These men were a unique group of railroad inspectors that assumed a wide variety of jobs while working for the railroad. These men were photographed in the Belvidere rail yard of the Chicago and Northwestern Railroad at or about the end of the 19th Century near what once was the Belvidere Stockyards. More than a century ago, almost every farm in Boone County had livestock as a part of their enterprise. That is not the case today. To affirm that contention, anyone can ask almost any farmer in the county how many hogs, sheep, dairy cattle and steers are fed there? In most cases today, few if any farms still have livestock that are fed and managed. However in the 1890s there was a need in Belvidere for a rail line through the city and there was also a need for a stockyards where livestock could be held to be later loaded onto a trail that was westbound or more often, eastbound to the Chicago Union Stockyards. The rail inspectors had little to do with livestock awaiting loading on an outbound trail. Their duties were more defined and refined. The social activist, American author and journalist, Jack London had a lot to say about railroad inspectors during the years that he rode the rods and lived the life of a hobo for background material used in his autobiographical book, The Road that he wrote in Jack wrote of his experience as a hobo riding in what he called a side door Pullman a box-car and arrived at the Niagara Falls. But he remained on the trail until he was out of town as he had heard the area was not a good place for hobo s to rest their heard. He jumped off the train outside of town and then he walked back in before he was caught by railroad inspectors that were coming to work. Watching trains for stowaways is one job that railroad inspectors handle for the line that is their employer. But, in Jack London s day, a rail inspector worked for each line that was found within a rail yard. Each railroad was as anxious to catch and prosecute stowaways catching a free ride on their line and so an inspector for the Union Pacific line worked as much for his line as he did for the Rock island Line or the Santa Fe. The reward for catching and prosecuting stowaways and hobos was as good for one line as another. The men shown here bore the look of executives for the rail line. Their skimmer and derby hats suggest that they could have been executives though headwear for men in the later 1800s was very common. Baseball caps, as is the chosen headwear for men today, in the late 1800s was reserved for baseball players. These men also wore suits, likely worsted wool suits even though the photograph could have been shot in June or July. Worsted wool suits were derigueur in that era. Some men chose linen suits for summer wear though those garments were most often reserved for New York City and Los Angeles because of the fashion consciousness of those cities. Belvidere was not known as a center for fashion in However, the gentleman that stood second from the left in his straw skimmer exhibited distant savoir-faire as he directed his eye away from the photographer. His jacket could have been linen, his hat was straw and he held his cigar with a glint of disdain. However, not all of the duties of these men as railroad inspectors involved apprehending famous authors that were engaged in doing research for a book or chasing stowaways from side-door Pullmans. Railroad inspectors also had the duty to inspect signals along the rail route. They also examine roadbeds, switches, ties and rails to detect even minute defects that could cause an accident. Some of their other duties involved replacement of worn brakepads on cars, notifying the train dispatcher of cars that needed to have repairs made to them, making minor repairs and some railroad inspectors even packed brake bearings on the cars with grease. Some of that duty might have been handled by either of the two men that stood in the middle of the group of seven. It is likely that these men handled all of the railroad and rail yard inspection activity in Belvidere near the close of the 19th Century. The pens and loading chutes that were a part of the Belvidere Stockyards can be seen on the far right of the photograph. Those chutes were painted white and in the days of the Chicago Union Stockyards, most of the loading chutes and pens that covered well over 100 acres just off the south side of downtown Chicago were all painted white. Many other stockyards that once thrived in almost every city and many towns of medium size around the nation also had their loading chutes and fencing that created pens were painted white. It is uncertain why the color white was chosen over other colors but that was the case dating back to the middle 1800s. It was during that era that the job of being a railroad inspector was created as a means to share the labor of the operation of a railroad system. Jack London was wary of the railroad inspectors and, because he wrote his book, The Road from the perspective of a hobo, his perception of those working in that job was dim, at best. He was arrested by a railroad inspector for have been a stowaway on a train that ranged from the west coast near San Francisco that was bound all the way to New York City. Jack made it to Niagara Falls before he was arrested and held to serve a 30-day sentence. He did not offer strong criticism for the railroad inspectors that caught him and a couple of other hobos. Jack resolved that they were doing their job as he