1 Minutes Granbury City Council Regular Meeting G January 2, :00 p.m. City Hall, 116 W Bridge St. Granbury, Texas The City Council of the City of Granbury, Texas, convened in regular session on January 2, 2018, at 6:00 p.m. in the Council Chambers of City Hall, 116 West Bridge Street, with the meeting being open to the public and notice of said meeting, giving the date, place and subject thereof, having been posted as prescribed by V.T.C.A., Government Code, Chapter 551, with the following members present, to-wit: Nin Hulett, Mayor Place 1 Tony Allen, Councilmember Place 2 Gary Couch, Councilmember Place 3 Trish Reiner, Councilmember Place 4 Tony Mobly, Mayor Pro Tern Place 5 Greg Corrigan, Councilmember Place 6 Chris Coffman, City Manager Jeremy SoRelle, City Attorney Carla Walker, City Secretary CALL TO ORDER Mayor Hulett called the meeting to order at 6:00 p.m. announcing that all Councilmembers are present. INVOCATION Pastor Ben Huebner, Acton United Methodist Church, gave the invocation. PLEDGE OF ALLEGIANCE AND TEXAS PLEDGE The Pledge of Allegiance and Texas Pledge were recited. CITIZEN PARTICIPATION Tom Baker, Pearl St., pointed out that there are not street signs in the downtown square, as well as areas on Bridge and Pearl. Ted Dickie, N Avalon Ct, explained that he has had some issues with his neighbor over a fence and that the Granbury Police Department refused to receive his complaint. CONSENT AGENDA 1. Consider approving City Council meeting minutes: December 15, 2017, workshop and December 19, 2017, regular meeting. 2. Consider adopting Resolution authorizing the City Manager to act for the City of Granbury in dealing with the Texas Parks and Wildlife Department for participating in the recreational trails grant program, certifying that the matching share is readily available, and dedicating the Granbury Disk Golf Course Trail a public park.

2 Councilmember Allen made a motion to approve the consent agenda as presented. Motion seconded by Councilmember Couch. Motion carried with 5 ayes and O nays. DELIBERATION AGENDA 3. Consider all matters incident and related to the issuance and sale of the City of Granbury, Texas General Obligation Refunding Bonds, Series 2018, including the adoption of Ordinance authorizing the issuance of such bonds. Eva Gregory, Director of Finance, stated that two of the City's revenue bond issues are currently eligible for redemption prior to their final maturity. These include the 1998 Bonds and the 2010 Bonds. The combined outstanding principal balance for these two issues is currently $5,629,000. Joey Durker, Hilltop Securities, explained that the current market conditions project a true interest cost for the 2018 Refunding Bonds to be percent, which produces debt service savings of approximately $368,000 and Net Present Value Savings of $342,017, or 6.07 percent of the Refunded Bonds. Mayor Pro Tern Mobly made a motion to adopt Ordinance authorizing the sale and issuance of the City of Granbury, Texas General Obligation Refunding Bonds, Series 2018 and approve all maters incident thereto. Motion seconded by Councilmember Reiner. Motion carried with 5 ayes and O nays. 4. Consider approving the full redemption of the City of Granbury, Subordinate Lien Utility System Revenue Bonds, Series Eva Gregory explained that along with the refunding of the 1998 and 2010 Utility Revenue Bonds, staff recommends the full redemption of the 1999 Utility System Revenue Bonds. The 1999 Utility System Revenue Bonds are fully redeemable at this time. The current outstanding principal of the 1999 Bonds is $195,000. The City will be utilizing bond reserves to pay off the 1999 Utility System Revenue bonds. The City currently has $1.08 million in bond reserves. From this, the bond reserve requirement for both Junior and Senior Utility Revenue bonds currently is less than $800,000 and will be around $350,000 after the refunding of the 1998 and 2010 Utility Revenue Bonds. The full redemption of the 1999 bonds will provide a total interest savings of around $120,000 for the next ten years. Councilmember Corrigan made a motion to approve the full redemption of the City of Granbury, Subordinate Lien Utility System Revenue Bonds, Series Motion seconded by Mayor Pro Tern Mobly. Motion carried with 5 ayes and 0 nays. 5. Public hearing and consider adopting Ordinance approving a request of LeAnn Daniel for a Specific Use Permit to allow the operation of a 1-guest suite "Un-hosted Bed & Breakfast". The property is addressed as 104 Waterford Ct. Scott Sopchak, Community Development Department, explained that the existing use for this site is a single-family home, with lake view and access, and a 2 car garage with a garage apartment above. The garage apartment is where the rental suite is located. The property is located within the Historic Compatibility Overlay District. The overlay does not require any additional conditions for the Bed and Breakfast use. The Planning and Zoning Commission unanimously recommended conditional approval of the Specific Use Permit (SUP) for a Bed and Breakfast with the following conditions: 2/Page

