1 Overview of CRS reward program - discounts for communities going above and beyond the minimal NFIP, class 9-5%, class 8-10% discount administered by ISO - corporation based out of New Jersey goals - strengthen and support NFIP, foster comprehensive floodplain management, reduce and avoid damage to insurable property 300 series - public information, 400 series - mapping and regulations, flood damage reduction, warning and response 19 activities, 94 elements most CRS communities are 8s and 9s there are a couple class 5s in Mississippi, none in Louisiana, 3 class 6s have to pass a CAV - Community Assisted Visit FEMA or the state assist the community, in other words, an audit make sure you are enforcing floodplain regulations show LIMWA line on FIRM (v zone) - moderate wave action designate a CRS coordinator send letter of intent to FEMA in Denton, TX asking to be in CRS (Mark Luhon) lengthy process - minimum of a year need 500 points to get in issue: 2013 manual reduced credit in the 300 series 5 year cycle elevation certificates only applies to buildings not a building: pavilions, carports, pump stations, trailers, accessory structures include floodproofing certificates include v zone design certificates class 9 participation prerequisite - maintain certificates on all new buildings and substantial improvements in the special flood hazard area, permitted after the community applies for CRS credit (most likely can be electronic - checking with region 6) can weed out ECs for accessory structures for CRS, but do need them for CAV building on slab is 1A maintain completed ECs showing finished construction, other certificates as appropriate, make sure they are complete and correct make sure to choose the right building diagram make sure the community name is correct
2 survey - shoot the mechanical on the final (HVAC) - need the lowest mechanical credit verification - cycle visit - 60 days prior to meeting submit permit list and compile all ECs from the past 5 years credit = 38x number correct/all reviewed maintaining elevation certificates documentation - gather at least 2 months before verification visit, requirement of new manual: list of all permits for new buildings/substantial improvements in the SFHA (can be spreadsheet, weed out x zones) map information service everyone gets some type of credit for map information service new manual - 90 points total for doing everything (less than old manual) elements - basic FIRM information, additional FIRM information, problems not shown on the FIRM, flood depth data (BFEs/contours, special flood related hazards (mudslides/tsunamis - not a problem in LA), historical flood information (rep losses, Katrina, Gustav, etc), floodplain natural function (wetlands, habitat, conservation), (advertise all of these) to get the credit - publicize the service at least annually - outreach project to entire community, such as a utility bill (can't just put it on a website or local newspaper), OR notices sent to all local insurance agents, real estate agents, and lenders (not just the board of realtors), OR another approach determined by PPI record of the service - keep a log/spreadsheet credit criteria - provide information from FIRM, provide information requested, if too close to call, giving a map is OK, only need to supply what is on the FIRM documentation - publicity, how FIRM is kept updated, copies of old FIRMs, record of the service, agreement with other agency that provides the service recertification - that year's publicity, record of service can't refer people to another website (e.g. LSUAg) for regular FIRM, but can for SFHA (MI5) outreach projects provide the public with information needed to increase flood hazard awareness, etc. big change - credit only based on 6 topics projects - brochure, mail out, newsletter, newspaper, handbook, billboards, signs
3 informational materials - 1 point per topic - placed in static location (permit office, library, city hall) outreach projects - reach out to general audience (mailing to residents, billboard, TV commercials) targeted projects - reaches a specific audience (rep loss area, people in SFHA, certain neighborhood, leveed areas, dam failure inundation area) = the most credit credit criteria - must be disseminated annually, one project must cover flood insurance credit points - informational materials (1 point/topic), outreach projects (2 points/topic), targeted (6 points/topic) - limit to the number of points you can get flood response preparations - messages, projects, updated annually, distributed when it floods - send out outreach after a flood - permit requirements, flood damaged buildings (no one in LA has done this new element yet - although LSU Ag door hangers from Isaac would count, Louisville KY has examples) credit criteria - respond to a flood credit points - same as outreach projects research findings - repeat the message, from different sources PPI - same as old OPS, additional credit for new stakeholders involved, outreach committee hazard disclosure very little points (15 points) and difficult to do - no one in LA gets it (only way to do it, require by state law, like CA) ex: seller's disclosure (realtors have to do, but realtors don't want to relay incorrect information) flood protection information easy - library and website credit ex: FEMA pub - protecting building utilities from flood damage credit criteria - catalog all 10 FEMA pubs in public library and enter them into the card catalog (mandatory purchase of flood insurance guidelines deemed not valid by B-W) credit points - 10 points for 10 pubs documentation - list of what has been catalogued get credit for nearby library if city doesn't have one - put it in the library that you use locally pertinent documents - flood info pertinent to community credit criteria - must receive library credit and enter into card catalog
