1 Stoneridge Community Guidelines Welcome to Stoneridge Townhomes! The following guidelines are designed for the safety and convenience of the Residents in the Stoneridge Townhome community. The Stoneridge Community Owners Association is composed of the individual fourplex Owners at Stoneridge Townhomes. The Owners Association elects a Board of Directors composed of a few Owners who implement community operations and enforce the Guidelines. These guidelines override the house rules in the lease provided in the rental agreement provided by your Landlord/Manager. Please consider the following during your tenure with us. 1. Noise Each Resident and their Visitors shall have the common courtesy to provide due respect to others in the community and regard for the peace and enjoyment of the community. Loud talking, unnecessary noise, boisterous actions, stereo musical instruments, and loud television are not permitted at any time in homes or in the common areas, such as balconies, patios, sidewalks to apartment, court yards, parking lots and garbage area. Quiet Time inside and outside homes are between the hours of 9:00 PM to 8:00 AM Sunday-Thursday, 10:00 PM and 9:00 AM Friday-Saturday. (Initial ) 2. Parking Each household is allowed only two vehicles with one designated parking in the garage/carport and second for parking in front of the garage/carport. A third vehicle is allowed only if a third driver resides in the household, and then this vehicle may park in the general parking spaces on 144 th Street. All parking in the general parking spaces is only allowed for Residents and Visitors up to 24 hours and must be driven off the lot for a minimum of three (3) hours or it will be towed at Owner s expense and without notice. Individual visitor parking (spaces located next to buildings) are designated with signs that read Reserved Visitor Parking with the correlating building address on the sign. Any vehicle parking in the Reserved Visitor Parking must be connected with the particular fourplex building and regularly monitored by the Owner (or appropriator) of that building. Resident is responsible to report to Landlord when adding or subtracting a vehicle to the household. No vehicles, cars, motorcycles, bicycles, etc. are permitted at any time on sidewalks, lawns, patios, gardens, balconies or inside apartments. Resident shall not park in any covered parking space unless the space has been specifically assigned to Resident by the Landlord. Resident is not permitted to park vehicles that are inoperable, damaged, abandoned, unregistered or unlicensed any place on the complex. Residents and visitors in violation of these guidelines may be towed at their own expense and without notice. Recreational vehicles, boats, RVs, trailers, busses, tractors, campers and commercial trucks and vans are not allowed to be parked on the property. Motorcycles are only to be
2 parked in parking areas, not in stairways, walkways, patios or inside apartments. A motorcycle may park in the extra five feet of space in the middle of the garage/carport or in front of the vehicle in the garage/carport, only then may it be exempt from being classified as an extra vehicle for the household. Residents are responsible to clean up any oil spills/leaks from their vehicles. (Initial ) 3. Visible Clutter: Patios, Balconies and Other Common Areas No storage of items, excluding bicycles is allowed in the open garages/carports, on patios, balconies and other common areas as it gives the complex a cluttered and messy appearance. The intent is to keep a clean, sightly and sanitary complex. (Initial ) The only exception is for bicycles to be stored in the open garages/carports or patio of Units 1, 2 or 3. To prevent the theft of a bicycle, it could also be hung in a storage room. All items left in open areas will be considered rubbish and will be discarded by authorized personnel. Only patio furniture, propane driven grills and planter boxes are permitted on patios and balconies. (Initial ) For safety reasons, charcoal barbecue grills are prohibited on balconies (Units #4 above garage). Hanging clothing, garments, rugs, linens and towels over railings is not permitted. Please do not place items that may fall on railing. No advertising signs or place cards of any character shall be posted on Premises (facilities, grounds and vehicles). No signs of a political nature may be placed on or visible from living units or vehicles. Landlords are allowed to place temporary rental signs. All seasonal decorations must be removed at season s ending; such as Christmas season ends December 31 st. 4. Bicycles, Skateboards, Roller Skates & Like Items Children, teenagers and adults are not allowed to play on the street. Bicycles, skateboards, roller skates, roller blades, scooter, remote control vehicles and all like items are not permitted on or in the lawns, flowerbeds, courtyards, garages, carports, parking lots, sidewalks, roads or common areas for the safety of Residents, Guests and users. 5. Damage/Waste Concerning urgent damages, the resident is required to report to Landlord immediately (1 hour or less) any accidents or damages on the property such as water pipes, toilet, drains, fixtures, electrical wires and roof leaks. Non-urgent damages such as broker blinds, closet door, towel rack or any other damages need to be reported to Landlord within 24 hours (1 day). 6. Fireplace Your fireplace damper must be open when starting a fire in your fireplace. Only use your fireplace with a grate and screen door in place. Never leave a fire unattended. Wait for