was doing his job. The Journal wants to thank the Boone county historical Society for allowing use of the photograph. This will not encourage growth downtown. He also suggested that the demographics of downtown Belvidere are not appropriate to encourage high-end restaurants to arise there. By James Middleton Alderman George Crawford (Ward 4) said, You re (the mayor) making it sound like these places (downtown) are casinos. Mr. Crawford added, Your opinion doesn t make sense. We can change. The current price is holding down expansion. The path that led from consideration to the enactment of Belvidere City Ordinance #183H was long. But, the ordinance was passed by a 7 to 2 vote in the Monday Belvidere City Council meeting that cut the fee for filing an application for a liquor license anywhere in the city from $20,000 to $10,000. The vote to approve this change was not easily reached. The elements of the meeting that led to the vote were dramatic as for the last two months and in many previous meeting the City Council aldermen have tried to manage, alter, to justify to amend or to just sustain the existing liquor license application fee. For example, before the debate began, Alderman James Campbell (Ward 5) read a letter into the record that he had received from a constituent, Phyllis Zurell. She wrote, I encourage all to vote yes to reduce the license fee and put aside your fears and your agendas. Ms. Zurell suggested that the change could provide the ways and the means to improve the community. She also wrote, You can take a new direction to get a better return on your investment. Belvidere Mayor Michael Chamberlain spoke at length regarding his view of the question. He indicated a cautionary note regarding solicitations he had received for new liquor license applications. He said the solicitors wanted to open gaming cafes downtown but they were asking about the application cost; would that cost be $20,000 or $10,000? The mayor added, Making this across the board cut in fees, I don t want downtown Alderman Clint Morris (Ward 1) has long been an opponent to reducing the license application fee because of his concern that downtown Belvidere could see bars and taverns flourish as they once did decades ago. He added, You re not helping those that want to bring an upscale restaurant downtown. We have 48 liquor licenses now. He concluded, Vote this down and be responsible. The debate sustained with some aldermen favoring the reduction in the application fee while others suggested alternatives. Mr. Campbell said, Because the license fee is lowered does not mean this will become a free-for-all. Mayor Chamberlain added, My concern is that we will make this for everyone they will buy a gaming license to pay for the liquor license. The liquor license fee is, for the city, a significant revenue source. Some towns have multiple fees and a high renewal fee. I don t oppose development but reducing the fee is a compromise. The mayor added, We need to be cautious and think about what are unintended consequences. He suggested, We could amend this fee schedule to $10,000 for restaurants and the $20,000 fee for others. This proposal did not draw a motion to amend the motion that was on the floor. The vote was called and when the roll-call was taken, Aldermen Clint Morris, Clayton Stevens (Ward 1) and Karen Schrader (Ward 3) were opposed to the measure continued to page...2

2 2 Sept. 6th., 2013 The Boone County Journal In Our 18th Year The Endless Landfill Site Part II By James Middleton Closing the Belvidere/Boone County Landfill site located north of the city was easy. The difficult part of the closure process has been for the city and county to sustain their involvement with the landfill through future city and county budgets and agendas for years to come. The site was actively operated for 20 years beginning in The site has been closed since The site has been monitored, altered, improved and managed as steps in remediation have been requested and it is likely that more steps will follow. This is the second part of a two-part series that has sought to provide an explanation how and why countywide property tax revenue is likely to continue to be spent on a landfill site that remains closed. The monitoring of this site has occurred at the behest of the Illinois Environmental Protection Agency (IEPA). The original city/county landfill came into being as a means to provide a public service to the community and a venture designed to enhance revenue coming to both municipalities. Though revenue was generated from the venture much of those realized profits have been used to remediate potential groundwater pollution that is the primary concern of the IEPA. The first piece considered the creation of the landfill site in 1972 and its operation. The piece also looked at the IEPA and the federal Environmental Protection Agency (EPA) as both entities were configured in This second piece will look at the activity that resulted from the official notice of closure in This piece includes the results of an interview with IEPA personnel that are involved in landfill monitoring, the implementation of remediation procedures and some that have been working with Boone County administrator Ken Terrinoni. Remediation of danger in a closed landfill site is to work to manage the creation of a material called leachate that results from the decomposition of trash that can seep through rock formations underground to contaminate groundwater