DESIGNATION OF HUMBOLDT COUNTY COURTHOUSE FOR SALE OF REAL PROPERTY (FOR POSSIBLE ACTION) - Consideration, discussion and possible 1) approval to designate the Humboldt County Courthouse located at 50 West 5th Street, Winnemucca, NV as the location for sales of real property conducted pursuant to NRS , and 2) ratify, confirm and approve non pro tunc any sales of property made pursuant to NRS which took place at the County Courthouse between the enactment of SB 267 and the adoption of the attached resolution as having taken place at the required designated location in this jurisdiction. Discussion and possible action. 16.A. Sale of Property Designation Nevada Legal Request.pdf 17. ROAD DEPARTMENT MATTERS (FOR POSSIBLE ACTION) - Road Department Quarterly Report: April-June 2017 Status of Road Department Projects: 1)Gravel on Jungo ongoing process. Expect to cover approximately 10 miles of Jungo Road with gravel from the crushing project bid. 2)Magnesium Chloride project complete (Kings River, Golconda, Sage Hills, Water Canyon, Grass Valley and Jungo. 3)Flooding repairs and FEMA update: PARADISE VALLEY: 1)Chimney Dam Road repairs at Martin Creek completed by Hunewill Construction for $75,000, submitted to FEMA for reimbursement. Any upgrades to the structure will not be covered by FEMA. 2)Little Humboldt River Road culvert repairs complete. Damage to shoulders scheduled for later in the year. The damage included in FEMA assessment. 3)Lye Lane temporary repairs complete, but road requires gravel, scheduled for this winter. Included in the FEMA assessment. 4)Cottonwood Creek Road box culvert included in the FEMA assessment. However, replacement requires a hydrology study and
6 Page 6 an engineered structure. Reimbursement only covers the existing size structure. This location has been removed from the FEMA assessment list.) 5)Sperry Lane culvert replacement was initially included in the FEMA assessment, but since removed for the same reasons as Cottonwood Creek Road. DUTCH FLAT ROAD requires gravel due to flooding. Project is scheduled for later in the year, included in the FEMA assessment. OROVADA-KINGS RIVER: 1)North Valley Road requires pit run and gravel. This project is partially complete with work scheduled for later this summer or early fall, included in the FEMA assessment. 2)Home Ranch Road slope stabilization is included in the FEMA assessment, but reimbursement may be outside the authorized repairs. The major part of the work Humboldt County is complete within the road ROW. 3)Horse Creek Road required gravel and is partially complete, covered under the FEMA assessment. 4)Kings River Valley Road gravel covered under FEMA assessment and work is complete. 5)Kings River Road is the same as Kings River Valley Road. 6)Homestead Road gravel application complete and covered in the FEMA assessment. 7)South Valley Road is scheduled for asphalt patching in July. The AC patching is covered in the FEMA assessment, but not a surface treatment, such as, a chip seal or micro paving. 8)Barber Road requires gravel, included in the FEMA assessment. Project scheduled for next spring. 9)Sand Pass Road culvert was replaced and covered under the FEMA assessment. GOLCONDA-MIDAS: 1)Hot Springs Road required culvert replacement and gravel on the surface. The culverts have been replaced with the gravel surface scheduled for later. The project is covered under the FEMA assessment. 2)Green Saddle Road culvert replacement is complete and on the FEMA assessment list. 3)Red House Road project requires culvert replacement and gravel on the surface. The culvert portion is complete, but the gravel is scheduled for later. 4)Pumpernickel Road requires slope stabilization, culvert replacement and gravel on the road surface. This work is in progress and on the FEMA assessment list. 5)Eden Valley Road culvert replacement is complete and on the FEMA list. 6)Kelly Creek Road requires shoulder repair, culvert replacement and gravel surface repairs. The culverts are complete with the shoulder and gravel repairs scheduled for later in the year, also on the FEMA list. JUNGO ROAD-IMLAY CUTOFF ROAD: 1)Several miles of gravel surface repairs are needed and numerous culverts replaced. The culverts are completed with the gravel surface project scheduled for later in the summer. This is one of the largest areas of damage on the FEMA assessment list. The portions of road repaired by DeLong Construction $9,600 have been submitted for payment to FEMA. SOLDIER MEADOWS: 1)This road requires culvert replacement and gravel on the surface. The culvert portion of the project is complete, but the gravel
7 Page 7 surface is not scheduled, as no gravel source has been secured. While this is on the FEMA assessment list, I doubt the project can be completed in the 18-month time allotment. - Herbicide application complete for the year, many areas if not all require mowing. This is scheduled to begin in July. - Retention Pond in conjunction with the City at the Fairgrounds has been improved, it is still functional but not completed. Needing - Rip/Rap and pipe repair. - Eden Valley Bridge replacement is in design by NDOT with an anticipated construction completion date of *Discussion and possible action B)Consideration, discussion and possible action regarding the status of Humboldt County maintained roads and approval to renew a road maintenance agreement between Humboldt County and Klondex Midas Operations, Inc. for road maintenance for a (3) three-year term for the following road: Humboldt County Road 508 (Midas Road) extending east from the junction with SR789 to Elko County at the County Border. Discussion and possible action. C)Consideration, discussion and possible approval for a waiver to the Humboldt County Attrition Policy for a Road Maintenance Equipment Operator due to the loss of an existing operator on June 1, Discussion and possible action. 17.A.