3 ashes to cool before disposing and dispose of properly in a trash receptacle. No outdoor fires. 7. Harassment Harassment or intimidation of any other person will not be tolerated on the property. Harassment or intimidation because of a person s race, color, national origin, religion, gender, disability or familial status violates federal laws. Discriminatory harassment or intimidation, including abusive, foul or threatening language or behavior, are violations of federal fair housing laws and are specifically prohibited. Be aware of persons loitering in the vicinity of parking areas, particularly after dark. 8. Mailbox Postal regulations require mailboxes to be closed and locked. Mail will not be delivered to unlocked mailboxes. Please do not place notices or advertisements on or near mailbox facilities. 9. Plumbing Plumbing fixtures shall not be used for any purpose other than for which they were intended. Residents may be charged for problems resulting from negligence and/or misuse of plumbing fixtures. Said charge may include, but is not limited to the cost of contracting a third party to make necessary repairs, cost of parts and supplies to make necessary repairs and the costs of Landlord labor to make necessary repairs. Only use the garbage disposal to dispose of soft food items and do not place bones, stringy vegetables, fruit and vegetable peels, cigarettes, egg shells and other like items in the disposal and run cold water while using the garbage disposal. 10. Garage Sales Yard, garage, tag, rummage or any like sales are not permitted on the property, unless approved by Owner. If garage sale is to take place, please remove all signs that direct people to the garage sale at end of business day. 11. Solicitation Soliciting of any material is not permitted on the property. 12. Speed Limit Always drive slowly in the Stoneridge complex and be careful of children and adults crossing the street. The maximum speed limit permitted on the Premises is 10 miles/hour.
4 13. Trash/Recycle Dumpsters Please secure all trash in plastic bags and tie the top closed. Trash bags are to be placed inside trash dumpsters and not beside them. Trash is not to be placed on your doorstep, patio, walkway or any other common area. Landlord or the Board will charge $25.00 as additional rent for the removal of each trash bag if Resident fails to properly place trash in a trash dumpster. Trash dumpsters are not to be used for furniture, appliances, car batteries, hazardous materials or items larger than a regular size trash bag. Please dispose of large items at the Factoria Transfer Dumping Station at S.E. 32th Street (Hours: Monday - Friday 6:15AM - 7:30PM, Saturday-Sunday 8:30AM - 5:30 PM Directions: Take a LEFT at 140 th Ave, at Lake Hills Connector go RIGHT, at Richard s Road go LEFT, at S.E. 32th. [Last road before I-90] go LEFT, go to end of road). If the items may be of good use to others, bring them to the Goodwill Drop-off Site (Locations: Strip mall behind Fred Myers on 148 Avenue or at the Park and Ride Parking Lot on Bellevue Way near 1-90). A. After Christmas, Residents are responsible for placing their Christmas tree in the car stall next to right side of the dumpster fence. B. All hazardous materials (motor oils, paint thinner, insecticides, bleach, etc.) must be disposed of at a locally approved dumpsite. C. No hazardous liquids shall be disposed of in interior or exterior drains. D. No paint containers with liquid paint may be dumped or placed in the dumpsters. Recycle dumpsters are available for cardboard, junk mail, envelopes, newspaper, magazines, phone books, ream wrappers, file folders, milk cartons, frozen food boxes, aluminum cans, tin cans, plastic bottles, 5-gallon plastic buckets, glass bottles, jars (all empty and rinsed) and other items as posted on the outside of the recycle dumpsters. Pizza cardboard boxes with grease stains go in the garbage dumpsters. (Initial ) 14. Inappropriate Use of Apartment Resident shall not participate or permit any activity except those ordinarily embraced within the permitted use of the apartment as a Resident; install or operate any internal combustion engine, boiler, machinery, additional heating or air conditioning equipment in or about the apartment without Landlord s prior written approval; operate any electrical or other device which may interfere with or impair radio, television, microwave or other broadcasting or reception in the apartment community elsewhere; create a nuisance of any kind; throw or drop any article from any window or opening; use the apartment for any purpose or permit within or upon the apartment anything that may be dangerous to persons or the property including, but not limited to: flammable materials, possession of firearms, possession of illegal non-prescription drugs and explosives.
