2 Vol. 72 No. 12 Dec 2016 International Journal of Sciences and Research MODEL OF ELEMENTARY SCHOOL MANAGEMENT IN AUTONOMY ERA IN JAKARTA ARITA MARINI (Department of Elementary School Teacher Education, Faculty of Education, The State University of ABSTRACT The purpose of this research is to analyze the needs to implement elementary school management system by involving school committee to improve the quality of education and develop elementary school management model to improve the quality of education in regional autonomy era in Jakarta in Indonesia. The research was conducted at elementary schools selected purposively in Jakarta in Indonesia. This research and development is through procedures and trial test in field consisting of the steps of pre-development and development of the model are conducted. The steps of pre-development are data collection consisting of needs analysis, literature study, and field study; and planning of model development.the steps of model development are development of model and evaluation instrument. The result of this research and development is the elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia. Keywords: Model of elementary school management, quality of education and regional autonomy 1. INTRODUCTION There was some effort done by Indonesian government in regional autonomy era, however, the result hasn t been succeeded. We believed that there was the need to develop elementary school management model. This research was conducted to improve the quality of education in regional autonomy era in Jakarta in Indonesia. Government affair administration being under central government authorities is funded from state budget called Anggaran Pendapatan Belanja Nasional, APBN. Fund source of government affair administration being under regional authorities is from regional budget called Anggaran Pendapatan dan Belanja Daerah, APBD (Holtzappel & Ramstedt, 2009). Government administration funded by APBN is separately conducted from government administration from APBD. According to Law No. 32/2004 article 155, APBD involves resources to implement duties which are de-concentrated and co-administrated, revenue and financing in region provided by regional funding. In article 175, if there is a surplus in regional budget, administration in region will decide its use in a regulation of region on regional budget. If there is a deficit in regional budget, shortage is funded from expenditure sources in region as stipulated in regional regulation on budget in region. Administration in region must report the position of surplus and deficit in regional budget to Minister of home affairs and minister of finance each semester within current budget year. Autonomy of education is autonomy of schools or institution of higher education enabling governing board to make important decisions about curriculum, employment, admission of students, and budget coming in and going out (Berka, Groof, & Penneman, 2000). The most important requirement to have effective school characteristics is school autonomy. The research problem is: How to develop elementary school management in Jakarta in Indonesia?. 106

Regional Autonomy and Educational Autonomy Decentralization is viewed as one promising way to solve the problem in developing countries where governments are often distant from the resource base (Nurrohmat, 2005). In addition to this, natural resources management done by private sector has been questioned specifically for its sustainability because of short-term economic interests. Decentralization can increase local autonomy to bring government being closer to people. Decentralization offers more advantages than centralization. The purposes of decentralization are mainly to improve implementation, mobilize local resources, promote local people participation, and encourage equity related to wealth distribution. Decentralization is the best way to reach equity, efficiency, and justice. In decentralization, local decision makers have accountability to people. This is one mechanism to achieve greater equity and efficiency. In regional autonomy, government in region has broad autonomy. It means that share in region in national resources exploitation stipulated by respective law and regulation is used to improve the progress and prosperity of region (Holtzappel & Ramstedt, 2009). Autonomy in region involving service of local communities is executed and remains in the authority of unitary state of Indonesia Republic. Newly amended constitution refers to recognition of the state, and respect for administration units in region being special in character to statute Educational Quality Quality of primary education is determined by a child-friendly pedagogical climate and output happening in this primary education (Scheerens, Luyten, & Ravens, 2011). Quality of education can also depend on input, process, and output of education. Input criteria involve school building, teachers and other personnel s quality, and quality of teaching and learning material. Process criteria consist of didactic approach, the scope of pedagogical offerings, and pedagogical climate. Output criteria include indicators of student achievement. Quality in education can be defined as educational process evaluation enhancing the need to achieve and develop students talents and can meet accountable standard (Hoy, Jardine, Bayne, & Wood, 2000). Quality in education related to purpose of education. Quality is one part of learning process which is the purpose of organization of education. Educational quality can consist of pupil-teacher ratios, class sizes, qualifications of teaching staff, staff absentee rates, attendance fiqures, staying-on rates, and exclusion figures School Management Management is to set directions, aims, and objectives; plan to achieve goal and make progress, organize people, time, and materials in oder to achieve goal economically, control the process, set and improve standard for organizations (Everard, Morris, & Wilson, 2004). A manager must direct others work. In accordance with teachers classroom role, they have to manage the classroom. Teachers are also responsible for planning, organizing, directing, and controlling other teachers work. Manager in school is expected to integrate resources in school to pursuit goal effectively, to make effective change, maintain and develop resources in school (Everard, Morris, & Wilson, 2004). Success as a manager in school greatly depends on using ideas of a team arriving at decisions to which team members are committed. Change as an essential function of the role of managerial in school may take the form of making improvement to achieve ongoing goals and coping with new goals and challenges. Manager in school have to maintain tangible and intangible resources in school to have an organization to integrate or to change. Tangible resources in school consist of people employed by school, buildings and 107

