March 2018 President s Report Many thanks to Cathy Clarke and her associates who spent many days, weeks, and hours gathering the votes necessary to pass the Deed Restriction Amendment that will allow for metal roofs to be installed in all phases of Riverhaven Village. The full context for each phase is available at:. The amendment to reduce the percentage of votes necessary to pass any other deed restriction amendments in the future did not pass. We wish our snowbirds a safe trip back north, a wonderful summer, and we look forward to seeing you again in the fall. If you want your house checked periodically during your absence, please contact Bernie Diedrich of Citizens on Patrol (see his information and details later in the newsletter). My goal for this year is to create a Wish List for Riverhaven with input from our residents. What would you like to see done differently? Or better? Or not at all? We have so many new residents who have come from other Deed Restricted communities and, I'm certain, have a wealth of knowledge to share with the Board. Please your suggestions to any Board member and we will discuss the submissions at our April 18 Board meeting. All residents are welcome to attend. Your Board has been listening to your complaints about the excessive speed of some cars entering Riverhaven from Hall's River Road. All of our roads belong to Citrus County; the RVPOA cannot install stop signs or speed bumps. The old saying The squeaky wheel get the oil applies here: When you see speeding cars, golf carts in the road, or speeding boats in our canals, the only solution is to call the Citrus County Sheriff's non-emergency number: When enough complaints have been logged, a deputy will be assigned, at least for a while Jim Schwaller, President RVPOA j.schwaller@epofc.com Vice President/ Deed Restriction Report
2 Village News Page 2 December 2017 Good news for the residents of Waterway and Timberlane! Both roads are listed on the 2018 road resurfacing projects for Citrus County Department of Public Works! Your Board and your CAM work very hard to address and solve deed restriction violations in the shortest time possible. However, all notifications are made by mail, and, with many property and lot owners who do not live in Riverhaven full time or at all, it may take more time to solve the issue than any of us would like. I would like to discuss ARTICLE VIII Section 1 in all phases Maintenance of Premises: In order to maintain the standards of the Subdivision, no refuse pile or unsightly objects shall be allowed to be placed or suffered to remain anywhere on a residential lot. In the event that any owner shall fail or refuse to keep the premises free of unsightly objects, then the Subdivider or the Association may enter upon said lots and remove the same at the expense of the owner, and such entry shall not be deemed trespass... For most Riverhaven residents, we have two front entrances one on the street and another on the water. Recognizing that most residents have two cars for the two-car garage and that sheds are not permitted, the board in December 2009 filed as an addendum to our Deed Restrictions guide line for privacy fences. They are: May not be more than seven feet high. Must be parallel to building with a width of no more than seven feet from building and no longer than length of house. Both ends shall be enclosed. Shall be constructed of wood, plastic, composite material, stone or metal. Must meet county building code. Where possible use natural vegetation as screen. Must be kept in good repair in accordance with Deed Restriction requirements. Must be approved by the Architectural Review Committee prior to construction. The application for construction shall include copies of any required building permits, a written description of the project which shall include materials of construction and stye of fence, and a site plan showing location of fence. If storing trash cans, boat accessories, and/or water sports items has become a problem, please call or the Architectural Review Chair Rande Newberry. We can always use your help! If you see a deed restriction violation, call Linda Deptola at Villages Services at or or call any board member. A reminder to Phase I and II homeowners: At the 2017 Annual Meeting, RVPOA membership in those two phases voted to limit home rentals to no less than 3 months and no more than twice per year. Villages Services and board members check vacation rental sites periodically, but, if you notice activity that indicates short-term rental, please let VSC or any board member know so that action can be taken. The next RVPOA Board Meeting will be held April 18 at 10 a.m. in the RVCC Clubhouse. Your Board welcomes members to attend. At the beginning of the meeting, the President will