3 The Specific Use Permit (SUP) shall be issued to allow for the operation of a 2 guest-suite, un-hosted Bed and Breakfast facility under the following terms and conditions: Parking shall be installed, striped and inspected prior to any Bed and Breakfast activity on the site, and; Supplemental Standards 1 and 18 from Section 4.2 of the Zoning Ordinance including wired smoke alarms and all other listed requirements shall apply to this Bed and Breakfast and shall be confirmed prior to any Bed and Breakfast activity, and; The Specific Use Permit shall automatically expire 1 year from City Council approval. Mayor Hulett opened the public hearing for this item at 6:32 p.m. With no one present who requested to speak, Mayor Hulett closed the public hearing at 6:32 p.m. Councilmember Couch made a motion to adopt Ordinance approving a Specific Use Permit to allow the operation of a 2-guest suite "Un-hosted Bed and Breakfast" under the terms and conditions as presented. Motion seconded by Councilmember Corrigan. Motion carried with 5 ayes and O nays. 6. Public hearing and consider adopting Ordinance approving a request of Carey & Vicki Risinger for a Specific Use Permit to allow the operation of a 2-guest suite "Un-hosted Bed & Breakfast". The property is addressed as 322 W. Bridge St. Scott Sopchak stated that the existing use for the site is a single-family home with an outbuilding and a separate detached 2 car garage, as well as additional parking in the rear. This property has been zoned Single-Family R-8.4 since A previous Specific Use Permit (SUP) for a 2 suite, unhosted Bed and Breakfast granted in 2005 for a 5-year term has expired. The SUP was not renewed as the property was no longer being offered as an unhosted Bed and Breakfast. The property is located within the Historic Preservation Overlay, so if any exterior changes or Bed and Breakfast signs are proposed, they will need to be reviewed and approved separately by the Historic Preservation Commission. The Planning and Zoning Commission unanimously recommends conditional approval of the SUP for a Bed and Breakfast with the following conditions. The Specific Use Permit (SUP) shall be issued to allow for the operation of a two (2) guest-suite, un-hosted Bed and Breakfast facility under the following terms and conditions: Parking shall be installed, striped and inspected prior to any Bed and Breakfast activity on the site, and; Supplemental Standards 1 and 18 from Section 4.2 of the Zoning Ordinance including wired smoke alarms and all other listed requirements shall apply to this Bed and Breakfast and shall be confirmed prior to any Bed and Breakfast activity, and; The Specific Use Permit shall automatically expire 1 year from City Council approval. 4 7. Public hearing and consider approving a request of Habitat for Humanity to: a. Replat Lots 47-51, Block 7 of the Rancho Brazos Addition as Lots 47R-50R, Block 7 of the Rancho Brazos Addition. The property is located at the intersection of Canyon Rd. and Trailwood Ct., and; b. Grant an application fee refund back to the applicant (Habitat for Humanity) in the amount totaling $833. Scott Sopchak explained that Rancho Brazos Addition is in the City's Exterritorial Jurisdiction (ETJ). The replat will plat 4 lots instead of the current 5 lots to allow Single Family Homes on larger lots. This portion of the subdivision is undeveloped. Habitat for Humanity, applicant, has also provided a written request to consider a waiver of the following: Pre-Application (for plat review) - $100 Formal Plat Application - $358 Variances (5 total) - $375 Total Fee Waiver Request $833 The developer has paid these fees as a part of filing a complete application for scheduling public hearing, and is asking for a reimbursement. All Development Review Committee comments have been addressed. The Planning and Zoning Commission unanimously recommended approval of the variances and the replat. The City Engineer has reviewed the variances and is recommending approval. The letter is attached. Variance to Section 3.1.E and 4.10.A to urban standards. Variance to Section 3.9 and 4.5 sewer requirements. Variance to Section 3.9 and 4.6 water requirements. Variance to Section 4.8 streetlights. Variance to Section 3.9.A hydrants including PIP water/wastewater section 1.9.E. Mayor Hulett opened the public hearing for this item at 6:42 p.m. With no one present who requested to speak, Mayor Hulett closed the public hearing at 6:42 p.m. Councilmember Allen made a motion to approve the replat of Lots 47-51, Block 7 of the Rancho Brazos Addition as Lots 47R-50R, Block 7 of the Rancho