13 Tsuen Wan New Town Recreation and Amenities (Advisory) Committee, the predecessor of the Tsuen Wan District Board, was established in March 1976 and was the first District Advisory Committee in Hong Kong. This Committee was retitled the Tsuen Wan District Advisory Board in In order to keep in line with the development of district administration, Tsuen Wan District Board was established on April 1, It was the first District Board in the New Territories, and its electoral boundaries then covered Tsuen Wan, Kwai Chung and Tsing Yi. In April 1985, a separate Kwai Chung and Tsing Yi District Board was established to serve Kwai Chung and Tsing Yi district. The term of office of the Tsuen Wan District Board has a total of 20 members including two ex-officio members, six appointed members and twelve elected members from seven constituencies. There are six Committees under the District Board, each dealing with different aspects of local matters according to its own terms of reference:- Committee Finance Industry and Commerce Culture and Entertainment Social Services and Community Information Recreation and Sports Chairman Mr. CHAU How-chen, MBE, JP Mr. SIN Siu-wah Mr. CHEUNG Chung-yan Mr. CHAN Yuen-sum Mr. CHUNG Wai-ping Environmental and Transport Affairs Mr. YEUNG Fuk-kwong With the exception of Finance Committee, all meetings of the Tsuen Wan District Board and its five Committees are open to the public. Tsuen Wan District Board has conducted a number of surveys on problems concerning the local environment, transport, social services, education, youth, industry and commerce etc. Reports have been prepared and submitted to relevant Branches and Departments for consideration. Furthermore, the Board also pays close attention to matters of territory-wide significance, and has held debates on Government policies or measures affecting the well-being of the people in order to bring its advisory role into full play. The Tsuen Wan District Board has been operating a Preferential Scheme for the Elderly in Tsuen Wan since April 1986 to provide preferential services to the elderly. Such preferential services include medical and transport services, and discounts on merchandise/dining and entertainment. All elderly aged 65 or over residing or working in the Tsuen Wan District are eligible to participate in the Scheme. It has got the enthusiastic support of mini-bus/kai-to operators, doctors, dentists and shopkeepers. Applicants can obtain the application forms from the Tsuen Wan District Board, Tsuen Wan District Office and its enquiry centres. (Enquiry Tel. No.: ). The Tsuen Wan District Board Members 'Meet-the-Public' Scheme serves as a bridge for communication between the Board and the local residents, at which residents are welcome to raise any grievances or suggestions to the DB Members on duty. Two sessions of the 'Meet-the-Public' Scheme are provided every week, i.e. from 6:00 p.m. to 7:30 p.m. on Tuesdays, and from 2:30 p.m. to 5:00 p.m. on Fridays. 17 Tsuen Wan District Office is part of the City and New Territories Administration. It serves as a bridge for communication between the Government and the people by explaining the policies and programmes of the Government to local people and reflecting their views on public affairs to the Government. The functions of the District Office include maintaining close co-operation with local organizations such as the Rural Committees, Area Committees, Mutual Aid Committees, Owners Incorporations, women's associations and local cultural and sports associations; and fostering a sense of belonging among local residents. It also encourages local participation in community affairs and collects public views to enhance the development of the community and to improve the implementation of Government policies at district level. In addition, the District Office monitors the provision of Government services in the district and plays a co-ordinating role in district management. Headed by the District Officer, the District Management Committee coordinates the work of various Government departments in the district with a view to enhancing the efficiency of the Government at district level. Tsuen Wan District Office Headquarters is located on the first floor of Tsuen Wan Station Multi-storey Carpark Building. It has 5 suboffices and public enquiry services centres for providing various kinds of services to the public, including enquiry services, the provision of information on Government services, and statutory declaration services. The District Office also helps the Hong Kong Law Society in the provision of free legal advice to the public and makes arrangements for members of the public to meet rent officers on tenancy matters. Since June 1985, Tsuen Wan District Office has taken up the management of the three Community Centres/Halls in the District, namely the Princess Alexandra Community Centre, the Shek Wai Kok Community Hall and the Lei Muk Shue Community Hall. A management committee comprising members from the local community has been formed for each community centre/hall to oversee the services provided there, and to assist and encourage the local organizations to organize social and recreation activities for the residents. Besides, the Accounts Office of the Tsuen Wan District Office provides collection and payment services to the public, such as collecting water charges and rates and paying out public assistance allowance. An Industrial Building Management Coordination Team comprising one Housing Manager, one Assistant Housing Manager and two Housing Officers had been set up in Tsuen Wan District Office since November In view of the fact that some of the industrial buildings in Tsuen Wan were having building management problems and causing environmental pollution to the community, the Coordination Team had decided to concentrate on industrial buildings management as the target. Through the improvement of management in the industrial buildings, it was hoped that the related problems in environmental aspects could also be minimized or solved. 20 CHAPTER 5 AP POPULATION At present, the population of the district is around 270,000, with about one-third of the population living in public housing estates. The number of people living in private housing estates has increased significantly due to the completion of a number of such estates in recent years, examples of which include Riviera Gardens, Belvedere Garden and Lido Garden. The population of Tsuen Wan is about 270,000.