3 Village News Page 3 December 2017 ask for any member present to state his/her concern. The first time you speak, please identify yourself and your Riverhaven address. If you want an item to be placed on the Agenda for the next meeting, please prepare it in writing and deliver it via or post at least 10 days prior to that meeting. Your Board welcomes your input, but the better prepared we are with prior notice, the better response we can give. Lynn Hunt, Vice President (lynnhunt@tampabay.rr.com) Treasurer s Report We are working hard to make sure that all residents have access to the POA financial statements as soon as possible after approval by the Board in our monthly meeting. The POA balance sheet and income statements for the preceding month are posted on the board at the front entrance immediately after the monthly Board Meeting. We are working with Villages Services to get them posted on our web site in a timely manner. The Riverhaven Village POA web site is: As a reminder, annual dues are billed in December. To eliminate the need for a cost of mailing multiple statements to those with dues not paid on time, in 2014, the Board adopted the following payment schedule, which has been published in every Village News since then. December Annual assessment statements mailed January 31 Last day that dues can be paid without penalty February 1 March 31 Charge of 18 percent simple interest is added (per Florida Statute) April 1 Legal action starts to place lien on the property Our management company, Villages Services Co-operative Inc. has been in place since January 1, Their mailing address is: RVPOA 2541 N. Reston Terrace Hernando, FL34442 If you are making payments through online bill pay, please be sure you give them the correct address. Payments should be made by check or money order (no cash please). Do NOT use the RVCC Clubhouse box to drop off payments. Deborah Auwerter, Treasurer dmauwerter@gmail.com Village Green and Vacant Lots Carroll's Lawn Service is maintaining the Village Green and mowing the vacant lots for those property owners who sign up for his service. If you are an owner of a vacant lot, remember it is your responsibility to keep it mowed and clean. You must mow it yourself, contract with
4 Village News Page 4 December 2017 someone else to mow it, or pay the POA to have Carroll's to mow it 8 times per year for a total of $ per year. Front Entrance It's not too soon to start thinking about decorating the front entrance for Christmas! The RVPOA provides the decorations, but a cheerful group of volunteers has always used their talents to make sure that our front entrance provides a holiday spirit welcome to our residents and guests. Architectural Review Committee If you are planning any new project, please check our Deed Restrictions, along with the recent amendments from the DOCUMENTS link at The. Deed Restrictions for each Phase state in ARTICLE VII Section 1: No building or structure of any kind, including additions, alterations, pools, fences, walls, patios, terraces or barbeque pits shall be erected, or altered until the plans and specifications, location and plot plan therefore, in detail and to scale, and showing existing trees and shrubs required to be moved or removed, shall have been submitted to and approved by the Association in writing and before any clearing or construction has begun. The Board received a few requests that were denied because they were not in compliance with our Deed Restrictions. It is the responsibility of the Board to enforce the Deed Restrictions that make our beautiful community what it is. The Board also recognizes technology, innovations and laws change and the Deed Restrictions need to be reviewed and updated from time to time. Your Board works to meet the expectations of our members and we urge you to attend the monthly Board meetings to express your concerns or opinions. Rande Newberry rande@h-itt.com Storage Lot The Board and VSC are looking at ways to provide extra large spaces for motor homes and long boat trailers. It has been suggested that spaces be assigned; however, it was tried three years ago, but the ensuing problems caused the Board to go back to first come/first served. In the meantime, please make sure to park completely in your space. Use the rear stop as a guide. A gentlemen's agreement may be observed by those who are taking their item out of the lot for one or two days by placing a traffic cone in the empty space. ONLY ONE OR TWO DAYS! Locking the gate before leaving is your responsibility. If for some reason you find the gate unlocked and no one is on the premises, please secure it and then contact Village Services or me. We want to know so that, in case there is a problem, we have a date and time to report to the Sheriff's office.

Please note the pole number when calling and the address where the light is located, including the street name. For potholes or any other road issue, call Villages Services. NOTE: It is your responsibility to keep vines, branches, bushes, etc. from obscuring, in any way, a street light on your property. \ Citizens-on-Patrol The Citrus County Sheriff's Office has provided a unique way to provide service to your community, as well as an opportunity to see what is happening in Riverhaven and nearby locations. You must complete an application, a background check, and training for the Citizens-on-Patrol. When you are approved, you will drive the patrol car (located in the RVCC parking lot) for two hours each week. This is something that can be done solo or as a couple. For more information, please contact: bernydiedrich@tampabay.rr.com If you leave Riverhaven for a significant period of time during the year, you may request that the Citizens-on-Patrol drivers check your property while you are away.