4 flood protection website easily found flood information home page flood home page must have a directory locally pertinent links ok must inform about flood services link to floodsmart.gov can also get credit if you have a search function if the link isn't on the main page check and fix broken links monthly extra credit if website is included in PPI flood protection messages - web1 same topics in activity 330 but must be more detail than the outreach projects warning, safety, evacuation info - web2 link to flood protection page as well real time gage information - web3 links to river gage information posting elevation certificates - web4 post all ECs from last 5 years on website - spreadsheet format, GIS with pdfs - controversial documentation - none flood protection assistance similar to map information service - need means of publicizing and keep log of records provide one on one help to people who are interested in protecting their property from flooding property protection advice - at least one person to provide advice, must know structural/nonstructural mitigation measures and flood insurance basics, speak directly to inquirer, service must be publicized annually, keep records (write a summary or keep copies of the s), additional credit in PPI credit points - 25, 40 if in PPI documentation - agreement with advisor, advisor's qualifications, how its publicized, records of the service could include a paragraph for this in map information services protection advice after a site visit credit criteria - must have PPA credit, 30 points, 45 if in PPI documentation - included in PPA
5 financial assistance advice - identify one person, publicize service, credit based on number of sources of financial assistance, one on one advice, keep records, additional credit if in PPI HMGP grants credit points - 10, 15 if in PPI, +5 if on website documentation - how publicized, sources of assistance, one on one advice, keep records advisor training credit - 4 points for week long class, 1 point for home study per person documentation - copy of course attendance flood insurance promotion changed quite a bit - used to be included in 330 past two years, webinars have been wrong revamped because of the privacy act objective: improve flood insurance coverage in the community flood insurance coverage assessment: collect insurance information (rep loss, summary data from FEMA, state, or ISO) collect insurance information, determine level of flood insurance coverage - number of buildings insured by zone, prepare the document based on summary data, make recommendations, submit to governing body, reassess at cycle probably needs to be revised in a year or so coverage improvement plan: part of PPI, same points as in outreach, more points for repeating projects/topics, can get stakeholder and bonus points, at least one elected official project technical assistance - one person, publicize service, keep records - 15 points floodplain mapping objective: improve the quality of the mapping used to regulate floodplain development ex: ABFE maps credit is for using data not provided by FEMA, data prepared to a higher study standard, and/or sharing in the cost of a FIS activity credit criteria - displayed on a map, use the map/data in floodplain regulations, study technique must be FEMA approved or approved by the CRS technical reviewer studies not credited - don't meet minimum NFIP requirements - developments greater than 50 lots or 5 acres, no rise certificate, not
6 adopted for regulatory purposes, no engineering study, new BFE lower than BFE on the FIRM leverage - if study fully funded by FEMA, no points, if community contributed to cost of study, get points, leverage = non FEMA share of cost/total cost of study state review higher study standards - safety, topographic data, hydrology, 500 yr. flood elevations and boundaries more restrictive floodway standard mapping for special flood-related hazards - land subsidence, coastal erosion cooperating technical partner - 10, if the community is a partner - as soon as state is confirmed as a partner, then everyone gets this credit impact adjustment for areas start with a base map that shows the SFHA can exclude areas not part of impact adjustment open water > 10 acres mark each area to be credited all measurements in acres open space preservation credit: parcel must be in regulatory floodplain (SFHA + areas regulated in the x zone) open space = no buildings, storage, or filling, no impervious surfaces (parking lots), no levee rights of way, exception: waterside greenways, land not intended to be preserved as open space doesn't count (unless there is an agreement with the owner), hunting camps count, golf course counts if saying they won't develop in 5 years, get (extra) credit for state owned wildlife management areas, wetlands might not count, depends on who owns it, school playgrounds count summary page zoning classification - prohibitory development regulations - no buildings, filling or storage OSP = 1450 points area of open space is divided by area of SFHA documentation - map or list of all parcels to be credited, documentation that each parcel will be preserved, prohibitory regulations, regulations for the area outside SFHA, impact adjustment act low density zoning - changed to minimum lot size of 5 acres - can't get open space credit and low density zoning from one area - open space credit counts for more