5 15. Vehicle Washing & Care Resident many not wash vehicles on the Premises unless approved by Landlord. Vehicle repair are absolutely not allowed in carports, garages or elsewhere in the Stoneridge complex. 16. Satellites Installation of satellites and additional cable line or short wave antennas shall be approved by the Landlord. The location of the satellite dish must be placed toward the center of the flat roof so its appearance does not appear like clutter, including deck railings on fences or by windows. An Owner/Landlord Agent must be present at the time of installation which is a requirement by the cable/satellite dish companies. 17. Animals/Pets Animals/Pets are not allowed unless approved by the Landlord. (Initial ) No domestic pet may be kept if it is a source of annoyance or a nuisance. No dogs over twenty-five (25) are allowed under any circumstances. If the Landlord does not resolve a pet issue, the Board of Directors shall have the authority to determine whether a particular pet is a nuisance or a source of annoyance, and such determination/removal shall be final and conclusive via written notice from Board of Directors with a copy sent to Owner. Pets shall be registered, licensed, and inoculated from time to time as required by law. When not confined to the Living Units, pets within STONERIDGE must be accompanied by a responsible person and on a leash. Each Owner must accompany their animal(s) to remove any animal waste deposited on lawns and right-of-way. The failure to do so may result in fines from the Board at the increasing rate of $50, $75, and $125 for successive occurrences. Dogs, cats or other conventional household pets may be kept if they are not kept, bred, or maintained for any commercial purposes or pet-sitting. 18. Complaint Procedures and Enforcement The first issuance of a violation may be resolved between Resident and the Landlord. But at any time the Board of Directors (or appropriator) may also render immediate action and authority to enforce the guidelines/rules. (Initial ) If this occurs, the Landlord will be informed with a copy of the ticket and/or action taken by the Board (or appropriator). The Association has classified violations in four levels with corresponding monetary fines for each rule/issue violation. 1st Offense: 2nd Offense: 3rd Offense: 4th Offense: First warning utilizing this form $50 fine to be paid within 15 days of notification $75 fine to be paid within 15 days of notification $125 fine to be paid within 15 days of notification
6 If the fine is issued by the Board, the money will be placed in the treasury of the Owner s association. Fines will be payable to the Stoneridge Community Owners Association within 15 days of notification and a late fee of $25.00 per month will be assessed against the Resident for late payments. Any and all complaints, requests and suggestions by Resident should be made in writing and submitted first to the Landlord for consideration. After three attempts in writing to the Landlord, then a complaint with three copies of the written issues sent to the Landlord may be sent to the Board President and mail it to: Stoneridge Community Owners Association, P. O Box 53573, Bellevue, WA It also should be noted that the intent of these guidelines is to present a unity of guidelines for Stoneridge Townhomes. There may be certain circumstances that the enforcement of a guideline lies more in the hands of the Landlord than the Board. If so, the Board will communicate the issue back to the Landlord and the Resident but not correct the complaint issue. We highly value your suggestions to make your home and community more enjoyable and greatly appreciate your input. The comfort and convenience of our Residents is our primary goal.