systems. As stated by those from the IEPA, eliminating leachate is a primary duty of the IEPA when working with groups that hold title to a closed landfill site. These remediation procedures continue to be a matter of public concern at the city and the county and an ongoing drain on municipal revenue. ** Informing the public that the city/county landfill site would close in 1992 was the easy step. Reaching that point of actual rather than potential closure is the difficult path the city and county has pursued since According to figures from Boone County government, since 2002 through 2012, the city and county spent over $126,000 alone in groundwater testing in Testing of groundwater has been a big matter in what has been requested over the years by the IEPA. Over the years this amount could perhaps be viewed as a rough average of the money spent by the city and county for groundwater testing. However, by 2005 remediation procedures began and that requirement from the IEPA escalated what the city and the county would allocate to resolve the problem. For example, in 2005 more than $114,000 in remediation steps and procedures were requested by the IEPA. Other remediation steps were taken in 2004 totaling more than $101,000. In the years from 2006 through 2012, no funds were used in remediation steps. However, in 2013, more remediation was found to be needed. In total, Belvidere and Boone County have spent in excess of $1,164,700 in steps needed to test groundwater for elements of leachate. The city and county have also spent over four years more than $306,400 in remediation steps to eliminate traces of leachate that were found in groundwater. Belvidere and Boone County have spent in excess of $1,471,187 for groundwater testing and remediation steps from 2002 through Mr. Terrinoni recounted various equipment and remediation and testing steps that were taken dating to In 1995, Mr. Terrinoni said, We installed groundwater wells and we also put in a methane gas monitoring system. Methane gas is a recognizable byproduct of the biodegrading human garbage. In 1999 the city and the county installed another gas collection system in the closed landfill site. Remediation activities that were initiated in 2005 included the installation of a system to draw off leachate material. Mr. Terrinoni summarized, The IEPA tells us what needs to be done and we have to comply. We do have the opportunity to propose the work to be done. The proposal of what work needs to be done results from consulting companies that work with the city and county and the IEPA. The consultants also include law firms that have experience working with the IEPA and aiding others to manage what must be done. Part of the background that led to the writing of this piece resulted from a conference call with IEPA experts that monitor groundwater and the remediation of problems that can result from closed solid waste landfill sites. Kurt Niebergall is in charge of media relations for the IEPA and he arranged the conference call. Those that participated included Terri Myers of the permit section and a groundwater unit manager, Mike Summers an environmental protection geologist, Joshua Rhodes another environmental protection geologist, Bob Colwell an environmental protection engineer and Chris Liebman a solid waste unit manager. Some of those that were involved in the interview have direct management and evaluation over the Belvidere/Boone County closed landfill. Mr. Liebman set a point of reference for the interview by saying, I started (at the IEPA) in 1985 and there were some regulations at that time but the later regulations were really modeled after the public health standards of that day. As the years have lapsed, those regulations have expanded in their coverage and the strictness of their management. In 1993, regulations that covered non-hazardous waste were modified and altered. For the most part, non-hazardous waste was deposited in the city/county landfill site. Mr. Liebman also said, The overall focus of the IEPA covers the major concern for potential environmental impact that any closed landfill site could pose. Our overall objective here is to protect against potential and actual contamination of groundwater. It is the testing of groundwater that has occupied much of the work of the city and county and the IEPA. Leachate is the hazardous unintended by product of landfill sites. Leachate is a fluid material that results from human waste that seeps from landfill sites, through layers of rock and soil and sand formations underground. The IEPA is also concerned with the creation and collection of methane gas deposits as the solid waste material biodegrades. What the vote means is that the liquor license application fee in Belvidere for any establishment that wants to serve liquor by the drink or to sell package goods, the cost will be $10,000. If the applicant prefers to extend the payment period for that fee over one year, that option remains available as there was no change to that provision in the original law that was amended. As stated by many of the aldermen that spoke in the Monday meeting, the goal of the mayor and the aldermen is to develop restaurants in the downtown neighborhood or elsewhere in the city. However, if that will occur as a result of the reduction in the application fee remains to be seen. Russell Klostermann, a local farmer, says he is reaping benefits from the [three] turbin es on his 160-acre grain sorghum field. It s easier