1 MINUTES JACKSON COUNTY ZONING & LAND INFORMATION COMMITTEE : Onsites, Committee Meeting and Public Hearings Meeting called to order at 8:00 a.m. by Terry Schmidt, Zoning Administrator. Committee members in attendance are Norm Stoker, Hoyt Strandberg, Ed Chamberlain and Alton Staff. Others present were Ethan Remus, County Surveyor; April Schoolcraft, GIS Specialist; Joe Pilkington; GIS Technician; Terry Schmidt, Zoning Administrator; and Dustin McCune, Zoning Technician. ELECTION OF CHAIRMAN AND VICE CHAIRMAN: A Motion by Alton Staff, to nominate Hoyt Strandberg as Chairman, seconded by Norm Stoker. Called three times for additional nominations. A Motion by Norm Stoker, to close nominations and cast unanimous ballot for Hoyt Strandberg as Chairman, seconded by Alton Staff. Motion carried. A Motion by Norm Stoker, to nominate Alton Staff as Vice Chairman, seconded by Hoyt Strandberg. Called three times for additional nominations. A Motion by Norm Stoker, to close nominations and cast unanimous ballot for Alton Staff as Vice Chairman, seconded by Hoyt Strandberg. Motion carried. A Motion by Alton Staff, to approve the minutes of April 16, 2018, seconded by Norm Stoker. Motion carried. A Motion by Norm Stoker, to approve the vouchers for payment, seconded by Ed Chamberlain. Motion carried. SURVEYOR S REPORT, see report: We have shifted our primary focus on to field work. Completed several surveys for Forestry Dept. for upcoming timber sales. We are working on completing the last one by Potter s Flowage. We have about 2 days left marking blue lines on this. We have finished referencing all corners endangered by upcoming road work that I know of at this time. We plan to begin survey of Highway shop on Harrison St. either late this week or early next week. Assisting Garrett Nix with street vacations for this project. We hope to resume PLSS re monumentation/maintenance project in Curran by the first or second week of June. I have received 2018 tax deed packets from Co. Treasurer. I need to review these for survey issues by June 1. 1

2 Continue to assist Highway Dept. with R/W width information requests. Continuing to work with Highway Dept. and Prowest on CTH R/W layer. Prowest has sent us their final submittal and has given us until June 1 to review. Working with ROD on potential change of imaging providers for Document Indexing. We have made successful submission of V4 data to the DOA. First half of SI grant should be received by May 31 st. Second half should come around October. Instructions for completing the land information plan were received from DOA on March 29. We have begun work on this. A draft copy of this plan is due to DOA on October 1 for review and approval. Final plans are due on December 31. We met with Ayres Associates on May 10 to discuss the upcoming 2020 WROC ortho flight. We discussed timelines and budget numbers along with their options for 6 and 3 resolution ortho flights as well as oblique imagery options. Additional discussion of the Prowest Associates and Amazon Web proposal for online survey records. Prowest determined that they could clone the database and serve it up on the cloud in Amazon, but this increased the costs of deployment both in development and storage. The Prowest Associates costs are $3, for initial set-up and development then an additional $ for two updates annually. Amazon costs go to $47.15 per month to run the application as on demand, no upfront fees. We could save a little bit on the per month expense if we paid fees up front, but Prowest felt that we should evaluate our actual usage for the first year and pay month-to-month before moving to paying up front charges. For the remaining approximate seven months in 2018, Amazon Web Service costs would be $ Ethan added that these expenses in 2018 would come from the WLIP grant funds, but in 2019 he would need to build them into his budget under Software Maintenance. A Motion by Alton Staff, to approve utilizing WLIP Grant funds for the online survey records project for the proposal from Prowest Associates and Amazon Web, seconded by Ed Chamberlain. Motion carried unanimously. Discussion of utilizing WLIP grant funds for overtime salary compensation for Land Information Department staff. Ethan stated that since the Deputy Surveyor and GIS Technician positions were not filled for the first couple of months in 2018, he will have approximately $34, remaining in the grant funded positions salary lines. As mentioned above, part of these funds he recommends for the acquisition of the GeoComm Maintainer tools as well as for several other projects, which we will discuss shortly. He said that if all the projects are approved, it would still leave about $14, in the WLIP grant funds. He would like to utilize $4, for overtime compensation for the Land Information staff. Currently, the county only allows the accumulation of 24 hours of comp time then you must use it. This is putting a burden on field work as Cody had to take a couple of days already because he s maxed out. The approximate $4, would allow around 129 hours of overtime. A Motion by Ed Chamberlain, to approve utilizing WLIP Grant funds for overtime compensation 2

