7 Foreword In January 27, the Trump administration was launched and subsequently tensions in East Asia were raised, especially between the United States and North Korea. It was a turbulent year in which we saw global terrorist attacks increasing, the war in Syria exacerbated and Rohingya refugees numbering over six hundred thousand fleeing from Myanmar. On the other hand, it was a year where we witnessed the power of young people, such as those in Shogi (Japanese chess) and sports in Japan and in the movement of high school students for gun control in the United States. In this fiscal year, I-House continued to nurture an intellectual space where leaders of various expertise could collaborate and hold dialogue through such programs as the Asia Leadership Fellow Program (ALFP), the Nitobe Leadership Program, and the US- Japan Creative Artists Program. Also, a number of lecture programs were held with diverse speakers in I-House Lectures and the Nichibunken-IHJ Forum. Architalk, which started in 26, invited leading Japanese architects as speakers. In this series, a networking space is provided after the lecture for the participants to talk with these renowned architects. This year we also organized a tour of several structures in Tokyo, including I-House, to review the meaning of modern architecture, many prime examples of which are currently scheduled to be demolished. Under the Japan-India Distinguished Visitors Program, we invited Mr. Anshu Gupta to Japan, who created a new development model in India and who warned against the current society in which we have an abundance of material things and the ultimate goal is the pursuit of economic growth. Mr. Gupta delivered a message to young Japanese that poverty, regional divides, and environmental degradation are issues which the entire world has to tackle, not just India, and that it is crucial to act upon one s thoughts. Since 998, the Symposium on Building the Financial System of the 2st Century has contributed to the building of trust between US and Japanese officials and financial firms. I truly hope the candid discussions between US and Japan s policy makers and experts will not only evolve in the realm of finance but that they will contribute to the betterment of the international community. At the end of the fiscal year, we launched the Asia Pacific Young Leaders Program (APYLP). This program aims to connect young leaders from the Asia Pacific, such as those who have participated in the Asia Leadership Fellow Program and Nitobe 6
8 Leadership Program, to build a community of future leaders to tackle issues pertinent to the region and to foster intra-regional initiatives. As its kick-off, we held a Forum inviting Mr. Charles Rockefeller to talk about the legacy and contributions of his grandfather, John D. Rockefeller III, to intellectual and cultural understanding in the Asia Pacific. In this Forum, we also invited young fellows from leadership programs organized by various organizations to address emergent issues that need collaboration as well as to discuss their vision for the future of the region. APYLP will hold several joint sessions for such leaders from Fiscal 28. The library held a reading session about the Elise Wessels Collection at the Rijksmuseum Amsterdam, the Netherlands. Ms. Elise Wessels, who is well known as a collector of Japanese Taisho-period prints and a patron of opera and classical music, and Ms. Marije Jansen, curator of Japanese prints at the Rijksmuseum, talked about the history of Japanese prints and the Collection. Additionally, the library started the I-House Historical Archive Project as a three-year plan (Fiscal 27 29). In Fiscal 27, a condition survey of the materials, creation of I-House archive cataloging rules, and preparation of the basic catalog based on those rules were carried out. The annual banquet for our members and their guests invited Mr. Ogura Kazuo, Senior Advisor, Japan Foundation / President, Nippon Foundation Paralympics Support Center, who gave a stimulating talk titled Nonverbal Communication in International Relations. Regarding the Roppongi 5-chôme West District Urban Area Redevelopment Project, we will continue to exchange opinions and gather information with the neighborhood and hold committee and working group meetings as appropriate for considering countermeasures as I-House. We will keep our members informed of major developments that directly involve I-House. As we look forward to the celebration of the 7th anniversary of our establishment in four years, I-House will continue in its various program activities to promote understanding of the world and the Japanese people, and to further cultural exchanges and person exchanges. At the same time we will strive to strengthen our facilities and services to meet the needs of our members and visitors. We humbly ask for your kind support and encouragement. 