to farm wind than anything else, Klostermann said. They re connected by an underground line and don t take up much area at all as We re harvesting right around them. Plus, says Klostermann, It s beneficial to the county, as the wind developer h as improved some of the nearby roads and the addition of 24-hour turbine monitoring adds to security out in the country. Peckham Superintendent Gary Young agree d, stating, Peckham Schools is ecstatic to hear of the new financial possibilities coming with the win d farm project. We see this as nothing but a positive for not only our school district, but our commun ity and our citizens. I ve spoken with several area farmers and they are more than excited about the financial possibilities that they may be a recipient of from the Apex wind project coming to Kay County. (**) Did you know that MidAmerican Energy, Warren Buffett s the energy unit, will soon install more than 400 wind turbines across Iowa in a $1.9 billion project that will boost economic development locally by more than $360 million in property taxes over a 30-year period. Webster County Supervisor Bob Singer says, There have been some concerns, but long-term it looks like it will be a win-win for the county taxpayers and farmers. In addition to more than 160 temporary construction jobs and 50 permanent jobs expected to be generated by the wind farm, MidAmerican customers will likely see a rate reduction in their electric bills of nearly $10 million by A ll of our customers will feel the benefits, said company spokesperson Abby Bottenfield. 3 In Our 18th Year The Boone County Journal Sept. 6th., The Minimum Wage Debate Last week the Illinois Governor broached an idea as part of a parade appearance that deserves consideration. He spoke during a Labor Day event to suggest that the Illinois minimum wage should be raised to $10 per hour. The question is now before the Illinois Senate. If the minimum wage was increased, that would be the first such increase since the wage was raised to $8.25 per hour. That path upward began in 2006 and extended into The plan outlined in SB #1565 would have the minimum wage raise by $.50 from $8.25 plus an inflation calculation until the wage would reach $ After that figure is reached, the wage would then be adjusted every year to reflect inflationary levels. But before any increase is enacted, the legislator s and the public should strip away the politics and evaluate the positive and the negative elements of the question before deciding. But, engaging is thoughtful investigation is not a characteristic of our expedient culture that rewards fast decision and negates careful consideration. There are many sound reasons why the minimum wage should be increased. The unequal coverage of that wage is an aspect that should be corrected. For example, far more single women and minority workers are paid minimum wage. Many of those people are sentenced to work under those conditions due to a variety of reasons. Some of the reasons for this inequality are culturally founded while other reasons result from unskilled workers that have made or continue to make bad decisions. Other reasons to raise the minimum wage would be to more fairly reward vital work that many people perform and that many others consume. Providing an increase in the minimum wage could also provide those workers with greater incentive to economically advance in their earning ability. Some might use the increased funds to obtain more education to become skilled workers. This is a good result from the salary increase that could accrue for some. Another good reason was voiced by many in Washington a few years ago when the federal minimum wage was increased. Many supported the administration that promoted the raise in the minimum wage as the proper thing to do. Increasing the earning power of unskilled workers also provides a significant advantage to the economy as more people become stronger participants in the overall economy. All of the aforementioned reasons and others should be acknowledged as reasons to raise the minimum wage. But, as with most decisions, there is also a down-side to the question. Raising the minimum wage in Illinois could dampen economic growth or expansion in the state. Not all industries employ minimum wage earners but many do and the reality that the industry will pay more for those workers could deny their move to Illinois. Raising the minimum wage works to stimulate the overall economy; workers having more money tend to buy more goods. But industry moving to Illinois could be diminished by this move. Though many argued that the additional tax revenue was long overdue, the spectacular personal and corporate income tax increases that were affected here a few years ago did not promote economic and employment expansion when that was needed. Instead, the current governor granted waivers from the higher corporate income tax rates to Sears, Allstate Insurance and Caterpillar and to the Chicago Mercantile Exchange. The waivers were granted to keep these entities from moving away from Illinois. In the fast-food industry that is reliant on minimum wage employees, to increase the company s cost for doing business could also raise the prices of their product that many minimum wage employees consume. Further, raising the minimum wage could also affect other wages from the bottom up and the cost of products at Wal-Mart could rise. It is likely that more minimum wage workers shop for clothing at Wal-Mart