Carrillo House located at 1602 Georgina Avenue in the City of Santa Monica, California. This assessment report includes a discussion of the survey methodologyused,asummarizeddescriptionoftheproperty,abriefdescriptionandhistoryof the property, evaluation of significance under the City of Santa Monica landmark criteria, photographs,andapplicablesupportingmaterials. METHODOLOGY ThelandmarkassessmentwasconductedbyJanOstashay,principalwithOstashay&Associates Consulting.Inordertoidentifyandevaluatethesubjectpropertyasapotentiallocallandmark, an intensivelevel survey was conducted. The assessment included a review of the National RegisterofHistoricPlaces(NationalRegister)anditsannualupdates,theCaliforniaRegisterof Historical Resources (California Register), and the California Historic Resources Inventory list maintained by the State Office of Historic Preservation (OHP) in order to determine if any previousevaluationsorsurveyassessmentsofthepropertyhadbeenperformed. Forthiscurrentassessmentasiteinspectionandareviewofbuildingpermitsandtaxassessor recordswerealsodonetodocumenttheproperty sexistingconditionandassistinevaluating the residence for historical significance. The City of Santa Monica landmark criteria were employed to evaluate the local significance of the property and its eligibility for landmark designation.inaddition,thefollowingtaskswereperformedforthestudy: Searched records of the National Register, California Register, Library of Congress archives,u.s.censusrecords,andohphistoricresourcesinventory. Conductedafieldinspectionofthesubjectpropertyfromthepublicrightofway. Conducted sitespecific research on the subject property utilizing Sanborn fire insurance maps, city directories, newspaper articles, historical photographs, and buildingpermits. 4 Reviewed and analyzed ordinances, statutes, regulations, bulletins, and technical materials relating to federal, state, and local historic preservation, designation assessmentprocedures,andrelatedprograms. EvaluatedthepotentialhistoricresourcebaseduponcriteriaestablishedbytheCity ofsantamonicaandutilizedtheohpsurveymethodologyforconductingsurveys. BACKGROUNDINFORMATION ThesubjectpropertyislocatedonthesoutheastcornerofGeorginaAvenueand16 th Streeton arectangularshapeparcelthatmeasuresroughly87feetby150feetwiththeeasterntapering toapproximately84feetinwidth.thelegaldescriptionofthesubjectpropertyistract5859, Lot 125. The residence fronts north onto Georgina Avenue and is located in a singlefamily residentialneighborhood. The onestory Mexican Spanish Colonial Revival style singlefamily residence has been previously identified and recorded under the City s ongoing survey process. It was initially identified in Historic Resources Survey Inventory. At that time, the property was assessed as individually significant and eligible for listing in the National Register of Historic Places because of its association with E.J. Carrillo, a prominent citizen of Santa Monica; its architecture;anditsassociationbyaprominentlocalarchitect,johnbyers.itwasassigneda National Register Status Code (now referred to as the California Register Status Codes) of 3, indicating its National Register eligibility. In addition, it was identified as a contributor to a potentiallocallyeligiblehistoricdistrictreferredtoasthegeorginaavenuegroupingandwas alsoassignedastatuscodeof5d.the HistoricResourcesInventoryUpdateNorthofMontana SurveyArea assessmentconductedin2002reconfirmedtheeligibilityofthisgroupingandthe status of the subject property. The Santa Monica Citywide Historic Resources Inventory Update survey from 2009 also confirmed this grouping s potential district eligibility and the property sindividualsignificance. PROPERTYDESCRIPTIONANDCONSTRUCTIONHISTORY Description. Suggestive of adobe dwellings once found on haciendas during the Mexican Colonial period ( ), in what is now the American Southwest, the subject property reflects the Mexican influenced Spanish Colonial Revival architectural style in its materials, design, composition, scale, massing, and