5 FOREWORD Ever since its establishment, the Tsuen Wan District Board has been working closely with various government departments and local organisations in tackling local matters. For many years, the Board has contributed greatly towards the improvement of the local living environment and community building. This Information Booklet on Tsuen Wan is compiled by the Tsuen Wan District Board and its Social Services and Community Information Committee, and is presented to the people of Tsuen Wan with a view to enhancing their knowledge of the existing facilities in, and future development of, Tsuen Wan. I sincerely hope that greater concern for, and more active participation in, community affairs will result, so as to foster a sense of belonging in the community and encourage people to work for a better Tsuen Wan. 6 From a village of just a few thousand people, Tsuen Wan has developed into a large industrial and residential town with a population approaching a quarter of a million. Although over the last few decades Tsuen Wan has become an extension of the urban area of Hong Kong and an important industrial area in the territory, it has retained its individuality and particular character, especially in the rural hinterland. The Government and the District Board are working together to retain this identity as Tsuen Wan s development continues. In order to provide local residents, visitors, and other interested parties with an up-to-date picture of the present development of and facilities in Tsuen Wan, the Tsuen Wan District Board has prepared this booklet. It will serve as an introduction to the district, and will, I hope, not only encourage the reader to learn more about the town but also to take part in its various community activities as it moves into the late 1980's. 7 Chapter 1 Brief History The name of Tsuen Wan derives from the much earlier name "Ch'ien Wan", which means "Shallow Bay". In 1899 when the New Territories was leased, the population of Tsuen Wan village and "old market" was only about 3,000. Substantial development only took place in the early 1950s with the establishment of a number of industries in the Chai Wan Kok area.

8 The administrative system began in At that time, Tsuen Wan, Kwai Chung and Tsing Yi were all under the umbrella of the Southern District Office. Tsuen Wan had its own District Office in 1960 under the former New Territories Administration. The present Tsuen Wan District Office was formed in October In September 1986, Tsuen Wan District Office was formally split into two separate administrative districts, i.e. one for Tsuen Wan and one for Kwai Chung and Tsing Yi.

9 Chapter 2 Area and Boundaries Tsuen Wan is located on the western part of the New Territories and covers an area of about 6,000 hectares. Tsuen Wan is bounded by Wo Yi Hop Road and Texaco Road on the east. The western end of the district extends to Tsing Lung Tau, whilst the northern part covers the hilly areas of Tai Mo Shan. The coastline naturally provides a boundary on the south, but Ma Wan and north- east Lantau are also included in Tsuen Wan district. Tsuen Wan District Board Electoral Boundaries

12 The 1986 By-Census reveals that the population of the district is around 240,000, with about half of the population living in public housing estates. The number of people living in private housing estates has increased significantly due to the completion of a number of such estates in recent years, examples of such include Allway Gardens, Tsuen Wan Centre and Luk Yeung Sun Chuen, which together house about 70,000 people. It is estimated that the population of Tsuen Wan will reach 280,000 in There will not be any significant change in the future population of Tsuen Wan, but the proportion of young people will decrease whilst the proportion of people in the older age groups will increase. 8

13 Chapter 4 Industry, Commerce and Em Industrialisation in Tsuen Wan began with the arrival of industrialists from China in the 1940s, who brought with them capital and technical know-how. In the early 1950s, Tsuen Wan became one of the major industrial areas of Hong Kong. Textiles, dyeing works, enamel works and vacuumflask factories were set up. With the rapid development of the area and supporting facilities, such as the nearby Kwai Chung Container Port, industry in Tsuen Wan has done well. There are about 100,000 industrial workers in Tsuen Wan, the majority of whom work in multi-storey factory buildings. The textiles industry alone employs roughly 20,000 workers. Other major industries in the district include plastics, toys, electronics, electrical goods and garments.

14 I ^^ H ploy merit There are about 3,000* manufacturing establishments in the district, located mainly in the Texaco Road, Yeung Uk Road, Kwan Mun Hau Street and Chai Wan Kok areas. In the early days, most of the commercial establishments in Tsuen Wan, such as offices, shops, banks, etc. were located along Chung On Street and Sha Tsui Road. In recent years, a number of large shopping arcades and multi-storey buildings have been built in Tsuen Wan. Most of these are located on the north side of Castle Peak Road in the vicinity of the Tsuen Wan MTR Station. These shopping arcades are linked together by footbridges, forming a prosperous commercial and shopping centre in the district. *This figure is taken from the Survey Report on the Conditions of Work for Female Workers in Tsuen Wan conducted by the Industry and Commerce Committee of Tsuen Wan District Board in

