2 Background and Summary of Proposal The applicant proposes to add motor vehicle sales to the existing auto repair operation on this approximately two-acre site. The entire auto sale operation will be located inside the existing building. The application states that a vast majority of the sales will be generated through internet marketing, with no more than five vehicles displayed indoors and/or offered for sale at any one time. No outdoor display is proposed, as all vehicles for sale will be within the showroom. No changes to the building are proposed with this request. The Plan also reinforces suburban characteristics of commercial centers and other non-residential areas that make-up part of the Suburban Area. Three key planning principles have been established in the Comprehensive Plan to guard against possible threats to this stability: preserve neighborhood quality, create and protect open spaces, and connect suburban mobility. Achieving the goals of preserving neighborhood quality requires that all new development or redevelopment, whether residential or non-residential, either maintain or enhance the overall development of the area. This is accomplished by having development proposals either maintain or enhance the existing neighborhood through compatibility with surroundings, quality and attractiveness of site and buildings, improved mobility, environmental responsibility, livability, buffering of residential from non-residential with respect to type, size, intensity, and relationship to the surrounding uses. 3 Natural and Cultural Resources Impacts This property is located in the Southern Rivers watershed. As the site is entirely developed with an automobile repair business and a parking lot, there do not appear to be any significant natural or cultural resources on the site. Traffic Impacts The proposed request will not have any significant impact on traffic. This site is within the limits of Capital Improvement Program Project # , Holland Road Phase VI (VDOT). Construction has begun and is scheduled to end in October Public Utility Impacts Water & Sewer This site is currently connected to both City water and sanitary sewer service. Evaluation and Recommendation This Conditional Use Permit request for indoor Motor Vehicle Sales is generally consistent with the Comprehensive Plan s land use policies for the Suburban Area, particularly because it continues an auto-oriented use at this location without modifying the high quality exterior of the building. Limited sales activity is anticipated, as the number of vehicles for sale on the site is limited to five and they can only be displayed inside the existing building. Staff does not expect any negative impacts to the existing infrastructure or to surrounding land uses; therefore, the request is recommended for approval subject to the conditions below. Recommended Conditions 1. The sale of motor vehicles on the site shall be limited to no more than five at any one time. 2. There shall be no outdoor display of any motor vehicle for sale. 3. Other than a slight modification to the existing freestanding sign to add this use, no display of the motor vehicle sales operation shall be indicated on the building, on the roof or in the windows. Further conditions may be required during the administration of applicable City Ordinances and Standards. Any site plan submitted with this application may require revision during detailed site plan review to meet all applicable City Codes and Standards. All applicable permits required by the City Code, including those administered by the Department of Planning / Development Services Center and Department of Planning / Permits and Inspections Division, and the issuance of a Certificate of Occupancy, are required before any uses allowed by this Use Permit are valid. The applicant is encouraged to contact and work with the Crime Prevention Office within the Police Department for crime prevention techniques and Crime Prevention Through Environmental Design (CPTED) concepts and strategies as they pertain to this site.