Manager in school also has to maintain and develop resources in school in order to meet new challenges and needs. Managerial activities related to maintain and develop human are selection, job design, coaching, training, career planning, project work, and performance management. Managerial activities related to develop material are stock control, asset management, and purchasing. Finally, activities to maintain and develop financial are fund-raising, cost/benefit analysis, cost control, and budgeting. Manager in school must have competences to plan, organize and control resources in school. However the most important skill of manager in school is to develop human resources. 3. METHODOLOGY This research and development was done at elementary schools in Jakarta. This research consisted of pre-development and development. The collection of data was carried out by interviewing, observing, giving questionnaires, and studying documentation. The respondents of this research were elementary school principals and teachers. The literature study was done to build hipothetical model of elementary school management in order to reach the quality of education at elementary schools during regional autonomy era in Jakarta. This research was to establish a model of elementary school management to be implemented at elementary schools in regional autonomy era in Jakarta. This model was validated by expert and practitioners. Respondents chosen purposively is as many as 41 persons. The result of model validation was used to revise the model so that it is ready to be implemented. 4. RESULTS 4.1. Need Analysis Result of Elementary School Management Model Based on interviewing with principals for needs analysis about elementary school management model to improve the quality of education in regional autonomy era in Jakarta at elementary schools in East Jakarta (SDN Palmeriam 02 Petang, SDN Ciracas 07 Pagi, SDN Cipinang Melayu 05 Pagi, SDN Malaka Jaya 05 Pagi, SDN Cibubur 02 Pagi, SDN Bidara Cina 01 Pagi, SDN Kramatjati 03 Pagi, SDN 04 Pondok Kopi, SDN Susukan 08 Pagi, SDN Susukan 04 Pagi, SDN Susukan 05 Pagi, SDN Ciracas 16 Petang, SDN Rawabunga 01 Pagi, SDN Dukuh 03 Pagi, and SDN Lubang Buaya 05 Pagi), West Jakarta (SDN Kemanggisan 02 Petang, SDN Cengkareng Timur 14 Pagi, SDN Duri Kosambi 04 Pagi), Central Jakarta (SDN Petamburan 01 Pagi, SDN Menteng 03, SDN Menteng 02, SDN Cempaka Putih Timur 05), North Jakarta (SDN Tugu Utara 02 Petang, SDN Kelapa Gading 02 Petang, SDN Sungai Bambu 01 Pagi, South Jakarta (SDN Setiabudi 01 Pagi, SDN Karet 04 Pagi, SDN Karet 05 Pagi, SDN Karet 01 Pagi, SDN Cilandak Timur 05, SDN Kebagusan 03 Pagi), there were some concrete evidences seen in Table 1. Table 1 shows the descriptive statistics of observing elementary schools in regional autonomy era. In Table 1, it shows that mean score of elementary schools qualities in regional autonomy era based on questionnaires distributed to 45 practitioners in elementary schools in Jakarta is 4.18 or achievement of theoretical maximum score is 83.6 %. It means that score of elementary schools qualities in regional autonomy era is 83.6 % based on 45 practitioners at elementary schools in Jakarta. Table 1. Scores of score of elementary schools qualities in regional autonomy era based on questionnaires distributed to 45 practitioners in elementary schools in Jakarta can be shown in frequency distribution in Table 2. Based on the observation in 31 elementary schools in Jakarta, 36 % of the elementary schools visited has no library together with the books. There is lack of information and communication technology used in these schools due to limited ICT-based teachers competences. Most of the teachers of these school are over 50 years old so that they are not familiar with ICT and not interested in improving ICT competences. 87 % of the elementary school visited has teachers with limited new paradigm in teaching and learning. There is lack of innovativeness and creativeness of the teachers and students due to their using old thinking trends and their get used to implement old ways. 87 % of the elementary schools surveyed has temporary teachers larger than civil servant teachers so that there is low motivation of the teachers to improve their performances. 77 % of the elementary schools visited have already had physical infrastructure such as school building, class rooms, meeting rooms, and teachers rooms. Those schools surveyed have poor infrastructure such as low quality of school building, broken seats in classrooms, and damaged roof so that students and teachers feel uncomfortable and can not concentrate in teaching and learning. In 74 % of the elementary schools visited, most of the graduates are accepted in public junior high schools. 87 % of the elementary schools visited, the principals use experiences and discuss with other principals to determine needs aspects of school management needs. 61 % of the elementary schools visited has difficulties to involve parents and society in schools due to their not having enough knowledge about schools. Furthermore, they have constraints to develop financial sources for operational budget and teachers qualities. In 81 % of the elementary schools visited, the teachers can not keep up with developing curriculum due to being related to the low quality of the teachers. It is shown that instruments and equipments having important roles in school management to improve the quality of education involving school building, library, laboratory, learning sources central, and land. Technology having important roles in school management to improve the quality of education involving computers, ICT based competences of the teachers and the students, operator, and programmer. New paradigm having important roles to improve the quality of education involving innovation, creativity, students as learning sources, real world context, and students being active. Based on survey done in those schools about elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia, it is shown the needs to improve the quality of education in elementary schools are the roles of parents and society, feasible school building, feasible library with the quantity and quality of the books, supportive school environment, school reputation to encourage the students to learn, learning approach giving autonomy and trust to students, new learning paradigm to be 109

