Many of our Snow Birds will be flying north for the summer. In particular I will miss the frequent face face meetings with Hugh Thomas, our Vice President, leaving later this month. Bob Vaa, our Treasurer, and Marie Whalen our Secretary are both heading north in May. Some things our Snow Birds may want consider as you prepare leave us: Have a neighbor or a home watch company keep an eye on your property. An unexpected water leak can cause a hefty repair bill. Hurricane preparedness is an important consideration. Do you have a service install and remove your shutters? As you know the roll down type are the only ones that can be closed for security purposes as well as srm protection. All other shutter types can only be installed when the National Weather Service has issued a hurricane watch. All but the roll down type shutters must be returned the open or up position within seventy-two (72) hours after such hurricane watch expires. For additional information refer Paragraph 5.29 of the Master Declaration. Don t forget forward your mail delivery your new address. Newspaper delivery is another service discontinue while you are gone. Clean out your refrigerar, if you don t you may not want open it when you return. Have you signed up for e-blasts so you can see the newsletter and keep up speed with what is happening in the community during the time you are gone? You will file a loyalty oath, a financial disclosure Form 1 and either pay the $25 qualifying fee or file a certification for 25 signatures. Qualifying Fees $25.00 (Unless qualifying by petition) Qualifying by Petition In order qualify by petition and thereby have the qualifying fee waived, a person needs gather the signatures of 25 qualified voters residing within Habitat CDD. The Division of Elections has prescribed the format of the petition, a copy of which can be obtained on the Division of Elections website, fl.us/. The deadline submit petitions the Supervisor of Elections is Noon, May 23, (Candidates must still qualify during the candidate qualifying period.) Please note that petitions may be submitted prior the deadline. There is a verification fee of $.10 per signature ensure the signers are valid residents within the CDD. Cash is accepted. 4 Oak Trees in Bella Terra submitted by: Riley Abshire, Chairman: ARC committee We have two types of trees in our community. One type is the protected tree, as designated by Lee County. All native trees are protected, such as the oak tree, and our Development Order requires the community have 75% native landscaping. The second type of tree is not designated by Lee County as protected, but it is required meet the two tree requirement of our Lee County Development Order, or our Community Documents and Standards, such as the queen palm. Because of tree designation, and Development Orders, all tree removal must go through the ARC Committee, and/ or the Village Planning Development department. Before Estero became an incorporated village, Lee County required a permit issued by Lee County remove any and all protected trees. That responsibility has now been taken over by Estero Village Development Management. Any, and all protected trees have be approved for removal, and a permit issued by Estero Village Development, at the cost of $30.00 plus $1.00 per tree, before they can be removed. There are guidelines issued by Lee County that are Page 7 used by the Village determine if a protected tree can be removed. A copy of the permit request can be obtained at the Club House, or Estero Village Hall. Once the request is filled out, he home owner has turn in the request with the $ 30 + $1 per tree at the Village Hall. The planner will review, and a visit may be required before the permit will be approved. The ARC request remove a protected tree will not be approved without an Estero Village permit. (4) Any proposed tree replacement plan. (d) Criteria for granting. The administrar shall approve a permit for issuance for the removal of any protected tree if the administrar finds one or more of the following conditions is present: (1) Trees which pose a safety hazard pedestrian or vehicular traffic or threaten cause disruption public utility services. (2) Trees which pose a safety hazard existing buildings or structures. (3) Trees which prevent reasonable access a lot or parcel so long as the proposed access point complies with all other county regulations. (4) Diseased trees which are a hazard people, buildings or other improvements on a lot or parcel or other trees. (5) Trees so weakened by age, srm, fire or other injury as, in the opinion of the administrar, jeopardize the life and limb of persons or cause a hazard property. (6) Trees which prevent the lawful development of a lot or parcel or the physical use thereof. (7) The administrar may require that a tree protected by this article be relocated on the same lot or parcel in lieu of removal. (e) Submission of site plan when building permit not required. Where a building permit issuance is not required because no structures are be constructed and no other development of the lot is occur, any person seeking remove a tree protected under this article shall first file a site plan with the administrar meeting the requirements of subsection (c) of this section prior receiving a tree removal permit from the