1 ADDENDUM NO. 1 PROJECT: Request for Qualifications for A & E Services for 1120/1124 MLK Jr. Way ADDENDUM DATED: August 21, 2014 DISTRIBUTION: SUBJECT To All current RFP Holders Addendum No. 1 -RFQ Questions/Corrections TO ALL REQUEST FOR QUALIFICATION PACKAGE HOLDERS: Notice is hereby given to all RFQ Holders of record on this date that the following ADDENDUM NUMBER 1 shall supplement and supersede (if in conflict) all documents previously issued for the information of the respondents to the RFQ. Questions: Q: Are the Live-work units in-basis or out? A: They are in basis as they are not considered commercial. Q: What do you envision for any community space? A: We envision a roof-top access space facing east to enjoy the views afforded in the area, Wi-Fi, a kitchen area, a rooftop courtyard to the west over the parking area. Q: I know Evergreen documentation is a requirement, but are you hoping for/expecting and other certifications as well? A: No Q: What about up-grades to the alley? A: Whatever the city requires. Q: Is there a street vacate process required? A: A street vacation process may be necessary as the alley west of the site is wider than 20 feet. Notes from the city's pre-application meeting indicate that a street vacation process would be necessary to narrow the alley and gain more land for the project. THA plans to explore this option. 2 Q: Are you fixed on the design represented? A: No, we appreciate the design created through the feasibility process but are not fixed on it. However, THA is committed to a design that is efficient to build with minimal construction waste, meets the budget and is energy efficient. Q: Why not continue with the original architect? A. State law does not allow it. We have a stable of architects for feasibility studies only. We have to procure for full design services. Q: What kind of relationship do you have with the sister buildings? A: We are coordinating on parking and plan to design a building that is compatible with the neighborhood and the sister buildings. Q: What is the timing on the other projects (neighboring)? A: The abatement activities are complete in the neighboring buildings. The developers expect to have a ground level restaurant in by the end of the year with 10 housing rental units available above. Q: Are you collaborating with the Tacoma Historical Society? A: No. Per the Purchase and Sale agreement THA will design the Project to be aesthetically consistent the neighboring buildings historic design at and 1114 Martian Luther King Jr. Way. THA will consult with the City of Tacoma s Historic Preservation Officer, The Landmarks Preservation Commission in advisory design review and neighboring developments regarding design compatibility for the Project. Q: Will you have a contractor on-board with the preconstruction process? A: We have not determined that yet. Q: Has the Hilltop Subarea plan been adopted? A: Yes Q: In the RFQ the cost estimate summary for Site Development, Demolition, and Utilities is $445,869. Does this number include Tacoma Power direct costs to the owner as well as trenching, conduit and vault costs normally included in the construction bid costs? A: The Tacoma Power direct costs are not included in the construction estimate. The estimate includes the expected site electrical lighting, special systems and power distribution construction costs. Q: When is construction estimated to start? A: Mid 2016 Q. 1. Do we propose with a Geotech in mind or will THA contract separately? Typically that s how our projects have worked. 2. Pages 1 & 2 mention geotechnical engineers. Typically, we of course coordinate and consult with geotechnical engineers, and often even help to solicit proposals from them on the owner s behalf, but usually the Addendum No. 1 Page 2 of 4

3 geotechnical engineer is hired directly by the owner. Does Tacoma Housing Authority want the geotechnical engineer to be hired under the architect's prime contract? A. THA will contract directly for a Geotech firm. Q. Is there a maximum number of pages for the SOQ? I didn t see anything specific to this. A: No maximum pages for response. Q: Is there no underground parking option due to contaminated site? (is there a contaminated site? Seems like there was mention of soil mitigation) A: THA is not interested in underground parking. The presence of contaminated soil is not known at this time nor the reason for no underground parking. The Phase I Environmental review indicated that the property located across the alley to the west from the site had tanks removed in 1988 but there are no available reports other than a copy of a permit indicating the work was complete. THA will be performing a Phase 2 in the near future to determine if there is any need for remediation on the site. The cost estimate includes an allowance of $100,000 for remediation, should it be warranted. Q. Is there any below grade work that would require shoring to the neighboring properties that has been discussed? A. That is not determined at this time. Q. Was the historic precedent satisfied by the design done in the feasibility study? A. THA did not test this aspect in the feasibility study. Q. Page 1 of the proposal mentions industrial hygienists as part of the team. Is there something particular in this project that requires an industrial hygienist? A. Nothing specific at this time requires an industrial hygienist. Q. Does the current cost estimate take into account the recent extreme increase in construction prices? A. Yes it does. Q. Have the schematic design documents prepared by BLRB been reviewed and approved internally by THA? A. The design developed during the Feasibility study was to determine if the program THA intended for the site would work. THA has reviewed the design but there is no commitment from THA to the design the commitment is to the programing of the site. Q. Assume retail is shell and core? Is there restaurant planned for this space? A. Yes the retail is shell and core. At this time a restaurant is not planned for the retail space. Q. Is there a room mix program? A. The current unit mix program is: 2 live/work, 32-1 bedrooms, 14-2 bedrooms. Q Does total construction cost prepared by Robinson Company include sales tax? A. Sales Tax is excluded. 4 Q. Are there existing electronic files? (What are they? IE Revit? Auto Cad) and will these be transferred to selected design team? A. There are no electronic drawings for the existing building. The Feasibility plans are in Auto Cad and Sketchup. A media release would be executed by the Feasibility Architect to the awarded design team. Q. Does THA prefer design-build for MEP? A. THA has not made that determination. Clarifications: Paragraph 5.4 Submission Requirements Revise: From As a part of the response, respondent must truthfully complete and include the following documents in its response. To: As a part of the response, respondent must truthfully complete and return attachments A through J, signed as appropriate to each document. Return Attachment K, however do not fill out, as inclusion in proposal simply indicates acceptance of contract terms.
