1 Applications go through the following steps: Technical Review Committee CITY OF UMATILLA TIMETABLE FOR PLANNING & ZONING APPLICATIONS Applications can take anywhere from 60 to 90 days for approval, depending upon at what point in the cycle the application is submitted and the amount of time required for review by TRC. This committee is comprised of the city planner, the city engineer, the city attorney, the city manager, the Public Works Director and other staff as deemed appropriate. This committee does the initial review of the application and makes recommendations to the Planning & Zoning Board. TRC meets on the second Thursday of each month at 9 a.m., usually at the Umatilla Council Chambers, 1 S. Central Avenue, Umatilla, FL Planning & Zoning Board This appointed board reviews applications and recommendations of the TRC and forwards their recommendations to the City Council. The Planning & Zoning Board meets on the second Tuesday of each month at 7:00 p.m. in the City Council Chambers at 1 South Central Avenue. City Council The City Council is comprised of elected officials who have the final authority to approve applications. They review the applications and recommendations of staff, TRC and the Planning & Zoning Board before voting. City Council meetings are held on the first and third Tuesdays of each month at 7:00 p.m. in the City Council Chambers at 1 South Central Avenue. Steps upon application submittal: 1. Upon receipt, the development coordinator places the project on the next available TRC agenda and distributes the application packet to members of the TRC for review. The applicant is advised of the date and time of the TRC meeting. 2. A consolidated list of comments and recommendations from TRC is prepared by the city planner and provided to the applicant and development coordinator. 3. If there are no comments to address, the application and TRC recommendations move on to the Planning & Zoning Board. If issues need to be addressed, the applicant comes back to TRC for further review. 4. The development coordinator sends notices to the applicant and surrounding property owners, posts the property and advertises the appropriate meetings. 5. The Planning & Zoning Board meets and makes a recommendation to the City Council. 6. The City Council meets and makes a final determination on the project. There are two meetings for applications requiring Ordinance approval; one meeting for applications involving Resolutions, Site Plans, or other non-ordinance applications. 7. Adopted Ordinances are recorded and a copy is sent to the applicant.

5 SURROUNDING PROPERTY OWNERS LIST List the alternate key, the owner's name and mailing addresses for all property lying within two hundred feet surrounding the property described on the application, as recorded on the latest official County Tax Rolls located in the office of the Lake County Property Appraiser. This information can be accessed on the internet at Click on Property Search; read the disclaimer and accept. Type in your name or alternate key and find property for which application is being made. When your property card comes up under "Property Search Results", click on "View map of property" When map can be viewed, you will be able to see the Alternate Keys for the surrounding properties. Write these numbers down and use them to pull up property cards to get names and addresses. There is a measurement tool on the left hand side tool bar that will allow you to determine the properties within 200 feet of the subject parcel.
