21 The cadastral concept is simple but implementation is very complex and difficult
22 A cadastre is not a GIS or just a map it requires a long term strategy involving people, land, customs, society, legal issues, policies, technologies, institutions and capacity building
23 A successful Cadastre should provide: security of tenure, be simple and clear, be accessible, and provide current and reliable information at low cost.
24 A successful cadastre is not measured by technical or legal sophistication, but whether it delivers security of tenure and allows property rights to be traded (bought, sold, mortgaged and leased) efficiently and effectively where appropriate.