3 of Land Information staff as needed, seconded by Norm Stoker. Motion carried. Discussion of Excel Binding to preserve Volume 2 and 3 of the County Survey Records. Both volumes have damage to the binding and pages are falling out. Shari Marg has utilized Excel Binding for numerous volumes in her office. The cost for removing the old records, laminating and rebinding them is $3, Ethan would like to do one volume per year from this point forward. A Motion by Alton Staff, to approve utilizing WLIP Grant funds to hire Excel Binding to rebind Volume 2&3 of the County Survey Records, seconded by Ed Chamberlain. Motion carried. Discussion of utilizing Land Information non-lapsing funds for GeoComm Software upgrades and maintenance to aid in data formatting for migrating data into the Spillman software for 911. There are additional tools available through the GeoComm software that would aid in updating the GIS data and perform quality control checks. At this time when we have been working on improving our data for migration to the Spillman upgrade, GeoComm allowed us two free reviews of our data for quality control, which was very beneficial in understanding what types of issues lie in our data for Spillman. Anytime we have new addresses or road name changes this check would need to be performed, which does not make this option cost effective. These functions could be performed manually, but it is time consuming and the tools ensure that the data migration is more streamlined and in the format that the software needs. The initial software would be Maintainer GIS Data Manager license for $6,995.00, annual support and maintenance $1,399.00, one time set-up fee, $2, and quarterly GIS Data Hub subscription for $1, for a total of $12, This allows us to update one master data schema and push it into the Spillman software in a format that it can use instead of maintaining two separate schemas as we are right now due to different data configurations. The reoccurring annual maintenance and support costs would be $3,874.25, which Ethan will be approaching the Sheriff about handling this expense on an annual basis. If we don t acquire these tools, GeoComm can do it for $3, each time. A Motion by Alton Staff, to approve purchasing the GeoComm Maintainer ArcGIS Desktop software tools and utilizing WLIP grant funds for the purchase, seconded by Ed Chamberlain. Motion carried unanimously. REAL PROPERTY LISTER REPORT, see report: Accomplishments: Assessment Roll update: 18/27 rolls are back. Of those 18 rolls, 7 are completed with their BOR and I will be filing those SOAs with the DOR this week. Receiving assessment rolls back and importing & balancing valuation totals with the assessors to prepare for Open Book & BOR. Assigned 5 addresses. Assisted realtors, appraisers, assessors, attorneys, and land owners with brief questions about land & title issues they had. Future Trainings: Spillman training at the middle/end of June for one week. Upcoming Plans: 3