architectural details. Designed by prominent local architect John Byers in 1924, the house is onestory on its north elevation with a partially elevatedonestorywithbasementsectiontothesouthwest.constructedofhandmadeadobe brickssheathedintrowelfinishedplaster(stucco),thehouseiscappedbyalowpitchedhipped andgabledroof.pertheoriginalpermit,thestructuresitsonaconcretefoundation.irregularly laidinrows,mexicanredclaytilessetwiththickconcretemortarcapsthemultiplaneroofing system.athreebayveranda,definedbystoutstuccopiers,roughhewnsquareceilingbeams, and a slightly raised hex shape tile floor, is recessed into the north (primary) elevation and containsthefrontentrydoorintothestructure.woodenverticalplankshutterswithdiamond cutoutsflankthewindowopeningsthatfaceoutontotheporchwhiletheotheropeningsare E.J.CarrilloHouse,1602GeorginaAvenue CityLandmarkAssessmentReport page2

5 embellishedwithwroughtironbalconets.eachwindowonthisprimaryelevationisofwood frame, fouroverfour, doublehung sash with red brick sills arranged in a header course. Fenestration punctuating the dwelling s north, west, and south elevations is similar to that found within the front porch area. At the northwest corner of the house a brick wall with decorative brick coping encloses a brick paved patio area that is overlooked by a glazed sunroom(bedroom)circledbyablindwoodturnedbalustrade.atthenortheastcornerofthe dwellingastuccocladbrickwallenclosesthebackyardthatincludesanopenpatioareawith fireplace,detachedgarage,swimmingpool,andlandscaping.frontyardlandscapingconsistsof a gently rolling grassy lawn that wraps the northwest corner of the lot, mature trees, some shrubsandgroundplantings,andacurvingbrickwalkwaythatleadsfromthefrontporchtothe sidewalkoffgeorginaavenue.awoodframe,stuccosheathedgaragewitharoof,entrydoor and multipane fenestration is situated at theeast end of the lot offthe back alley. The Los AngelesCountyAssessorliststhepropertywitha1925constructiondate. BuildingPermitHistory.ApermitdatedSeptember15,1924withanaddressof20516 th Street was pulled by the owner, E.J. Carrillo for the construction of a garage. No architect or contractorisnotedonthispermitapplication.theoriginalpermitfortheconstructionofthe houseisdatednovember19,1924andliststhe20516 th Streetaddressaswell.E.J.Carrillois listedastheownerandbuilderofthestructurewithjohnbyersasthearchitect.otherpermits onfilefromlateryearsrevealminorexteriorrepairworkdonetothestructurealongitsprimary elevations;someinteriorremodelingofthekitchen,bathrooms,andbedrooms;theadditionof a family room and bathroom (445 square feet) at the rear of the house; and the continuing remodelingofthekitcheninlateryears.therecordedpermithistorythatisonefilewiththe CityofSantaMonicaincludesthefollowing: YEAR DESCRIPTIONOFWORK Garage,$600 Constructionofaonestorydwelling,$15,000;architect:J.Byers Alteration/repairworkandaddporch,$1,000. Ingeneral,theresidenceitselfhasminorexterioralterationssinceitwaserectedin1925.Any additionsandrelevantexterioralterationsappeartohavebeenmadetosecondaryelevations outofviewfromthepublicrightofway.suchevidentchangesasdiscussedhereinhavenot adversely compromised the property s original architectural design, historical integrity, or importantcharacterdefiningfeatures. HISTORICALCONTEXT SantaMonica.In1875,theoriginaltownsiteofSantaMonicawassurveyed,includingallthe land extending from Colorado Street on the south to Montana on the north, and from 26 th Street on the east to the Pacific Ocean on the west. Between 1893 and the 1920s, the communityoperatedasatouristattraction,visitedbymostlywealthypatrons.thoseareasjust outside of the incorporated city limits were semirural in setting and were populated with scattered residences. After the advent of the automobile in the 1920s, Santa Monica experiencedasignificantbuildingboomwithhomesbeingconstructedinthetractsnorthof MontanaandeastofSeventhStreetforyearroundresidents. Georgina Avenue Grouping. 