Mr. Fox managed the project for this client who requires every K-12 school system to complete a Building Condition Survey and Short Range Capital Plan every 5 years. As part of EMG s standard scope, Mr. Fox implemented energy efficient replacement options for all EUL replacements offering a targeted payback. Working with individual school districts and Cooperatives (BOCES), EMG exceeded the Client s requirements, delivered all reports and upload requirements ahead of schedule, and delivered an additional capital asset management tool (AssetCALC ) to the Districts. Indian Prairie School District 204; Aurora, IL Facility Condition Assessment; 7,000,000 SF. Mr. Fox oversaw the contractual components of this project, ensuring that the services were completed on time and within budget, and maintaining contact with the client to see that the project exceeded their expectations. San Bernardino County; San Bernardino, CA Facility Condition Assessment. The first year of the project included the assessment of 176 buildings and 1.9 million SF of County-owned and/or operated buildings, while years 2-3 included an additional 4 million SF. EMG completed an ADA review and an assessment of existing building conditions, site improvements, and mechanical systems. EMG s final report assisted the County in developing a maintenance priority plan for its facilities. Mr. Fox oversaw all contractual components of this project. Stafford County Public Schools; Stafford, VA Facility Condition Assessment; 16 elementary, 6 middle, and 5 high schools, including administration, academic, athletic and support service buildings. The assessment was performed to determine the present condition of the facilities, as well as the future funding and management programs required to maintain the functional operations of the buildings. Mr. Fox oversaw all contractual components of this project. Browne Academy; Alexandria, VA Facility Condition Assessment; 11-acre campus and 9 buildings. Mr. Fox was responsible for all contractual issues and proper allocation of resources for successful on-time completion of the project. The study included the assessment of academic and support structures for deferred maintenance, modernization, and necessary capital improvement. Mr. Champion delivered reports and a consolidated long-range capital needs plan on AssetCALC which integrated with the existing SchoolDude software platform. Montgomery County Public Schools; Montgomery County, MD Facility Condition Assessment. Mr. Champion oversaw all quality assurance aspects of this facilities condition assessment. Alexandria City Public Schools; Alexandria, VA Facility Condition Assessment; 17 schools, 2 facilities. Mr. Champion provided technical expertise and oversight while EMG evaluated the facilities, identified short-term needs, and developed cost estimates and priorities. He provided a consolidated capital needs analysis to include anticipated capital needs for all buildings. Bureau of Indian Affairs; Albuquerque, NM Facility Condition Assessment. Mr. Champion oversees all QC aspects of this assessment of K-12 schools, including creation of a detailed tablet PC-based field data collection platform, with the goal of verifying existing conditions of 27 million SF of real estate assets in 16 states. Mr. Lantry completed the remodeling of this facility and field surveys to determine the condition of existing building systems. He generated estimated costs to determine the viability of adapting old systems compared to implementing new systems. Board of Education of Carroll County; Westminster, MD Facility Assessment; 41 school buildings. Mr. Lantry worked with a team of industry professionals in determining the present condition of school facilities and infrastructure and what future funding will be required by Carroll County Schools to maintain and support their school buildings. Stafford County Public Schools; Stafford, VA Facility Condition Assessment; 2.9 Million SF. Mr. Lantry completed the assessments and writing of the reports for the deliverable. EMG s custom Report Card was an important part of this project as this document helped the District determine whether building systems and components met current code, ADA accessibility requirements, maintenance requirements in order to maximize Estimated Useful Life, and whether the schools primary classroom and space functions were adequate for the District s projected student capacity. Training Each member of EMG s Assessment Team receives initial training of two weeks that includes technical training on major building systems and code compliance. They also receive training on special construction concerns throughout the year. EMG follows strict policy, as part of our internal Quality Management System (QMS) according to the EMG Standard of Quality, ensuring that education, training, and certification is kept current for all employees. To ensure employee retention and individual growth, all EMG professionals are encouraged to attend, and are provided with, annual funding for internal and external training within the company s practices. 28 New York State Department of Education, New York Building Condition Surveys & Capital Improvement Plan Database Building Type Educational Facilities Service Provided Building Condition Surveys Facility Condition Assessments Capital Improvement Plan Database Energy Components Size 35 School Districts 5M SF EMG was contracted to perform Building Condition Surveys and complete Five-Year Capital Facilities plans for the New York State Department of Education. The assessments were conducted to meet the requirements of 8 NYCRR (New York Code of Rules and Regulations) Section 155, the Official Compilation of Codes, Rules and Regulations of the state of New York health and safety in existing facilities standards. EMG assessed buildings of more than 35 Component School Districts in New York. EMG designated a multidisciplinary team of architects and engineers to visit the sites to assess the condition of the buildings, maintenance facilities, parking and paving and recreational facilities. As