4 Continue to update assessment rolls with changes from assessors. Catch up with address assignments. Begin editing US Census LUCA data, deadline to return data is June 29 th. Assist Joe & help Lucie as needed. Points of Interest: Assisted the Sheriff Dept. with GeoComm software functionality on Saturday 5/19. After troubleshooting the issue with dispatchers and GeoComm Software Technical Support, came to the conclusion that the actual computer which is housing the software was turned off. Terri Goettl from the IT Dept. came on site to assist with entry to the radio room to turn the computer on. After the computer was on, dispatch was able to map caller locations with the GeoComm software as normal. GIS/911 REPORT, see report: GIS Report The V4 Statewide Parcel Mapping dataset was completed and submitted to the State on April 20 th. The project is now complete for the year. Wisconsin Act 20, the biennial state budget for , created statutory directives for state and local governments to coordinate on the development of a statewide digital parcel map. The Statewide Parcel Map Initiative is an effort to create a digital parcel map for Wisconsin by aggregating local parcel datasets utilizing geographic information systems (GIS) technology. The Parcel Initiative is a multi faceted, multi year collaborative effort of the Department of Administration, State Cartographer's Office, and local governments. Continuing to assist the GIS Technician become familiar in her new role. a. Mapping CSMs in Northfield Township and joining the parcels into the parcel fabric. b. Updated control corners in the parcel fabric and the PLSS corners feature class from new tie sheets for the re monumented corners in Alma Township. c. Working with Jeff Polzin from Friends of the Black River to produce canoe landings map. The GIS team installed a software patch to correct a security issue / vulnerability on ArcGIS Server. Intend to upgrade server to version and desktop software to ArcGIS Desktop Prowest ROW project review deadline is June 01. Will QA/QC their work as best as we can before the deadline. April and I created a 20 square mile footprint over the villages, city, and other areas of interest in proposal of 3 inch ortho acquisition. April has been working with Springfield officials on processing a new proposed road, Scenic Valley Lane, which was approved by the Town Board this month. GIS Mapping Requests: Completed route map for Jelinek Trucking Inc., Jackson County Produce Map, Chamber of Commerce Park Map, Land Title Survey Map for Hurlburt Surveying and Engineering, and B Home Route Map. 4

5 GIS Data Requests: LiDAR data inquiry from HI Crush LLC Last month we submitted our GIS data to GeoComm for our second of two free evaluations for the Spillman Mapping Geovalidation Conversion Project. a. We achieved Spillman certification, which was prerequisite for scheduling training for the GeoValidation conversion. b. Ryann Dobson, Lead Dispatcher worked with Spillman Technologies to schedule the training. The four week conversion project will begin on June 18 th and continue to July 13 th. c. I continue to review our data audit from GeoComm to correct errors flagged in our GIS data. The address point review is now complete. I will now move on to the centerline and boundary reviews. Upcoming Plans: Help Lucie transition into her role as the new Jackson County GIS Technician, get her familiar with our current projects and software programs, begin parcel fabric training. If approved, initiate product installation for the GeoComm Maintainer / GIS Data Hub and work with our team to develop project deliverables. Process address applications. Fulfill data and mapping requests. Future Trainings / Meetings Lucie and I will attend Upper Midwest Geospatial Conference (UMGEOCON 2018) on May 23 24, 2018, in La Crosse. RETURN OF TABLED PETITION FOR CONSIDERATION: ZONE CHANGE PETITION # as requested by Paul Hoffman, owner and Walter & Savannah Windsor, applicants. The request is to change 4.6 acres of the Official Zoning Map from the A-2 (Forestry and Limited Agriculture) District to the R-6 (Rural Residential) District for the construction of a single family home and to have a few horses. Gaylord Olson II met with the Windsor s, who prepared a diagram of how the property could be utilized for the maintaining of horse(s). His recommendations for this site to prevent pollution from running off to neighboring property or to a waterway are as follows: Zone Change Petition # Walter and Savannah Windsor If the Zoning and Land Information Committee decides to approve the Hoffman/Windsor Zone Change Petition the Land Conservation Department requests that the following conditions be attached to the approval: 1 No more than one horse on the property at any time. 2 The diagram provided by the Windsor s indicate the horse will be confined to an area that is relatively flat and to the south part of the property. The horse confinement area is not on the hill side or wetland area that extends from the southwest to the northeast part of the parcels. 3 The horse shelter will be located on the northeast part of the horse lot as represented on 5