than at Saks Fifth Avenue. Corporations do not pay taxes and instead, they lay-off taxes onto their customers in the form of increased costs for the products and/or services that the corporation provides. Costs that are mandated by governmental action are managed by corporations in a similar manner. There seldom are simple answers. A proper and thoughtful answer must consider the benefit and the detriment of the change that is being considered. However, ours is a culture that supports the expedient and tends to ignore the relevant. Raising the minimum wage could benefit perhaps a million Illinois residents and that is certainly good and proper. However, the damage done to the remainder of the population or the benefit enjoyed might be negligible. There could also be an unintended result of the minimum wage increase that would dampen economic growth and employment expansion as corporations could choose other states for their expansion plans instead of Illinois. So many of our elected legislators and executives are better able to articulate words that sound good on TV rather than to work to resolve a problem. Earning only a minimum wage is a problem for many people but raising their salary might not be in their best interests. Perhaps a better approach is to find what steps could be taken to expand the economic and employment base of the state, to improve the state public education system that could provide financial encouragement for corporations to move to Illinois and to Belvidere to provide jobs that are of greater benefit than more minimum wage jobs. Closed Sunday Landfill continued from page...2 present and what chemicals that material might contain. Mr. Summers also said, Most often we will test in shallow groundwater to start the process. Then, if found, we would need to determine the source of the contamination and the full extent of that contamination. When leachate is found in the groundwater then the people at the IEPA might propose a remediation process to eliminate the contamination. Mr. Terrinoni also suggested that the remediation process and plan can also be developed by the city and county through the consultant groups that propose to the IEPA remediation measures. Ms. Myers commented that she and Mr. Rhodes have experience working with the Belvidere/Boone County Landfill closure project. Josh and I, she said, have worked with Boone County and we had very good meetings with them. They are doing what is needed. Mr. Rhodes added, They are approved for corrective action for leachate extraction and landfill gas. Boone County is not proposing any new action but we are all moving forward. From this point forward the IEPA has scheduled checks to be made of groundwater and various other aspects of the closed site. Barring any significant concern that could emerge from future tests, it is not likely that unscheduled checks could occur. Mr. Niebergall said, This is how we (IEPA) work with communities around the state. We have in place a system of checks and balances. He indicated that the IEPA will use independent testing groups to analyze the tests and to determine the results. Mr. Niebergall said that, overall there are a large number of landfill sites in operation around the state. He added, about 25 of those sites have been closed since The waste management and landfill industry, he said, is moving through a state of consolidation. Of all of those landfill sites, the IEPA personnel that were interviewed said, as long as the site needs monitoring, the IEPA will continue to provide the monitoring. Mr. Niebergall added, The Boone County site has one more year of monitoring. Ms. Myers also said, However, we will continue to test groundwater for many years to come. We need to reach a point of three consecutive years with test levels below the standards. This is a regulation and the standards for certain tests are different than for others. Mr. Liebman said, The Boone County facility must go through testing for 15 years and we must also be able to show that the monitoring and the remediation procedures that were implemented were effective. After this final year in the 15 year process is finished, if so without further significant procedures needed, then the closed landfill site must go through another three years of monitoring and testing. Ms. Myers also said, We will proceed as we have for the last 15 years. Mr. Niebergall said, We do have closed landfills in the state that have gone through all of these procedures and in the end, a certificate is issued. But of course the monitoring must be extensive. In the end, the goal of all of this monitoring and testing and remediation Joke of the Week!! procedures is for the IEPA to issue a document that states, No further action is needed. That designation means a practical end and the final end to all of the testing and remediation. It is perhaps apparent that few Belvidere City Council aldermen and Boone County representatives believed that a decision in 1972 to enter the landfill business would result in well over $1 million in ongoing expenses to permanently close the facility because the site had reached its continued to page...10 A farmer was milking his cow. 9 In Our 18th Year The Boone County Journal Sept. 6th., Community Cupboard Serves Those in Need By Lisa Rodgers It is now harvest season for many who planted a garden this year. This growing season had sufficient rain fall that produced an abundance of produce that abounds in many local