9 Program Activities I. Promotion of Intercultural Intellectual Dialogue Asia Leadership Fellow Program (ALFP) In joint cooperation with the Japan Foundation, I-House has organized the Asia Leadership Fellow Program (ALFP) since 996, and a total of 3 fellows have participated in the program to date. ALFP provides selected public intellectuals in the Asian region with the opportunity to reside for approximately two months at I-House and engage in collaborative activities and discussions on common subjects pertinent to the region. Through such intellectual dialogue, the program aims to promote regional and transnational understanding and cooperation, and the creation of a close personal and professional network among intellectual leaders in Asia, as well as with their counterparts in Japan. Fellows come from diverse professional backgrounds, including academia, journalism, publishing, law, education, the arts, NGOs and nonprofit activities. Seminar 8 The theme of the 27 program was Seeking Our Commons in Asia: How Can We Create Visions for the Future? From September to November 2, seven fellows resided at I-House, taking part in workshops, resource seminars and a field trip. They also visited NHK, Asahi Shimbun and Tôsetsukai (nursing-care facility) as well as places outside of Tokyo such as Mie Prefecture to learn about local development, disaster prevention, environmental sustainability and preservation of culture, and Osaka Prefecture to learn about the issues of poverty and minorities in Japan. 11 I-House Ushiba Fellowship The I-House Ushiba Fellowship invites global opinion leaders with distinguished accomplishments in fields such as academia, journalism or foreign policy, who can not only interpret the complexity of current global trends but also have insight into the foreseeable future and beyond. The fellows engage in dialogue with their counterparts about various issues facing global society in the hope that such dialogue will deepen mutual understanding between Japan and other countries. During their stay, fellows give public lectures and participate in seminars and workshops with their counterparts and resource persons. In Fiscal 27, I-House asked four intellectuals to join the selection committee in order to resume selecting fellows in 28. The committee will meet in early Fiscal 28 to select two to three fellows to invite to Japan over the next few years. This fellowship has been made possible by the endowment subsequent to the dissolution of the Ushiba Memorial Foundation. Japan-India Distinguished Visitors Program are proposing new values or innovative ideas to change the status quo of society. Fellows are invited for about a week to meet counterparts and leaders who are tackling similar issues in Japan in their area of expertise. The fellows also engage in public seminars or lecture programs during their stay. This program was jointly launched with the Japan Foundation and had invited four fellows between 22 and 26. Since 27, it has been conducted in collaboration with Shahani Associates Limited. Mr. Anshu Gupta, the founder of the voluntary organization Goonj, popularly called the clothing man of India, was selected as the fellow for Fiscal 27 and visited Japan September 3. During his stay, in addition to a lecture at I- House, Mr. Gupta engaged in a round-table discussion with the fellows of the Nitobe Leadership Program. He also delivered lectures at international schools and a university in Tokyo. Development through Ecological Innovation: Challenging Poverty in India (September 8) Anshu Gupta Founder, Goonj Commentator & Moderator: Kondô Masaakira James Visiting Professor, Hitotsubashi University; Trustee, I-House Commemorating the 6th anniversary of Japan-India diplomatic relations in 22, the Japan-India Distinguished Visitors Program was launched with the hope to strengthen the relationship between the people of both countries. This program invites to Japan eminent Indian public figures from various fields who Anshu Gupta

Surviving the monetary policy exit & possible causes for the next financial crisis Development through Ecological Innovation: Challenging Poverty in India Symposium on Building the Financial System of the 2st Century I-House and the Program on International Financial Systems (PIFS) of Harvard Law School co-organize an annual symposium Building the Financial System of the 2st Century: An Agenda for Japan and the United States. The symposium, held alternately in Japan and the United States, brings together more than a hundred participants, roughly half from Japan and half from the United States, composed of senior government officials, politicians and their advisors, heads of financial firms, lawyers and consultants, scholars and a few media representatives. They gather for a two-day, off-the-record discussion of matters affecting the function and stability of the global financial system. The symposium is sponsored by finance-related associations, companies, organizations and individuals from both Japan and the United States. The twentieth annual symposium, held in Symposium on Building the Financial System of the 2st Century A gala celebration to mark the 2th anniversary of the symposium was held at I-House on October 9, and a total of 26 individuals, including past participants and others involved, attended. 2th Anniversary Gala

