, the K 18 frontage area of rea 1 has sidewalks here is one vacant commercial lot in area 1 he parcel is 22 acres in area and is situated where ardinal rive and ommerce Place intersect rea 2 rea 2 in the entral Florence trategic Plan is approximately 98 acres his area contains road frontage on both sides of K 18 his frontage area spans between haun lexander ay in the northeast quadrant to i alon & pa in the southwest quadrant he limits of rea 2 also extend into residential neighborhoods which front on Utz rive, oreta rive, Kathryn venue, llison venue, ajean rive, and allace venue he northern frontage area of K 18 located in rea 2 is comprised of single-family residential uses, two medical service establishments in converted single-family residences, an auto parts store, and tringtown Park located at the intersection of K 18 and Kathryn venue idewalks exist along the entire northern side of K 18 variety of uses exist along the southern frontage area of K 18 Public uses include the hair and beauty school and ealth epartment office building ommercial and office uses include a small strip center which contains a convenience store, a daycare center, automobile sales, small beauty salons, and medical and legal offices which occupy converted single-family residential dwellings esidential uses include one single-family dwelling and one duplex idewalks exist along the entire southern side of K 18 51

2 he majority of rea 2 is comprised of single-family residential dwellings which front on oreta rive, Utz rive, Kathryn venue, llison venue, ajean rive, and allace venue hese dwellings are generally smaller, post-war era detached, single family residences o sidewalks exist on either side of these residential streets rea 3 rea 3 in the entral Florence trategic Plan consists of approximately 96 acres his area is bound by K 18 to the north, - to the west, iriam rive to the south and enter Park rive to the east rea 3 has several public uses including the Florence overnment enter, the new Florence quatic enter and katepark, the Florence Public ervices aintenance Facility, and the former ocial ecurity office (currently occupied by Family urturing enter) n addition, rea 3 consists of a large truck stop and mini-warehouses in the northern part n the west side, which is highly visible from -, are two warehouse-type buildings with retail uses (oodwill ndustries, J ports Bar, etc) he southern end of rea 3 consists of a single-story office-flex warehouse (Florence Business-Plex), a multi-story office building, a former health club building that has been converted to a church, a single-story office building, and a residence he existing office uses in rea 3 do not have direct access or visibility to wing Boulevard, but are visible from - n the south side of K 18 is a vacant lot (a former hell station) and a affle ouse restaurant that was recently rebuilt verall, the prominent land use and impact in rea 3 besides the Florence overnment enter is the ruck top capable of serving over 130 trucks at a time here are no sidewalks on either side of anners ane except for a short walk that exists on the north side between the entrance of the Florence Public ervices aintenance Facility to wing Boulevard here is a concrete walk along the west side of wing Boulevard between anners ane and the northern iriam rive intersection, in addition to the asphalt trail that runs along the east side of the street Building architecture in rea 3 has a consistent theme for the Florence overnment enter and recreational facilities very other building in rea 3 has its own design, ranging from block-only construction to glass office buildings ignage in rea 3 is limited due to the limited number of retail uses he ruck top has two free-standing, nonconforming signs along with the former oore's Fitness, affle ouse and the old hell station Further, there are two telecommunication towers located in rea 3, one off anners ane across from the Public torage mini-warehouses and one located near the Florence Public ervices aintenance Facility rea 4 rea 4 in the entral Florence trategic Plan is approximately 117 acres t is bound by lenn treet to the north, enter Park rive and ake rive to the west, cott treet to the south, and Florence emetery to the east rea 4 is primarily a residential area with housing built in the 1950s and 1960s ost of the housing is single-family detached with variations of ranch style structures here are a few apartment buildings located on oberta venue here is one church located in rea 4 and the existing water lines were recently relined idewalks in rea 4 either do not exist or partially exist on ake rive, sh treet, cott rive, iberty ourt, ussell treet, oberta venue and enter treet despite rea 4's close location to the recently expanded Florence lementary chool and eritage cademy chool, and the fact that sidewalks exist on K 18, U 42, ain treet and helby treet his area is ripe for a afe outes to chool sidewalk grant rea 5 rea 5 in the entral Florence trategic Plan is approximately 80 acres his area is bound by - to the west, the anners ate development in rea 3 to the north, wing Boulevard to the east, and U 42 to the south rea 5 consists of two basic existing subdistricts 52