Brazos Addition, with variances to Sections 3.1.E and 4.10.A, 3.9 and 4.5, 3.9 and 4.6, 4.8, and 3.9.A as presented. Motion seconded by Councilmember Couch. Motion carried with 5 ayes and O nays. Councilmember Allen made a motion to direct the City Manager to grant an application fee refund back to the applicant (Habitat for Humanity) in the amount totaling $833. Motion seconded by Mayor Pro Tem Mobly. Motion carried with 5 ayes and O nays. 8. Public hearing and consider adopting Ordinance approving a request of Cindy Peters to designate the structure known as the Walthall-Carswell House as a local Historic landmark. The property is located at 305 N. Baker St. Scott Sopchak stated that the applicant is requesting to designate the Walthall-Carswell House as a local historic landmark. The Minimal Traditional home was built in 1940, only 3 families have owned this house over the past 77 years. Dr. Walthall was a dentist here in Granbury during the 1940s. The distinctive architectural features include: Original rock cladding/masonry 'Peanut brittle' limestone pattern 4/PatJe

5 Redwood front door 2" plank hardwood floors at 4" thickness, no nails used Symmetrical fai;:ade Green shingle roof The Historic Preservation Commission and the Planning and Zoning Commission voted unanimously to approve the landmark request as submitted. If approved, this will be local landmark number 32. Mayor Hulett opened the public hearing for this item at 6:50 p.m. With no one present who requested to speak, Mayor Hulett closed the public hearing at 6:50 p.m. Councilmember Couch made a motion to adopt Ordinance approving a request of Cindy Peters to designate the structure known as the Walthall-Carswell House as a local Historic landmark. Motion seconded by Councilmember Corrigan. Motion carried with 5 ayes and O nays. 9. Public hearing and consider adopting Ordinance approving a request of Tri-County Development, Inc. to rezone PD/TH to PD/TH, as amended. The purpose is to allow street side setback changes on Lots lr & 24R. The property is located on Old Granbury Rd., east of Ashley Oaks. 10. Public hearing and consider approving a request of Tri-County Development, LLC to Replat Lots 1-25, Block 1 of the Old Granbury Villa Addition as Lots 1R-25R, Block 1 of the Old Granbury Villa Addition. The property is located on Old Granbury Rd., east of Ashley Oaks. Scott Sopchak explained that Tri-County Development is requesting to amend the existing Planned Development (Town Home) to change the street side setbacks along Old Granbury Road from 20 feet to 15 feet for Lots lr and 24R. The property was originally zoned to a Planned Development [PD] with a base district of Town Home [TH] in December, The current zoning of PD-TH was approved on April 2013, and a final plat was approved September There is a 20 foot right of way dedication on the final plat for the current 60 foot right of way of Old Granbury Road for the proposed 4-lane roadway as described on the City's 2016 Thoroughfare Map. All Development Review Committee comments have been addressed. The Planning and Zoning Commission unanimously recommended approval of the PD amendment for Old Granbury Villa, and approval of the replat and the changes to the plat for the 15-foot setbacks (from 20 feet) on Lots lr and 24R along Old Granbury Rd. Mayor Hulett opened the public hearing for items 9 and 10 at 6:53 p.m. With no one present who requested to speak, Mayor Hulett closed the public hearing at 6:53 p.m. Councilmember Corrigan made a motion to adopt Ordinance approving a request of Tri-County Development, Inc. to rezone PD/TH to PD/TH, as amended. Motion seconded by Mayor Pro Tem Mobly. Motion carried with 5 ayes and O nays. Councilmember Couch made a motion to approve a request of Tri-County Development, LLC to Replat Lots 1-25, Block 1 of the Old Granbury Villa Addition as Lots 1R-25R, Block 1 of the Old Granbury Villa Addition as presented. Motion seconded by Councilmember Reiner. Motion carried with 5 ayes and O nays. 15. Public hearing and consider adopting Ordinance approving request of the City of Granbury to amend Ordinance# , the City of Granbury Subdivision Ordinance, 3.6.A.2 - "Building Site" to modify the language regarding alternative standards of site grading. Modifications to Section 2.9.B -"Development Plats -Applicability'' are also proposed to exempt individual single-family residential construction on tracts or parcels greater than five acres 5/Pa,c;e