21 CHAPTER 6 TRANSPORT Public transport services in Tsuen Wan are, on the whole, satisfactory. Since the opening of the MTR Tsuen Wan Line in 1982, transport services between Tsuen Wan, Kowloon and Hong Kong have greatly been improved. In addition, there are numerous bus, green minibus and public light bus routes serving the district. Apart from the ferry service to Central, there are Kaito Services from Tsuen Wan to Penny's Bay and Yam O Wan (located at northeast Lantau Island) and also Ma Wan. Castle Peak Road and Kwai Chung Road to the east and Castle Peak Road and Tuen Mun Road to the west are the main trunk roads linking Tsuen Wan with urban Kowloon and the western part of the New Territories respectively. With the opening of the Tsuen Wan Road in 1985, a direct link between Kwai Chung Road and Tuen Mun Road was provided. The construction work of Route 5 a major trunk road linking Tsuen Wan and Sha Tin is expected to be completed in early This trunk road will further strengthen the transportation network of Tsuen Wan. To ease the expected heavy traffic flow in relation to the opening of Route 5, two more roads will be built in the Tsuen King Circuit. In addition, the road works for the improvement of the Tai Ho Road/Sha Tsui Road Junction,Texaco Road and Kwan Mun Hau Street are underway. All these works are aimed at improving the transportation facilities in Tsuen Wan. Upon the completion of the Tsing Tsuen Bridge in 1987, traffic between Tsuen Wan and Tsing Yi has been much more convenient.

26 la: CHAPTER 8 LAND USE In recent years, most of the land on supply in Tsuen Wan has been obtained from the phased reclamation of the Tsuen Wan Bay, and at present there are more than 500 hectares of serviced land in Tsuen Wan. According to planned land uses, the 48 hectares of land to be supplied in 1990/91 will include 6.5 hectares to be reserved for commercial/residential development, 2 hectares for Government/institution/community uses, 36 hectares for the provision of open space, and 3.5 hectares for other uses. 28 CHAPTER 9 HOUSING There are four public housing estates in Tsuen Wan built and managed by the Housing Authority namely, Fuk Loi, Lei Muk Shue, Cheung Shan and Shek Wai Kok, of which Fuk Loi Estate is the oldest built as early as the 1960's. These estates house a population of around 95,000. In addition, there are about 13,000 people living in Moon Lok Dai Ha, Bo Shek Dai Ha and Clague Garden Estate, which are housing estates managed by the Housing Society. The Clague Garden Estate is a newly built housing estate, located at the West of the Transport Complex near the waterfront of Tsuen Wan. The three temporary housing areas at Cheung Pei Shan, Yau Ma Horn and Hing Shing currently house about 2,800 people. In addition, there are about 19,000 people living in squatter areas along Ku Hang, Tso Kung Tarn, Kwong Pan Tin, Pak Tin Pa, Hon Man Tsuen, Wo Yi Hop and Fu Yung Shan. In recent years, a large number of private housing estates have been built by private developers in trre district, and shopping arcades are provided in most of these estates for the convenience of the residents. Examples of these housing estates are Luk Yeung Sun Chuen, Tsuen Wan Centre and Allway Gardens. Besides, a considerable number of old tenement buildings are found in Tsuen Wan Central. In order to complement the new town development in Tsuen Wan, many indigenous villagers affected by public projects have been removed for resettlement in resite villages. At present, there are about 9,500 people living in these resite villages.