required by NYSDE, the teams included at least one New York licensed professional architect or engineer. During the assessments, all major building systems were addressed and all deficiencies were documented, prioritized, and entered into a database. EMG consulted with District personnel in order to accurately prepare a Five- Year Capital Facilities plan. This plan included a ranking of required repairs and cost estimates for each repair in existing structures. Estimates for new program needs within existing structures and a projection for additional space needs due to anticipated increases in enrollment were incorporated into the plan. At the conclusion of the on-site assessments, EMG provided narrative reports and/or our customized AssetCALC database with cost projections for building maintenance and renewal projects. Following the submittal of these reports, EMG then populated the database of the NYSDE with the report data. As a result of EMG s efforts, NYSDE was able to comply with the State mandate and therefore, were eligible to receive the matching funds from the State on projects that were in the capital projection. 29 Chicago Public Schools, Illinois Facility Condition Assessment of K-12 Schools Building Type K-12 Schools Service Provided Facility Condition Assessment Field data collection into third party software package Size 29.8 MM SF 283 schools Completion 2013 In 2012 Chicago Public Schools (CPS) awarded EMG a contract to conduct Facility Condition Assessments of 283 schools totaling 29.8 million square feet. EMG is conducting detailed assessments of these school facilities of which, the results will be used to inform and prioritize the annual, five and ten-year capital improvement budgets for the district. The fourth largest school district in the U.S., CPS portfolio includes conventional K-12 public schools and non-cps charter schools that will be subject to the assessment. Managing the field assessments from CPS headquarters, EMG is deploying 2 field teams of architects and engineers simultaneously. The BIA adopted Educational Standards that set required quantities and room size for school facility including administration, classrooms, libraries, physical education, dining, dormitories and support spaces. The ages of the schools range from over 100 years to less than one year and most were constructed or renovated before the implementation of the Educational Standards. The Bureau needed to review the Schools as part of their long term maintenance and planning for new schools to identify schools to be replaced and those that can be maintained in their current location. EMG and a Native American firm, Keres, established a team of Architects, Engineers and construction professionals to review each school with the maintenance director or principal. Existing areas were verified and any recent additions or floor plan modifications were documented. The documented school changes were made to existing CAD floor plans for each school. The school program areas were entered into a customized Excel Workbook to compare the areas and facilities at each school to those required by the Educational Standards. Deficiencies or surplus areas were identified and a separate text report was prepared for each school. Scope of Services Project Understanding EMG understands that, should EMG be awarded the contract, we would be responsible for performing building condition surveys for 19 possible participating school districts and three (3) Erie 1 BOCES Career & Technical Centers. Facility Condition Assessment Project Approach EMG will collect, document, and analyze the facilities assessment data to achieve the following: Identify deficient conditions in terms of deferred maintenance, building condition, and life safety code non-compliance issues. Provide a reasonable cost analysis for the above-mentioned efforts. Provide a detailed report for each property that details the assessment data. Provide individual cost tables and digital photographs to document the deficient conditions at each property. EMG has designed this program to be consistent with the mission and goals of Erie 1 BOCES. We understand the needs of the program and have performed similar services for many New York State K-12 schools in the past. To achieve these goals, our assessment team will thoroughly survey, inventory, and assess all building systems and components to identify deficient conditions and accurately estimate the cost to correct each deficiency. The Project Approach presented by EMG for this project is uniquely customized to address the Erie 1 BOCES specific requirements. EMG has demonstrated experience in the assessment of a significant number of state and local government facilities, public and private housing properties, higher education facilities, K-12 schools, and high security government installations, and understands the special implementation, sensitivities, management, and communication associated with each. Based on observations and information obtained from available on-site personnel, EMG will visually insect all facilities and property per Title 8 NYCRR, Part 155. Plumbing Identification of material plumbing systems at the subject property, including domestic water supply, domestic hot water production, sanitary sewer, or special or unusual plumbing systems (water features, grease traps, fuel systems, gas systems). Observation of meters, catch basins, lift stations, and irrigation systems. Heating and Cooling Identification of burners, insulation, compressors, thermostats, steam traps, valves, heating coils, ventilators, boilers, tanks, and dryers. Ventilation Identification of ventilation systems at the property (ductwork, intakes, filter rooms, fan rooms, bearings, hoods, and HVAC Centralized Zone units). Air Conditioning Systems Identification of material air-conditioning (cooling towers, chillers, window units, insulation, thermostats, heat pumps, controls). Special Systems and Equipment All special systems and equipment (elevators, escalators, equipment lifts, chair lifts, chemical storage or treatment areas, storage