Box 542 Long Beach, CA To: Scott Albright, City of Santa Monica Date: 11/04/2015 From: Jan Ostashay, Principal OAC Re: PRELIMINARY HISTORIC RESOURCES ASSESSMENT: 1130 Georgina Avenue At the request of the City of Santa Monica Planning Division, Ostashay & Associates Consulting (OAC) has preliminarily assessed the property referenced above for consideration as a City Landmark. This assessment includes a discussion of the survey methodology used, a summarized description of the property, a brief historic context, the landmark criteria considered, a preliminary evaluation for potential individual landmark significance, photographs, and any applicable supporting materials. For this current assessment a site inspection, a review of building permits and tax assessor records, and site specific research were completed to document the property s existing condition and assist in evaluating the residence for potential historical significance. The City of Santa Monica landmark criteria were employed to preliminarily evaluate the significance of the property and its potential eligibility for local city landmark designation. Documentation and evaluation of the property was conducted by Jan Ostashay, principal with OAC, who meets the Secretary of the Interior s Professional Qualifications Standards in history and architectural. The subject property was surveyed in the Santa Monica Historic Resources Inventory survey and was found to be part of the Georgina Avenue Grouping. It was assigned a California Historical Resource Status Code of 5D, which at that time was defined as eligible for local listing as a contributor only. 1 The property was re evaluated in 2010 as part of a city wide survey update effort. Its contributor status was reconfirmed under that survey process and was, therefore, assigned an updated status code of 5D3, which is defined as appears to be a contributor to a district that appears eligible for local listing or designation through survey evaluation. 1 Note the California Historical Resource Status Codes, formally referred to as the National Register Status Codes, were revised in August 2003 to reflect the application of the California Register of Historical Resources and local criteria. 1

2 PRELIMINARY HISTORIC RESOURCES ASSESSMENT: 1130 Georgina Avenue Santa Monica In 1875, the original townsite of Santa Monica was surveyed, including all the land extending from Colorado Street on the south to Montana on the north, and from 26th Street on the east to the Pacific Ocean on the west. Between 1893 and the 1920s, the community operated as a tourist attraction, visited by mostly wealthy patrons. Those areas just outside of the incorporated city limits were semirural in setting and were populated with scattered residences. After the advent of the automobile in the 1920s, Santa Monica experienced a significant building boom with homes being constructed in the tracts north of Montana and east of Seventh Street for year round residents. Georgina Avenue Grouping 2 A rather intact east west oriented street in a fully established residential neighborhood, the Georgina Avenue grouping extends from 7th Street on the west to 17th Street to the east. Mirroring the curved shape of San Vicente Boulevard to the north, and terminating at either side where the street jogs, Georgina Avenue has a distinct and recognizable visual character. Most of the blocks along this section of Georgina are located within the Palisades Tract extensions of 1912; the blocks between 14th Street and 17th Street were subdivided in Despite some alterations and infill, this section of Georgina Avenue maintains a sufficient concentration of historic properties to visually convey a unified sense of residential development, architecture, and physical planning. Located at the northern edge of the City, the homes on Georgina are a mixture of Craftsman, Mediterranean, Spanish Colonial Revival, and Tudor styles. Most are substantial two story structures and were inhabited by a number of Santa Monica s more prominent citizens. In addition to E.J. Carrillo, residents of the street included the families of F.E. Bundy, a member of a prominent Westside real estate family and president of the Santa Monica Ocean Park Chamber of Commerce; real estate and insurance broker S.H. West; Harvey Hildebrant, manager of the Santa Monica Ice Company; James Kneen, owner of the Kneen Paving Company; Ethel Robinson, vice principal of Santa Monica High School; Dr. John Nuttall, heart specialist and chief of staff at Santa Monica Hospital; Hoit Vicini, Superintendent of the Santa Monica Water District; and H.C. Henshey, owner of Henshey s Department Store. Georgina Avenue and the surrounding streets retain a beautiful array of expansive Spanish homes from the 1920s, characterized by red tile roofs and stucco walls, arched porticos and wrought iron balconies, and asymmetrical design set among lush landscaping reminiscent of the Mediterranean climate. Other architectural revival styles such as the Tudor with its half timbered facades and stucco treatment; the Storybook, with its false thatched roofs; and the classic American Colonial Revival, with its white Classical columns and pediments help to provide this area of Santa Monica a sense of quiet seclusion among its mature street trees. Palisades Tract The portion of Georgina Avenue on which the subject property is located is within the Palisades Tract. 3 PRELIMINARY HISTORIC RESOURCES ASSESSMENT: 1130 Georgina Avenue streets that open onto Ocean Avenue and the Santa Monica Palisades. On March 28, 1906, the Palisades Tract and surrounding area, stretching from Montana to Adelaide, was annexed to the City of Santa Monica. 