1 WASHINGTON COUNTY LAND CONSERVATION COMMITTEE AND PLANNING, CONSERVATION AND PARKS COMMITTEE Public Agency Center March 9, 2016 West Bend, WI 2:00 p.m. Present: Robert Hartwig, Raymond Heidtke, Donald Kriefall, Michael Miller, Michael Parsons, Peter Sorce, and Larry Strupp. Excused: Gerald Schulz. Also present: Planning and Parks Department Administrator Jay Shambeau, Land Resources Manager Phil Gaudet, County Conservationist Paul Sebo, and Chief Deputy County Clerk Linda Doro. Chairperson Miller called the meeting to order and read the Affidavit of Posting. PUBLIC HEARING: CONDITIONAL USE PERMIT - DUQUAINE REV. TRUST, TOWN OF WEST BEND Ms. Doro read the Notice of Public Hearing. The Duquaine Rev. Trust is requesting a permit to construct a new house, drive and associated filling, grading, and excavating in a Shoreland Zoning district. The house will be approximately 250 feet from the ordinary highwater mark of the Quaas Creek and approximately 190 feet to the wetland bordering Quaas Creek. Mr. Miller opened the public hearing and comments were received from Charles Rogge and Ed Duquaine. Mr. Miller closed the public hearing. Moved by Mr. Heidtke, seconded by Mr. Sorce to approve the Conditional Use Permit for excavating, filling or grading in a Shoreland Zoning district for Duquaine Rev. Trust, in the Town of West Bend subject to the following: 1) installing erosion control measures prior to the start of the construction; and 2) the lowest floor (including the basement) not be at or lower than an elevation of 962.5, which is the floodplain elevation. Motion carried. MINUTES Moved by Mr. Sorce, seconded by Mr. Parsons to approve the February 10, 2016, Land Conservation Committee and Planning, Conservation and Parks Committee minutes as presented, and February 24, 2016, Planning, Conservation and Parks Committee minutes as presented. Motion carried. NEXT TENTATIVE MEETING DATE The next joint Land Conservation Committee and Planning, Conservation and Parks Committee meeting is tentatively scheduled for Wednesday, April 13, 2016, at 2:00 p.m. PUBLIC HEARING: CONDITIONAL USE PERMIT - TONY & JESSICA TRUNKEL, TOWN OF KEWASKUM Ms. Doro read the Notice of Public Hearing. Moved by Mr. Parsons, seconded by Mr. Kriefall to approve the Conditional Use Permit for excavating, filling or grading in a Shoreland Zoning district for Tony & Jessica Trunkel, in the Town of Kewaskum, subject to erosion control measures being installed prior to the start of construction. Motion carried. DNR ALL-TERRAIN VEHICLE TRAIL AIDS AND SNOWMOBILE TRAIL AIDS GRANTS Moved by Mr. Kriefall, seconded by Mr. Sorce to authorize the Planning and Parks Department to apply for and accept ATV grant funds in the amount $660, and Snowmobile Trail Aids grant funds in the amount of $46,300. Motion carried. PUBLIC HEARING: REZONING REQUEST - DRUID LAKE FLOODWAY, TOWN OF ERIN Ms. Doro read the Notice of Public Hearing. A study of the floodplain by an engineer for a property owner on Druid Lake was completed in April The study was done because the property was mapped as floodway and a new home cannot be constructed in the floodway. The study determined that the property is in the floodfringe, which allows a new home to be constructed if it meets the elevation requirements for the lowest floor. The Planning and Parks Department submitted the study to the Department of Natural Resources (DNR) and Federal Emergency Management Agency (FEMA) for approval. The DNR approved the study in 2015 and FEMA approved the study on January 13, 2016, with an effective date of June 2, Mr. Miller opened the public hearing and comments were received from Thomas Lepian, John Russell, Ken Dickert, Gene Gosline, Maureen Russell, Dawn Newirth, Janet Crawford, Shirley Schuster, and August Thurman. Mr. Miller closed the public hearing. Moved by Mr. Parsons, seconded by Mr. Sorce to approve the rezoning and revised map for Druid Lake and the Ashippun River adjacent to Druid Lake and forward to the County Board. Motion carried. PUBLIC HEARING: CHAPTER 23 ORDINANCE AMENDMENT Appearance: County Attorney Kim Nass Ms. Doro read the Notice of Public Haring. Mr. Gaudet reviewed the proposed changes to Chapter 23. Mr. Miller opened the public hearing and comments were received from Ralph Krueger. Mr. Miller closed the public hearing. Moved by Mr. Kriefall, seconded by Mr. Heidtke to approve an ordinance to repeal and recreate Chapter 23 of the County Code relating to Shoreland, Wetland, and Floodplain Zoning, subject to incorporating edits from the Department of Natural Resources, County Staff and the Public Hearing, and forward to the County Board. Motion carried.

