1 Request for Proposals Properties at Partridge Drive, Gardiner, Maine May 1, 2013 The City of Gardiner, Maine is soliciting proposals for four (4) properties located on Partridge Drive in Gardiner, Maine (more details on each below). The City acquired the properties on December 23, 2010 for approx. $14,400 total in unpaid taxes. In addition, the City has invested approximately $15,280 to date to aid in bringing the road and sewer system up to standard so that they could be accepted by the City Council as public, which they have been. A packet containing City records pertaining to these properties including assessing records and the City s tax liens and tax lien foreclosure notices may be inspected at by following the announcement for this request. The properties are being sold as is. Here are more specific details about each: 1) Map 022 Lot 064 Partridge Drive Back Taxes: $3,550 Road/Sewer Improvements: $2,420 Other Costs: $1,400 2) Map 022 Lot 066 Partridge Drive Back Taxes: $3,650 Road/Sewer Improvements: $2,420 Other Costs: $1,400 3) Map 022 Lot 072 Partridge Drive Back Taxes: $3,600 Road/Sewer Improvements: $2,420 Other Costs: $1,400 4) Map 022 Lot 073 Partridge Drive Back Taxes: $3,600 Road/Sewer Improvements: $2,420 Other Costs: $1,400 All proposals must be in writing and must include the following: Indicate which property/ies you wish to make an offer on (can be 1, 2, 3, or all 4) A proposed purchase price for the proposer s acquisition of the property/ies. A statement of the developer s intended re-use of the property/ies and any associated cost estimates. Evidence of the developer s financial capacity to complete the proposed rehabilitation.

2 Hold the City harmless for any material or condition found on the property/ies. The City will evaluate proposals based on these criteria: Preference will be given to proposals that build a spec house on the property/ies within the shortest period of time (50%) The amount of the developer s total projected investment in the property/ies, including anticipated property tax revenues from the Developer s investment. (20%) Financial capacity and qualifications of the Developer (15%) Developer s previous experience with similar projects (15%) All proposals are due in the City Manager s Office, 6 Church Street, Gardiner, ME or via at info@gardinermaine.com on Monday, June 3, 2013 at noon. Proposals received after the stated deadline will not be considered. The Gardiner City Council will begin reviewing the proposals as early as June 12, Proposals must be signed, dated and contain the following statement: This proposal is submitted in accordance with the May 1, 2013 Request for Proposals for the property/ies at Partridge Drive and complies with conditions and stipulations that are a part of that request. The representations made in this proposal are valid until September 6, All proposals must be sealed, and must be conspicuously marked on the outside envelope PARTRIDGE DRIVE PROPOSAL. The City Council is the sole authority in determining the ultimate disposition of the property/ies and reserves all rights until a satisfactory proposal is accepted. The City will deliver title(s) in the form of a municipal quitclaim deed, without warranty, to the successful party within 30 days of final Council action. The buyer shall be responsible for any court actions that may be necessary to quiet title(s) or assure marketability of the property/ies. All utility charges will be pro-rated as of the closing date. The City s conveyance of title(s) may be made subject to a written development condition, consistent with the Developer s written proposal. The Developer / buyer shall be responsible for payment of the buyer s one-half share of applicable Maine real estate transfer taxes, plus deed recording costs. The City of Gardiner reserves the right to accept or reject any or all proposals or negotiate additional terms and conditions based upon the best interests of the City.