6 Vol. 72 No. 12 Dec 2016 International Journal of Sciences and Research innovative and creative, on time graduates, readiness of the graduates to continue their study, and graduates achieving competence expected. Based on the survey in those elementary schools about elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia, it is shown that elementary school management to improve the quality of education in region autonomy in Jakarta is determined by indicators of education input factors consisting of human resource (the quantity and qualification of teachers in elementary schools), stakeholder roles (the roles of parents and society in academic and non-academic activity in elementary schools), education finance (feasible finance of instruments and equipments and developing human resources), education instruments and equipments (feasible school building and library), technology (computers and teachers attitutes toward technology implementation in elementary school), curriculum (readiness of the teachers to implement learning approach suitable with the curriculum), school environment (enabling learning in school environment), school reputation (encouraging the students to learn and society to make contribution), and time for learning (suitable with the learning program and curriculum). Based on the survey in those elementary schools about elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia, it is shown that elementary school management to improve the quality of education in region autonomy in Jakarta is determined by indicators of education process factors consisting of learning methods (implemented by the teachers using student-centered), efficient use of time (with the minimum time being able to achieve learning objectives), learning orientation (leading to the students being active), curriculum implementation (being efficient and effective), and new paradigm in learning (being innovative and creative). Based on the survey in those elementary schools about elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia, it is shown that elementary school management to improve the quality of education in region autonomy in Jakarta is determined by indicators of education output factors consisting of on time learning program, readiness of graduates to continue their studies, meeting stakeholders expectation, graduates meeting the competences established, minimum unsuccessful graduates, and efficient education cost Theoretical Model Description of Elementary School Management The result of this research and development is determination of indicators of education input factors, education process factors, education output factors, and product of elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia. Investment cost consists of equipment provision, human resources, and capital in elementary schools. Operational cost involves teachers and administrational staff salaries, equipments maintenance cost, transportation, consumption, tax, insurance, etc in elementary school. Personal cost involves educational cost for students to join the learning process in elementary schools. Learning equipments determining the quality of education in elementary schools are educational media, book, learning sources. Educational infrastructures needed to improve the quality of education are land, building, classes, principal room, administrational staff room, teachers room, library, laboratory, sport area, playing ground, praying room, etc supporting learning process. Technology used in elementary school determining the quality of education involves computer provision, learning media so that the students get information through learning 111

Moreover, this technology is also together with teachers orientation on technology application. Environment used as learning sources determines the quality of education in elementary schools so that learning can be contextual and stimulate all of students senses. Existence of school environment makes observation based learning happening so that the students actively investigate by stimulating all of their senses and in real context. Consequently, teaching learning process doesn t only happen inside classroom but also outside classroom. It means that teaching learning process is based on facts not on imagination. School reputation encourages students motivation in order to improve educational quality in elementary school. In addition to this, school reputation can encourage the society s motivation to contribute to elementary school in order to improve educational quality. There is adjustment between learning time and curriculum design as well as between learning time and learning program in schools. Educational process factors consists of learning method, learning time used, orientation and learning horizons, curriculum and extracurriculum used, and new paradigm implemented. Learning method implemented by teachers in elementary schools should be student-centered. In addtition to this, this learning method makes knowledge exchange between teacher and students, and among students. Learning time provided in elementary schools should be used effectively and efficiently. The use of learning time is done without wasting time and money. Utilities of learning time can achieve instructional objectives established. Orientation and learning horizons socialized in classroom can guide the students to find the knowledge not get the knowledge. In addition to this, it can give the students autonomy, trust, and responsibility. Implementation of curriculum and extracurriculum inside and outside the teaching learning process is done effectively and efficiently. New paradigm implemented by teachers in elementary schools uses inovative and creative learning approach. Furthermore, learning content delivered by the teachers can be applied directly by the students in daily lives. Educational output factors consists of