4 STRATEGIC GOAL I SKCR ensures that active real estate licensees in King County understand the value of REALTOR membership. Objective A Attain REALTOR membership of 7,000 paid (FTE) members, by December 31, Objective B Obtain and maintain the administrative, personnel, operational, financial, communication and volunteer structures and resources necessary to achieve SKCR s strategic goals Objective C Enhance existing, and develop new, strategic and beneficial alliances with related industry, media and community organizations and encourage member involvement in these organizations. Objective D Promote the development of future association leaders, foster the success of younger members, and support the Young Professionals Network (YPN) of SKCR Strategic & Business Plan Rev: 8/30/18 4

5 Strategic Goal I: SKCR ensures that active real estate licensees in King County understand the value of REALTOR membership. Objective A: Attain REALTOR membership of 7,000 paid (FTE) members, by December 31, Follow the NAR Broker dues formula by invoicing members for dues, annually. a. Include voluntary Scholarship Foundation contribution. b. Offer ten-month payment plan (Sept-June). c. BoD engaged in enforcement of membership rules. d. RPAC Contribution included in WR dues NAR CORE 2 - Advocacy Send 2019 invoices - Sept and Dec Send billing reminders thru September Assess late fees monthly during the 1st quarter. Payment plan reviewed and approved by Exec. BoD reviews membership rules annually Send broker summary statements every other month. Transmit dues to NAR/WR. 2.A.10 Develop resources to explain NAR dues increase. 2. Regularly review lists of paid, unpaid and potential members within member offices. a. Compare SKCR database to member broker websites and DOL. Develop strategies to encourage more unpaid and potential members to join SKCR. Add new licensees to SKCR database and invoice for dues, monthly. Report MLS/REALTOR % to BOD. Track historical payment progress with BOD. 3. Identify licensees in limited function referral offices. Make list available to WR, for participation in political advocacy. 4. Promote the benefits of REALTOR membership to nonmember licensees and potential offices Communicate the value of SKCR events, educational offerings, services and meeting information via mail, , website and social media to non-member owners and licensees. Pursue opportunities to reach non-member licensees through NWMLS and IBA 5. Support Affiliate Council in their efforts to: a. Increase Affiliate membership b. Support REALTOR members businesses c. 6 Strategic Goal I: Objective B: SKCR ensures that active real estate licensees in King County understand the value of REALTOR membership. Obtain and maintain the administrative, personnel, operational, financial, communication and volunteer structures and resources necessary to achieve SKCR s visionary goals. 1. Carry out activities to comply with NAR CORE 6 - Financial Solvency Maintain and annually review prudent fiscal and financial policies. 6.A.60. Conduct an annual financial review or audit. 6.B.61. CPA performs work and reports to BOD 2. Provide oversight of the 2019 annual budget vs. actual finances in compliance with SKCR Policy. 3. Research needs and purchase capital equipment necessary to fulfill SKCR office operations and communication needs. 4. Review investment strategy and recommend any changes deemed to be necessary to improve the portfolio. 5. Review all current leases with building tenants and maintain good tenant relations. 6. Carry out activities to comply with NAR CORE 4 Unification efforts and support for the REALTOR organization. Conduct the business of SKCR in accordance with the Bylaws, Corporate Documents, Policies and Procedures established by the Board of Directors. Present financial statements and budget adjustments to Executive/Finance Committee and BOD at scheduled meetings. Present needs for capital equipment to Executive Comm and BOD as required and complete upgrades. Review investment portfolio at each Executive/Finance committee meeting, to determine if changes in portfolio mix are indicated. Executive/Finance Comm reviews building improvement schedule based on 2017 Reserve Study and makes recommendations to BoD. Hold annual Board elections. Hold bi-monthly meetings of the Board of Directors. Board members provided training in their roles. Directors actively participate and report their activities/issues at BoD meetings. Draft and approve an annual business plan and budget that is traceable to and supports SKCR s strategic goals. NAR CORE 4 a. Aug - Sept Draft 2019 Business Plan and Budget b. Conduct a member survey to assist strategic planning process Adopt an annual business plan featuring all elements of the six NAR Core Standards for Associations, including Code of Ethics, advocacy, consumer outreach, organizational support, technology and financial solvency. 