1 MINUTES ADMINISTRATION & FINANCE COMMITTEE JULY 2, 1981 Harold Dawson - Chairman Dan MacNaughtan Russell Crockford Ralph Melvin George Hankin The Administration & Finance Co~mittee held their meeting on Thursday, July 2nd, 1981, with all members present except Councillor Russell Crockford. - DELEGATIONS - Mr. Bob Dolphin, Chairman of the Bracebridge Library Committee and several Com~ittee members along with Librarian Ms. Gene Graham attended the meeting and discussed with the Co~mittee their thoughts on the proposed addition to the Bracebridge Library. The Library Committee reviewed their letter of May 13th, 1981, wherein they state that they do not believe that the proposed expanded library use would be compatible with a Senior Citizen function in the same building and requested Council's direction in this respect. The proposed activities to take place in the expanded library and the proposed Senior Citizens' Club activities were reviewed. Mr. Dolphin assured the Com~ittee that they would proceed with whichever plan Council wished, whether a combined facility or a single facility but it would be their recommendation that the library use the full addition for their purposes for two principal reasons. Firstly, the limitation of available room for expansion would only provide approximately 3,200 square feet on each of two floors which, if shared, would not be enough square footage for either fudctiod4 Secondly, it was felt that some of the uses proposed by the Senior Citizens' Club, for example the dancing activities and the glee club, would provide noise that would be detrimental to the library function. 2 Moved by: George Hankin Seconded by: Ralph Melvin That the Following "Town of Bracebridge" Fire Department Accounts be approved for payment: Total $ CARRIED - CORRESPONDENCE - Public Works Canada advising that they are proceeding with the preparation of an Order-in-Council to permit them to lease the excess federal property behind the Post Office to us as a parking lot for ten years. THIS INFORMATION IS TO BE COMMUNICATED TO THE MINISTRY OF HOUSING. Lee, Roche, Kelly & Jacques confirming that they have advised the solicitors of Jeanwood Ltd. that "Ie wish to exercise our rights to have First Refusal on the purchase of the property located at District Road No. 4 and Highway No. 11 conveyed to Jeanwood in NONE REQUIRED. Ministry of Intergovernmental Affairs advising that the legislation permitting the Orillia Hater, Light and Power Commission to build hydro dams at two sites on the Musquash River in Georgian Bay Township has now I1died on the Order Paper rl when the legislative assembly recessed last December and it would appear that there is no plan at the present time to re-introduce the legislation. NONE REQUIRED. Corporation of the Town of Leamington with respect to a Provincial scheme of controlling mortgage interest rates. SEE NEH ITEM NO Three members of the Bracebridge Dungeons and Dragons Club requesting permission to rent the Municipal auditorium to hold a marathon Dungeons and Dragons game to stimulate interest in the game in Bracebridge and to raise money for charity through pledges. AS THE PRESENT POLICY IS NOT TO RENT OUT THE AUDITORIUM AND CONSIDERING THAT THE REQUEST HERE IS FOR THREE DAYS ACTIVITY AT 24 HRS. A DAY IT HAS THE FEELING OF THE COMMITTEE THAT THIS FUNCTION SHOULD BE HELD IN SOME OTHER LOCATION DESIGNED AND SET UP FOR THIS TYPE OF FUNCTION. JULY 2/8l PAGE 2

3 Government of Canada advising that they have listed the Town wharf in the Bracebridge Bay Park in their Five Year Forecast of expenditures for repair in excess of $100, They further explain that they expect these funds to be available in fiscal year. A LETTER IS TO BE FORWARDED TO THE FISHERIES AND OCEANS BRANCH ADVISING THAT WE ARE PLEASED TO SEE THEM CONSIDERING THIS PROJECT. United Townships of Bangor, Wicklow and McClure requesting that we endorse their resolution asking that we have legislation to commence tax sale procedures for properties having two years of arrears of taxes instead of three years. IT ~IAS FELT BY THE COMMITTEE THAT THIS COULD POSE CERTAIN DIFFICULTIES FOR MANY AND IT WAS THE FEELING THAT THIS,-/GULD BE BETTER CONTROLLED BY HIGHER ARREARS INTEREST RATES. Shier's Insurance & Real Estate Ltd. providing an appraisal for the property owned by Clinton and Ila Draper at the corner of Beaumont Drive and Stuart Street. ACTTON: A COPY OF THE APPRAISAL IS TO BE FOR~IARDED TO THE DRAPER'S. Parks & Recreation Committee providing their recommendation with respect to the proposed Energy Study for the Centennial Centre. Item #454: Davis Road Closing Item 11455: Federal Government Launching Ramp Item 11456: Mercer Road Closing Item 11457: Archer Road Allowance Closing Item 11459: Parking Areas in Municipal Parks This parking regulation by-law has now been put into effect. CLOSED. NEW ITEMS: Item 11460: Leamington Resolution Re: Mortgage A letter has been received from the Corporation of the Town of Leamington requesting that we endorse their resolution asking the Provincial government to provide controlled mortgage interest rates that would vary according to family income through legislation as is present in the case of some other provinces of Canada. The details of the proposal are as follows: a) mortgage interest rates vary according to family income b) the highest interest rate, for those families earning a maximum of $30, per year, is the value of the Province's borrowing rate plus 1/2 of 1%

7 c) interest rates decrease 1/2 of 1% for each $ of annual of income below $30,000.00, down to a minimum figure of 11% d) interest rates remain fixed for the life of the mortgage e) mortgages are non-assumable and apply only to owner-occupant homes. NOTICE OF' MOTION It Has the feeling of the Committee that this proposal deserved endorsement and a resolution will be presented at the next regular Council meeting accordingly. Item 11461: Civic Holiday The Com~ittee requests that a discussion take place at the next regular Council meeting concerning the Civic Holiday and our customary practice of declaring Civic Holiday to be on the third monday of September instead of the regular weekend in August. Item #462: Berthing Fees at Municipal,marfs THO by-laws are proposed by the Co~mittee to be introduced to the Council at their next regular meeting, one dealing with regulating berthing of boats at municipal Hharfs not leased from the Federal Government. This by-law Hould permit parking of boats through the day in areas designated for the berthing of boats but would prohibit the berthing of boats in such locations for any longer than three hours between the hours of 10:00 P.M. and 8:00 A.M. on any day. The by-lml further prohibits overnight camping in any park under the jurisdiction of the Town of Bracebridge. NOTICE OF MOTION The Com~ittee also wish to introduce a by-law establishing fees for the berthing of boats at ",harfs leased by the Town of Bracebridge from the Federal Government located in Bracebridge Bay, St. Elmo and Boyd's Bay. These regulations will be in accordance with Federal requirements and the existing lease with the Fisheries and Oceans Division of the Government of Canada and will be as follows: 1. Pleasure Craft: a) berthage up to 1 hour b) berthage for mooring per day or portion thereof per metre of length c) annual berthing permit for operating up to 2 vessels - no charge - 30r{; - $ Commercial Vessels: a) minimum berthage - $ 5.00 b) berthage for mooring per foot of length per day or portion thereof - l5 JULY 2/81 PAGE 7

8 cj annual berthing permit for operating up to 2 vessels $50.00 The by-law will further prohibit boats from being left at these federal wharfs for a period in excess of three hours between the hours of 10:00 P.M. and 8:00 A.M. on any day. JULY 2ND, JULY 2/81 PAGE 8
