1 REQUEST FOR PROPOSAL FOR THE PREPARATION OF A HISTORIC ARCHITECTURAL/LANDSCAPE SURVEY (HALS) FOR MONTECITO AREA 4A & 4B The County of Santa Barbara and the County Historic Landmarks Advisory Commission (HLAC) is seeking proposals from qualified consultants for the 2013 annual Historic Properties Survey. The survey falls within the Montecito Community Plan boundaries as shown on the attached map (Exhibit B). The Historic Properties Survey shall be completed in accordance with the attached Guidelines for the Preparation of Historic Architectural/Landscape Surveys (HALS). A partial HALS was prepared for this area in 2012 which needs to be updated and made complete. That prior report shall be reviewed and information used in the preparation of the proposed survey upon verification of its accuracy. A copy of that report is available for review by persons responding to this RFP. A copy of an example of a Historic Site Record survey form is attached (Exhibit A). This form shall be used or it may be used as a guide as to the form that will be used. The survey form used shall be approved by the HLAC. The form shall follow the requirements of the Guidelines. In addition, an Excel spreadsheet to include the survey sites listed in the attached format (Exhibit C) shall be prepared. Final work products shall be completed and delivered to the Santa Barbara County Planning and Development Department, 103 East Anapamu St., Santa Barbara, Ca within four months of the contract award. Payment is subject to compliance with the County s contracting agreement, completion of the work as called for in the Guidelines and HLAC s review and acceptance. All survey documents will become the property of the County of Santa Barbara. Proposals shall include: Proposal fee for all work including professional services and reproduction costs. Proposal shall indicate the fee to survey Area 4A and the fee to survey Area 4B. Indicate any savings that might be realized to survey both areas together at the same time.
2 HLAC HALs RFP for Montecito Area 4A & 4B Consultant qualifications (i.e. education, experience, similar completed projects) The consultant shall have successfully completed two or more similar surveys. References: Names, phone numbers of at least three persons who have knowledge of consultant s work. Two copies of the written proposal along with supporting documentation shall be submitted to Santa Barbara County Planning and Development Department at 103 East Anapamu Street, Santa Barbara, CA attention Anita Hodosy-McFaul or ed to Anita Hodosy-McFaul at ahodosy@co.santa-barbara.ca.us within four months of the contract award. Applicants are encouraged to view past Historic Survey Reports on file at the County s archive library to understand the kind of survey information that has been provided in the past. 5 Exhibit C SANTA BARBARA COUNTY HISTORIC LANDMARKS ADVISORY COMMISSION GUIDELINES FOR THE PREPARATION OF HISTORIC ARCHITECTURAL/LANDSCAPE SURVEYS (HALS) The following guidelines shall be applied to the survey and documentation of properties of either public or private in the unincorporated areas of Santa Barbara County to make a determination of possible historic significance. Purpose: Identify and document properties, building sites, structures, objects and /or landscapes to make a preliminary determination of possible historic significance or merit in the unincorporated areas of Santa Barbara County. The information is to be archived at the County of Santa Barbara Department of Planning and Development and maintained accessible to the public, property owners, County staff and HLAC Commissioners. Documentation: The survey information is to be used by Planning & Development staff to make initial determinations of possible historic significance on projects submitted to them for demolition, remodel, addition and other land use clearance permitting. 1. For each parcel within the survey area provide a survey form. 2. The survey for each parcel shall be on a form similar to that attached (Exhibit A). This is a form adapted by the County of Santa Barbara which is similar to the State of California Department of Parks and Recreation, Historic Resources, Forms 523a and 523b. Consultant should be familiar with those forms as well as the Instructions for Recording Historical Resources published by Parks and Recreation. a. Where possible provide one or more photographs on the form showing the building, structure or object. b. Provide map showing parcel in question. This can be a portion of the assessor s parcel map of the site and surrounding parcels and street. c. Identify the Significance Criteria for possible significance of the parcel in question. Criteria for significance shall be based on that contained in the County of Santa Barbara s Environmental Thresholds and Guidelines Manual.
6 HLAC HALs Guidelines 3. Map of entire area surveyed (assessors parcel map) showing all parcels and identifying those parcels that as of the date of the survey qualify for possibly being of historic significance or merit. 4. An index of all parcels within surveyed area by parcel number and address. Deliverables: For each project, consultant shall deliver to Santa Barbara County the following: 1. Two (2) hard copies (8 ½" x 11") of survey with cover and table of contents. One hard copy will be for the County and one will be for deposit with a local jurisdiction (library, historic group, County review sub-committee, etc. determined by the County). 2. Executive Summary of the report. 3. A short context statement (history) of the area surveyed. 4. Compact disk with all documentation in PDF format. 5.