gardens. For those gardeners that realized a surplus of vegetables and flowers, there is a means to benefit others with the bounty and to brighten their day. Sharing surplus vegetables and flowers might seem a simple act but it is one that is welcomed. The opportunity to share vegetables or flower gardens is available at the Community Cupboard Food Panty that serves the community within Belvidere School District 100. Those that manage the Community Cupboard Food Pantry are looking for just these types of donations and also need volunteers. Shannon Hansen is the Communications Coordinator for Belvidere School District #100 and the director of the Community Cupboard. Shannon said, On Thursday afternoons at 1320 East Avenue, not long after high school students dismiss from their alternative education classes, District #100 families fill the halls of the building formerly known as the Boone County Center. The families are not seeking an education, but rather food assistance from the Community Cupboard food pantry. The Community Cupboard is the first school-based food pantry in Illinois and has been in existence since February Funding for the first year of operation came from a grant from Target Stores. The goal was to feed school-age children and their families. Subsequent grants from Wal-Mart, General Mills Foundation, and the United Way along with monetary and product donations from local community groups, service, organizations, individuals, and businesses provide food and non-food items that fill the shelves. Shannon added, Recently a grant through the Northern Illinois Food Bank and a partnership with Muller Pinehurst Dairy provides 1 percent milk to pantry clients. A family recently passing through the Community Cupboard commented that because of the program, milk is now part of every meal at home. The grant has made a huge difference to pantry clients. Shannon also said, We have a core group of volunteers. The Community Cupboard serves nearly 200 unique families per month. We attempt to add personal touches that are evident throughout the year. We offer special treats that are given to children at Halloween, Christmas, and Valentines. Recipes are often shared with families offering them new twists on certain food items, and the volunteers adopted a family this past Christmas. Since opening their doors, the Community Cupboard has been a source of community service hours for National Junior Honor Society members, Brownie Troops, student athletes, and religious organizations. Partnerships with the Belvidere YMCA, District #100 middle school special education classes, and the Regional Office of Education exchange extra hands for real world work experience has provided benefit to those involved. The Pantry also has agreements with RAMP and the Boone County state s attorney s office through their First Offender Program to provide volunteer opportunities on a referral basis. The Pantry also coordinates food and product drives with District #100 schools and other local organizations. Shannon added, There are always volunteer Opportunities at the Community Cupboard. Deliveries are received on the first and third Thursday of the month. We need volunteers from 10 a.m. to noon to receive, break down, check in, and put away stock. Community Cupboard is a choice pantry that allows clients to select items that best suit their needs. The operation of the pantry every Thursday requires the assistance of at least eight volunteers from 1:45 to 4 p.m. Duties include checking clients into the pantry, accompanying them as they shop, replenishing food items on the shelves, and taking groceries to cars. The Community Cupboard was the recipient of the Golden Apple Foundation 2012 Education Service Award, is a 2012 Crusader Community Health Foundation Spirit of Caring Nominee, and their volunteers were recognized at the 2013 United Way Community Volunteer Awards Program. Those that want to volunteer to help should signup in advance of when they can help. The Community Cupboard has served as a model for school districts in Illinois and Wisconsin as well as existing pantries considering a change to the client choice model. Financial donations are encouraged as the Pantry can receive items from the Northern Illinois Food Bank at a reduced cost (about 20 cents per pound). Cash and checks are accepted, and checks should be made payable to either the Community Cupboard or to the District #100 Charitable Foundation. Food items can be donated, provided that the cans and/or boxes are not damaged and the food products have not expired. Non-food items such as diapers, personal hygiene products (shampoo, deodorant, toothpaste, soap), paper products (facial tissues, toilet paper, paper towels, napkins), cleaning items (dish soap, laundry soap, window cleaner, kitchen cleaner), and diapers are encouraged donations as the items are in great demand but difficult to acquire. Non-food items cannot be purchased using a LINK/ SNAP card. Fresh fruits and vegetables can also be donated but must be cleaned, bagged, and suitable for consumption. New or gently used hats, gloves, and scarves are welcome. The Pantry is located at 1320 East Avenue and is open every Thursday (including spring break, inter break, and the summer months) from 2 p.m. to 4 p.m. Clients may receive food assistance once every four weeks, and are asked to bring bags, boxes, or laundry baskets to carry food. A family must have children attending District #100 schools in order