1 May 24 May 30, 2007 The Prince George s Post A11 OF FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT AND OF INTENT TO REQUEST RELEASE OF FUNDS FOR THE, ANNUAL ACTION PLAN FOR HOUSING AND COMMUNITY DEVELOPMENT PROJECTED USE OF FEDERAL FUNDS for FISCAL YEAR 2008 Department of Housing Community Development (301) TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS: The purpose of this Notice is to satisfy the two separate but related actions identified in the Notice title to be undertaken by Prince George s County, Maryl. On or about June 11, 2007, Prince George's County, Maryl will submit a request to the U.S. Department of Housing Urban Development (HUD) for the release of funds for Fiscal Year under three housing community development programs. Activities proposed include: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM I. HOUSING REHABILITATION: Government non-profit agencies will provide housing inspections; rehabilitation for public private housing; remediation of safety hazards. A non-profit organization will provide hicapped accessibility modifications in homes. II. ECONOMIC DEVELOPMENT: Proposed activities include the provision of technical assistance, business recruitment, loans, commercial revitalization, building rehabilitation, job training placement, events management, media promotion. III. PLANNING AND ADMINISTRATION: Proposed activities include planning, administration, capacity-building, design planning assistance, technical assistance in support of housing community development programs. IV. PUBLIC FACILITIES AND INFRASTRUCTURE: Projects include street, streetscape, security improvements at locations Countywide, as well as rehabilitation of public non-profit service facilities, including hicapped accessibility enhancements. V. PUBLIC SERVICES: Public services include social services; employment training placement; life skills training; counseling services crisis intervention; medical services health education; substance abuse treatment services; after school tutoring, mentoring, skills enhancement for youth; senior services; literacy computer training programs; English as a Second Language citizenship classes; legal services; special needs programs; transportation; homeownership counseling; emergency assistance. HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM Projects include homeowner rehabilitation; American Dream Downpayment Initiative other homebuyer activities; rental housing rehabilitation; Tenant-Based Rental Assistance; Community Housing Development Organization (CHDO) set-aside activities; CHDO operating cost assistance; administration. EMERGENCY SHELTER GRANT (ESG) PROGRAM Programs administered by the Department of Social Services provide emergency shelter for homeless individuals families, counseling to prevent homelessness. FINDING OF NO SIGNIFICANT IMPACT It has been determined that this request for release of funds will not constitute an action significantly affecting the quality of the human environment, accordingly, Prince George's County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P.L ). The decision not to prepare such Statement was based on the following considerations: (a) the nature of each activity was reviewed approved; (b) all activities selected are of a nature intended to provide only beneficial effects when reviewed for compliance with all applicable environmental impact criteria; (c) those activities requiring further site-specific review to determine potentially significant impacts will be examined through procedures complying with applicable requirements subsequent to HUD's programmatic release of funds. An Environmental Review Record respecting the proposed projects has been written by Prince George s County, Maryl, which documents the environmental review of each project more fully sets forth the reasons why an Environmental Assessment or Impact Statement is not required. This Environmental Review Record is on file at the Department of Housing Community Development, Community Planning Development Division, 9400 Peppercorn Place, Suite 200, Largo, Maryl 20774, is available for public examination copying, upon request to Linda Kruelle, Environmental Review Officer, at (301) , between the hours of 9:00 a.m. 5:00 p.m., Monday through Friday. No further environmental review of the projects is proposed to be conducted prior to the request for release of Federal funds. PUBLIC COMMENTS ON FINDINGS All interested agencies, groups, persons disagreeing with this decision are invited to submit written comments for consideration by the Prince George s County Department of Housing Community Development at 9400 Peppercorn Place, Suite 200, Largo, Maryl Send comments to the attention of Linda G. Kruelle, Environmental Review Officer, Community Planning Development Division. Such written comments should be received at the above address on or before June 8, All such comments so received will be considered, Prince George s County will not request the release of funds or take any administrative action on the proposed projects prior to the specified date. RELEASE OF FUNDS Prince George s County will undertake the projects described above with Community Development Block Grant (CDBG) Program, Home Investment Partnerships (HOME) Program, Emergency Shelter Grant (ESG) Program funds from the U.S. Department of Housing Urban Development under Title I of the Housing Community Development Act of 1974 (CDBG), Title II of the National Affordable Housing Act of 1990 (HOME), the Stewart B. McKinney Homeless Assistance Act of 1987 (ESG). Prince George's County is certifying to HUD that Prince George's County Tommie Thompson, in his capacity as Director, Department of Housing Community Development, consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making actions; that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Prince George's County may use the above-named Federal funds, HUD will have satisfied its responsibilities under the National Environmental Policy Act of OBJECTIONS TO RELEASE OF FUNDS The U.S. Department of Housing Urban Development will accept an objection to its approval of the release of funds acceptance of the certification for a period of 15 days following its receipt of the request only if it is on one of the following bases: (a) that the certification was not, in fact, executed by the Chief Executive Officer or other officer of the applicant approved by HUD; or (b) that the applicant s environmental review record for the projects indicates omission of a required decision, finding, or step applicable to the projects in the environmental review process; or (c) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the stpoint of environmental quality. Objections must be prepared submitted in accordance with the required procedure (24 CFR Part 58), may be addressed to: U.S. Department of Housing Urban Development, District of Columbia Office, Community Planning Development Division, 820 First Street, N.E., Room 450, Washington, D.C Objections to the release of funds on bases other than those stated above will not be considered by HUD. All objections received by June 28, 2007, or within 15 days after HUD receipt of the request for release of funds (whichever is later), will be considered by HUD. We recommend that potential objectors contact HUD to verify the actual date of the last day in the objection period for the above-cited project(s).
