We are part of Region 2 of the International Association. Our current membership includes professionals involved in a wide array of projects requiring real estate and right of way services. 2 President s Message Welcome to February, the month where people are either gearing up for or hiding from St. Valentine's day. Despite all the commercialization and hoopla about love and romance, my single friends and I have taken this day to reaffirm our friendship, changing the emphasis from being in "A" relationship, to celebrating ALL of our relationships. While IRWA does promise love and romance, one of the prime directives, if you will, of the organization is relationship building. One of the best parts of this association is the relationships that are formed. We all work in an industry that is ever changing and every parcel of every project is unique. Having relationships with other Right of Way professionals provides a wealth of knowledge that can be tapped into at any time. Even Old Timers frequently run across a situation that can stump them. It is a great thing to know that there are folks out there that you can call that may have come across something similar, or even just available to act as a sounding board for your proposed plan of action. The more people you know, the more you know. If two heads are better than one, then how great is the combined brain power of two dozen? Crazy! That may or may not be a totally true statement, but it sounds good. As a Chapter, we have several events coming this year that will provide the opportunity to network and to educate. So far we are planning on a Relocation workshop and a Young Professionals event. And the year is just getting started! We want these are there to help you as a member form relationships within Right-of-way. Unfortunately, you are on your own when it comes to love and romance. Now go and have great relationships! Chapter Officers Don Toner, SR/WA TxDOT Strategic Project Division 512-531-5904 Don Toner is the Director of the Strategic Projects Division of the Texas Department of Transportation (TxDOT).

Don has managed the right of way acquisition and utility adjustment program for the Central Texas Turnpike Project (CTTP).

3 Chapter Officers Don Toner, SR/WA TxDOT Strategic Project Division Don Toner is the Director of the Strategic Projects Division of the Texas Department of Transportation (TxDOT). He is responsible for overseeing the real estate acquisition and utility adjustment programs for statewide Comprehensive Development Agreements (CDAs). Don has managed the right of way acquisition and utility adjustment program for the Central Texas Turnpike Project (CTTP). Don has been tasked by TxDOT Administration to set-up a new program initiative in North Texas. This massive construction effort includes three CDA projects: (a) the Dallas Fort Worth Connector Project (DFW; (b) the North Tarrant Expressway (NTE) Project; (c) IH-635 LBJ Freeway Project. Other CDA projects include SH 130 Segments 5 6 and Spur 601 El Paso. Don has a Bachelor of Science Degree in Economics and Business Administration. He is State Certified as a General Real Estate Appraiser and is a Licensed Real Estate Broker in Texas. Don also carries the title of SR/WA with the International Right of Way Association. Patti Bell Clark, SR/WA Allegiant Group, PLLC Hello Chapter 74! I m looking forward to another great year working with the board and letting everyone know what a great IRWA Chapter we have in Austin, Texas. Thanks for the opportunity to participate as the Chapter Vice President. I am a state licensed appraiser with 28 years in the real estate appraisal industry which I began right after college. I m also a Candidate with the Appraisal Institute, a real estate broker, an SR/WA, and I m serving as a director on the Austin Chapter of the Appraisal Institute Board. This past year, I began my own appraisal services company, Allegiant Group, PLLC and have enjoyed working with a lot of great people in our industry. Our board hopes to see everyone s continued support with our local class offerings and fun social events outside of our monthly luncheons. The positive camaraderie in our chapter has been a great factor in our continued growth and I believe this gives us a great platform to continue evolving, both as professionals and as an organization. She began her career in Right of Way business with Broadwing Communications in 1999 and came to CLS in She is responsible for assisting the Vice President and Project Manager in acquisition and handles relocation assistance for the public sector division of CLS. She received her Relocation Certification in 2006 and is currently working on her URA Certification. She is well versed in The Uniform Relocation Assistance and Real Property Acquisition Policies Act of Virginia Pompa, SR/WA, R/W-RAC, R/W-NAC Aria Consulting Management Group, Inc Virginia Pompa has been a member of IRWA for nearly 10 years, dedicating to Chapter 74 and its successful growth to be one of the strongest chapters. Sedlachek holds 26+ years experience within the real estate and ROW profession having been licensed as an appraiser and currently as a broker. Right of Way experiences include working and managing city, county, and state transportation, wireless communication, Texas s first two Developer ROW concessions, and fiber optic transmission projects. Along with his International level Right of Way services as a course instructor, annual conference speaker, and member of the Transportation Committee, his Chapter 74 dedication includes Texas Real Estate Commission approved MCE instructor, Transportation Committee Chair, Nominations Committee, and the current officer position of 1 year Director. Teri Morgan, SR/WA, R/W-RAC, R/W-NAC HDR Engineering, Inc Teri Morgan, Vice President for HDR Engineering has been a member of the International Right of Way Association for 19 years. With 24 Years of Experience in the Right of Way Industry, Teri began her career in the Right of Way Profession working on the Travis County 1984 bond program. From there, she became Assistant Manager for the City of Austin s Real Estate Division Teri relocated to Virginia and became the Right of Way Project Manager for the Pocahontas Turnpike (Hwy 895), the first Design Build project let by the Commonwealth of Virginia. Teri has now moved back to Texas and is working for HDR Engineering, Inc.. Teri is managing the Right of Way activities and Utility Relocations on projects such as Transportation, Flood mitigation, Corp of Engineers projects, and Energy Projects such as transmission line easements. Luanne Dunn City of Austin Luanne Dunn has worked for the City of Austin as a Property Agent for 3 years. She negotiates with property owners for the acquisition of real estate for easements and right-of-way. Luanne also negotiates buyout/relocation projects in accordance with federal, state and local regulations. Prior to that, she worked for a law firm for 19 years as a commercial real estate paralegal. He was employed by the Texas Department of Transportation for 25 years working in many different areas of right of way, but specializing in relocation assistance. Prior to joining TxDOT, he was in the banking/savings and loan industry for thirteen years. In 2012, John opened his own company, Compliant Relocation Services, LLC. He has severed as Chapter Officer, Chapter Relocation Chairman, International Relocation Committee member and is a certified IRWA Instructor. Wade McNeill Integra Realty Resources-Austin, Graduated from Texas Christian University in 1993 with a BBA majoring in finance with a real estate concentration. In 2001, Wade began appraising in central Texas. In 2004, he began working with Integra Realty Resources Austin. Wade has been a Director with Integra since January of 2011 and specialize in appraisals for litigation and right of way acquisition. He is a general certified appraiser in Texas and the Commonwealth of Virginia and received his SR/WA in July of Currently, Wade is working to obtain his RW/AC designation and looking forward to contributing to the growth or our local IRWA Chapter as the Membership Chair. Additional appraisal work experience includes 6 years with lending institutions as a review appraiser and the past 14 years with the City of Austin in the appraisal section. While working for private appraisal firms, he worked on numerous appraisal assignments involving right of way and whole property acquisitions for condemning authorities. In his current capacity with the City, Ron performs a variety of acquisition activities as well as overseeing the appraisal, leasing and property management sections. This will be his twelfth year to serve the chapter in an officer, director and committee capacity. Ron performed the duties for all of the positions in the Chapter Officer rotation and 1 Year and 2 Year Director. Prior to the officer rotation years, he served as Education Committee Co-Chair for three years and have coordinated numerous IRWA courses. In 2013, Ron will continue his involvement representing the chapter on the Nomination Committee for a third year. He greatly appreciates the support of the chapter membership for entrusting him with the obligations in various positions over the years. Schulze, AICP Alison is the Senior Planner as well as the District Administrator for the Lone Star Rail District. She oversees project planning and development, public outreach and information, contract administration, project management, staff support for the Rail District Board of Directors, and coordination with federal, state and local governments. Prior to joining the Rail District, she was the Assistant Director of the Austin metropolitan planning organization, CAMPO. She has over 25 years experience in transportation planning and project development. Alison grew up in Austin. She has a BA from Texas Tech University and a master s degree from the University of Texas at Austin in community and regional planning. She is a member of the American Institute of Certified Planners and the American Planning Association.
