2 2018 IHA ANNUAL MEETING COUNTRY: TAIWAN NAME OF ORGANIZATION: ADVANCED DEVELOPERS ASSOCIATION ORGANIZATION OVERVIEW: The ADA was founded in 2008 by the joint efforts of rising leaders from the real estate development sector in Taiwan. As of 2018 our organization consists 36 member companies with combined controlling asset over 180 billion US Dollars. For the past 12 years, our members have built and sold more than 85,000 units of housing and generated more than 58 billion U.S. Dollars in revenue. The organization s goals are to promote new architectural ideas, facilitate dialogues among new generations of designers, and to engage in charitable activities to assist the underprivileged parts of Taiwan.

11 How are residential building codes developed Residential Building Codes are developed by the Construction and Planning Agency, Ministry of the Interior. (Central Government Level) Building Codes are revised and updated by the Building Codes and Techniques Committee of the CPA. The Committee is assembled by the 8 government officials from related fields, 2 representatives from National Architects Association Taiwan, and 2 representatives from Federation of Real Estate Developers Association Taiwan. In 1937, a division under the Department of Land Policy in the Ministry of the Interior, which was established and responsible for urban planning, building agency, rural construction agency, civil engineering, and public works. This is the very beginning of an official construction and planning agency organization. After several changes in organization structure due to the social and economic development of the country, the Construction and Planning Agency was formally established (CPA) under the Ministry of the Interior on March 2, 1981.

12 Is there an administrative or judicial process to amend residential building codes or to resolve complaints about existing building codes? Building Codes and Techniques Committee of the CPA will provide revision and update of the residential building codes. Complaints or lawsuit can be filed against the local government s planning departments through local court system in the case of disputes and conflicts.

13 How are residential building codes enforced in your country? Building Codes are enforced in both central government level and local government level. The actual building permits are issued by the local governments therefore local planning department is the major authority to enforce building code on government level. Also the undersigned licensed Architects, structural engineers, firecode engineers, and contractors all have legal obligations to ensure the integrity of building code appliance.

14 What is the role of your organization pertaining to building codes? For the improvement of housing standard in Taiwan, ADA with our affiliated organization the Federation of Real Estate Developers Association Taiwan and National Real Estate Marketing Association, we work closely with government officials, elected city councils, and National Congress to make sure that our representations are present in every building code related discussions. We also work very hard to maintain direct dialog between all leaders of government in every level to ensure that our voice can be heard. Our mission is to improve Taiwan s building codes to better serve our customers with world s best safety standard and the best modern automation to achieve a better living standard in Taiwan.