3 Seventh Street acts as the tract s visual boundary on the east, although the tract was extended further inland in A few of the properties front Fourth Street, which bisects the district and is enhanced by a landscaped median. A circular park forms an island in the middle of the 600 block of Palisades Avenue, apparently intended to be one of a series of such spaces, although this was the only one created. Several prominent members of the community, as well as residents of Los Angeles and Pasadena in search of a seaside summer home, commissioned residences in the Palisades Tract. During the first fifteen years of the tract s development many homes were built in the Craftsman style. The area s more concentrated period of construction, which took place in the 1920s, yielded numerous highstyle revival homes, many of which were intended for year round occupation. The work of several renowned architects is showcased throughout the neighborhood, as well as the efforts of several Santa Monica building contractors who had a profound impact on the growth of the City. Property Description The one story dwelling located at 1130 Georgina Avenue is situated on the southeast corner Georgina Avenue and 12 th Street on Lot 1, Block 6 of the Palisades Tract within the City of Santa Monica. The parcel is an irregular wedge shape that measures roughly 125 feet along 12 th Street (north), 175 feet along Georgina Avenue (west), 35 feet along the back alley (south), and 150 feet along the eastern property line. The subject property was erected in 1936 as a single family residence and is situated within in a primarily single family residential neighborhood. The front (north elevation) of the house is sited towards the intersection of the two streets and has a generous setback with landscaped front yard and stone walkway that leads to the front stoop and door. There is limited setback space to the east, west, and south sides of the house. Off set from the southwest corner of the house is a onestory detached garage and recently poured driveway. The original pergola that once extended from the roof line off the west side of the house and framed the entry into the driveway has been removed. This one and one half story home reflects an American Colonial Revival influence in its design, features, and materials. A fairly steep hipped roof caps the wood frame structure and wide shiplap siding sheathes much of its exterior walls. The front projecting bay punctuated by a single focal window is covered with plaster and features shiplap siding on the side walls that return around the corners and appear as quoining details. Much of the side and rear portions of the dwelling are also sheathed in plaster and punctuated by multi pane fenestration. Window elements consist primarily of multi pane, double hung sash in type and were once flanked with louvered wood shutters that were recently removed. At the approximate center of the façade (north elevation), which is sited at an angle towards the intersection of Georgina Avenue and 12 th Street, the front entry stoop is announced by a hip roof portico. The front door vestibule with sidelite is recessed and features wood paneling side and ceiling walls. This opening is framed by wood molding that is notched with a keystone. 4 PRELIMINARY HISTORIC RESOURCES ASSESSMENT: 1130 Georgina Avenue as a Dutch door but is actually a two panel door with original handle hardware. The front door is accessed by a flagstone path from the public sidewalk off Georgina Avenue. The roof is covered with wood shingles and once included a prominent arched shape attic vent dormer (now patched over with wood shingles) and an ornate lantern feature at the crown of the roof to the north. These character defining features were removed in July 2015 when the roof was patched and repaired and the heating and duct system were replaced in the house. A large chimney with brick veneer covering caps the roof of the family room addition on the south side of the house. Besides those alterations to the house mentioned above an addition was built onto the east side of the dwelling in This work included the construction of a one story, 352 square foot family room with hip roof, wide lap siding, and similar fenestration. This addition was designed to match the style, materials, and composition of the main house. It is sheathed with similar shiplap siding and is capped by a steeply pitched gable on hip roof with and large fireplace covered by brick veneer. The side and rear elevations are sheathed in plaster. Fenestration for the room addition consists primarily of large multi pane sash windows of wood. A good portion of this addition is visually evident from the public right of way along the facade. Mrs. Nesbit of Birmingham, Alabama, was the widow of William D. Nesbit. Mr. Nesbit, who was once the president and treasurer of the Warrant Wholesale Company in Birmingham, passed away in 1928 in Alabama. Upon finalization of Mr. Nesbit s will and probate of his estate in 1931 Annie moved to Santa Monica, California. After living on 14 th Street for a few years she had the 1130 Georgina Avenue residence built for herself in She lived there until her death in Following Mrs. Nesbit s occupancy, ownership and occupation of the property changed hands several times. The various residents of the dwelling are listed in the table on the following page. 4

Rible, FAIA The subject property was designed by Ulysses Floyd Rible of Beverly Hills. Rible ( ) was born in Chicago, Illinois to the parents of Ulysses and Bessie Rible. He initially moved west to San Luis Obispo in 1922 and relocated to southern California to attend the University of Southern California. He graduated from USC in 1928 with a Bachelor of Architecture degree few year later. He went on to attend the University of Pennsylvania from 1928 to 1929 for graduate studies in architecture. Rible also attended the American Academy in Rome (1930) and Beaux Arts Institute of Design (1932). 4 He worked for the noted Los Angeles architectural firm Parkinson & Parkinson from Rible then set up his own private practice in 1935 before partnering with George B. Allison (nephew of prominent architects David Clark Allison and James Edward Allison, Allison & Allison) in The Allison and Rible firm specialized in master planning and design for educational campuses, including Claremont McKenna Men s College, University of Riverside, Cal Poly San Luis Obispo, Cal Poly Pomona, Pasadena City College, Cal State Northridge, and Los Angeles City College. In 1958, Rodney Robinson and Raymond Ziegler joined the firm and the name was formally changed to Allison, Rible, Robinson, and Ziegler. In 1969, Leo Daly Architects absorbed the firm. 4 Ulysses Rible Architectural Collection (c ), housed at California Polytechnic State University, San Luis Obispo. 5

