Term expires December 31, Incumbent Tom Martin Approval/authorization for a Resolution to repeal the Human Relations Commission Ordinance and establish the Community Outreach Advisory Board Ordinance. 2. Multiple Departments Award BL109-18, provision of plumbing repair, maintenance, and installation services on an annual contract (January 01, 2019 through December 31, 2019), Departments of Community Services, Fire and Emergency Services, Police Services, Sheriff, and Water Resources, to low bidder, Talon Property Services, LLC, base bid $412, (this represents an approximate 1% decrease from the previous contract). Administrative Office of the Courts/Phillip Boudewyns Approval/authorization to accept grant funds for the Veterans' Court Treatment Program in State Court from the Criminal Justice Coordinating Council (CJCC) in the amount of $36, with an in-kind county match of $4, This funding will be used for treatment, drug testing supplies, program materials, and surveillance officers. Approval/authorization for the Chairman or designee to execute grant documents and any other necessary documents. Subject to approval as to form by the Law Department. 4. Community Services/Tina Fleming Approval/authorization for the Chairman to execute a Memorandum of Understanding between the Gwinnett Board of Health and the Gwinnett County Board of Commissioners for the use of offices and complementing space at the OneStop Buford Human Services Center. The Gwinnett Board of Health operates a health clinic and provides health services at the OneStop Buford Human Services Center at its own expense. Ninth District Opportunity, Inc. will operate a Head Start program and provide other preschool services at the OneStop Norcross Human Services Center at its own expense. Financial Services/Maria Woods Award RP011-18, provision of property and casualty insurance coverage/services on an annual contract (January 01, 2019 through December 31, 2019), to the highest scoring firms, Arthur J. Gallagher Risk Management Services, Inc.; Marsh USA, Inc.; and Willis Insurance Services of Georgia, Inc., base amount $3,111, Contracts to follow award. Subject to approval as to form by the Law Department. (Staff Recommendation: Award) Award RP023-18, provision of county-wide digital multifunctional imaging devices and management services on a cost-per-copy basis on a multi-year contract, to the highest scoring firm, Milner, Inc. The initial term of this contract shall be January 01, 2019 through December 31, 2019, base amount $866, This contract may be automatically renewed on an annual basis, for a total lifetime contract term of five (5) years, total base amount $4,330, Contract to follow award. Subject to approval as to form by the Law Department. (Staff Recommendation: Award) Award RP025-18, construction manager (CM) at risk for the expansion and renovation of the Infinite Energy Center (IEC) forum, grand ballroom and performing arts center, to the highest scoring firm, Holder Construction Group, LLC, to include $72,750, for the construction services budget, $150, for pre-construction services, and a 2.15% mark-up fee for profit for a construction budget amount not to exceed $72,900, (negotiated cost savings of approximately $100,000.00). Authorization for the delegation of authority to the County Administrator to approve guaranteed maximum price (GMP) authorizations and associated change orders. Contract to follow award. (Staff Recommendation: Award) Approval/authorization to submit to the U.S. Department of Housing and Urban Development (HUD) revised FY 2017 Action Plan for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) Programs. Subject to approval as to form by the Law Department Approval/authorization for the Chairman to execute a Quitclaim Deed between Gwinnett County and the Ferguson Lake Homeowners Association, Inc. concerning Gwinnett County Tax Parcel Q, also known as the Ferguson Lake Common Area. Support Services/Angelia Parham Award BL087-18, Fire Station No. 6 roof replacement project, to low bidder, RYCARS Construction, LLC, amount not to exceed $201, Project meets the standards as specified in the County's Facility Construction Standards. (Staff Recommendation: Award) Award RP020-18, provision of shuttle services for the Gwinnett Justice and Administration Center on an annual contract, (January 01, 2019 through December 31, 2019), to the highest scoring firm, Small Town Limousine Service, Inc. dba Urbana Transportation, base amount $544, (negotiated cost savings of approximately $23,100.00). Contract to follow award. Subject to approval as to form by the Law Department. (Staff Recommendation: Award) Approval/authorization for the Chairman to execute a First Amendment to the Intergovernmental Agreement with the Georgia Department of Community Supervision to extend the term to operate a temporary Day Reporting Center in the County s One Justice Square facility, located at 446 West Crogan Street in Lawrenceville. 9 Page Support Services/Angelia Parham Approval/authorization for the Chairman to execute a lease between Gwinnett County and Congressman Rob Woodall for 1,200 square feet of office space at the Gwinnett Justice and Administration Center with an initial term beginning January 3, 2019, and ending January 2, 2020, with an automatic renewal for one additional year. The monthly rental amount will be $2, Subject to approval as to form by the Law Department. (Staff Recommendation: Approval) 11. Transportation/Alan Chapman Award BL113-18, SR 324/Gravel Springs Road at SR 124/Braselton Highway roadway improvement project, to low bidder, Strickland & Sons Pipeline, Inc., amount not to exceed $4,085, Contract to follow award. Subject to approval as to form by the Law Department. This contract is funded by the 2014 SPLOST program. District 3/Hunter and District 4/Heard (Staff Recommendation: Award) Award BL099-18, pavement marking services on an annual contract (January 01, 2019 through December 31, 2019), to low bidder, Peek Pavement Marking, LLC, base bid $838, (negotiated cost savings of approximately $24,550.00). This contract is funded 60% by the 2017 SPLOST program. (Staff Recommendation: Award) Award BL122-18, Lake Louella Road roadway improvement project, to low bidder, CMES, Inc., amount not to exceed $303, Contract to follow award. Subject to approval as to form by the Law Department. This contract is funded by the 2017 SPLOST program. District 1/Brooks (Staff Recommendation: Award) Approval/authorization to apply for and accept Federal Transit Administration (FTA) Section 5307, 5337 and 5339 formula grants and a Congestion Mitigation and Air Quality (CMAQ) award which will provide Federal assistance for operating expenses, security expenditures, bus purchases and rehabilitation expenses and expansion of local service for 2019 in an amount not to exceed $13,135, Approval/authorization for the Chairman and or designee to execute any and all related documents. 10 Page Transportation/Alan Chapman Approval/authorization for the Chairman to execute an Intergovernmental Agreement with the City of Lawrenceville regarding the re-designation of SR 8 and SR 120 in the Lawrenceville area. The Georgia Department of Transportation (GDOT) plans to abandon portions of these roads to the County and the City of Lawrenceville. GDOT will assume maintenance of portions of Lawrenceville-Suwanee Road and Jackson Street. There is no cost associated with this agreement. Subject to approval as to form by the Law Department. District 1/Brooks, District 3/Hunter and District 4/Heard (Staff Recommendation: Approval) Approval/authorization for the Chairman to execute an Intergovernmental Agreement with the Georgia Department of Transportation (GDOT) regarding the re-designation of SR 8 and SR 120 in the Lawrenceville area.