4.D.51 Plans and budget are forwarded to BOD for approval per action steps listed. Evaluate and hire consultant for 2020 strategic plan review. 8. Department Directors develop performance reports, which note the attainment of business plan goals and objectives and the achievement of performance measures. 9. Recognize and support SKCR volunteers in their capacity as officers and directors. 10. Recognize and support outstanding member volunteers and install incoming SKCR leadership at an annual banquet. a. Awards Subcommittee convenes, determines awards and selects recipients. b. Present annual awards as a display of recognition of outstanding achievement in various categories. c. Hold the annual Installation of SKCR Officers & Directors, in conjunction with the Awards Banquet. d. Include other member organizations, i.e. WCR, RRC, YPN. Provide officers monetary support through monthly stipends and expense reimbursements. Gifts of appreciation given to Board of Directors at final meeting of the year. Enhance existing, and develop new, strategic and beneficial alliances with related industry, media and community organizations and encourage member involvement in these organizations. 1. Encourage SKCR leadership involvement and engagement with the National Association of REALTORS (NAR) in order to have a positive impact on the issues affecting the business of SKCR members. These efforts are ensured through annual budgets and staff support. President, President-Elect, CEO and other appropriate officers/staff attend NAR meetings. President-Elect/CEO attend NAR Leader summit. Appropriate officers/ceo attend NAR Region12. CEO attends AE Institute or other NAR events. Post all relevant dates on nwrealtor.com Meetings calendar and leadership calendar. Attendees report key issues from NAR to the BOD. NAR Director election of SKCR held annually. Leadership fund maintained in budget. SKCR positions developed through BoD process are conveyed to NAR by SKCR leadership. 2. Encourage SKCR members to seek leadership roles at NAR. 3. Encourage SKCR leadership involvement and engagement with the Washington Association of REALTORS (WR) in order to have a positive impact on the issues affecting the business of SKCR members. Budgeted and staff supported. 4. Continue and/or enhance established alliances with various organizations, e.g.: NWMLS, MBA, HUD, Dept. of Licensing Real Estate Division, WA. Housing Finance Commission, Mortgage Bankers/Brokers Assns., Bellevue Chamber of Commerce, UW School of Real Estate, etc. 5. Seek out and establish new relationships with other community organizations which will provide benefit to SKCR members, or aid SKCR in enhancing its community presence, such as Chamber of Commerce, etc. 6. Continue regional discussions and the development of joint venture activities with NWMLS, IBA, SCCAR, TPCAR, WCR, WR and other REALTOR associations, including those activities that comply with NAR Core Standards. Establish/maintain expertise profiles at NAR. Apply for Committee assignments annually. SKCR staff provide support at key NAR meetings. President, President-Elect, WR Directors and CEO attend WR Legislative Day and the two WR Business Conferences each year. WR Directors report key issues from WR to BOD. SKCR members, leadership and staff serve as officers, chairs, and as committee members. President-Elect/CEO and appropriate officers attend the WR Leadership retreat. Hold two pre-conference meetings for SKCR caucus to discuss WR issues and actions. Region roundtables attended by SKCR directors. SKCR positions developed through BoD process are conveyed to WR by SKCR leadership Report any new developments to BOD on joint ventures and activities. Budget 2019 memberships and participate in activities. SKCR Leaders attend appropriate events. Affiliate Council members asked to participate. BOD members become involved with one or more orgs., and report activities to the BOD. BOD invites Orgs to present at BOD meetings. Housing Specialists provide briefings as needed. 