2 A10 March 28, April 3, 2013 The Prince George s Post Prince Department of Housing Community Development Request for Proposals for funding under the Community Development Block Grant (CDBG) Program Round 6 PY 39R Reprogrammed funds The purpose of this notice is to solicit applications for Round 6 Community Development Block Grant (CDBG) reprogrammed funds for Program Year 39R. The Department of Housing Community Development (DHCD) has identified projects uncommitted funds within the CDBG program that were approved in prior Annual Action Plans (AAPs) that need to be reprogrammed reallocated to new or existing activities related to housing community development. DHCD plans to reprogram approximately $1.5 million from previously funded CDBG program years. Applicants must meet the following criteria: Must be a nonprofit 501(c)(3) organization, municipality, or local government agency; Proposed project must be consistent with the goals objectives described in the County s Consolidated Plan for Housing Community Development ( Special consideration will be given to activities located with the County s Transforming Neighborhood Initiative (TNI) areas ( executivebranch/tni/) Proposed project must qualify as an eligible activity under the Affordable Housing, Economic Development, or Public Facilities/Infrastructure Improvements categories. No applications will be accepted for Planning Administration Public Services categories due to limitations imposed by the U.S. Department of Housing Urban Development (HUD) threshold requirements; Current CDBG recipients may only use reprogramming funds as gap funding for Program Year 38 (July 1, 2012 June 30, 2013). All of the current recipients prior year projects must be completed; Applicants should note that this is one-time funding emphasis will be placed on new or existing shovel ready projects that will quickly spur economic investment, increase energy efficiency job creation or retention. Recipients must be able to start project within 90 days of their fully executed operating agreement. The proposed applications will be evaluated scored in accordance with the PY 39 CDBG selection criteria. This NOFA is for acquisition, new construction or rehabilitation of affordable rental or homeownership opportunities. In conjunction with the Office of the County Executive, DHCD has identified priority target areas for development projects, specifically, transit oriented development projects (TOD) areas as defined in the County s Transforming Neighborhood Initiative (TNI). DHCD is seeking mixedincome (market rate affordable units), mixed-tenure, mixed-finance mixed-use development projects. Funds may only be awarded to projects that demonstrate a gap in financing a need for additional resources. Approximately $3,000,000 is available for this NOFA Spring 2013 Round. The proposed applications will be evaluated scored in accordance with DHCD s project evaluation criteria underwriting requirements.