1 A rather intact eastwest oriented street in a fully established residentialneighborhood,thegeorginaavenuegroupingextendsfrom7 th Streetonthewestto 17 th Streettotheeast.MirroringthecurvedshapeofSanVicenteBoulevardtothenorth,and terminating at either side where the street jogs, Georgina Avenue has a distinct and recognizable visual character. Most of the blocks along this section of Georgina are located withinthepalisadestractextensionsof1912;theblocksbetween14 th Streetand17 th Street weresubdividedin1922.despitesomealterationsandinfill,thissectionofgeorginaavenue maintainsasufficientconcentrationofhistoricpropertiestovisuallyconveyaunifiedsenseof residentialdevelopment,architecture,andphysicalplanning. LocatedatthenorthernedgeoftheCity,thehomesonGeorginaareamixtureofCraftsman, Mediterranean, Spanish Colonial Revival, and Tudor styles. Most are substantial twostory structures and were inhabited by a number of Santa Monica s more prominent citizens. In additiontoe.j.carrillo,residentsofthestreetincludedthefamiliesoff.e.bundy,amemberof a prominent Westside real estate family and president of the Santa MonicaOcean Park Chamber of Commerce; real estate and insurance broker S.H. 7 manager of the Santa Monica Ice Company; James Kneen, owner of the Kneen Paving Company;EthelRobinson,viceprincipalofSantaMonicaHighSchool;Dr.JohnNuttall,heart specialistandchiefofstaffatsantamonicahospital;hoitvicini,superintendentofthesanta MonicaWaterDistrict;andH.C.Henshey,ownerofHenshey sdepartmentstore. Georgina Avenue and the surrounding streets retain a beautiful array of expansive Spanish homesfromthe1920s, characterizedbyredtileroofsandstuccowalls,archedporticosand wroughtironbalconies,andasymmetricaldesignsetamonglushlandscapingreminiscentofthe Mediterranean climate. Other architectural revival styles such as the Tudor with its half timberedfacadesandstuccotreatment;thestorybook,withitsfalsethatchedroofs;andthe classic American Colonial Revival, with its white Classical columns and pediments help to providethisareaofsantamonicaasenseofquietseclusionamongitsmaturestreettrees. E.J. Carrillo House. Designed by local architect John Byers for then owner E.J. Carrillo, the permitfortheconstructionofthehousewasissuedbythecityofsantamonicaonnovember 19, The erection of the dwelling was also mentioned in the Southwest Builder & ContractordatedNovember28,1924.Thereferenceforthepropertyinthisjournalwasnoted as Stucco dwelling (Santa Monica), E.J. Carrillo, th Street, Santa Monica, will build 1 story, 8room dwelling at th Street, Santa Monica, $15,000. Construction of the detachedgaragewascoveredunderaseparatepermitthatwasissuedafewmonthsearlieron September 15, 1924 to Carrillo. No architect or builder of record was noted for the garage work. Situated at the southeast corner of Georgina Avenue and 16 th Street, the residence was uniquelydesignedinthemexicaninfluencedspanishcolonialrevivalstyle,adeviantofthetwo stylesadroitlycombinedandinterpretedbyjohnbyers.thedwellingcomplementsthevaried housingstockoftheareainarchitecturalstyling,design,compositionandmassing,andoverall setting. Theinitialownerofthepropertyofthe1602GeorginaAvenueresidencewasEulogio(Edward) JohnCarrillo,whopreferredtogobyE.J.CarrilloorEdward Jack Carrillotypically.BorninLos Angeles in 1876 and raised in Santa Monica, Carrillo was a fourth generation native whose greatgreat grandfather, Jose Reimundo Carrillo, had come to California from Baja California (Mexico)in1769alongwithFatherJuniperoSerraandexplorerGaspardePortola.Hisgreat grandfather,carlosantoniocarrillo,wasappointedin1837inmexicoasprovisionalgovernor ofcalifornia.carlosantoniooncecontrolledroughly70,000acresoflandinwhatisnowwest LosAngeles.Hisbrother,JoseAntonioEsequiel,wasasigneroftheTreatyofCahuengainwhich the Mexican forces capitulated to the Americans in E.J. Carrillo s father was Juan J. Carrillo,whowasthefirstChiefofPolice(marshal)inLosAngeles( ).Hemovedto SantaMonicain1881andwaseventuallyelectedasaSantaMonicaCitytrustee(priortothe formationofacitycouncil)in1888.from1890to1897hewaspresidentoftheboardandthus thefirstactingmayorofsantamonica.afterhisretirementfromtheboard(council)heserved two years as superintendent of streets for the City from 1904 to 1906, and had also been a E.J.CarrilloHouse,1602GeorginaAvenue CityLandmarkAssessmentReport page5