7 get credit if you produce deed restrictions, additional credit for natural functions areas higher regulatory standards protect existing and future development credit criteria: something you can enforce, force of law, may need letter from attorney, adopted and in force before verification visit, pro-rated if not implemented everywhere impact adjustment documentation: law or ordinance, impact adjustment map, permit records get credit for non-conversion agreement does not include open space development limitations prohibition of fill points prohibition of buildings in the SFHA - 1,000 points prohibition of outdoor storage of materials - 50 points prohibit fill, buildings and storage gets an open space credit freeboard - 1 ft. - up to 120 points, 2ft. - up to 280 points, or 3 ft. - up to 500 points verification - review of ordinance, review of sample enforcement records flood data maintenance map overlays additional map data systems credited - GIS or other digital mapping, database management program credit criteria: system used by regulatory staff, updated annually, digitized data made available to FEMA AMD1 - SFHA boundaries, corporate limits, streets, parcel or lot boundaries AMD buildings or building footprints, floodways, base flood elevations, 500 yr. flood data, other natural hazards, topographic information (LIDAR), flood data in tax data base, old FIRM layers AMD regulation/mitigation data (rep loss areas), natural floodplain functions, building elevation data documentation - printouts of the maps or database, impact adjustment map LSU maps are missing parcels FIRM maintenance copies of old FIRMs, flood hazard boundary maps, can be paper, microfilm, scanned, etc. benchmark maintenance
8 credit criteria: must be a list of benchmarks doesn't usually count for areas of subsidence, unless community turns in plan to maintain benchmarks in the areas of subsidence have >3 CORS within 30 miles of SFHA - can map them with GIS plot the benchmarks, draw 1 mile radius circle for each benchmark, total the areas affected by SFHA - New Orleans has CORS stations most work for the least credit (27 credits) documentation - list of benchmarks and/or CORS stations, key data, impact adjustment map erosion data maintenance stormwater management stormwater management regulations SMR = SZ + DS + LID + PUB sz - size of developments ds - design storms used to set stormwater facility capacity lid - low impact development techniques encouraged pub - public maintenance of required facilities credit criteria - peak runoff no greater than pre-development runoff, maximum development - 5 acres, minimum design storm - 10 year storm, pre and post-development hydrology calculation, low impact development documentation - technical reviewer's documentation checklist, ordinance or legal language, permit records, regulations for others in watershed (if needed) watershed master plan benefits - better management of flows, better maintenance with large, public, basins set standards for new development incorporate water quality erosion and sediment control regulations - up to 40 points best management practices (bmps) water quality regulations 20 points review of permit records - subdivision plans, erosion/sediment control repetitive loss areas
9 at each visit - submit AW501s if needed, signed CC-RL, map of rep loss areas, describe cause of rep loss flooding, list of addresses and number of buildings in mapped area rep loss outreach project - says the property is in or near an area subject to flooding, explains property protection measures, covers sources of financial assistance, includes basic facts about flood insurance, send to all properties in rep loss areas, can be a targeted project or PPI project, put in recertification packet C rep loss properties map and outreach plan, need HM plan (510 plan) can be multijurisdictional plan floodplain management planning class C community must have floodplain management plan step 1 - organize step 2 - involve the public step 3 - coordinate step 4 - assess the hazard step 5 - assess the problem step 6 - set goals step 7 - review possible activities step 8 - draft an action plan step 9 - adopt step 10 - implement, evaluate, and revise documentation - at the visit - plan, marked or with checklist, worksheet, adoption resolution rep loss area analysis is an option acquisition and relocation buyouts counts as open space no credit if remapped out of the regulatory floodplain more credit for buildings on the RL list even more credit for SRL buildings documentation - map showing building location and regulatory floodplain, all sites preserved as open space, total number of buildings in the SFHA, regulations for the SFHA area, updated AW501s if RL or SRL description of the building if critical facility EHP worksheets whether FMA funds were used flood protection
10 credit based on number of protected buildings, the flood protection technique used: retrofitting, structural flood control projects credit criteria - insurable building, done after initial FIRM date, protected from > 500 yr. flood, got all required permits, critical facilities protected to > 500 yr. flood, > 1 hour warning time if needed, no credit if not maintained a lot of documentation drainage system maintenance keep channels and storage basins clear of debris drainage system - all natural and manmade watercourses, conduits and storage basins conveyance system - channels must be maintained credit criteria - inspections - annually, post-storm or after a complaint, operations and maintenance by any agency, secure funding source, comply with EHP criteria (new - form to sign) channel debris removal credit criteria - inspections, map of components, inventory, written procedures map and inventory identify developed area of community map conveyance system identify and label components inventory the components (new manual - don't need a spreadsheet if it's on the map) 200 points problem site management - meet activity criteria, get CDR credit, written procedures, sites on the map, procedures include inspect more often, after storm, take action - 50 additional points capital improvement program credit criteria - part of conveyance system, master list 30 points, 70 if engineering analysis stream dumping regulations credit points - 15, 25 if publicized (signs), 30 if in PPI storage basin maintenance credit criteria - meet 540 criteria, must get 450, annual, complaint, storm inspections inventory basins, inspection procedures, maintenance procedures, records points one of the more important activities, the public works department is doing it anyway flood warning and response