Development and Training of Human Resources for Multicultural Exchange Educational Program Nitobe Leadership Program (Nitobe Kokusai Juku) The Nitobe Leadership Program, called Nitobe Kokusai Juku in Japanese, started in 28. It is designed to train young professionals from various organizations and corporations to become public-minded leaders, equipped with a broad perspective to function in an international environment both in and outside the country. The program invites professionals of various fields to speak on their experiences, allowing participants (Nitobe Leadership Fellows) to deepen their understanding of such themes as globalization and leadership. In a rapidly changing world, both geopolitically and socially, the program provides a platform for fellows of various backgrounds to exchange ideas and reexamine their visions of a better future. The Principal of this program is Akashi Yasushi (Chairman of I-House), and the Coordinator is Mr. Watanabe Yasushi (Professor, Keio University). The tenth Nitobe Leadership Program, organized between June and December 27 under the theme of The World in Confusion: Exploring a New World Order, invited prominent lecturers. Four out of the 4 sessions were open to the general public. The fellows were first screened based on application materials (application forms and essays written on a designated theme), then selected through interviews. The tenth-year fellows consisted of 6 individuals aged 32 on average, including those from government, business corporations, and nongovernmental organizations as well as doctors, researchers and a film producer. The Nitobe Leadership Program is supported by the Shibusawa Eiichi Memorial Foundation and the MRA Foundation. 18 A Door of Hope Opened by Wisdom: A New Japan-China Relationship with the Next Generation (November 8; public) Mao Danqing Writer; Professor, Kobe International University Mao Danqing Graduation Ceremony (December 2) Cooperation and Coordination with Overseas Institutions US-Japan Creative Artists Program Fellowships Since 978, I-House has facilitated annual fellowships for American artists to reside in Japan to broaden their careers and expand contacts with Japanese artists. Five artists are selected from a broad range of fields and spend three to five months in Japan. This fellowship, the longest continuing program operated by I-House, is sponsored by the Japan-US Friendship Commission with inkind support by the US National Endowment for the Arts. The Agency for Cultural Affairs (Bunka-chô) provides visa sponsorship, while I-House serves as general advisor and coordinator. Public Programs Lectures / Symposiums Architalk: Seeing the World Through Architecture City <Island> Floating in the Sea of Codes (November 8) Isozaki Arata Architect I-House boasts a building constructed under the collaboration of three prominent modern Japanese architects, and since its inauguration it has been receiving guests and members from the field of architecture. To expand this network, I-House launched a new program in 26, the th anniversary of the extensive renovation of the building, inviting speakers from Japan and abroad to think about contemporary issues of the world through architecture. In Fiscal 27, the programs below were held, with Mr. Kobayashi Masami (Vice President, Meiji University) and Mr. Fujimura Ryûji (Associate Professor, Tokyo University of the Arts) as coordinators. This series was supported by Mori Building, Shimizu Corporation, Tendo, Nishihara Engineering and Mitsubishi Jisho Sekkei in cooperation with the Japan Institute of Architects and Architectural Institute of Japan. Themes of the lecture vary from the Japanese literature to Japanese cuisine to increase the opportunities for those who are staying or visiting Japan to deepen their understanding of Japanese culture. The co-organization with Kisako Intercultural Institute from Fiscal 24 ended in Fiscal 26, and from Fiscal 27 this series has been organized solely by I-House. Under this program, two lectures are held at I-House every year inviting IUC alumni and experts in academia, government and business to give lectures in Japanese with the aim of sharing their achievements with the general public and networking for future experts of Japan and current leaders in the field. 