15 11 Chapter 5 Land Use In recent years, most of the land on supply in Tsuen Wan has been obtained from the phased reclamation of the Tsuen Wan Bay, and at present there are more than 300 hectares of serviced land in Tsuen Wan. According to planned land uses, the 24 hectares of land to be supplied in 1989/90 will include 3 hectares to be reserved for commercial/residential development, 3 hectares for government/institution/community uses and 15 hectares for the provision of open space. 17 1 Chapter 6 ^K Housing There are four Housing Authority estates in Tsuen Wan, namely, Fuk Loi, Lei Muk Shue, Cheung Shan and Shek Wai Kok, of which Fuk Loi Estate is the oldest being built as early as the 1960s. These estates house a population of around 100,000. In addition, there are about 9,000 people living in the Four Seasons Estate, Moon Lok Dai Ha and Bo Shek Dai Ha, which are under the management of the Housing Society. The Housing Society is also planning to build a new housing estate to the west of the Transport Complex near the waterfront of Tsuen Wan. It is expected that on completion this estate will house about 6,000 people.

18 The two temporary housing areas at Cheung Pel Shan and Yau Ma Horn currently house about 3,500 people. In addition, there are about 22,000 people living in squatter areas along Ku Hang, Tso Kung Tarn, Kwong Pan Tin, Pak Tin Pa, Hon Man Tsuen, Wo Yi Hop and Fu Yung Shan. In recent years, a large number of private housing estates have been built by private developers in the district, and in most of these estates shopping arcades are provided for the convenience of the residents. It is estimated that there are about 70,000 people living in these private estates. Besides these, a considerable number of old tenement buildings are found in Tsuen Wan Central accommodating about 20,000 residents. In order to complement the new town development in Tsuen Wan, many indigenous villagers affected by public projects have been removed for resettlement in resite villages. At present, more than 10,000 people are living in these resite villages. 14

19 Chapter 7 ^ Transport The provision of public transport services in Tsuen Wan can be said to be very satisfactory. Since the opening of the MTR Tsuen Wan Line in 1982, transport services between Tsuen Wan, Kowloon and Hong Kong have greatly been improved. In addition, there are numerous bus, green minibus and public light bus routes serving the district. Regular ferry services between Tsuen Wan and Central District are provided by the Hong Kong and Yaumati Ferry Company. Castle Peak Road and Kwai Chung Road to the east and Castle Peak Road and Tuen Mun Road to the west are the main trunk roads linking Tsuen Wan with urban Kowloon and the western part of the New Territories respectively. With the opening of the Tsuen Wan By-pass in 1985, a direct link between Kwai Chung Road and Tuen Mun Road was provided. The construction work of Route 5 a major trunk road linking Tsuen Wan and Sha Tin is in progress and is expected to be completed in The Tsing Yi North Bridge, which is now under construction, is expected to be open to traffic by the end of On completion of this bridge, which links Tsing Yi with Texaco Road in Tsuen Wan, traffic between Tsuen Wan and Tsing Yi will be much more convenient. By that time, the ferry service currently operating between Tsuen Wan and Tsing Yi will be cancelled.

21 17 1 Chapter 8 \ Medical There are two hospitals in Tsuen Wan. The Van Chai Hospital situated at the town centre of Tsuen Wan is a government-assisted general hospital. It keeps a close link with the Princess Margaret Hospital in providing services to the residents of the western part of the New Territories. The 175-bed Van Chai Hospital is a general hospital providing out-patient service. In order to keep in line with the continual development of Tsuen Wan, Kwai Chung, and the nearby areas, and to cope with the increasing demand of the residents, the Van Chai Hospital is now undergoing an overall extension. It is expected that the Nurse Training School will be completed in 1988 and the new Clinical Block is expected to be completed in 1990, in which facilities such as an accident and emergency department and an intensive care unit will be provided. Upon completion of the extension programme, Van Chai Hospital will have nearly 700 beds, providing round-the-clock emergency and general medical services to local residents.

22 Another hospital in the district is the Tsuen Wan Aduentist Hospital in Chai Wan Kok, This is a private hospital run by a religious organisation and provides general medical services for the local residents. The Princess Margaret Hospital is a regional hospital serving the western New Territories covering Tsuen Wan. It has more than 1,300 beds. In addition, medical services are also provided to the local residents by a governmentrun policlinic and a maternal and child health centre. Also, government-run floating clinics pay visits to Ma Wan regularlv to serve the residents there. 18

23 Chapter 9 Education There are 36 kindergartens, 26 primary schools and 16 secondary schools, together enrolling about 53,000 students, in Tsuen Wan district. Apart from conventional schools, secondary education in Tsuen Wan is also provided by technical schools and pre-vocational schools. Besides these, there are also some private-run special training schools as well as adult education classes operated by the Education Department and voluntary agencies.