8 policejudgeinsantamonicafrom1905to1915.manyofthecarrillofamilymembersremained insantamonicaformanydecades. E.J.CarrilloworkedforthetownsurveyorwhileinhighschoolinSantaMonica.Itisunclear wherehewenttocollege,buthedidearnadegreeincivilengineering(itmaybepresumed thathewenttoloyolauniversitylikehisbrotherleowhoalsostudiedengineeringafewyears later).havingwedgracewestoverin1895insantamonica,e.j.carrilloandhiswiferesided brieflywithherfamily(oliverandmarywestover,parents)at5433 rd StreetinSantaMonica. Accordingtothe1900U.S.Census,heandwifeweretemporarilylivingintheSantaBarbara areawheree.j.carrilloandhisbrotherleoworkedascivilengineersforthesouthernpacific railroad.the1900censusalsonotedthateulogioandgrace sofficialpermanentresidencewas actuallyinsantamonicaatthe3 rd Streetproperty.By1910,however,thecouplehaddivorced with E.J. Carrillo taking an engineering position in San Francisco and Grace remarried. It reviewing various newspaper accounts of E.J. Carrillo it appears thathe travelled extensively throughoutcaliforniabecauseofhiswork. City directory and references in the Engineering and Contracting journal and The Earth Mover journal noted that by the mid1910s E.J. Carrillo was living in Richmond, California aloneandworkingfortheshattuckedingercompany,alargeengineeringandconstructionfirm basedinsanfrancisco.hisdraftregistrationcardfromworldwarialsoconfirmshisnorthern Californiaresidency,employer,andoccupation.WhileservingstatesideduringWorldWarI,he designedandoversawtheinstallationofcoastalfortifications.hereturnedtoworkatshattuck Edingerafterthewarandremainedthereuntiltheearly1920s. He relocated back to Santa Monica upon taking a manager position with the Southwestern EngineeringCorporationofLosAngelesinthemid1920s.Carrillocommissionedlocalarchitect JohnByersin1924todesignhisnewhouseonGeorginaAvenue.Workonthesubjectproperty started in late 1924 and was completed according to the County Assessor records in Interestingenough,thefirstlistingoftheaddressdoesn tappearinthelocalsantamonicacity directoryuntil1927.e.j.carrilloownedandoccupiedthehouseforapproximatelythreeyears, atleastupthroughapril1930.itisuncertainwhene.j.carrilloremarried,butthe1930u.s. Census dated from April 2, 1930 lists Edward J Carrillo and his wife Ruth E. Carrillo as the occupantsofthegeorginaresidence.bytheendof1930;however,georgeb.ehrmanandhis wifehelenwerelistedinthelocaldirectoryastheoccupantsoftheproperty.onlyafewyears lateralfredb.johnsonandhiswifemartinawererecordedastheresidentsofthehouse.mr. andmrs.e.j.carrillowerenotlistedinthelocaldirectoriesduringtheearly1930s.nonetheless, by1936thecarrilloswereonceagainreferencedinthesantamonicacitydirectoryat8236 th Streetandtheoccupantsofthe1602GeorginapropertywerenowJosephC.Hardingandhis wifegoldie.thehardingslivedatthegeorginahouseforapproximatelyfiveyearswhenitwas turnedovertoedwards.anddorothym.barnes.edwardbarneswaslistedinthedirectoryas theorganistforthefirstpresbyterianchurchonarizonaavenueinsantamonica.theylivedin thehouseforoverfifteenyears.duringhistenuremr.barnesmademinorrepairstothehouse andgarage.bythemid1950s,newownersoccupiedtheresidence,leonandgretchenlarimer. 9 The local directory listed Mr. Larimer s occupation as a manager at the firm of Ed Petry & CompanyinLosAngeles.Mr.Larimermademinoralterationstothepropertyandtreatedthe dwellingandgaragefortermitesin1963.itwasn tuntil1974,thatthenownermrs.wileyd. Gahey(GenevieveGahey)madesomeinteriormodificationstothekitchenandbathrooms.She laterwentontomakeadditionalinteriorchangesandalsoreplacedsome(unspecifiedlocation) windowsin1990.johnandroxanagraveswerelistedastheownersonapermitdatedfrom Underthispermittheyextendedtherearwallofthecentralportionofthehouse fortheconstructionofsmallfamilyroomandalsoaddedanotherbathroomtothesouthsideof