3 he first subdistrict is a self contained residential area in the northern portion of rea 5 which is a sixty six lot subdivision platted as own and ountry ubdivision his subdivision generally contains smaller, postwar era detached, single family residences he subdivision contains only one street, iriam rive, which loops to and from wing Boulevard in a horseshoe fashion here are no sidewalks on iriam rive he second major subdistrict is the commercial area located south of own and ountry ubdivision he central part of this subdistrict is the ream treet corridor he southern section of ream treet consists mostly of franchise/chain style restaurants which cater to interstate traveling customers, although there is an older retail strip center located on the west side of the street on the second lot north from U 42 he developed portions of the central and northern sections of ream treet also include hotels and businesses which cater to local clientele including a carpet store and day care center vacant site at the approximate midpoint of ream treet formerly housed a car wash everal low-rise office buildings are located near the intersection with wing Boulevard he architecture along ream treet consists largely of standardized, franchise/chain prototypes, with the notable exception of the office buildings near the wing intersection; most of these are brick structures which do not follow franchise type motifs igh-rise pylon signs are prevalent along ream treet, and some businesses have both a high-rise sign for interstate visibility and a low-rise freestanding sign for identification on ream treet itself ith the road widening project, ream treet now has sidewalks he U 42 frontage of rea 5 is reflective of the type and character of much of the development along ream treet, consisting of a mixture of freestanding franchise/chain style restaurants and local service type businesses including a small strip center, a liquor store, and a tobacco store idewalks exist along this section U 42 between King rive and wing Boulevard; King rive is the fourth leg of the U 42/ndustrial oad intersection and extends northward to a dead end for the depth of the adjoining frontage lots Between the corner lots at U 42 and ream treet, the wing Boulevard frontage is undeveloped with the exception of a larger, low-rise building which contains a technical school his undeveloped area extends westward to the east side of ream treet, north of the uper 8 hotel rea 6 rea 6 in the entral Florence trategic Plan consists of approximately 94 acres his area includes two apartment developments along the east side of wing Boulevard and the frontage properties along U 42, generally from wing Boulevard eastward through the ussell treet intersection he northern-most section of rea 6 is the Plantation partments which consists of eight uniform buildings his development is accessed by Plantation rive, which is a public street until the approximate mid-point; a sidewalk runs along the west side of the public portion of the street and a lake is located on the east side he Vineyard partments to the immediate south is a newer development which contains nine three story, vinyl clad apartment structures he vehicular ways in the Vineyard development are private driveways ach of these two developments has only one access point new office building has been constructed in rea 6 next to the Florence quatic enter variety of uses exist along the northern U 42 frontage portion of rea 6 multi-tenant commercial development consisting of several clustered buildings is located at the U 42/wing Boulevard intersection restaurant building to the immediate east of this multi-tenant development was the only example of a franchise/chain style development on this section of U 42; this building now houses a local, non-chain restaurant he north side of U 42 includes a combination of mostly small-scaled office buildings and detached, single family residences, although this area also includes a funeral home and a small multi-family residential development he detached, single family residences in the western section of this strip, adjoining the former ong John ilver s restaurant, are ranch style post-war structures that have narrow front yard setbacks, small frontages, and relatively steep topography in the rear yards, making changes in land use or redevelopment difficult without the assembly of multiple lots he remainder of the detached, single family residences on the north side of U 42 are largely pre orld ar structures which could physically accommodate business use he majority of the commercial structures along the north side of U 42 are brick 53

4 structures with landscaping along their respective street frontages and lot perimeters, although there is one office building, located near ussell treet, which is constructed of stark concrete block and is on a lot with basically no landscaping at all he southern frontage of U 42 in rea 6 also contains a variety of uses everal older detached, single family residences are located in both the eastern section, near ollywood rive and oodland venue, and the western section, near ew Uri venue here are several low-rise office buildings on the southern frontage, which are generally brick structures, in addition to the Florence Branch of the Boone ounty ibrary his structure is a brick building which has a contemporary 1970 s/early 1980 s office/institutional design landscape nursery is located across from cott rive; this property extends approximately 1,000 feet south of U 42 and adjoins several residential properties along chira ourt and awrence rive he former Florence ity all property adjoins the nursery property at the end of iblack emorial rive he property is currently vacant and also extends approximately 1,000 feet southward from U 42 here are plans to place a future city park and seniors citizens center on the property idewalks exist in rea 6 along both sides of U 42, and are intermittent along the side, intersecting streets rea 7 reas 7 and 8 serve as an entry way to the orthern Kentucky ndustrial Park rea 7 is approximately 84 acres t is bound by U 42 to the north, - to the west, arole ane to the south and ndustrial oad to the east he predominant land use in this section of the entral Florence trategic Plan is hampion indow Field, a baseball stadium for a minor league team ther potential community or recreational uses are contemplated for the site that could be compatible with the baseball field he major point of entry into rea 7 is Freedom ay, which aligns with ream treet ther existing uses in rea 7 include a convenience store with gas sales, a unkin onuts store, a hotel, and a branch bank along U 42 n the middle of rea 7 is some undeveloped land along with another convenience store with gas sales, mini-warehouses, and a moving company and storage company he southern end of rea 7 consists of many automotive repair related businesses and two residential apartment developments which adjoin hampion indow Field he apartment developments were built in the 1970s and 1980s urrently, there are no sidewalks on afeway rive and ndustrial oad owever, the reconstruction of ndustrial oad with sidewalks is beginning rea 8 rea 8 is approximately 92 acres in area t is bound by U 42 to the north, ndustrial oad to the west, the orthern Kentucky ndustrial Park to the south and ollywood rive to the east ommercial or retail uses exist along U 42 with a ally's restaurant, a peedway service station, the ildwood nn complex, and a small office/retail building at the corner of ollywood rive and U 42 he ildwood nn is the predominant land use and structure along this section of U 42 he use was renovated in the mid 1980s, expanded in the 1990s, and partially rebuilt after a fire in 2004 utomotive/motor vehicle related uses exist along ndustrial oad with a car dealer, car wash, and a power sports vehicle dealer ther uses include an apartment community along illcrest rive and ussex rive, a bowling alley (Florence Bowl) and a series of office buildings located along ussex rive (Florence Business enter, huck's eating & ooling and lassic ports arketing) residential condominium project (ofts at agle reek) is being developed off of ussex rive between the end of illcrest rive and the Florence Bowl site retail center between ndustrial oad and ussex rive was proposed by a developer in 2002 but not constructed Building architecture in rea 8 consists of standard franchise designs along U 42 and a mixture of commercial block and brick structures his area is greatly impacted by the widening of ndustrial oad 54