6 from the requirement to submit a development plat. Additional modifications to Section "Definitions" are proposed to add a definition for 'Concept Plan'. Scott Sopchak explained that the proposed Subdivision Ordinance amendments include a revision to Section 1.17 to add a definition for the term "concept plan," referenced elsewhere in the document and previously undefined; to Section 2.9 to exempt individual single-family residential construction on tracts or parcels greater than 5 acres from the requirement to submit a development plat; and lastly, a revision to Section 3.6 to administratively update language that was not adequately dealt with at the time the of the last departmental reorganization. The Planning and Zoning Commission unanimously recommended approval of these amendments to the Subdivision Ordinance Mayor Hulett opened the public hearing for this item at 7:05 p.m. With no one present who requested to speak, Mayor Hulett closed the public hearing at 7:05 p.m. Mayor Pro Tern Mobly made a motion to adopt Ordinance amending Sections 1.17, 2.9, and 3.6 of the Subdivision Ordinance as presented. Motion seconded by Councilmember Allen. Motion carried with 5 ayes and O nays. 16. Public hearing and consider adopting Ordinance approving a request of the City of Granbury to rezone approximately acres of the Milam County School Land Survey, Abstract #348 from Interim Holding (IH) to Industrial (I). The property is located on the eastern side of W Loop 567, just north of the intersection with US Hwy To purpose of the request is to establish the base zoning district for the City of Granbury Municipal Airport. 17. Public hearing and consider adopting Ordinance approving a request of the City of Granbury for a Specific Use Permit to allow operation of a public/private Airport on a acre tract of the Milam County School Land Survey, Abstract # 348. The purpose of the 'Public/Private' SUP is to allow for the opportunity of private hangers to be constructed on public property at the City of Granbury Airport. Scott Sopchak explained that the proposal is to zone the areas designated for the City's airport expansion project as Industrial to match zoning of the existing airport footprint. The purpose of the 'Public/Private' Specific Use Permit (SUP) is to allow for the opportunity of private hangers to be constructed on public property at the City of Granbury Airport, should the City Council choose to execute a lease agreement in that particular fashion. The area remains unplatted and is described as part of the Milam County School Land Survey. As such, permittable structures are limited to accessory structures only. Principal structures may only be permitted on duly platted lots. The Planning and Zoning Commission unanimously recommended approval of the zoning change and approval of the Specific Use Permit as presented. Mayor Hulett opened the public hearing for items 16 and 17 at 7:09 p.m. With no one present who requested to speak, Mayor Hulett closed the public hearing at 7:09 p.m. Councilmember Corrigan made a motion to adopt Ordinance rezoning approximately acres of the Milam County School Land Survey, Abstract #348 from Interim Holding (IH) to Industrial (I). 7 Councilmember Corrigan made a motion to adopt Ordinance approving a Specific Use Permit to allow operation of a public/private Airport on a acre tract of the Milam County School Land Survey, Abstract# 348. Motion seconded by Councilmember Couch. Motion carried with 5 ayes and O nays. 18. Public hearing and consider approving a request of Gary Plante for two (2) Variances to the Subdivision Ordinance: a. (Section 4.10.A was incorrectly cited by applicant which should be revised to) Section 3.6.A.4 to not install a S' commercial sidewalk along the street frontage on Acton Highway, and; b. Section 4.8 to not install street lights along Acton Highway. The property is located on Acton Highway, north of Tom Cox Rd. Scott Sopchak stated that the lot is undeveloped but platted. The proposed use is for an Assisted Living and Memory Care Facility. The developer is proposing no sidewalk be constructed along the street frontage, as required by the adopted Subdivision Ordinance. In reference to street lights, the applicant is proposing an alternative to the standard mast-arm mounted, 175-watt mercury vapor luminaire, mounted at 28 feet height above the roadway surface on a metal pole using underground wiring in accordance with the National Electric Code, which is required by the Public Improvements Policy via the Subdivision Ordinance. The applicant has decided to pursue these variances prior to a replat hearing since they are closely related to and have an effect upon the Site Design. Additional variances may be brought forth by the developer at the time the replat is scheduled for public hearing. The Development Review Committee voted to recommend denial of the two variances based on the applications that were submitted. When looking at raw property, the Committee's preference is to apply all supplemental standards. Also, City staff went to the site at night to see how well-lit it is and do not recommend granting a variance to not install street lights along Acton Highway. Mayor Hulett opened the public hearing for this item at 7:17 