1 DEVELOPMENT REVIEW BOARD REPORT MEETING DATE: September 4, 2008 ITEM NO. 5 CASE NUMBER/ PROJECT NAME LOCATION 33-DR-2007#2 Earll Drive Condominiums 7300 E. Earll Drive REQUEST Request approval of revised color scheme and revised shade canopies for the previously approved building elevations for a 95-unit, five-story condominium complex. OWNER Elliott Glasser Glasser Family Trust APPLICANT/ ARCHITECT Kent Dounay KD Architects LLC BACKGROUND Zoning. In November 2006, the City Council approved Case 25-ZN-2005, rezoning the property from Highway Commercial District, Downtown Overlay (C-3 DO) to Downtown/Office Residential Type 2 Downtown Overlay (D/OR-2 DO). The Downtown Office/Residential subdistrict provides for an environment compatible with office and residential uses either as mixed uses on one site, or as neighboring uses. Context. The site is located on the north side of E. Earll Drive, mid-block between N. Scottsdale Road and N. Civic Center Plaza. The site is currently occupied by two vacant warehouse buildings. Adjacent Uses and Zoning: North: Single-story nursing and rehab center and single-story office buildings in the Highway Commercial Downtown Overlay (C-3 DO) zoning district. South: Two-story commercial office buildings in the Highway Commercial (C-3) zoning district. East: Single-story office buildings in the Highway Commercial Downtown Overlay (C-3 DO) zoning district. West: Three-story hotels (Holiday Inn Express and Comfort Suites) and office buildings in the Highway Commercial Downtown Overlay (C-3 DO) zoning district. APPLICANT S PROPOSAL Applicant s Request. In response to Stipulation No. 8 of the Development Review Board s January 18, 2008 approval of the building elevations and landscape plan for the five-story, 95-unit condominium complex, the applicant requests approval of a revised color scheme and revised shade canopies. Existing Building Heights: 19 4 and 13 4 Building Height Allowed: 50 feet (not more than five levels) for residential use Building Height Proposed: 50 feet, five level condominium building Parking Required: 124 spaces Parking Proposed: 197 spaces FAR Allowed: 1.5 FAR Proposed: 1.38 Number of Units Allowed: 128 Number of Units Proposed: 95 Max. Density Allowed: 50 dwelling units per acre Density Proposed : 37.1 dwelling units per acre DESCRIPTION OF THE APPROVED PROJECT Pursuant to the Board s approval of 33-DR-2007, the applicant will demolish the two existing warehouse buildings on the property and construct a five-story, 95- unit condominium complex. The contemporary design of the building features stucco walls, aluminum window frames with grey tint glass, and stone veneer accents along some portions of the base. The originally proposed colors for the project include Dunn Edwards tan and gray tones, with the field color in Colorado Trail (DE 6117), accent color in Hazelnut (DE6032), trim color in Wafting Gray (DE6031) and metal trim band color and tube steel railings in River Rocks (DE6061). The DRB reviewed the proposed project (Case No. 33-DR-2007) on January 18, 2008, and voiced concern regarding the shade canopies over the windows, as well as the color scheme for the buildings, and suggested that further study be done, including study of surrounding buildings. The Board approved the building elevations and landscape plan, with a stipulation that a new color scheme and the lattice shade structures mentioned in Stipulation No. 8 return for approval by the Board. REVISIONS The revised color palette features a field color in Dunn Edwards Buckskin (DE 6158), accent colors in Dunn Edwards Graham Cracker (DE 6144) and Dunn Edwards Roman Brick (DEC 713), trim color in Dunn Edwards Bison Beige (DEC 750), trim band color in Dunn Edwards Walrus (DE 6368), and steel railings in Dunn Edwards Velvet Clover (DE 6293). The stone veneer has been changed to Estrella Stone Adoquin with Chiseled Finish in Café. The applicant proposes to retain the originally proposed door and window frames (Southwest Aluminum, clear anodized) and window glazing (Comfortone Gray). Page 2

4 CASE NO. 33-DR-2007#2 Stipulations for Case: 7300 Earll Condominiums Case: 33-DR-2007#2 These stipulations are in order to protect the public health, safety, welfare, and the City of Scottsdale. Unless otherwise stated, the applicant agrees to complete all requirements prior to final plan approval, to the satisfaction of Project Coordinator and the Final Plans staff. PLANNING APPLICABLE DOCUMENTS AND PLANS: DRB Stipulations 1. Except as required by the City Code of Ordinances, Zoning Regulations, Subdivision Regulations, and the other stipulations referenced herein, the site design and construction shall substantially conform to the following documents: a. Building colors shall be consistent with the color/material board submitted by KD Architects LLC, with a date provided, by City Staff of Window shade canopies shall be consistent with the building elevations and details submitted by KD Architects LLC, with a date provided on the plans, by City Staff of All other architectural elements, including dimensions, materials, form, and texture shall be constructed to be consistent with the east/west building elevations submitted by KD Architects LLC, with a date provided on the plans, by City Staff of , and the north/south building elevations submitted by KD Architects LLC, with a date provided on the plans, by City Staff of b. The location and configuration of all site improvements shall be constructed to be consistent with the site plan submitted by KD Architects LLC, with a date provided on the plans, by City Staff of c. Landscape improvements, including quantity, size, and location of materials shall be installed to be consistent with the conceptual landscape plan submitted by KD Architects LLC, with a date provided on the plans, by City Staff of d. Project hardscape materials and colors shall be installed to be consistent with the Materials Board submitted by McGough Kahan, with a date provided on the plans, by City Staff of All other stipulations of the previously approved case, 33-DR-2007, shall remain in effect.