9 Strategic Goal I: Objective D: SKCR ensures that active real estate licensees in King County understand the value of REALTOR membership. Promote the development of future association leaders, foster the success of younger members, and support the Young Professionals Network (YPN) of SKCR. 1. Identify, involve and train new leadership for SKCR, which represents our diverse interests, through an annual nomination and election process in accordance with SKCR bylaws. Nominations Committee recruits new and diverse members to run, including members of independent brokerages (IBA), prior to annual elections. Committee develops candidate criteria to include experience and production. BoD job descriptions communicated to members. Board develops and executes a recruitment and succession plan for volunteers. 2. Hold an annual leadership retreat and a new director orientation for 2019 officers, directors, committee chairs, YPN and staff, which focuses on the development of value proposition messages. NAR CORE 4 Held in 3rd or 4th quarter, with 90% attendance by SKCR Officers, Directors and Chairs. NAR LP course may be utilized. Leadership team identifies potential leaders and candidates to attend. 4.H Hold a Spokesperson Training session for SKCR leadership and YPN, as needed. 4. Identify and train volunteers to become involved with Washington REALTORS. 5. YPN leadership submits an annual budget and business plan for SKCR Board approval, which promotes the continued growth and development of the YPN Council. 6. YPN and SKCR Board regularly review ways to further support the growth of YPN. 7. YPN develops a process for annual leadership improvement with the assistance of SKCR. WR Communications Director or other consultant to conduct public speaker training at SKCR or make available through other venues. Present WR Director orientation at SKCR annually. Advertise and promote WR leadership academy. Encourage Officers and others to attend annual WR incoming President leadership retreat. Stipends made available in leadership training budget. YPN s goals are supported by the Board, SKCR policy, budget and staffing. YPN elects its Vice Chair thru SKCR elections. SKCR staff assigned to/attends YPN meetings. SKCR follows policy protocol with YPN bank account. YPN reports at each BoD meeting thru Director. YPN holds its monthly meetings at SKCR. YPN meets with SKCR leadership quarterly. YPN supports and co-sponsors Affiliate events. YPN adds an identified number of new members each month within its recruitment plan. SKCR events offered jointly with YPN. Leadership encouraged to attend. YPN members are encouraged to participate in training at the local, state and national level, including annual Hill Day in Olympia. Have SKCR leadership and staff dialogue throughout the year with local industry leaders, in order to respond to the needs of Designated Brokers (DBs) and Brokers (Bs) more effectively. a. DB, Owners and Branch Managers receive specialized communications from Assn. b. Encourage BOD members to conduct informal conversations and visits throughout the year, intended to continue input, support and involvement of industry leaders in SKCR direction, programs and services. c. Encourage dialogue on joint events held in partnership with industry partners. Explore co-sponsor opportunities with Affiliate Council. Pres., Pres.-Elect, CEO and BOD members report on industry leadership communications at BOD meetings. Develop a system for staff or leadership to personally contact every owner, or branch manager during the year. Promote SKCR s activities in industry publications, such as NAR REALTOR Magazine, REALTOR AE Magazine, On Common Ground, WR REALTOR publications and The Greater Seattle Info Guide. Marketing coordinator maintains contact with, and pitches stories to NAR communications staff. Explore costs of full page ad in Greater Seattle Info Guide to promote SKCR and REALTORS. 2. Promote Association, member firm and individual Realtor accomplishments to SKCR members and to the public. 3. Continue a comprehensive Governmental & Public affairs PR program with PR Specialist and staff, which supports SKCR member awareness of Governmental Affairs activities. (See Goal III) 4. Interpret, analyze and respond to housing information disseminated by special interest groups. Provide ongoing monitoring of media releases for issues and activities relating to SKCR activities. 5. Communicate with SKCR members and real estate licensees in King County on real estate trends and issues as well as market statistic. Spotlight on SKCR FB page and nwrealtor.com Stories emphasize the importance of using a REALTOR. News Center stories focus on the idea that every Assn event is a story Staff to participate in WR Consumer Communications Task Force promoting the REALTOR brand. NAR story telling theme used in 2019, when appropriate. Develop in-house articles and outsource PR services, to publish at least one PR release/quarter in trade publications and local media. Distribute quarterly Issues and Impacts, via SKCR website, monthly e-newsletter, and dedicated . PR specialist daily monitoring of media releases. Provide responses as needed. PR specialist disseminate the REALTOR viewpoint as needed (when special reports are issued by special interest groups). Marketing coordinator monitor industry social media activity and repost with added commentary, when appropriate. PR Specialist provides articles and editorial for NW Reporter. 