thehouse(intotality445squarefeet).theyalsoremodeledtheinteriorspacesofthekitchen, master bedroom, master bathroom, and the sotospeak basement floor. As this permit expired, a 1999 permit was issued that allowed the finalization of the earlier work. More recently,thepropertywassoldin2005,andhasalosangelescountyassessorrecordingdate offebruary16,2010. AsforE.J.andRuthCarrillo,theyeventuallymovedfromSantaMonicatoNewYorkjustafter 1936 as Jack took a position as supervising engineer to assist with the construction of the 1939 World s Fair. They remained in New York for several years and Carrillo even partnered with associate engineer Wharton Green to help build the New York International Airport (initiallyreferredtoastheidlewildairport)intheboroughofqueens,newyork(laterrenamed the John F. Kennedy International Airport in 1963). Ruth and Jack eventually moved to JosephineCounty,Oregonandretiredthere.EdwardJohn Jack CarrillopassedawayOctober 23,1964inOregon.HisU.S.SocialSecurityDeathIndexrecordlistshimasEdwardCarrillo.Ruth later remarried and remained in Oregon until her death. Interesting to note, E.J. Carrillo s brotherwasleocarrilloavaudevilleentertainerandearlystageandscreenstarwhohastwo starsonthehollywoodwalkoffameandalsoresidedinsantamonicacanyon.becauseofhis conservationinterestshewasappointedtothestateparkcommission(nowthestateparkand RecreationCommission)in1942(andcontinuedtoserveatthatagencyforseveralyears).He alsoappearedonthetelevisionshow ThisisYourLife in1959,wherehisbrothere.j.carrillo wasoneoftheguests. JohnB.Byers,Architect. 2 ThesubjectpropertyisdirectlyassociatedwithlocalSantaMonica architectjohnbyerswhodesignedtheresidencefore.j.carrillo.intheperiodbetweenworld War I and World II, John Byers made more of an impact on the Santa Monica architectural landscapethananyotherlocalpractitioner. ByerswasborninMichiganin1875.AfterhecompletedayearofgraduatestudyatHarvard UniversityhetraveledtoEuropeandlivedaboardforawhile,laterhemovedtoMontevideo, UruguaywherehewasateacherandbecamefluentintheSpanishlanguage.Byersmovedto SantaMonicain1910.TherehetaughtSpanishandFrenchatSantaMonicaHighSchool.He wasalsoaselftrainedarchitectandbuilderwhoworkedprimarilyinsantamonica.bythemid 2 JohnByersbiographyadaptedfromthehistoriccontextwithinthelandmarkassessmentreportpreparedforthe propertyat404georginaavenueentitled SingleFamilyResidence,404GeorginaAvenue,SantaMonica, California,CityLandmarkAssessmentReport, datedoctober20,2004. 10 1910s, Byers was particularly interested in architectural forms and materials indigenous to California. He completed his first commission, a house at 510 Lincoln Boulevard, for W. F. Barnum, the principal at Santa Monica High School in Byers eventually established an architectural practice at th Street in Santa Monica. He explored the possibilities of a numberofarchitecturalstyles,includingspanish,mexican,andmonterey.hewasmostnotable forhis Adobe designedbuildings,havingwrittenseveralpublishedarticlesinthe1920sand 1930sonadobeconstructionanditsinfluenceinCaliforniaarchitecture.Byersachievedawide reputationinsoutherncaliforniaforhisuniquearchitecturalwork,acquiringalargefollowingin theentertainmentworldofcelebrities. Byers scareerinsantamonicaspannedmorethanthreedecades.examplesofhisworkbesides the subject property include (but are not limited to) the dwellings at 1707 San Vicente Boulevard(AlbertAhernresidence),1717SanVicenteBoulevard(DonaldArmstrongresidence), th Street(Laidlawresidence),50025 th Street(J.B.Nethercottresidence),404Georgina Avenue (MacBennett residence), th Street (Speers residence), 2010 La Mesa Drive (Tinglof residence) 2101 La Mesa Drive (Zimmer residence), 2126 La Mesa Drive (Stevenson residence),2133lamesadrive(bundyresidence),and2024lamesadrive(byersresidence). Other properties designed by Byers were constructed in Coachella, Victorville, Bel Air (Los Angeles),andBeverlyHills.Byersalsodesignedandconstructedanadoberecreationhall,the MilesMemorialPlayhouseinSantaMonica,aclubhouseinBrentwoodPark,andachurchin SanFernando.In1931,examplesofhisworkweredisplayedintheArchitectsBuildingMaterial Exhibit,heldinLosAngeles.In1936,ByersalongwitharchitectEdlaMuirofwestLosAngeles designedatwostoryranchresidenceforr.a.sperryinencino.in1946,heworkedwithrose Connor,anarchitectfromPasadena,todesignanadobestyleresidenceinSanGabriel.Byers passedawayinsantamonicaattheageof91in1966. MexicanSpanishColonialRevivalStyle. 