to receive assistance. The sights and sounds of rural life from a century ago will come to life again at the Beckman Mill during Beloit s annual Heritage Days celebration, Sunday September 8th, from 11:00 to 4:00. In the mill itself, visitors can watch corn being ground by the original millstones, powered by water or by a restored 1920 International Harvester Titan tractor engine. A number of belt-driven machines will be running by hit-and-miss engines, as well. Antique tractors, engines, and farm equipment will be on display. A wide variety of activities will complement the grinding demonstrations. Horse drawn wagon and carriage rides will be available, with antique cars and trucks on display. Demonstrators will be on hand to demonstrate historic crafts, such as wool spinning, chair canning, broom making, pottery making and basket weaving that were an important part of family life and work. The blacksmith s will be working and be located by the blacksmith shop. There will also be a small encampment of Civil War re-enactors and a World War II display. New this year: a visit and presentation by Mr. and Mrs. Abe Lincoln, girl scouts demonstrating paper doll making, and boy scouts demonstrating how to shoot marbles. As the center of a rural community in the days before radio or television, music played an important part in bringing people together at the Beckman Mill. That tradition continues with live music on Heritage Sunday, with country music of the Mill Road Band and the mountain dulcimer sounds of the wandering musicians, Dick and Val Dunagan. The band will be near the new shelter that was built in the approximate place that an outside dance floor used to be. In addition to touring the mill, visitors will be able to visit with Buzz Beckman at the Cooperage/Beckman Home and hear his stories of growing up in that building. New this year, visitors will see the school marm teaching by the one room school display. We invite you to share your experience of attending a one room school, particularly those of you that attended Williams School. Coopers will be demonstrating barrel making in the basement. Food and beverages and fresh baked goods will be sold in the shelter. Such is the case with plans that men can imagine and men can conceive. However, for now, Mr. Terrinoni and the consultants that service the now long closed city and county landfill site are vested with the duty to remain involved in the ongoing monitoring and remediation procedures required and agreed to by the IEPA. But, the IEPA has their job to do as well. Ms. Myers and Mr. Rhodes both indicated in this interview that the work of Mr. Terrinoni and the consultants is providing the remediation and safety procedures that are needed by the IEPA. Perhaps that affirmation is, for now, the best that local taxpayers and residents could want. This arduous process is moving forward. The Salvation Army s Koats for Kids collection begins Friday, September 20 through Sunday, October 20. Advertise in the Boone County Journal Call Dena SNAPshot: Illinois families to get fewer food stamps By Benjamin Yount Illinois Watchdog SPRINGFIELD Food stamps are being scaled back slightly, but the average familial recipients in Illinois, one parent and one child, will still receive $347 a month from the government for groceries. BARGAIN SHOPPERS: IL food stamp families will have to find ways to cover slightly less from the government. Beginning in November, the maximum 2 person allotment will decrease $20 from $367 to $347, said Januari Smith, a spokeswoman for the Illinois Department of Human Services. President Obama set the stage for Supplemental Nutrition Assistance Program reductions in 2009, when he pushed through a temporary bump in SNAP spending as part of his massive stimulus package. The plan, apparently, was to make the temporary increase permanent. But that never happened. Now there are cries that food stamp families will lose 14 meals a month. That must be some bargain shopping. A food stamp family of four, which currently receives $668 a month, will receive only $632 after the November reduction. Ted Dabrowski, vice president of policy with the Illinois Policy Institute, said Illinois and the rest of the country have seen the food The VFW Breakfast will be held on September 29th not September 22nd. stamp population explode in recent years. Now, Dabrowksi adds, the bill has come due. Our safety net is getting so big, we re trying to spread the same amount of money over more and more people, Dabrowksi said. We re making so many people dependent on government that we have to cut what we spend. Smith said all of Illinois 2 million-plus food stamp recipients will see a little bit less after November. Overall, it is a modest reduction considering the size of the program, but it will certainly impact households, Smith noted. Modest indeed. The USDA, which runs the food stamp program, spends $3 billion on food stamps in Illinois alone each year. The $20 monthly reduction comes to about $21.2 million for the year. That is less than one percent of the total amount spent on food stamps in Illinois. ( percent to be exact) Smith said anyone unhappy with the pending reductions should blame the USDA and not Illinois.Dabrowski said Illinois failure is that so many people need food stamps in the first place. We need to focus on jobs, Dabrowksi said. We need to help people get off the safety net. BOOM: IL has seen a consistent uptick in food stamp participation.