Washington County is requesting a permit to construct new retaining walls within the setback of the ordinary highwater mark of the swimming pond, which will be greater than three feet in height, and associated filling, grading, and excavating are proposed in a Shoreland Zoning District. Mr. Miller opened the public hearing and no comments were received. Mr. Miller closed the public hearing. Moved by Mr. Sorce, seconded by Mr. Hartwig to approve the Conditional Use Permit for excavating, filling or grading in a Shoreland Zoning district for Washington County-Sandy Knoll County Park, Town of Trenton, subject to erosion control measures being installed prior to the start of the construction. Motion carried. WASHINGTON COUNTY LAND INFORMATION PLAN UPDATE Appearance: Land Information Officer Eric Damkot Moved by Mr. Kriefall, seconded by Mr. Parsons to adopt the Washington County Land Information Plan Update. Motion carried. JOINT DATCP/DNR NONPOINT SOURCE GRANT APPLICATION FOR CALENDAR YEAR 2017 Moved by Mr. Heidtke, seconded by Mr. Hartwig to authorize the Land Conservation Committee Chairperson to sign the Joint DATCP/DNR Nonpoint Source grant application for calendar year Motion carried CAPITAL IMPROVEMENT PLAN - GLACIER HILLS UPDATE Mr. Shambeau presented a written update on the Glacier Hills 2017 CIP project, which will be submitted to the Executive Committee for consideration in the Washington County Capital Improvement Plan. 4 COMMITTEE REPORT To: Planning, Conservation & Parks Committee From: Jay Shambeau-Administrator, Phil Gaudet-Land Resources Manager Date: March 29, 2016 Re: Sanitary Variance Request for Leroy Gehring POLICY QUESTION: Should the committee approve a sanitary variance request for Leroy Gehring to put in a holding tank for use with a new freestall barn. DISCUSSION: The owner wishes to install a holding tank in the barn because a bathroom is proposed. There likely is room on the property to install a Private Onsite Wastewater Treatment System, but the owner is wishing to install a holding tank because of the limited wastewater that will be generated. No soil test has been conducted at this time. FISCAL EFFECT: N/A ATTACHMENTS: GIS Map Air Photo Plan View Sheet RECOMMENDATION: Allow the Committee Members to decide if the owner should be allowed the use of a holding tank, or recommend the owner have a soil test done and install a POWTS if a suitable area is found. 8 COMMITTEE REPORT To: From: Planning, Conservation, and Park Committee Eric Damkot, IS Manager/Land Information Officer Date: April 13, 2016 Re: Land Information Plotter Purchase POLICY QUESTION: Should Washington County purchase a new land information plotter and how should that purchase be funded? DISCUSSION: The following information will be presented to the Land Information Council on April 8. If the Land Information Council does not recommend the purchase of a plotter or recommends the purchase using funding Option 1, this item will be pulled from PCPC for consideration. The GIS Plotter was purchased in 2014 for $4045 plus an additional $645 for a complete set of ink. The plotter came with a 1 year warranty. An extended warranty was not purchased because: The $1200 price for 2 years of extended coverage is a significant percentage of the original purchase price. The expectation is that new technology in a stable environment should last at least 3years, especially considering the limited wear and tear the county collectively puts on that device. Based on experience servicing other plotters, even if one repair was needed, at worst it would be comparable to the extended warranty cost. The plotter is currently in failure and unusable. The most likely cause of the problem would cost $1639 to repair ($1289 parts + $350 labor). The parts and labor are nonrefundable and not guaranteed to resolve the problem. It is possible additional parts at additional expense would be needed above and beyond the initial $1639. Washington County could purchase a new plotter that is exactly the same model with a 2 year extended warranty (3 years total) for $4530 ($3460 Plotter + $1070 extended warranty). The ease of use, media options, and quality of output where all high quality with this model. Additionally, all print heads and partially used ink systems could be salvaged from the old plotter and used in the new plotter this would recoup at least some of the value from the failed device. 