3 Thesubjectpropertyisanexcellentexampleofadobe constructionasrealizedbylocalarchitectjohnbyersforbuildingshedesignedandbuiltduring the1920sand1930sinsantamonica.itisalsoaverygoodexampleofthemexicaninspired SpanishColonialRevivalstyleasinterpretedbyByersintoresidentialdesign. TheMexicanColonialRevivalstylewasderivedfromvariationsofColonialMexicandwellings onceassociatedwithhaciendasandranchoslocatedinsoutherncalifornia,thesouthwest,and northernmexico.whilethespanishcolonialrevivalarchitecturalstyleforresidentialbuildings becameespeciallypopularandnumerousinsantamonicaintheyearsbetweenthetwoworld Wars,theMexicaninfluencedColonialRevivalstyle,representedbythesubjectproperty,was ratherrareanduniquetobyers. Common elements of the Mexican Spanish Colonial Revival style, include thick adobe walls finishedwithtrowelorsmoothfinishedstucco;lowpitched,multiplaneredtiledroofs;broad front porches or verandas shaded by deep overhangs; recessed, woodframed multipane 3 Ibid. The subject property at 1602 Georgina Avenue exhibits many of these architectural characteristicsinitsdesign,planning,andconfiguration.theparticularfeaturesincorporated intothisresidence,whicharetypicalofstyleandperiodincludeitsgeneralscale,massing,and proportions; adobe exterior walls with smooth trowel finish stucco; multiplane, lowpitched Mexicanredclaytileroof;substantialfrontverandaporchoffGeorginaAvenuepavedwithred clay tile pavers and sheltered by an extended tiled covered roof eave; woodframed fenestration within recessed window openings; solid wood front entrance door; decorative stuccocladchimneys;andanadjacentexteriorcourtyardenclosedbyasemiwhitewashedred privacybrickwall. StatementofOtherSignificance.Thesubjectpropertyappearstosatisfythecriteriaforhigh aestheticvalueandartisticmeritasitfullyarticulatesbyersprincipalsofhisresidentialdesign and style based upon adobe construction techniques, theory, and aesthetic ideals with the MexicanSpanishColonialRevivalidiom.Inparticular,Byers successfulphysicalevocationofa Mexicanranchhouseisattainedthroughpleasinghorizontallines,deeplyrecesseddoorsand window openings, multilevel roof planes, recessed front loggia covered by a lowpitched Mexicanredclaytileroof,andoverallsenseofrusticity. IsthepropertyrepresentativeofastyleintheCitythatisnolongerprevalent.Thesubject property is an unusual and very good example of the uncommon Mexican Spanish Colonial Revival style and an excellent example of handmade adobe construction as designed and implementedbyprominentlocalarchitectjohnbyers.byerswastheleadingproponentofthe use of adobe as a construction material for buildings in Santa Monica and the Los Angeles regioninthe1920sand1930s.becauseofhisinfluentialroleinpromotingthematerialsand designphilosophyofthisidiomthemostextantexampleofmexicanspanishcolonialrevival type adobe structures in the City are those directly associated with John Byers. Of the approximately25mostsignificantbyersdesignedstructuresinsantamonicadatingfromthis period,itappearsthatlessthanhalfareofadobeconstructionandonlyasmallpercentageof theseareinthemexicanspanishcolonialrevivalstyle.therefore,itappearsthatthisresidence at 1602 Georgina Avenue is representative of a style that is rare and no longer prevalent in SantaMonica(itisanarchitecturalstylethatwasneverprevalentinSantaMonicaorelsewhere insoutherncalifornia). Does the property contribute to a potential historic district. The subject property was previouslyidentifiedandevaluatedinpastsurveyworkeffortsconductedbythecityasbotha contributor to a potential historic district and as an individual resource. The property is associated with the locally eligible Georgina Avenue Grouping, a potential historic district comprisedofintactimprovementssituatedalongthe blocksofGeorginaAvenue E.J.CarrilloHouse,1602GeorginaAvenue CityLandmarkAssessmentReport page9