on time learning program, readiness of undergraduates to continue study, competences of undergraduates, unsuccessful students, effective and efficient educational cost. Undergraduates can follow the learning program on time same as target established. Undergraduates are ready to continue study in the junior high school. Undergraduates can get competences as established in program objectives. There is no complaints of parents and stakeholders about undergraduates. They are satisfied with undergraduates. The number of unsuccessful students are much fewer than successful students. Educational financing for undergraduates is effective and efficient to get qualified undergraduates Validation of Elementary School Management Model Conceptual model validation of elementary school management done by expert wass focused on content validity including educational input factors, educational process factors, and educational output factors. Expert validation process was done through written evaluation about conceptual model contents and systematist as original idea about elementary school management to improve educational quality in autonomy era in Jakarta. The results of this content validation by expert are that model content systematist, model content components, content of model components, and presentation technique of model need to be revised and more operational so that it can be easily applied. Stakeholders roles should be specified into parents and society roles. Learning time, learning method, the use of learning time, orientation and learning horizons, the use of curriculum and extra curriculum, and new paradigm implemented can be gathered into curriculum. School reputation, on time learning program, readiness of undergraduates to continue study, stakeholders expectation of 112

9 Vol. 72 No. 12 Dec 2016 International Journal of Sciences and Research undergraduates, undergraduates competences, and unsuccessful undergraduates can be gathered into the quality of undergraduates. Educational financing and educational achievement can be reached with effective and efficient cost can be gathered into educational financing. Learning equipments and school environment which are separated can be gathered into one component; learning equipments and school environment. Model content systematist is started with thinking basis that the model and objectives are needed to improve educational quality in autonomy era in Jakarta. Conceptual model was also validated by practitioners; elementary school principals and teachers in Jakarta. This validation is called empirical validation. Model evaluation by practitioners can answer the question whether this model is applicable or not. It means that practitioners opinions were based on their past experineces as practitioners in managing elementary school in autonomy era in Jakarta. There were as many as 41 practitioners consisting of 8 principals and 33 teachers in Jakarta. Technique used was group discussion of conceptual model draft of elementary school management to improve educational quality in autonomy era in Jakarta. The result of this discussion is that this model draft is too difficult to be applied due to its theoretical characteristics. In addition to this, practitioners expected that this model should be simpler and more practical so that it can be applied in elementary school to improve the quality of education in autonomy era in Jakarta. These inputs related to model content, systematist, management scope, resources needed, management technique, financing, the quality and competences of human resources, and the quality of education expected. Descriptive statistics of evaluating elementary school management model to improve the quality of education in region autonomy era can be seen in Table 3. In Table 3, it shows that mean score of model evaluating score is 3.34 or achievement of theoretical maximum score is 83.5 %. It means that score of evaluating elementary school management model to improve the quality of education in region autonomy era is 83.5 % from 41 practitioners at elementary schools in Jakarta. Conceptual Model Development of Elementary School Management to Improve The Quality of Education in Autonomy Era in Jakarta Based on validation of conceptual model by expert and practitioners, model of elementary school management was developed. This development was done based on expert and practitioners comments so that this model will be applicable. The conceptual model developed based on validation by expert and pratitioners is described in Figure 2. Product Characteristics (Elementary School Management Model to Improve the Quality of Education in Region Autonomy Era in Jakarta in Indonesia) There are some strengths and weaknesses of elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia. The product strengths of elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia are that elementary school can improve the education quality in region autonomy era by improving: (1) the quantity and the qualification of the teachers; (2) the roles of parents and societies; (3) education instruments and equipments; (4) implementation of newest curriculum; (5) school environments as learning sources; (6) adjustment of learning time with curriculum design; (7) implementation of learning methods with student-centered; (8) efficent use of time; (9) learning orientation leading students being active; (10) implementation curriculum and extra curriculum; and (11) new learning paradigm to be active and creative. Product weaknesses of the elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia are: (1) improvement of education quality in region autonomy era through technology application can only be done by elementary school having computers; and (2) improvement of education quality in region autonomy era through school reputation can only be done by elementary school with excellent reputation. 114

CONCLUSIONS The result of this research and development is the elementary school management model to improve the quality of education in region autonomy era in Jakarta in Indonesia developed based on validation by expert and pratitioners. Based on this model that the quality of elementary schools is affected by parents and society roles, educational financing, human resources, technology used in school, quality of undergraduates, learning equipments and school environments, and curriculum. 7.
