Brower 1 Office Location PLAN 724 New East 205 9:30-10:45am brower@ .unc.edu Tuesdays and Thursdays Hanes Art Center 218 Office Hours By Appointment Course Description This course examines the legal framework within which urban planning and development takes place. This includes the nature of law, the allocation of authority between institutions, public and private, the nature of real property as well as the practice of managing urban development, cultural resources and the natural environment. Special emphasis is given to current issues such as RLUIPA, Reed v. Gilbert ( ), the Clean Water Rule ( ), the Chesapeake TMDL ( ), the Clean Power Plan ( ), Climate Change and perhaps others as they unfold. COURSE SCHEDULE Session 1 August 18th I.
