1 RESOLUTION NO A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING CONTRACT NO. C WITH SCJ ALLIANCE CONSULTING SERVICES FOR THE SEDGWICK ROAD (SR160) AND BETHEL ROAD CONCEPTUAL CORRIDOR STUDY AND DOCUMENTING ARCHITECTURAL & ENGINEERING SERVICES PROCUREMENT PROCEDURES. WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department annually publishes the general Request for Qualifications (RFQ) for professional engineering, surveying, architecture, structural design and related services for the Professional Services Roster; and WHEREAS, on June 3, 2013 the City of Port Orchard transitioned to the MRSC Consultant Roster database, but still publishes annually the general Request for Qualifications (RFQ) for the Professional Services Roster; and WHEREAS, on April 28, 2017 the City of Port Orchard's Public Works Department selected ten (10) qualified firms from the City's current Professional Services Roster (Exhibit A attached) for the Main Category; Architectural Services, Communication and Media Services, Design and Planning, Engineering Services and Sub-Category; Streetscape Improvements, Public Involvement Process and Support, Multi-Modal Transportation Planning and Analysis, Transit Planning and Design and Transportation/Traffic; and WHEREAS, on May 3, 2017, the City's Public Works Department issued a Request for Qualifications (RFQ) from the ten (10) selected firms; and WHEREAS, by the May 12, 2017 RFQ deadline, the City's Public Works Department received two (2) Statements of Qualifications (SOQ), whereby both firm were scheduled for formal interviews; and WHEREAS, on June 1, 2017, a City-derived Panel interviewed, scored and selected SG Alliance as the most qualified professional services engineering firm for the Project; and WHEREBY, on June 21, 2017, the City's Public Works Department received an acceptable Scope of Services and Fee Proposal from SG Alliance.; and WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State Auditor's Office, wishes to document their consultant selection process as described above for this particular contract by resolution; now, therefore,

2 Resolution No Page 2 of 12 THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: The City Council approves Contract No. C with the SG Alliance for the Sedgwick Road (SR 160) and Bethel Road Conceptual Corridor Study and adopts the "Whereas" statements contained herein, as findings in support of the City's consultant selection procurement procedures.