17 STRATEGIC GOAL III SKCR actively engages the political, legislative, legal and regulatory process Objective A Continue the implementation of a comprehensive plan to promote healthier communities that are characterized by (1) enhanced opportunities for home ownership (2) an adequate supply of housing near jobs in King County to reduce congestion and place the American Dream of homeownership within reach of more workers and (3) basic infrastructure sufficient to meet the needs of communities. Objective B Increase and enhance awareness of, and involvement in, state, regional and local legislative, regulatory, legal, and political issues to meet SKCR s stated Governmental & Public Affairs priorities. Objective C Conduct legislative advocacy efforts to protect housing affordability for consumers and protect the scope of practice issues for SKCR members. Objective D Improve the congruence between public perceptions and the fact that the REALTORS are sensitive to, and supportive of, well-grounded and responsible environmental stewardship. SKCR Advocacy statement: In order to promote a free and independent market, SKCR supports economic vitality, housing supply and affordability, private property rights, infrastructure and environmental protection. Carry out activities to comply with NAR CORE 2 Advocacy: Vote, Act, Invest. HEALTHIER COMMUNITIES INITIATIVES A. Enhanced Opportunities for Homeownership Improve the ability of REALTORS to meet the needs of first time and low to moderate-income homebuyers. 1. Use SKCR s Housing Issues Briefing as an opportunity to push the issues of homeownership, supply, location, quality of life, economic vitality and infrastructure with elected officials and candidates. 2. SKCR, along with WR, will advocate for Condominium Liability Reform to develop a comprehensive program to amend the state s Condo Act and increase affordable homeownership opportunities. 3. SKCR will have a strong presence at 2019 hill day to advocate for Condo Act reform. The Condo Act will be amended to stimulate condominium construction, which will provide homeownership opportunities. WR Directors asked to attend Hill Day and other members have registration reimbursed by SKCR. B. Supply: Jobs/Housing Balance 1. SKCR will advocate for a housing supply sufficient to meet the demand created by jobs in the County. 2. Continue to build coalition partners to gain common ground on housing availability and affordability legislation. 3. Geographic Location of the King County Housing Supply. 4. Infrastructure - SKCR will support, subject to BOD approval, broad based business coalition efforts for transportation while recognizing regional needs that will accommodate housing supply and economic vitality. Develop a series of suggestions/proposals for desired amendments to GMA, Buildable Lands and/or CAO implementation for submission to WR to include in its state legislative agendas for the next three years. 2.E.15 Assist WR in establishing and maintaining allies to support legislation for greater housing supply and affordability options, which includes Condo reform. Advocate for a geographic distribution of the King County Housing Supply so that housing exists in proximity to jobs in a way that helps to reduce commute distances and time. Publications posted to SKCR website included in monthly e-newsletter and sent via dedicated . Provide quarterly Issue & Impacts. Provide annual legislative successes report. 3. Provide stronger financial support to selected endorsed candidates through independent expenditure funding. 4. Continue utilization of the Voting Guide. 5. Increase member participation in the legislative process in order to protect real estate issues and become involved in their communities and the political process. 6. Continue to issue Calls to Action on local, state and national legislation. Significantly participate in Calls to Action issued through the REALTOR Action Center by promotion on website, s, social media, and member meetings. NAR CORE 2. Significant participation in State/National Calls for Action to be promoted through the website, separate s and/or social media. 