9 Option 1 (no action required from the LIC): Split the cost of a replacement plotter between the 6 budget centers that account for nearly all of its use. Information Systems would purchase the plotter and equally charge back the 6 budget centers for the actual cost of the plotter. This method is quicker. Option 2: Consistent with what was done in 2014, fund the purchase of the replacement plotter using retained fees. This option would require an increase to the 2016 retained fees budget. To implement this option, the Land Information Council should pass a motion that recommends to the appropriate liaison committee that the retained fees budget be increased by no more than $5000 for the purpose of purchasing a new GIS Plotter with the extended warranty. FISCAL EFFECT: <$5000 ATTACHMENTS: None RECOMMENDATION: A motion consistent with what is recommended by the Land Information Council at their 4/8/16 meeting. A detailed summary of the ROD duties and responsibilities was created and cross-training of all ROD team has been completed. 2. LandScan Optical Character Recognition (OCR) software was installed, ROD team completed training and daily workflow was adjusted to streamline the process. OCR will also be used to quality control real estate indexes and images from December 1996 to the 1830 s. 3. Coordinated and hosted a meeting with a local developer, title company, and title underwriter attorney to help resolve condominium expansion in Hartford. Condo currently defines units as square foot and includes 34,000+ units. Developer is considering restating and expanding condominium area to clearly define specific units (ie, unit 1, unit 2, unit 3, etc) along with adding more land. 4. Attended several Priority Based Budgeting meetings. 5. Deputy conducted monthly department team meetings as well as one-on-one team meetings; each team members was responsible to create and submit a STAR summary (Situation, Task, Action and Result) of their goals and accomplishments prior to completing their review. All team members received satisfactory reviews. 6. Attended Wisconsin Register of Deeds Association (WRDA) board meeting; hosted WRDA District 2 meeting with all eleven counties represented. 7. As chair of Wisconsin Electronic Recording Council (ERC), coordinated and attended ERC meeting via conference call. Topics of discussion included council appointments, electronic notary, rejection notes, return to addresses and document rejections. 8. Traveled to Wisconsin Dells to represent WRDA at the Wisconsin Surveyors Institute. 9. Participated in conference call with the county Information Systems department to outline TriMin s LandNotification software installation. Software was installed in March and details are still being added to the website. The anticipated reveal date and press release will be submitted in April. Business partners and citizens can track real estate transactions that affect their property as the documents are recorded. 10. Attended monthly Department Head Meetings and participated in County Supervisor LEAD Academy training. 11. Attended annual Wisconsin County Constitutional Officers (WCCO) Association meeting; was re-elected as WCCO treasurer. Workshops and classes included UW-Madison CPM Developing Public/Private Partnerships, State Vital Records and Department of Revenue, WCA Effectively Engaging Legislators, as well as visits with the county s legislators and staff. 12. Attended the 2016 Wisconsin Land Information Association Conference at Elkhart Lake. Of particular note were the discussions with other Real Property Lister who are undergoing conversion to new Listing software. Our transition has been relatively smooth compared to the experiences shared by other Real Property Listers. 3. Participated in a Land Records Software (LRS) user group in Oshkosh hosted by Transcendent Technologies; discussions included improvements to the assessment workflow. 4. Attended a multiday training in Assessment Administration provide by the International Association of Assessment Officers (IAAO) 5. Delivered updated 2016 parcel maps to all of Washington county town, villages and the City of Hartford. 6. Received training regarding the use of remote access to the county s computer system. 7. All Real Property Listing department reviews were completed and received satisfactory reviews and step increases. 8. Participated in County Government Youth Day, and gave a brief outline to the students regarding the role and duties of the Real Property Lister especially in regards to property valuation, property ownership and parcel mapping. 9.
