CALL TO ORDER Chair Sally Brawley called the meeting to order at 5:30 PM. Roll Call: Sally Brawley, Bob Everett, Chaun Birks, Deanna Nikolas, and Robert Hunter. Norm Nelson and Norma Jean Jessup were excused. Staff present: Lori Barnett, Community Development Director and Marcia Martz II. ADMINISTRATIVE PROCEDURES A. Consideration of Summary Minutes from the May 30, 2017 Planning Commission meeting/hearing. III. CONTINUATIONS AND/OR WITHDRAWALS. IV. NEW BUSINESS A. Wireless Communications Facility: Workshop regarding the 2017 update to Chapter to address periodic upgrades to facilities, distributed antenna systems, small cell facilities, facilities in the right of way, and general placement provisions and preferences. Planner Barnett presented a slide show of the tower facilities in place in different Cities. She reviewed a draft of the potential chapter Wireless Communications Facility based upon the City of Spokane code. There was discussion on the heiratchy or preferences for type of facility and where they should be located. The Commissioners support the general direction staff is going with the higharchey for siting alternatives and asked staff to continue in that direction. Landscaping was also discussed and lori indicated that she would like to add a zero landscape alternative. Planner Barnett explained that she would like input from the Airport before moving forward in the C L zoning district located in the Airport vicinity. Lelah Vaga a representative for Verizon explained that the advantage to having a Macro site in a residential neighborhood would help met the overall demand and growth for home usage which is increasing every year. Macro sites are the base line for coverage and small cells are for fill-in capacity. The Commission asked Ms. Vaga to explain the intent of a Independent Technical Review. Ms. Vaga explained that the intent of the third party expert is to make sure the person reviewing does have training and experience in the field of radio frequency engineering. She addressed questions on the ground space restrictions and collocation. Verizon likes to have a 50 x 50 plot of ground space surrounding their facilities. If a project calls for a back up generator it would require more ground space. There was a discussion on generator noise control. Ms. Vega indicated that noise analysis on generators can be required. B. Nonconforming Uses: Workshop to discuss potential amendments to chapter Nonconforming Uses and Structures. Planner Barnett explained that she would like to use the Douglas County code along with the Gig Harbor code and mesh the two together to amend the nonconforming uses chapter. There was a discussion on existing duplexes in R-L zoning districts. The code states if the duplex is destroyed by more than 50% it can not be rebuilt. The Planning Commission instructed Planner Barnet to go forward with the changes to Chapter B. Nonconforming Uses and make it as uncomplicated as possible. V. OLD BUSINESS A. Update of City Council/County Commissioner s August 8, 2017 public hearing regarding the proposed Minimum Density Standard and other Municipal Code amendments to Residential Districts, General Provisions, Definitions, and Neighborhood Commercial. The following criteria shall be considered in any review of proposed amendments to the Douglas County Comprehensive Plan : 1. The proposed amendment is consistent with the Growth Management Act and requirements, the county-wide planning policies, the Douglas County Comprehensive Plan, applicable sub-area plans, applicable city comprehensive plans, applicable capital facilities plans and official population growth forecasts and allocations. Yes, RCW 36.70A.215 (4) The county and its cities shall annually monitor the measures adopted under this subsection to determine their effect and may revise or rescind them as appropriate. Changing the subject designated zoning will further the need for commercial resource land within the established growth boundaries. 2. The site or area is more consistent with the criteria for the proposed map designation than it is with the criteria for the existing plan designation. Change in the zoning designation from Office High Residential to General Commercial will better fit the space along/adjacent to the SR28 corridor. 3. The map amendment or site is suitable for the proposed designation and there is a lack of appropriately designated alternative sites within the vicinity. Need for additional open land for commercial growth without demoing existing residential housing. 4. For an area-wide map amendment, substantial evidence or a special study has been furnished which compels the planning commission to find that the proposed designation is more consistent with Douglas County Comprehensive Plan policies than the current designation.

Respond to a substantial change in conditions beyond the property owner's control that is areawide in nature; b. Implement applicable comprehensive plan policies more than the current map designation; c. Correct an obvious mapping error; or d. Address an identified deficiency in the plan. 6. A full range of necessary public facilities and services can be adequately provided in an efficient and timely manner to serve the proposed designation. Such services may include water, sewage, storm drainage, transportation, fire protection, and schools. All noted services currently extend to or are available to service the subject properties. 7.