administrar. Hurricane season is right around the corner, beginning June 1, and there is no time like the present get your plan in place. A good preparedness plan can make all the difference. This hurricane season, Estero Fire Rescue encourages all Lee County residents plan and prepare well in advance. Here are some helpful tips make your plan a great one: relatives and friends know if you are leaving and where you can be reached. Pets Shelters and some hotels do not take pets. If you have evacuate, have a plan in place for your pets and remember take supplies with you for them. Food, water, ys as well as vaccination records and any needed medications. Put gether an emergency kit that includes non-perishable food for up three days. Don t forget a manual can opener. In the event of power loss, the electric ones will not work. Protect your home - Check the roof for loose shingles or those in need of repair. Protect exterior windows and secure all loose items around your home. Medications - Make sure have an ample amount of personal medications and prescriptions. Cash on hand - Have some cash on hand because you will not be able access ATM s in the event of a power failure. Radios and batteries - Have flashlights and a battery powered radio get regular updates on the srm and recovery efforts. Make sure have enough batteries on hand. Have car charges charge your cell phone. Evacuations - What will you do in the event of an evacuation? Where will you go? Make sure let Help us honor those who give their all. 9 Did You Forget Something.? Jenny Licht, Bella Terra Landscape Committee Member Volunteer Owning and going back and forth between two houses can be a blessing and curse. Well, maybe curse might be a bit harsh but you know what I mean when it s you having close up one home here and then turning right around and opening another up north. It seems it is just a moment and here it is time do it all over again. There are lists and lists of things do and not forget. Speaking of forgetting, was hiring a lawn person for your home here in Bella Terra on your list? While you are up north enjoying the cooler days and less humidity, Florida continues its tropical ways with languid sunny days of sporadic tropical rains just ripe for growing lush lawns and vegetation. The mowers and trimmers do an excellent job on the lawns. However, the flower beds and trees of your Bella Terra property are the responsibility of the homeowner. In this ideal growing climate it is like plants on steroids. It is not enough come back after six months up north and spend a couple Curbing Your Pet Your dog is your family. Pets enhance your quality of life. While you may love your pet death your neighbors may not be as appreciative of them as you are. Respect for others property and safely navigating neighborhood streets can help alleviate potential conflict. It s undersod that you can t control when your pet is going do their duty but the first choice should be the pet owners own yard. All waste must be immediately picked up by the dog owner and disposed of properly (not in srm drains!) Seems like some dogs just never want do their duty without taking a lot of time and by performing rituals. Allowing and following your dog (beyond several feet) on your neighbor s yard accommodate your dog is an infringement on that homeowner s property and is considered trespassing. Without sidewalks in much of Bella Terra, residents walking along the street must have their dogs on a short leashes and in control when moving cars, bicycles and other walkers (with or without dogs) are present. Dog owners please curb your dogs by walking facing traffic. As a pedestrian when you face the traffic, the driver can see that you see, as opposed when you walk with Page 16 of weeks catching-up on the yard work. It may be a case of out of sight-out of mind but your neighbors are here watching your weeds and trees grow boundlessly in your driveway and flower beds. The Landscape Committee is looking out for the best interest of all Bella Terra homeowners retain optimum value of all properties at all times by noting non-compliant properties. If you forgot hire a groundskeeper, it could be as simple as hiring a friend or neighbor come in a few times a month weed and trim or a professional lawns keeper company, chances are you may be receiving a friendly notice in the mail that your property is non-compliant. The Bella Terra office has phone numbers of companies that you can contract with now or you may refer the business section of this newsletter. On the bright side lawn work will be one less thing on that do list upon your return paradise! Fiscal Year (FY) 2017 (01 Oct Sep 2017) CDD Budget Item submitted by Habitat CDD Board of Supervisors Fellow Homeowners and Residents, As the CDD Board of Supervisors (your neighbors) start working on the FY 2017 budget, one particular item keeps resurfacing power washing the curbs, gutters and sidewalks of Bella Terra streets. Of this Budget Line Item, priced at over $50k for the entire community in the 2015 budget, $17k was approved for just Bella Terra Blvd, from Corkscrew Rd south. the 3rd circle. This did not include the driveways and sidewalks in the Condos, as they are the responsibility of the Condo associations. Poodle Tails and Curbing Pets Submitted by: Jenny Licht, Landscape