7. Identify friendly incumbents for the purpose of providing early endorsements and campaign support for local candidates. Evaluate independent expenditure funding support prior to the general election. 2.E.14 Develop and distribute the (printed) Voting Guide at least 20 days before the general election to all real estate licensees in King County. 2.E.14 At least 70% of endorsed candidates will win their elections. Primary election Voting Guide distributed electronically only at least 20 days prior to the primary election. Measure member participation and responses to Action Alerts. Request placement of action alerts on the NWMLS discover site. SKCR leadership will seek out increased participation from brokers to employ the Broker Involvement Strategy for calls to action. 2.E.15 Participate in NAR Calls to Action 2.C.12 Participate in WR Calls to Action 2.D.13, (promoted through website, s, social media and member meetings). Implement Voter Voice for local calls to action. 2.E.15 Starting by April 2019, we will ask members and our housing specialists to identify candidates that are worthy of our early endorsement and the committee will make its early endorsements before August 1. Have an active REALTOR presence at candidate events. 9. Send FPCs (Federal Political Coordinators), SKCR VP of Governmental Affairs and the VP-elect of Governmental Affairs to NAR s mid-year meeting. Have a minimum of one member present an RPAC campaign check to each endorsed candidate either directly or at a candidate fundraiser/reception. Attendance at NAR s mid-year meetings and provide grassroots lobbying with MOCs on key issues emerging from NAR and/or SKCR. 10. Continue an RPAC Investment campaign to increase participation and fundraising. a. Continue RPAC collection program on the annual SKCR dues invoices. b. Solicit members of the Board of Directors to conduct two office visits within their region to promote RPAC. c. Encourage outgoing SKCR officers and directors to assist with RPAC office visits and TREC. d. Provide and distribute information from NAR, WR and SKCR regarding the value of investing in and the benefits received from RPAC participation. NAR CORE 2. e. Utilize SKCR s housing specialists, staff and other volunteers for ongoing campaigns. NAR CORE 2. Ensure that no jurisdiction will impose a new tax on buyers/sellers; no jurisdiction will take away SKCR s members use of A-Board signs where currently allowed; resist the imposition of mandatory point of sale requirements and of new impact fees but balance our position on impact fees in so far as it may provide for additional housing supply or for school impact fees. 2.E.15 Submit an annual application to the NWMLS for advocacy funding. 2. Utilize SKCR Director of Governmental and Public Affairs to coordinate and participate actively in activities related to the GA Dept. WR meetings, NAR Mid-year meeting, GAD Institute, and various Legislative forums and political fundraisers. 3. Resist the imposition of new or increased REET, local B&O taxes and new or increased local employee head taxes. 4. Continue Quality of Life Project. Request that WR take up the issue of the imposition of new or increased taxes/fees, in connection with changes in the use of property, and include in state legislative agendas. Improve the current B&O tax structure by reducing the B&O tax on agent expenses passed through and collected by the broker, either at the state or local level. 2.E.15 Prevent new or increased local B&O taxes and new or increased local employee head taxes from being implemented. The REALTORS Environmental Council (TREC) 1. TREC is an identifiable entity within SKCR as an exempt organization under Section 501 (c) (3) of the IRC. An annual meeting of TREC shall be held immediately after the January SKCR Board of Directors meeting. Accounting by CPA firm for IRS purposes. Hold TREC s annual meeting immediately following the January SKCR Board of Directors meeting with attendance by the VP of GA, VP-elect of GA, SKCR President and President-elect, immediate Past President, VP of Business Practices, SKCR CEO, and SKCR Director of GA. 2. Publicize TREC to the public. 3. Publicize TREC to the membership. 4. Develop educational environmental advice for our members 5. Issue a Request for Proposal to various jurisdictions within King County for TREC s on the ground project. NAR CORE 3 Utilize PR specialist to provide earned media for publishing TREC, environmental education for the public and SKCR s on the ground project. TREC will conduct an annual project within a King County community and will enhance the image of being a REALTOR. 80% leadership participation.