6 the diagram provided by the Windsor family. 4 No earthen feedlot area can be created on the property. 5 Manure can be composted on the site away from the adjacent residences. It may also be spread on fields of other property owners that are designated agriculture. 6 All State and County environmental standards for preventing manure and soil runoff must be met and maintained. 7 All fencing installation and its maintenance for the horse fencing at the site is the responsibility of the R 6 re zoned parcel property owner and not the adjacent property owners. 8 An order for horse removal may be a possibility if the R 6 zone change conditions for approval are not maintained. PUBLIC HEARINGS: ZONE CHANGE PETITION # as requested by Buffalo Nickel LLC, owner and Jack Akers, Secluded Land Company, applicant on property located in the SW1/4-NE1/4 (4.43 acres), the SE1/4-NW1/4 (25.09 acres), and the NW1/4-SE1/4 (10.57 acres) all in Section 29, T24N, R5W, Town of Cleveland, Jackson County, WI. The request is to change acres of the Official Zoning Map from the R-3 (Cottage) District and A-2 (Forestry and Limited Agriculture) District to the R-2 (Residential) District to allow for single family homes. Township supports the request with the stipulation of amending to the R-2 (Residential) District from the R-6 (Rural Residential) District. A Motion by Norm Stoker, to approve zone change petition # for Buffalo Nickel LLC, owner and Secluded Land Company, applicant, seconded by Ed Chamberlain. Motion carried. 6

7 SUBDIVISION SKETCH PLAT # as requested by Buffalo Nickel LLC, owners and Jack Akers, Secluded Land Company, applicant for property located in the SW1/4-NE1/4, and the SE1/4-NW1/4, and the NW1/4-SE1/4, all in Section 29, T24N, R5W, Town of Cleveland, Jackson County, WI. The request is to allow for the subdividing of the property into single family home lots. Township supports the request with the stipulation that the maximum number of lots will be seven lots. Terry added that they are all four acres or larger and they meet the length-to-width ratio. One item that was a sticking point with the township was the WI-DNR conservation easement, which is poorly described. A Motion by Alton Staff, to approve subdivision sketch plat # for Buffalo Nickel LLC, owners and Secluded Land Company, applicants, seconded by Norm Stoker. Motion carried. ZONE CHANGE PETITION # as requested by Timothy John Jones on property located in the NE1/4-NE1/4, Section 24, T19N, R6W, Town of Melrose, Jackson County, WI. The request is to change 2 acres of the Official Zoning Map from the A-1 (Agriculture) District to the R-2 (Residential) District for the construction of a single family structure. Township supports the request. A Motion by Norm Stoker, to approve zone change petition # for Timothy John Jones, seconded by Ed Chamberlain. Motion carried. ZONE CHANGE PETITION # as requested by Jack Stanley on property known as Lot 1 of CSM 1420 located in the SE1/4-SW1/4, Section 36, T24N, R5W, Town of Cleveland, Jackson County, WI. The request is to change 7.1 acres of the Official Zoning Map from the R-2 (Residential) District to the R-6 (Rural Residential) District to allow for a few horses or beef cattle on the property. Petitioner stated that he has three horses for his children and would like to maintain them during the winter months near the home. Township supports the request. Gaylord Olson II met with Jack and it is similar to the Windsor property. His recommendations are as follows: 1 No more than 4 horses on the property at any time. 2 Monitoring of the site will be conducted to view the management and evaluate if manure runoff has the potential to reach the wetland and stream to the northwest of the parcel that the horses are located on. 3 No earthen feed lot area can be created on the property. 4 Manure that is collected will be spread on near-by cropland fields according to Nutrient Management Plan guidelines. 5 All State and County environmental standards for preventing manure and soil runoff must be met and maintained. 6 All fencing installation and its maintenance for the horse fencing at the R-6 designated site is the responsibility of the Stanley family. 7 The horses will be kept predominately, during the growing season (May-October) at another pasture location. 7

ZONE CHANGE PETITION # as requested by Arlene Melson on property located in the SE1/4-SW1/4, Section 16, T21N, R4W, Town of Adams, Jackson County, WI. The request is to change 4 acres of the Official Zoning Map from the R-2 (Residential) District to the R-6 (Rural Residential) District to allow for Quail and Falcon housing and for some goats. Township supports the request. The petitioner explained the falconry apprentice program and the timeline for quail raising over a two month period with a few goats and also two sheep, if possible. These animals would be housed in the pole shed during the winter months and on grazing areas during the rest of the year. Gaylord Olson II stated that they have talked and the numbers are reasonable. He would recommend a maximum of three goats and two sheep, any fencing installation and its maintenance for the goats and sheep fencing is the responsibility of the R-6 landowner, and all county and state environmental standards must be met. A Motion by Alton Staff, to approve zone change petition # for Arlene Melson with the stipulation of all Land Conservation Department conditions as follows: 1. No more than a total of five goats and/or sheep on the property at any time. 2. All fencing installation and its maintenance for the goats and sheep fencing is the responsibility of the R 6 landowner. 3. All county and state environmental standards must be met. 4. An order for livestock number reduction or total removal may be a possibility if the R 6 zone change approval conditions are not maintained. Seconded by Norm Stoker. Motion carried. CONDITIONAL USE PERMIT PETITION # as requested by Tomerona Enterprises LLC, owner and Tom & Verona Chambers, agents on property known as Lot 3 of CSM