Committee Member Volunteer Although the cleaned gutters and sidewalk looked good for a couple of weeks, within 90 days they returned the condition they are in day. Under consideration, and certainly not yet determined, is getting the entire Bella Terra Community s curbs, gutters, and sidewalks cleaned every year for ~= $60k. This equates ~= $30 per home per year. Please let me know your thoughts. Poodle Tails Have you noticed that some of the live oak trees in front yards are neatly trimmed in round balls? As tidy and sculptural as this pruning method appears, it is unfortunately not approved. When it comes pruning your trees the practice of balling or poodle tailing is strictly prohibited by Lee County Code. In 2001 a Lee County policy was instituted of fining both the homeowner and the maintenance/landscaper when improper pruning is observed. Please refer the Lee County website at: TreeRequirements.pdfCitations, for more information. Do not assume the person who is trimming your tree is aware of the codes regarding proper tree maintenance. With the hurricane season approaching, trees should be properly pruned enhance the appearance and viability of your hardwood, palm and other trees while lessening the risk of damage from high winds your trees and property.
10 Spending Is Easy Larry Roth, Supervisor, Seat 4 Habitat CDD As a member of the Habitat Community Development District (CDD), Board of Supervisors, I have noticed it is very easy spend money. The CDD is responsible for the infrastructure for Bella Terra, inclusive of the roads, curbing, gatehouse, clock and fountain, street and median lights, signage, pump stations, lakes, irrigation main lines, wet and dry retention areas and preserves. Our residents demand Bella Terra should be maintained the highest level in order preserve our home values. Our beautiful development encompasses over 1000 acres, including 22 miles of roads/streets, 50 miles of curbs/gutters, 25 lakes, 2 wells and 6 pumping stations for irrigation. The Bella Terra Developer broke ground in 2003, with completion of the development by January 2014, Bella Terra now has 1899 front doors inside our gated community. Maintaining the infrastructure and actually adding the original infrastructure (new sidewalks) takes a lot of money. Additionally, several years ago, the Master Home Owners Association (HOA) worked with the CDD transfer operations and maintenance responsibilities the property owner CDD. This included the irrigation main line, guardhouse and clock wer/fountain. At that point the CDD fees were increased minimally offset the new expenses with the HOA fees very slightly decreasing. This increase in CDD fees raised quite a few negative responses from the residents. Approximately one year ago, the CDD was able renegotiate the bonds that were issued develop the infrastructure. To offset additional costs, the CDD maintains a facilities reserve account. Now we are facing new dilemmas. Residents are requesting more infrastructure including new sidewalks. Our lake banks are eroding. The worst lakes have been repaired or are scheduled be repaired. Also, in order prevent erosion on some of the newer lakes, we are proactively planting litral plants on the lake perimeters. This is much less expensive and adds some beauty the lakes while helping prevent the more costly erosion repair. There is the aging of our pumps, roads, irrigation and the need of another well. One of our six pumps was replaced last year the tune of approximately $125,000. To pay for this new pump, we needed take out a loan, which of course needs be paid back the bank. Residents of Bella Terra, including myself, do not want pay more taxes and fees, but the real question is what do we do? Should we postpone any new sidewalks, pump stations, wells and road repairs? Additional street and road lighting was suggested as well in a study performed by our engineer. My point is that it is very easy spend our money do what is necessary maintain the high standards that we in Bella Terra the have come love. Raising taxes is the last thing we want do. Many of us retirees are on a fixed income. Others have families support, and increases in taxes would be a burden. What I am really requesting is input from our residents on ways fund the necessary projects and also be able maintain our infrastructure. The Board welcomes your involvement and your feedback on ways increase funding for the CDD. Bake sales just won t cut it. We are doing everything in our power do what is right for the community. I believe the current Habitat CDD Supervisors are in-sync with the community, with none of us having our own agenda. This is apparent when you attend our monthly meetings. Everything we do is help the community as a whole. We listened when our residents vehemently voiced they did not want a cell wer in the development, even though it would have provided better cell service many residents and could have added $$ each year our reserves. Please help us help you. Attend our monthly meetings, held on the 4 th Tuesday of the month at 4pm in the clubhouse. Agendas are available online (www. habitatcdd.com) a week ahead of our meetings. 