25 Chapter 10 Social Services and Facilities The Social Welfare Department, in conjunction with a number of voluntary welfare agencies, has provided a variety of social services in Tsuen Wan, including group and community services, social security, family services, youth and elderly services, probation and rehabilitation services, etc. Through the provision of various kinds of welfare facilities it aims to enhance the quality of life of the local residents as well as their sense of belonging towards the community.

27 Chapter 11 \ Cultural and Recreational Facil Tsuen Wan was the first new town in the New Territories to have a Town Hall of its own. The Tsuen Wan Town Hall, opened in 1980, is a multi-purpose cultural complex which has an auditorium with a seating capacity of 1,400 and a cultural activities hall (450m ) where exhibitions and cultural presentations can be held. There are two public libraries in Tsuen Wan. They are situated at Shek Wai Kok Estate and Fuk Loi Estate respectively. Recreational facilities provided in the district include the Tsuen Wan Sports Ground, the Sha Tsui Road Playground, the Tsuen King Circuit Playground, the Kwok Shui Road Park, the Princess Alexandra Community Centre, the Lei Muk Shue Community Hall, the Shek Wai Kok Community Hall and Mei Wan Street Sports Centre. The Tsuen Wan Sports Ground is provided with an athletic track and a grass pitch, while the Sha Tsui Road Playground has mini-soccer pitches and tennis courts. Water features, children play areas, 5-a-side soccer pitch, volley-ball court, basketball courts and landscaped areas are found in the Kwok Shui Road Park. Besides these, there is a basketball court in the Princess Alexandra Community Centre, and the halls of Lei Muk Shue Community Hall and Shek Wai Kok Community Hall can be used by the residents for playing badminton, table-tennis, or for organising cultural and recreational activities. Fitness, badminton and table-tennis classes are conducted at the Mei Wan Street Sports Centre. There are a number of well-equipped small gardens in the district for passive recreational uses. The construction of the Tso Kung Tarn Park Outdoor Recreation Centre is well underway, and apart from the provision of a great variety of recreational and sports facilities, a landscaped garden and a stream will also be built there. This Outdoor Recreation Centre is expected to be completed by early In addition, the public swimming pool in Tsuen King Circuit will also be opened in In order to provide better-equipped recreational facilities in Tsuen Wan, the Government is planning to build a large indoor stadium in the reclamation area near the pier, a multi-purpose indoor recreation centre at the site of the old market at Yeung Uk Road, and a large Chinese garden at Tak Wah Street. Moreover, the Tsuen Wan District Board, in conjunction with local cultural and sports organisations, organises large-scale activities such as the Arts Festival and the Sports Festival every year to provide exciting and varied cultural and recreational activities for the local residents.

29 Chapter 12 Scenic Spots and Historical Although there is a veritable forest of industrial and commercial buildings in Tsuen Wan District, within this concrete jungle a large proportion of land has been designated as "green-belt" in order to maintain a balanced development. The Shing Mun and the Tai Mo Shan Country Parks in the district are popular resort areas for barbecues and picnics. There are many well-established and age-old monasteries in Tsuen Wan, such as TungPo Tor, Chuk Lam Sim Yuen and the Yuen Yuen Institute. Apart from worshipping, visitors to these monasteries may a/so enjoy delicious vegetarian food.

30 Sites The Sam Tung Uk Folk Museum, a historic spot, is expected to be opened in In this museum, village-type structures and relics revealing rural life of the past time are kept for exhibition. Ma Wan is a good place for fishing and seafood. On the island there are also some famous historic spots, such as the "Gate to Kowloon" monument which revealed the existence of a customs collection point there in the Ching Dynasty. Finally, the roast goose of Sham Tseng is very famous and is a favourite food for visitors. 26

31 27 Chapter 13 Development The development of Tsuen Wan may be classified into three broad categories: Road Projects There are three types of roads, namely: trunk roads, which provide for the efficient movement of traffic between major town centres; secondary roads, which form the main road network within a new town; and local roads. The development of local roads and external road links are designed to cope with the container port extension and the increasing traffic with the rest of the New Territories. Work has already begun on "Route 5" to provide a fast link with Sha Tin. It is expected that this route will be completed in 1989, and will then serve as the major link between Sha Tin and Tsuen Wan. The improvement of Texaco Road will also commence shortly.