6 PRELIMINARY HISTORIC RESOURCES ASSESSMENT: 1130 Georgina Avenue Rible retired from active practice in 1972 and moved to Pauma Valley in San Diego where he concentrated on water color painting, producing a one man show every year, and selling his art pieces. He died of heart failure at the age of 77 at his home in Pauma Valley. During his professional tenure as an architect Ulysses Floyd Rible was the president of the State Board of Architectural Examiners ( ) and the regional director of the AIA district that included California, Hawaii, and Nevada. He was the first Californian to be chancellor of the College of Fellows of the AIA, in In some biographical accounts on Rible, he is credited with assisting in the design of Los Angeles City Hall and Griffith Park Observatory. Los Angeles City Hall was designed by noted architects Donald Parkinson, Albert C. Martin, and John C. Austin and was completed in 1928; the same year Rible graduated from USC. Griffith Park Observatory was designed by John C. Austin with Frederick M. Ashley and was built and opened in There is no information on Rible s exact involvement with these two monumental projects; however, he did marry John C. Austin s daughter Ada Gwendolen Austin in June of 1930 at Austin s home in Pasadena. Now a son in law to a very prominent architect, it may have been through this matrimonial arrangement that Rible was able to work with John C. Austin on these two large scale commissions. By 1934, however, Ulysses and Ada were divorced and Rible began working for Parkinson & Parkinson before establishing his own design firm in After several years Rible remarried and had two children with his second wife Ruth. Under his own shingle Rible designed apartment buildings, single family residences, a masonic lodge, and even a U.S. post office in Burlingame, California in 1940 (under the supervision of architect Louis A. Simon). By all accounts, however, he was much more prolific with higher profile projects once he partnered with George Allison in It was also during this partnership that Rible became heavily involved with the AIA local chapter, regional district, and state organizations. It should be noted that in reviewing data from previous survey efforts conducted by the City of Santa Monica, Rible s name was not found listed as the architect for any of those properties identified and recorded as part of those past survey assessments. The property at 1130 Georgina Avenue is one such known example of Ulysses Floyd Rible s work in Santa Monica. Properties may be evaluated and designated at the federal, state, and local levels. Current designation thresholds available in Santa Monica include the National Historic Landmarks; National Register of Historic Places; California Register of Historical Resources; California Registered Historical Landmarks; California Points of Historical Interest; and Santa Monica Landmarks, Structures of Merit, and Historic Districts. While some programs place emphasis on architectural character, all have criteria relating to a property s place in important historical events or patterns of development, associations with important personages, and architectural significance. This preliminary historic assessment of 1130 Georgina Avenue is limited to the property s possible eligibility for individual designation as a City of Santa Monica Landmark. The Santa Monica Landmarks and Historic Districts Ordinance (Santa Monica Municipal Code ), includes criteria and procedures for recognizing City of Santa Monica Landmarks, Structures 6

Landmarks may include structures, natural features, objects, or any type of improvement to a property that is found to have particular architectural and/or historical significance to the City. The City s Landmarks Commission reviews applications for individual landmark designation of a property at the local level if it finds it meets one or more of the following criteria: SMMC (a)(1). It exemplifies, symbolizes, or manifests elements of the cultural, social, economic, political, or architectural history of the City. SMMC (a)(2). It has aesthetic or artistic interest or value, or other noteworthy interest or value. SMMC (a)(3). It is identified with historic personages or with important events in local, state, or national history. SMMC (a)(4). It embodies distinguishing architectural characteristics valuable to a study of a period, style, method of construction or the use of indigenous materials or craftsmanship, or is a unique or rare example of an architectural design, detail, or historical style valuable to such a study. SMMC (a)(5). It is a significant or a representative example of the work or product of a notable builder, designer, or architect. SMMC (a)(6). It has a unique location, a singular physical characteristic, or is an established and familiar visual feature of a neighborhood, community, or the City. In applying the City s significance criteria for potential consideration as a City of Santa Monica Landmark the subject property does not appear to rise to the threshold of significance necessary for such recognition. As an individual resource, the property does not possess sufficient historical importance or architectural merit to warrant further study as a City Landmark. The building does not appear to be an outstanding or distinctive example of its style, period or method of construction. It has also lost some of its original architectural (character defining) features, which were highly visible from the public right of way. And though associated with Ulysses F. Rible, an architect who gained much recognition later in his career, the subject property does not represent or reflect the distinguishable characteristics or portfolio of work that identified Rible as a master. In addition, no information was uncovered to indicate the property s associations with persons or events important in local, state, or U.S. history. The subject property; however, is situated within the Palisades Tract and the previously identified Georgina Avenue Grouping, a potential City of Santa Monica historic district. It was identified under previous survey assessments as being a contributor to that proposed historic district. Although a onestory addition was added and some of the building s architectural features have been removed it is recommended that the property retain its current status as a contributor to the proposed Georgina Avenue Grouping. 7