11 Forbidden Fruit submitted by: Landscape Committee Common directives in the guidelines of gated communities of SWFL often include not allowing fruit trees within a community. Bella Terra also has this restrictive covenant in ARC Guidelines: 15.0 b). Citrus (fruit bearing trees) and nonnative exotic trees/plants are not allowed. Fruit trees are a wild life attractant. As the summer rains commence the preserve areas become filled with water. Your fruit trees provide a bounty of easy pickings for bears, raccoons, rats, snakes and other wild life seeking higher ground of your yard. With the safety of residents of foremost concern all fruit trees in the homeowner s yard must be removed at the expense of the homeowner. Unfortunately, a new home buyer may not be aware there is a fruit tree in their yard or that they are not allowed. Regardless, all fruit trees must be removed. To avoid fines or extra costs of tree removal it would be the advantage of the homeowner be proactive in removing non-compliant trees. Don t wait until that letter arrives in your mailbox. Trees that are not removed by the homeowner may be removed by Estate Landscape Company with the cost of tree removal(s) added the homeowner s HOA account. You can still enjoy fresh from the tree as fruit trees are allowed within lanai enclosures. When it gets dusky or dark it is imperative that car drivers see you! Wear WHITE AT NIGHT! Better yet, wear WHITE AT NIGHT along with reflective markings on your shoes, sleeves, pet, and bike; front and back. Rules of the road also apply. Walk FACING/AGAINST traffic. Fortunately there was no problem with the hurricane shutters he purchased from Jack Lengel of Alufab. In the midst of vehicle. These laws include spping for sp signs and red lights, riding with the flow of traffic, using lights at night, and yielding the right-of-way when entering a roadway. As soon as we close (we did on April 22nd) we will be visiting Mickey Gauthier of Florida s Finest get a car for one of my daughters. Everything I ve written is true and I am grateful the amazing business owners residing right here in Bella Terra for making it easy take care of business. 12 Page 22 He Saw If you like action, and don t mind suspending reality a bit for nearly two hours, this movie might be for you. The plot is decent, there s plenty of action and suspense, and the characters are protrayed well. Tommy Lee Jones does a great job, as does Gary Oldman. Ryan Reynolds has a small part, but does a great job as well. I like science fiction that seems like it may actually be plausible in the forseeable future, and this movie had just that. Although I enjoyed the movie, it was formulaic and quite predictable. If I was a movie talker I could have ruined the movie for everyone about 1/3 of the way in. But I did enjoy Criminal and feel it was worth the price of admission. One Movie Reviewed from a man and woman s perspective Criminal starring: Kevin Costner Gary Oldman Tommy Lee Jones Ryan Reynolds Jordi Mollà Gal Gadot She Saw This is the kind of movie that you can sit through for the sake of your husband or boyfriend. I found it be unrealistic, (not a fan of science fiction, whether it s light or intense) predictable and not o deep. That being said, it was easy watch and the acrs and actresses were believable and helped make the movie enjoyable. Like He said, there were no surprises. Just about everything you thought would happen, happened. I did feel that the bad-guys were a little bit disappointing. They weren t scary or charismatic and I couldn t find the emotional enregy hate them. Criminal is the kind of movie that I would prefer watch at home when it comes out on NetFlix or On-Demand. Tennis Talk Submitted by Fred Drilling, USPTA, Tennis Professional Hello Bella Terra Tennis and Pickleball aficionados:)! Nice have a little less traffic these days, isn t it:). I hope some of you were able watch or participate in the US Open pickleball championships held at East Naples Park. The urnament was held over 6 days with loads of different events in both, age groups and ability level groups. A number of our residents participated. The pickleball clinics have made some new players and all are continuing enjoy our newfound form of exercise and competition. I see more and more tennis players using our courts. The kids clinic in the pho below has 22 of our children that are learning play. I think we should consider putting a backboard on one of the courts so that kids and adults can practice on it. A backboard is one of the fastest ways learn control and power. I ll look in the costs and see if a project could be started. The FREE KIDS TENNIS will be held on May 21st. Volunteer helpers are always welcome! The clay in May urnament is going on all this month at Cambier Park in the center of Naples. There are many excellent players in the Naples area, many of which played on the Men s or Women s Pro Tour. If you get a chance get there for any of the matches, I m sure you will enjoy the competition. I will be working at Echo Lake Camp in the Adirondack Mountains of New York for 7 weeks starting the last week in June and going through the 1st week in August. I ll be working the tennis portion of the camp for 500 kids aged 8-17, so there will be no FREE KIDS TENNIS during the month of July:(. There will be tennis for the kids in June and starting back up in August. Keep enjoying the tennis and pickleball courts in Bella Terra and it will help you stay fit.