32 Reclamation works and Development of Rural Area The development of new land is mainly concentrated at the Tsuen Wan Bay reclamation south of Yeung Uk Road. The land reclaimed from this area will be used for the phased development of a large commercial/ residential complex by a private developer. A landscaped water-front park will also be built there for recreation purposes. The proposed development of Sham Tseng into a new satellite town to accommodate 60,000 people has been shelved following the Government's decision not to use the area as a source of fill for the Container Terminal No. 6. The relatively low density residential development of Tsuen Wan West areas, i.e. Ting Kau, Sham Tseng and Tsing Lung Tau, will be maintained while the shore area will continue to be used as a recreation resource. Re-development of Existing Land The existing Tsuen Wan Sports Ground is to be relocated to Shing Mun Valley, thus vacating the existing site for commercial development. The old Caltex oil depot will be used for private residential redevelopment. In addition, the old Tsuen Wan town centre bounded by Castle Peak Road, Kwan Mun Hau Street, Yeung Uk Road and Tai Ho Road will be redeveloped. 28

33 Chapter 14 The District Board Tsuen Wan New Town Recreation and Amenities (Advisory) Committee, the predecessor of the Tsuen Wan District Board, was established in March 1976 and was the first District Advisory Committee in Hong Kong. This Committee was retitled the Tsuen Wan District Advisory Board in In order to keep in line with the development of district administration, Tsuen Wan District Board was established on April 1, It was the first District Board in the New Territories, and its electoral boundaries then covered Tsuen Wan, Kwai Chung and Tsing Yi. In April 1985, a separate Kwai Chung and Tsing Yi District Board was established to serve Kwai Chung and Tsing Yi district. The term of office of the Tsuen Wan District Board has a total of 17 members including two ex-officio members, six appointed members and nine elected members from six constituencies. There are six Committees under the District Board, each dealing with different aspects of local matters according to its own terms of reference: Committee Chairman Finance Mr. CHAU How-chen, MBE, JP industry and Commerce Mr. CHOW Tik-hin Culture and Entertainment Mr. CHEUNG Chung-yan Social Services and Mr. CHAN Yuen-sum Community Information Recreation and Sports Environmental and Transport Affairs Mr. CHAN Wai-man Mr. Ho Tse-ping With the exception of Finance Committee, all meetings of the Tsuen Wan District Board and its five Committees are open to the public. Tsuen Wan District Board has conducted a number of surveys on problems concerning the local environment, transport, social services, education, youth, industry and commerce etc. Reports have been prepared and submitted to relevant departments for consideration. Furthermore, the Board also pays close attention to matters of territory-wide significance, and has held debates on government policies or measures affecting the well-being of the people in order to bring its advisory role into full play.

34 The Tsuen Wan District Board Members ( Meet-the-Public' Scheme serves as a bridge for communication between the Board and the local residents, at which residents are welcome to raise any grievances or suggestions to the DB members on duty. Two sessions of the 'Meet-the-Public' Scheme are provided every week, i.e. from 6:00 p.m. to 8:00 p.m. on Tuesdays, and from 2:30 p.m. to 5:00 p.m. on Fridays. 35 Chapter 15 The District Office Tsuen Wan District Office is part of the City and New Territories Administration. It serves as a bridge for communication between the Government and the people by explaining the policies and programmes of the Government to local people and reflecting their views on public affairs to the Government. The functions of the District Office include maintaining close cooperation with local organisations such as the Rural Committees, Area Committees, Mutual Aid Committees, Owners Incorporations, women's associations and local cultural and sports associations; and fostering a sense of belonging among local residents. It also encourages local participation in community affairs and collects public views to enhance the development of the community and to improve the implementation of Government policies at district level.

Headed by the District Officer, the District Management Committee coordinates the work of various Government departments in the district with a view to enhancing the efficiency of the Government at district level. Tsuen Wan District Office Headquarters is located on the first floor of Tsuen Wan Multi-storey Carpark Building. It has 5 sub-offices and public enquiry services centres for providing various kinds of services to the public, including enquiry services, the provision of information on government services, and statutory declaration services. The District Office also helps the Hong Kong Law Society in the provision of free legal advice to the public and makes arrangements for members of the public to meet rent officers on tenancy matters. Since June 1985, Tsuen Wan District Office has taken up the management of the three Community Centres/Halls in the District, namely the Princess Alexandra Community Centre, the Shek Wai Kok Community Hall and the Lei Muk Shue Community Hall. A management committee comprising members from the local community has been formed for each community centre/hall to oversee the services provided there, and to assist and encourage the local organisations to organise social and recreation activities for the residents. Besides, the Accounts Office of the Tsuen Wan District Office provides collection and payment services to the public, such as collecting water charges and rates and paying out public assistance allowance.