p.m. Gary Millhollon, representative of Beehive Homes, specified that sidewalks would cut into the required amount of greenspace in order to fit 2 beehive residential units and a doctor's office. Millhollon added that lights utilized in other Beehive Home developments are smaller street lights for onsite illumination on parking lots and drive ways rather than large lights mounted on poles. Millhollon indicated that Beehive would commit to constructing sidewalks in the future, when neighboring properties would be required to do so. Mayor Hulett asked if the neighboring properties were developed before the City's sidewalk standard. Sopchak answered, yes, they were built to lesser standards or prior to the City annexation. Mayor Hulett also pointed out that the street frontage is dark in that area. Councilmember Allen referenced other businesses that were granted sidewalk variances and stated that he agrees it is not necessary as the neighboring properties do not have sidewalks. Allen asked how many internal street lights the development is proposing. Millhollon could not confirm. Sopchak pointed out that the site plan as submitted shows 2. Councilmember Couch asked if a detailed lighting plan could be provided by the applicant before taking action on the variance request. Millhollon confirmed that one could be provided. Couch added that he would also be in favor of the applicant committing to a sidewalk in the future, if the neighboring properties were to have one installed. Scott Sopchak informed Council that the topography would still need to accommodate for a buildable sidewalk. Mayor Pro Tern Mobly asked if it is more reasonable to ask for a variance on greenspace as opposed to the sidewalk, or is funding of the sidewalks the concern. Millhollon stated that funding is not the issue, it is an irregular lot and difficult to 7/Page

8 meet code; he felt it would be easier to ask for a variance to the sidewalk standard versus greens pace. Sopchak affirmed that a variance request to the greenspace requirement would be determined by the Zoning Board of Adjustment. There is a reduction in greenspace requirements if the development engages in drought saving measures. Michael Ross, Assistant City Manager, pointed out that the lighting standard is to illuminate Acton Highway, not the private business. Sopchak concurred that the proposal is for private parking lot lighting, whereas the subdivision standard requires illumination of a public mass for ingress and egress to the roadway. Ross added that the property is on a curve with driveway intersections on the curve, therefore, needs to be well-lit. Councilrnernber Reiner further added that the residents of Assisted Living Facilities do not necessarily drive but they do walk; if something were to happen and the City did not allow for the street light, it would come back on the City. Mayor Pro Tern Mobly stated that the information provided is limited without proper engineering plans and that he tends to lean on the recommendation of the committees and commissions who thoroughly review the plans before submitting to the City Council. With no additional speakers, Mayor Hulett closed the public hearing at 8:07 p.rn. Councilrnernber Couch asked that if sidewalks were not required, would the applicant meet the street light standard. Millhollon answered, yes. Councilmember Allen made a motion to approve a variance to Section 3.6.A.4 to not install a 5-foot commercial sidewalk along the street frontage on Acton Highway, and to deny a variance to Section 4.8 to not install street lights along Acton Highway. Motion seconded by Councilmember Couch. Councilmernber Reiner stated that she would rather postpone and have them come back with a solid plan for sidewalks. Motion denied with a vote of 2 ayes by Councilmembers Allen and Couch and 3 nays by Councilmembers Corrigan, Mobly, and Reiner. 11. Public hearing and consider approving a request of Glenn Wade and Michael & Sarah Shveda to amend the 2016 Comprehensive Plan for Lots lrl and 1R2, Block 12 of Original Town of Granbury Addition to allow for Medium Density Residential instead of the Low Density Residential as suggested within the 2016 Comprehensive Plan. The property is addressed as 204, 206 and 208 N. Brazos St. 12. Public hearing and consider adopting Ordinance approving a request of Glenn Wade and Michael & Sarah Shveda to rezone Lots lrl and 1R2, Block 12 of Original Town of Granbury Addition from Townhome (TH) to Central Business District (CBD) to allow a Bed & Breakfast on Lot lrl. The property is addressed as 204, 206 and 208 N Brazos St. 13. Public hearing and consider adopting Ordinance approving a request of Glenn Wade for a Specific Use Permit to allow for Single Family Attached on Lot lrl, Block 12 of Original Town of Granbury Addition, addressed as 204 N Brazos St. 14. Public hearing and consider adopting Ordinance approving a request of Michael & Sarah Shveda for a Specific Use Permit to allow for Single Family Attached on Lot 1R2, Block 12 of Original Town of Granbury Addition, addressed as 206 and 208 N. Brazos St. Scott Sopchak explained that the proposed use is for the residences to remain townhomes, with a townhorne on 2 individual lots. The owner of the residence closest to East Bridge, Glenn Wade, desires to use the residence as an unhosted Bed and Breakfast (B&B} and on occasion, as a private residence. The Shveda's have expressed verbally that they have no 8 / n g c