37 T: 1 suen Wan was the first new town in the New Territories to have a Town Hall of its own. The Tsuen Wan Town Hall, opened in 1980, is a multi-purpose cultural complex which has an auditorium with a seating capacity of 1,400 and cultural activities hall(450m 2 ) where exhibitions and cultural presentations can be held. There are two public libraries in Tsuen Wan. They are situated at Shek Wai Kok Estate and Fuk Loi Estate respectively. Recreational facilities provided in the district include the Tsuen Wan Sports Ground, the Sha Tsui Road Playground, the Tsuen King Circuit Playground, the Kwok Shui Road Park, the Princess Alexandra Community Centre, the Lei Muk Shue Community Hall, the Shek Wai Kok Community Hall and Mei Wan Street Sports Centre. The Tsuen Wan Sports Ground is provided with an athletic track and grass, pitch, while the Sha Tsui Road Playground has mini-soccer pitches and tennis courts. Water features, children play areas, 5- a-side soccer pitch, volley-ball court, basketball courts and landscaped areas are found in the Kwok Shui Road Park. Besides these, there is a basketball court in the Princess Alexandra Community centre, while the Lei Muk Shue Community Hall and Shek Wai Kok Community Hall can be used by the residents for playing badminton, table-tennis, or for organizing cultural and recreational activities. Fitness, badminton and table-tennis classes are conducted at the Mei Wan Street Sports Centre. The Tsuen King Circuit Wu Chung Public Swimming Pool has been opened for public enjoyment since April There are a number of well-designed small gardens in the district for recreational uses. The construction of Tso Kung Tarn Outdoor Recreation Centre is well underway and is expected to be completed in early Facilities of the outdoor recreation centre will include a games hall, a swimming pool and 250 bed spaces for overnight campers. Furthermore, the large classical Chinese garden in town centre, the Jockey Club Tak Wah Park was opened to public in August In addition, it is proposed to develop the Shing Mun Valley, an area of 25 hectares to the north-east of the town centre and adjacent to Shek Wai Kok, Cheung Shan and Lei Muk Shue Public Housing Estates, into a district open space. A wide range of facilities will be provided such as a swimming pool complex, an indoor recreation centre, a water garden and a sportsground. Moreover, the Tsuen Wan District Board, in conjunction with local cultural and sports organizations, organizes large-scale activities such as the Arts Festival and the Sports Festival every year to provide exciting and varied cultural and recreational activities for the local residents. In order to provide better equipped recreational facilities in Tsuen Wan, the Regional Council is planning to build its first air-conditioned indoor recreation centre at Wai Chuen Road opposite to the Luk Yeung Sun Chuen. The multi-purpose indoor recreation centre at the site of the old market at Yeung Uk Road providing 2 basketball courts, 4 squash courts, 1 fitness room and 1 dance room will be ready in early Other recreational facilities under active planning including a beach service building in Tung Wan, Ma Wan Island and the Tsuen Wan Riviera Park near Riviera Gardens are expected to be completed within 2-3 years. 40 -\-mw CHAPTER 14 SCENIC SPOTS AND HISTORICAL SITES A lthough there is a veritable forest of industrial and commercial buildings in Tsuen Wan District, within this concrete jungle a large proportion of land has been designated as "green-belt" in order to maintain a balanced development. The Shing Mun and the Tai Mo Shan Country Parks in the district are popular resort areas for barbecues and picnics. There are many well-established and ageold monasteries in Tsuen Wan, such as Tung Po Tor, Western Monastery, Chuk Lam Sim Yuen and the Yuen Yuen Institute. Apart from worshipping, visitors to these monasteries may also enjoy delicious vegetarian food. The Sam Tung Uk Folk Museum, a historic spot, was opened in In this museum, village-type structures and relics revealing rural life of the past time are kept for exhibition. Ma Wan is a good place for fishing and seafood. On the island there are also some famous historic spots, such as the "Gate to Kowloon" monument which revealed the existence of a customs collection point there in the Ching Dynasty. Finally, the roast goose of Sham Tseng is famous and popular. The timber-yard at the northeast of Lantau Island.

44 CHAPTER 15 DEVELOPMENT The development of Tsuen Wan may be classified into three broad categories:- Road Projects There are three types of roads, namely: (a) trunk roads, which provide for the efficient movement of traffic between major town centres; (b) secondary roads, which form the main road network within a new town; and (c) local roads. The development of local roads and external road links are designed to cope with the container port extension and the increasing traffic with the rest of New Territories. It is expected that "Route 5", the major link between Sha Tin and Tsuen Wan, would be completed in early Road improvement schemes on Sha Tsui Road/ Tai Ho Road, Texaco Road and Kwan Mun Hau Street have commenced and the traffic congestion in Tsuen Wan would be alleviated after their completion. Reclamation Works and Development of Rural Area The development of new land is mainly concentrated at the Tsuen Wan Bay reclamation south of Yeung Uk Road. The land reclaimed from this area would be used for the phased development of large commercial/residential complex. A landscaped water-front park would also be built there for recreation purposes. Tsuen Wan Bay further reclamation off the Cargo Handling Area is under investigation. Part of the reclamation area may be used as a public housing site. The relatively low density residential development of Tsuen Wan West areas, i.e. Ting Kau, Sham Tseng and Tsing Lung Tau, will be maintained while the shore area will continue to be used as a recreation resource. Re-development of Existing Land The existing Tsuen Wan Sports Ground has been proposed for relocation to Shing Mun Valley, thus vacating the existing site for commercial development. The old Caltex oil depot is being developed for private residential housing. In addition, the old Tsuen Wan town centre bounded by Castle Peak Road, Kwan Mun Hau Street, Yeung Uk Road and Tai Ho Road would be redeveloped.
