Dear Jester Farms Homeowners, My name is Kathy Taylor and I have been assigned by Goodwin Management as the property manager for your homeowners association. I am originally from North Carolina but have lived in the Austin area since I currently live in Pflugerville and am the proud parent of two children. My daughter Roxanne is a freshman at Texas State where she is a cheerleader. I also have a son, Matthew that is in 7th grade at Park Crest in Pflugerville. He is on the 7th grade football team and is having so much fun. So far his team is undefeated. To give you some professional background about myself, I hold a B.S. degree in Industrial Technology from East Carolina University and an MBA from Letourneau University which I earned in I have earned the CMCA designation from the Community Association Institute. I have worked in property management in the Austin area for many years. I worked in multifamily management until 2004 when I transitioned into HOA management. I held a position with a national developer and was in charge of managing over 20 homeowner associations. Recently, I was recruited by Goodwin Management to be a portfolio manager of community and condo associations. Over the years I have accumulated knowledge about the maintenance of physical assets and the operations of property management. This knowledge has served me well but I have found that the most important skills needed to be a successful manager are skills in communication and customer service. My goal is to give each and every one of you the excellent service you deserve and to continually improve communications between the HOA members, Goodwin Management and Board of Directors. I am excited to have the opportunity to be your HOA manager and look forward to meeting each of you. 3 Hot Christmas Punch Ingredients 3 Cups water 3 T whole cloves 3/4 tsp. salt 1 Cup brown sugar 1 Tall can pineapple juice 1 large jar cranberry juice 6 sticks cinnamon, broken Directions Dissolve sugar in water and pour in percolator. Add juices. Place cinnamon sticks, cloves, and salt in basket. Percolate. Jester Farms Safety Concerns In The Neighborhood There has been too much speeding and speed bumps cannot be put on the streets in order for emergency vehicles to get through quicker. Also STOP signs are there for a reason. PLEASE STOP when you approach them. And don t forget we have a lot of little children riding their bikes and running around having fun. Watch for them too. Cars parked on the street are also a major concern for the emergency vehicles. There have been complaints of excessively loud music played both at the homes and cars driving in the neighborhood. If you cannot get results from discussing it with them, then turn it over to Goodwin Management. When you see property destruction going on PLEASE report it to the POLICE. Graffiti is another problem that has been occurring and needs to be reported. Property damage cost the home owner or the HOA if not reported. 4 Jester Farms Covenants, Conditions and Restrictions for Jester Farms Residents Areas of concern regarding property appearance. A number of homes are missing shingles from the roofs and are looking very bad and will cause more damage to the interior of the home once the raining season starts. This can be very costly to the home owner if it is not repaired. Your home has a warranty on it. YOU need to check the warranty to see if your home is covered. Most homes are only 8-9 years old with 10 year warranties. On the same note, fences are looking just as bad. This cost will be the homeowner s responsibility. Quite a few fences are leaning over to the point of falling over. It will take a strong wind to accomplish this and down it goes. These issues are all part of the up keep of owning a home. These are three important items in our CC&R s 1. Single family residences ONLY. Renting out rooms or subletting to multiple families is strictly prohibited. (Judging by comings and goings and multiple cars at some houses indicates this is being violated.) 2. Overnight parking of COMMERCIAL VEHICLES is prohibited. (Such vehicles are all over our neighborhood.) 3. Yard maintenance is required and failure to do so is finable. (A drive through shows numerous untended yards.) Many owners are selling their properties and not informing the renters about the lawn care requirements. These yards will get violations if the renters are not informed. These are changes made to the Pool Rules and added equipment to prevent the vandalism from continuing. 1. Surveillance cameras are now installed in the pool area because the vandalism that has happened at the beginning of the summer. 2. The Pool Rules have changed. The age limit without adult supervision has been raised to 18. Parking in Streets Is it allowed? Our deed restrictions and City of Round Rock ordinances prohibit parking in the street. If You are a street parker, you will be receiving violation notices and may be subject to tickets from the Round Rock Police Department. Many of our streets are narrow and parking in the street could easily cost someone their life when emergency vehicles have to navigate around cars to reach their destination. 5 Covenants, Conditions - (Continued from Page 4) Be sure to keep all of your vehicles in your garage or on your driveway, not in the street. Property inspections Property inspections are done bi-monthly. The inspector is an employee of Goodwin. AS a board member I periodically accompany the inspector. Inspections are required by the HOA and By-Laws, and will contribute to your property value when corrections are made, if you have an infraction. The responses toward inspection reports have been mixed. Some residents get upset and others are encouraging. No matter what the reply is, the end result is added value to our properties. The inspections are done to ensure all of our neighbors are living in a subdivision that they can be proud of and it s up to all of us to make happen. The inspections are done with both the Inspector and Board member agreeing on the inspection as seen from the streets. The inspection reports are sent to each property owner, renter and a copy is kept on file at Goodwin Management, Research Blvd., Suite 100, Austin, TX Enforcing the HOA rules is more tedious than difficult; it entails visual observations along with written documentation. It is important we document violations in writing because there are a few homeowners that insist on being non-compliant on a recurring basis and the documentation demonstrates how reasonable the Board has been in correcting the violations. Violations of the rules carries a Warning (Courtesy Letter). Monetary fines, Legal Actions which may include judicial proceedings, Evictions (If appropriate) and outsourcing to a collection firm. The Actual Bi-Weekly Inspection covers all Deed Restrictions which includes but are not limited to, Construction Improvements to the Exterior of individual property, Yard Maintenance, Inoperable vehicles, Over-niter street parking, Pets, Damage to he common area, Garbage containers, Signs, Noise, Rubbish and The Exterior Appearances. Coats for Kids is an annual Junior League of Austin community project that collects and distributes warm winter coats to eligible children and teenagers in the Central Texas area. Each year, The Junior League of Austin, Jack Brown Cleaners, KASE 101 and KVUE partner to organize and facilitate the details of the project in an effort to bring the community together to ensure that the children of Central Texas stay warm. Last year approximately 28,000 coats were donated by the community and distributed to children in Central Texas. In order to make sure we have plenty of coats this winter, we need your help in collecting and donating. Coat donations may be dropped off at your neighborhood Jack Brown Cleaners until December 3. There is a need this year to collect warmer winter coats. These might include ski coats, wool coats, heavy down or parkas.