9 desire to have a B&B at 206 and 208 North Brazos, 208 North Brazos also has a garage apartment. Both lots must be zoned the same zoning district because they are attached. If one half of the same structure is zoned differently it creates a nonconformity on the adjoining property. Building setback at the common lot line and the town home use are two examples of potential non-conformities. A zoning change can't create a non-conformity. To have a B&B the applicant needs a zoning district that allows B&B's. As zoned, developed and platted, the only residential districts that these two residences can be zoned would be Duplex (MD-1), Townhome (TH) or Central Business District (CBD). Neither MD-1 or TH districts will permit B&B's. CBD is the only option under the ordinance for the applicants to operate the use as desired. CBD does however, open-up the two properties to all permitted use allowances within CBD as well. Property owner notification letters were mailed, 6 percent were returned in protest. The Planning and Zoning Commission, by a vote of 2 ayes and 3 nays, recommended denial of the change to the Comprehensive Plan, denial of Central Business District zoning for 204, 206, and 208 N Brazos Street, and denial of the Specific Use Permit requests, of Wade and Shveda, for Single Family Attached use. Mayor Hulett opened the public hearing for items 11, 12, 13, and 14 at 8:18 p.m. Glen Wade, applicant, explained that his property is just off the square, and provides walking access to businesses and tourist attractions. Wade stated that he has offered the unit as a short-term rental in the past 5 months to over 20 families. Wade informed Council that all tenants are screened, must meet property requirements, he has a full-time property manager, and the minimum stay is 3 nights. Councilmember Reiner stated that she does not believe there are any objections to a B&B at the site, however, if zoning is changed, the neighbor is then noncompliant and if Wade decides to sell the property, neighbors may have to deal with businesses coming in without parking requirements. Mayor Hulett asked if there is any way to allow a B&B in Townhome zoning. Sopchak stated that the current zoning ordinance prohibits it. Through research, City staff has discovered that it is permitted in other communities through a conditional use permit. Council can direct staff to make a zoning ordinance amendment. Mayor Pro Tern Mobly made a motion to recess into executive session for consultation with the City Attorney, pursuant to Government Code Section Motion seconded by Councilmember Couch. Motion carried with 5 ayes and 0 nays. Mayor Hulett announced at 8:37 p.m. that the City Council would recess to meet in closed session, and that all Councilmembers were present. Mayor Hulett reconvened into open session at 8:57 p.m. announcing that no action was taken. Melinda Walker, Mary Lou Court, explained that she and her husband own the lots behind this site. They do not have any issues with the operation of a Bed and Breakfast, but would have concerns with rezoning. If there was another option through a Specific Use Permit, she would support it. With no additional speakers, Mayor Hulett closed the public hearing at 9:00 p.m. Councilmember Corrigan made a motion to deny the request to amend the 2016 Comprehensive Plan for Lots lrl and 1R2, Block 12 of Original Town of Granbury Addition to allow for Medium Density Residential instead of the Low Density Residential as suggested within the 2016 Comprehensive Plan. Motion seconded by Councilmember Allen. Motion to deny carried with a record vote of 5 ayes and O nays. 9/Page

Motion to deny carried with a record vote of 5 ayes and 0 nays. Councilmember Corrigan made a motion to deny Ordinance regarding a request of Michael and Sarah Shveda for a Specific Use Permit to allow for Single Family Attached on Lot 1R2, Block 12 of Original Town of Granbury Additlon, addressed as 206 and 208 N. Brazos St. Motion seconded by Councilmember Couch. Motion to deny carried with a record vote of 5 ayes and O nays. Councilmember Allen made a motion to direct City staff to amend the zoning ordinance to allow for a Bed and Breakfast in townhomes and potentially similar zoning districts through a Specific Use Permit.