9 located in the SE1/4-NE1/4, Section 22, T21N, R4W, Town of Brockway, Jackson County, WI. The request is to allow for a duplex within the R-1 (Residential) District. Township supports the request. A Motion by Norm Stoker, to approve conditional use permit petition # for Tomerona Enterprises LLC, seconded by Ed Chamberlain. Motion carried. CONDITIONAL USE PERMIT PETITION # as requested by Dee Dee Morris, owner and Robert Wallace, applicant on property known as Lot 16 of Tuckaway Estates subdivision located in the SE1/4-NW1/4, Section 8, T20N, R3W, Town of Manchester, Jackson County, WI. The request is to allow a household occupation business namely a car detailing business within the R-2 (Residential) District. Petitioner has requested the removal of this item from the agenda. ZONE CHANGE PETITION # as requested by Mark and Vicki Simonson on property known as Lot 1 of CSM 2863 located in the SE1/4-SW1/4, Section 22, T21N, R6W, Town of Springfield, Jackson County, WI. The request is to change 3.81 acres of the Official Zoning Map from the A-1 (Agriculture) District to the R-6 (Rural Residential) District for the construction of a single family home. Township supports the request. Gaylord Olson II stated that prior to any animals are introduced to the site that the petitioners must meet with the Land Conservations Department for approval. A Motion by Ed Chamberlain, to approve zone change petition # for Mark and Vicki Simonson with the stipulation that prior to any animals being introduced to the site the petitioner must meet with the Land Conservation Department for approvals, seconded by Alton Staff. Motion carried. ZONING REPORT: White Good and Electronics Round-up on April 28 th. Very successful collection as we filled two semi-trailers and another cube van with material. We also filled our metals dumpster with appliances such as washers, dryers, etc. as well. Our townships that do their own collection bring their material in on the following Monday to prevent a bottle neck during the collection. Starting working with the Highway Department for the new salt shed. We will assist them with preparing the Land Use Permit application and the structure will require state plan approval. Lloyd property in Melrose is scheduled for trial in July. Proposed text amendments were given to the committee members for review and we will be forwarding to the townships as well. Having a problem with the printer in our office. It s leaving toner on the paper instead of printing it. We received a quote from IT for replacing it for $1, with an envelope feeder and additional paper tray. 9

10 Beginning enforcement procedures with the Green Meadows property. Was in the office three weeks ago, received all the required paperwork again but still has done nothing. Resolution to Utilize Ho-Chunk Funds for the Support of the Recycling Program was read into the minutes. A Motion by Norm Stoker, to approve the recycling resolution for Ho Chunk funds to help offset recycling expenses, seconded by Ed Chamberlain. Motion carried. It will be forwarded to Executive/Finance. Discussion occurred regarding the tire collection and tires that are being brought in without collecting the fee from townships that are picking them up from their road ditches. The Friends of the Black River made a donation of $ to the Recycling Program. Last fall when two County Board Supervisors petitioned for a zone change against a landowner, it was very controversial. The state statute language said a board member could file the petition, Terry feels that this was intended for town board, not county board. At that time, Terry reached out to our legislator and nothing has happened at this point. Should we write a resolution to take before the full County Board that would request the elimination of that language in the statute and then forward to the State for action? The committee questioned if any other county has had this issue. Terry will inquire with other counties about this and update the committee at a later date. A Motion by Norm Stoker, to adjourn the meeting, seconded by Alton Staff. Motion carried. Meeting adjourned at 12:00 p.m. 10