25 Stanford University Mindfulness Education (May 3) Stephen Murphy-Shigematsu Psychologist, Stanford University Stephen Murphy-Shigematsu The Breath of Tradition in Intercultural Communication From Noh to Anime (December ) Gerry Yokota Professor, Osaka University In 24 I-House started this program with the International Research Center for Japanese Studies (Nichibunken), a center in Kyoto for researching Japanese culture and history through international collaboration and cooperation and supporting foreign researchers specializing in Japan. Under this Forum, the two organizations jointly hold three to four lectures and seminars annually with Nichibunken researchers as lecturers, either in Japanese or English without interpretation. The program connects participants of young leader programs in the region, provides continued leadership education, fosters intra-regional initiatives and provides a home in Japan for the young leaders to gather. The kick-off forum held at the end of Fiscal 27 focused on the visionary work of John D. Rockefeller III, who was involved in establishing a variety of institutions in the Asia Pacific in the 95s and 6s including I-House, with the hope of cultivating cross-border understanding through cultural and intellectual exchange. 30 Publications LTCB International Library Since 2, I-House assumed administrative responsibility for continuing the work of the LTCB (Long-Term Credit Bank) Library Foundation, under the guidance of the policy and selection committees, to introduce selected books on the Japanese economy, politics, society and culture by Japanese authors to a wider international readership by translating them into English. This program was financed by the revenue and part of the principal of the fund established by endowment and other assets of the LTCB Library Foundation subsequent to its dissolution in 2. Two books were selected and translated annually, and 3,5 copies of each distributed by free gift to university libraries, research institutions, public libraries and cultural organizations around the world. The following two titles were published in Fiscal 27. 31 Newsletter and Occasional Publications In Fiscal 27 I-House continued publishing its bilingual newsletter I-House Quarterly (A4 format, 6 pages), issues No. 4 to 7. The publication features interviews and dialogues, reports on past programs, and information on upcoming events, with the aim of compelling potential members, particularly young people who do not yet know of I-House, to visit its facility and participate in its programs. In order to better reach such an audience, the publication was distributed at various relevant places, in addition to the regular distribution points like international /cultural organizations and press clubs, with a regular circulation of 6,5 copies. Meanwhile transcripts /video recordings of selected programs are provided on our members-only website, which has taken the place of the IHJ Bulletin and the Kokusai Bunka Kaikan Kaihô since its opening in June 24. Research Projects Foreign Policy Dinner Meeting The Foreign Policy Dinner Meeting series invites selected experts on foreign policy to engage in an informal, off-the-record discussion on various foreign policy-related issues. The participants, limited to 2 to 3 in number, are academics and researchers, former diplomats and international officials, journalists and commentators, those active in civil society organizations and business people. The working language is either English or Japanese and no interpretation service is provided. The feedback from this program is utilized in other programs of I-House. Library and Reading Room The I-House Library is a special library for Japanese Studies and maintains a collection of approximately 27, volumes of English-language works in the social sciences and humanities on Japan and in international relations concerning East Asia, as well as general reference tools. Its periodical collection of approximately 4 titles includes all basic Japan-related English-language journals plus some important academic journals in the social sciences. The library has been serving a variety of users of wide-ranging nationality from Japanese Studies academics, Japan specialists and researchers to artists, journalists and writers, whether they are I-House members, library members or people who visit the library with an introduction letter from other libraries. Such people gather here to create original works and other intellectual endeavors, utilizing the library collection and services. Customized reference and referral services have been key services the library provides to users since its establishment. The library also undertakes programs for the purpose of supporting Japanese Studies. Service and Collection Management The number of library users was almost the same while lending (4%) and reference (%) increased, compared to the previous fiscal year. Reference queries we receive are varied such as rights clearance, information searches, or referrals to introduce specialists and specialist organizations. In the library, members get acquainted and interact with others based on their interests, which overlap the materials in the library. In collection management, we increased the number of de-accessioned books to make space on the bookshelves, the same as last year. 32