12 thatsharesimilarhistoricaldevelopmentpatterns,architecturalqualities,andassociationswith notableindividualsandarchitects. In addition, current and previous research indicates that a potential noncontiguous multiple property thematic grouping or district consisting of the extant work of distinguished local architect John Byers may exist in the City. There are over twentyfive properties already identified and associated with Byers located within Santa Monica, some of which have been formally designated as local landmarks. A reconfirmed preliminary review of existing Byers designed properties suggests that, according to City of Santa Monica significance criteria related to historic districts, a noncontiguous grouping of thematically related Byers designed propertiesthatcontributetoeachotherandareunifiedaestheticallybyphysicaldevelopment and architectural quality can be identified in the City. The Byers grouping appears to meet manyofthesamesignificancecriteriaappliedtoindividualpropertiessuchasthatdiscussed hereinforthesubjectproperty. EVALUATIONOFLOCALHISTORICALSIGNIFICANCE Insummary,basedoncurrentresearchandtheaboveassessmentthepropertylocatedat1602 GeorginaAvenueappearstosatisfythenecessaryCityofSantaMonicaLandmarkcriteriafor landmarkconsideration.thepropertywasevaluatedaccordingtostatutorycriteria,asfollows: ApplicationofCityLandmark(Significance)Criteria: SMMC (a)(1).Itexemplifies,symbolizes,ormanifestselementsofthecultural,social, economic,political,orarchitecturalhistoryofthecity. The property visually and physically exemplifies and manifests features of the City s architecturalheritageandresidentialdevelopmentinthatitconveyssufficientcontextualand architecturalintegritytoestablishitasadistinctelementofitsperiodandstyle.thedwellingis averygoodextantexampleofthemexicanspanishcolonialrevivalstyleasinterpretedand executed by Santa Monica architect John Byers. It began construction in 1924, and as such visually and physically memorializes an important aspect of the community s residential developmenthistory,architecturalhistory,anddirectassociationwithanotablelocalarchitect. Thepropertyrepresentsasomewhatearlyexamplewithinthecityofoneofitsmostunique and noteworthy idioms from the 1920s and 1930s, the Mexican inspired Spanish Colonial Revivalstyle.Therefore,thesubjectpropertyappearstosatisfythiscriterion. SMMC (a)(2).Ithasaestheticorartisticinterestorvalue,orothernoteworthyinterest orvalue. ThedwellingisaverygoodexampleoftheMexicanSpanishColonialRevivalstyleasdesigned by John Byers. In the dwelling s pleasing balance of low horizontality, multiplane roof elements, stucco sheathing, decorative chimneys, recessed woodframed fenestration,anopenverandapavedandoverallrusticcharacter,asuccessfulinterpretationof amexican hacienda typeranchhouseisattained.therefore,thepropertyappearstomeet thiscriterion. SMMC (a)(3).Itisidentifiedwithhistoricpersonagesorwithimportanteventsinlocal, state,ornationalhistory. Currentarchivaldataindicatesthatthesubjectproperty soriginalownerwaseulogio(edward) John Jack CarrilloofSantaMonica.ItwasCarrillowhocommissionedarchitectJohnByersto design his house at 1602 Georgina Avenue in E.J. Carrillo, whose family lineage in Californiahistorygoesbackto1769,wasarespectablecivilengineerwhoworkedonseveral highprofileprojectsacrossthecountryduringhislongcareer.thoughthepropertyisnotedon theinitialsurveyinventoryformfrom1986asbeinghistoricallysignificantforitsassociation withaprominentlocalcitizen(e.j.carrillo)newresearchmaterialuncoveredforthislandmark assessmentpresentsevidenceindicatingthatthisindividualdespitebeingpartofanimportant familyisnotnecessarilyapersonwhoshouldbeconsideredimportantinourhistory.thereis nodocumentedinformationtoimplythatthisindividualmadespecific,importantcontributions