tanks, dumbwaiters, vaults, public address systems, telephone systems). Fire Protection/Security Systems Identification of material life safety/fire protection systems at the property (sprinklers and stand pipes (wet or dry), fire hydrants, fire alarm systems, smoke detectors, fire extinguishers, emergency lighting, stairwell pressurization, smoke evacuation). Environmental Features Review of the environmental features of the property, to include appearance, cleanliness, acoustics, ventilation, and humidity. Energy Efficiency Analysis of the energy usage of all equipment, and identification of equipment using the most energy and what equipment upgrades may be necessary. This information will be used to identify which equipment upgrades or replacements that may provide a reasonable return on the investment. At the conclusion of the assessment, EMG will: Provide a general description of the property and improvements and comment generally on observed conditions. Identify those components observed that are exhibiting deferred maintenance issues and provide estimates for immediate and capital repair costs based on observed conditions, available maintenance history and industry-standard useful life estimates. If applicable, this analysis will include the review of 33 P A G E

36 Building Condition Survey Erie 1 BOCES, New York any available documents pertaining to capital improvements completed within the last five-year periods, or currently under contract. EMG shall also inquire about available maintenance records and procedures and interview current available on-site maintenance staff. Address critical repairs and life safety issues separately from repairs anticipated over the term of the analysis. Provide a limited statement of observations regarding the property s general compliance with Title III of the Americans with Disabilities Act as it relates to common areas and major means of egress and ingress. This will not constitute a full ADA survey, but will help to indicate whether the BOCES or District is exposed to accessibility issues and whether a more comprehensive review is advisable. List current utility service providers, and inquire as to whether there are any documented life safety/ code violations on record with local building, zoning, and fire departments. Provide a graphic summary at the beginning of the report to provide a quick, user-friendly summary of the property s observed condition and estimated costs assigned by category. These estimated costs shall be cross-referenced to report sections where an elaboration of cost issues will be presented. The Five Year Capital Facilities Plan will be prepared in a format prescribed by the Commissioner of Education and copies of the plan will be submitted to the State upon completion and will include a breakdown of the five years of the plan of the estimated expenses for the following: Current or proposed new construction ranked in priority order; Current or proposed additions to school facilities ranked in priority order; Current or proposed alterations or reconstruction of school facilities ranked in priority order; Major repairs ranked in priority order; Major system replacement and repairs and maintenance ranked in priority order, and; Energy consumption. The Five Year Capital Facilities Plan will also include a District-wide building inventory which will include, but shall not be limited to: Number and type of facilities owned, operated or leased by the District; Age enrollment, rated capacity, use size and the safety rating of such buildings as determined pursuant to the provisions of subdivision (c) of section of the Regulations of the Commissioner of Education s Comprehensive Public School Safety Program; Energy sources for such buildings; Probable useful life of each building and it major subsystems; Recommendation of need for major system replacement and repairs and maintenance; and Any other information which may be deemed necessary to evaluate the safety and health conditions in school facilities. Cost Estimating Each report will include a capital needs analysis with an estimated cost for each system or component repair or replacement anticipated during the evaluation term. The report narrative will discuss options for repair of the 34 P A G E

37 Building Condition Survey Erie 1 BOCES, New York deficiency, and the capital needs analysis will be presented as an Excel-based cost table that includes a summary of the description of each component, age and estimated RUL, anticipated year of repair or replacement, quantity, unit cost, and total cost for the repair of each line item. A consolidated capital needs analysis will be presented that includes all anticipated capital needs for all buildings. In addition to the detailed description of the deficiencies, EMG will provide cost estimates for the deficiencies noted. The cost estimate for capital deficiencies will be based on the estimate for maintenance and repair, but may, at Erie 1 BOCES option, also include project management, construction, and design fees derived using actual costs from previous projects. After determining these costs, we will confirm them with Erie 1 BOCES Staff. EMG uses the Uniformat system and the RS Means model for the baseline of cost estimating. EMG maintains and updates this cost estimating system with information received from the field. Through our construction monitoring work, we have current cost data from hundreds of in-progress construction and rehabilitation projects. This allows us to project costs based on local conditions and maintain a cost database that, in most cases, is more current than published RS Means models. AssetCALC Software Solution EMG proposes utilizing AssetCALC as the platform for all data collected on this project. AssetCALC is a nonproprietary, web-based system that allows users to query information regarding specific items or across the entire asset portfolio. This streamlines the capital planning process by compiling funding requirements for deficiencies and creating budget models based on project priority, life cycle maintenance, and repair requirements.