35 History Archive Project I-House possesses photos, documents and various records which need to be organized and preserved due to their importance as primary resources for postwar international cultural exchange in Japan. To make use of the materials for the public interest, I-House has started a three-year plan (Fiscal 27 29) to create the I-House History Archive. After creating the basic archive catalogue, it will be made accessible through the Internet. In Fiscal 27, the I-House Archives Committee was formed. Under its direction, a condition survey of the materials was conducted, rules for archive cataloguing were established and, based on those rules, the basic catalogue was created. Not only for keeping a good relationship with neighbors, but also for monitoring the future direction of urban development for this area, it is informative and instructive for I-House to share views and opinions with our neighborhood. 37
39 Others Strategic Partnership with Asia Society I-House established a strategic partnership with Asia Society on March 3, 28. I-House Chairman Akashi Yasushi, Asia Society Trustee Charles Rockefeller and Asia Society Executive Vice President Tom Nagorski signed the memorandum at the ceremony. The partnership will involve collaboration in terms of programing, and office space for an Asia Society Japan Center within the I-House facilities. 40 III. Membership Regular Membership Fiscal 27 saw a total of 76 persons (37 Japanese and 39 other nationalities) accepted onto the rolls of I-House membership. There was a total of members (75 Japanese and 35 other nationalities) lost owing to resignation, death, or delinquency of dues. We have shifted one ex-honorary member to a regular member with the abolition of that category of membership. Accordingly, this brought a net increase in membership of 67 (6 Japanese and 7 other nationalities) and the total regular membership stood at 2,959 of whom 2,8 were Japanese and 84 individuals of 4 different nationalities and areas, as of March 3, 28. 41 Members Dinner A Member s Dinner was held in Iwasaki Koyata Memorial Hall on November 4, and approximately 8 members and guests gathered there. As a special guest, we invited Mr. Ogura Kazuo, Senior Advisor, Japan Foundation; President, Nippon Foundation Paralympics Support Center; and Specially Invited Professor, Aoyama Gakuin University. His stimulating talk was titled Nonverbal Communication in International Relations. Mr. Ogura said hello in sign language, in his first example of the nonverbal. Then photographs of actual conversations and handshakes of important people were shown as concrete examples of how time, place, gestures, clothes, meals and music are communication not depending on language. Participants listened attentively to the explanations of Mr. Ogura about the meaning of each element which we do not usually notice and a fruitful time was spent by all. Members Dinner Social Gatherings for New Members Social gatherings for new members, who joined our membership between June 26 and May 27, and between June and December 27, were held on June 27, 27 and February 3, 28. IV. Building and Equipment Since support of the telephone exchange equipment (installed in 22) finished with the end of the production of parts for it, the renewal work to a new model was carried out on January 28, 28. In addition, due to aged deterioration in the basement floor air conditioner, replacement of main parts such as engines was done on March 3, 28. Ogura Kazuo 4
42 V. Accommodations and Service Activities I-House provides accommodations and meeting places in support of its mission of furthering international exchange. Facilities include accommodations for both overseas and Japanese scholars and other distinguished visitors, meeting rooms for international conferences and seminars, the Tea Lounge The Garden for more informal exchange, the Restaurant SAKURA as a salon for members and guests, and banquet rooms for various conferences and receptions. The study-bedrooms number 44 rooms, and all the rooms in the east wing are located facing the garden; the well-kept and beautiful traditional garden is a strong attraction for our guests. We had 5,93 guests from more than 5 countries in total in Fiscal 27. The percentage of foreign guests remained at nearly 65 percent, showing the important role I- House continues to play for visiting scholars and other individuals involved in international cultural and intellectual exchange. The Lecture Hall (capacity up to 2 people) and four seminar rooms in the annex and four seminar rooms on the fourth floor of the west wing are used by corporate and individual members as well as guests for conferences, lectures, group study and other meetings. 34,43 people used these meeting facilities. The banquet/conference room called the Kabayama/Matsumoto Room and the Iwasaki Koyata Memorial Hall can accommodate 2 people each for various conferences, lectures, concerts, group meetings, dinner gatherings and other large functions.