tolocal,regional,stateornationalhistoryorthatthesubjectpropertywasdirectlyassociated withanysuchevents. Asfortheotherownersandoccupantsofthesubjectproperty,thecurrentsurveyinvestigation conducted and the research data collected did not reveal any information to indicate these individualswerehistoricallysignificantorimportantinlocal,regional,state,ornationalhistory. Therefore,thesubjectpropertydoesnotappeartosatsifythiscriterion. SMMC (a)(4). It embodies distinguishing architectural characteristics valuable to a study of a period, style, method of construction or the use of indigenous materials or craftsmanship, or is a unique or rare example of an architectural design, detail, or historical stylevaluabletosuchastudy. This property is an excellent example of John Byers traditional indigenous construction material and unique design philosophy of the 1920s and 1930s that adroitly interprets and combinesmexicanandspanishcolonialarchitecture.thesubjectpropertyembodiesanumber ofcharacteristicsofthebyer smexicaninfluencedspanishcolonialrevivalstyleincludingits generalscale,massing,andproportions;itsadobewallconstructionandsheathingofsmooth finished stucco; lowpitched, multiplane roofing system capped with Mexican red clay tiles; asymmetrical façade and building composition; deeply recessed front porch (veranda style) with red clay pavers, stucco stouts posts (columns) set between rough hewn timber beams, multipane fenestrationwith wood shutters, and period specific wood plank entrydoor with wroughtironhardware;woodframe,multipanefenestrationofvaryingtype,size,andshape; decorative stucco clad chimneys; use of wing walls and wrought iron features; punctuating canales;andtheadjacentcourtyardareaatnorthwestcornerofhousesurroundedbyasemi E.J.CarrilloHouse,1602GeorginaAvenue CityLandmarkAssessmentReport page11

Although there havebeensomemodificationstothebackofthehouse(ourofviewfromthepublicrightof way)andwithintheinteriorspaces,thoseimportantcharacterdefiningfeaturesthatconvey the property s historical sense of place and significance have not been compromised in a mannerthatdiminishesbyers originaldesignintent.therefore,thepropertyappearseligibleto satisfythiscriterion. SMMC (a)(5).Itisasignificantorarepresentativeexampleoftheworkorproductofa notablebuilder,designer,orarchitect. ThepropertyisdirectlyassociatedwithselftrainedarchitectJohnByers.Becauseofhisunique stylistic architecture and design philosophy Byers helped to define Santa Monica s early architectural heritage. John Winford Byers is considered a significant individual important in localhistory.hisdesignphilosophycenteredaroundhisinterpretationoftraditionalmexican andspanishcolonialrevivalstylesandconstructiontechniques,particularlytheuseofadobe. Thesubjectpropertyisoneofthefinestexamplesofhisworkdatingfromthefirstquarterof thetwentiethcenturythatreflectshisdistincttheoryforadesignandconstructioninthecity. Therefore,thepropertyappearstosatisfythiscriterion. SMMC (a)(6). It has a unique location, a singular physical characteristic, or is an establishedandfamiliarvisualfeatureofaneighborhood,community,orthecity. ThepropertyislocatedonthesoutheastcornerofGeorginaAvenueand16 th Streetinawell developedresidentialneighborhoodofsantamonica.mostoftheresidencesinthisareaareof generous scale, massing, and proportion; and reflect a type of period revival styling to their design and architecture. The subject property, in contrast, is an example of a lowprofile residence set on a rolling plane of grass surrounded by mature trees and landscaping with complementary brick privacy walls. Because of its distinctive and unique design, materials, architectural characteristics, and general appearance as a smallscale hacienda inspired propertytypeitstandsoutasaratheruniquevisualfeaturethathasbecomeanestablished andrecognizablepieceofarchitectureassociatedwithjohnbyerswithinthecity. CONCLUSION Asdiscussedherein,thesubjectpropertyappearstosatisfytheCityofSantaMonica scriteria for individual designation as a local Landmark.
