4 FRANCIS-JONES MOREHEN THORP PTY LTD 200 ACN ABN INTRODUCTION 4.0 Introduction.2 Purpose of Report.3 Definition of Masterplan Process - Initial Stages.4 Where are we in the process fjmt Architects have prepared this Masterplan Report on behalf of Blue Mountains City Council, owners of the Springwood Community & Cultural Facilities site, located on Macquarie Street, Springwood, in the lower Blue Mountains. The Springwood Masterplan represents the culmination of a planning, consultation and design process that commenced over 4 months ago. There have been a range of other consultation, planning and design processes before fjmt s engagement which have informed this masterplan. The Masterplan Report will guide the preparation of a future Development Application for the Springwood Community & Cultural Facilities site by detailing the design principles and project objectives which are to be followed. The Masterplan Report outlines: - The site opportunities and initial design response - The design brief set for the site by the Blue Mountains City Council and the initial verification process through benchmarking, studies and consultations - The process that has been followed leading to the creation of the preliminary Masterplan options. - A site analysis setting relevant environmental, social, economic and regulatory contexts to which the development proposal must respond. - The community consultations undertaken during the preliminary design phase. - A description of the initial design principles followed in responding to the brief, the site context and the consultation process leading to the current preferred masterplan scheme. - The preliminary concept estimates and business planning which informed the assessment of the preliminary Masterplan options. Though critical to the final outcome, a Masterplan typically involves less than 5% of the total architectural scope. The Masterplan process is the initial phase of work undertaken to establish an optimal layout of general briefed areas on the site, initial staging processes and costing analysis PROCESS: Site investigation - topography, orientation, existing built environment, infrastructure, pedestrian / vehicular movement, open space, connection, surrounding uses Building Envelope - a series parameters and constraints for the development s form Establish principles of built form - density, vision Brief verification - testing the given brief in relation to user requirements, plotting areas on site, looking for compatibility of functions, synergies Benchmarking - investigating and understanding relevant precedents to ascertain best practice Identifying opportunities for open space _ passive and active recreation, performance, existing vegetation, other natural features Site specific traffic studies Heritage context, sociocultural context [including place making strategies] Opportunities for greater connectivity with community Staging options Consultations with users and broader community - note that each stage of design up to the tender documentation of the building will involve levels of user group consultation and community consultation Blue Mountains Council undertakes a range of studies into the development potential of key sites in Springwood for both Civic and mixed use development in 200 Consultation identifies that the current Civic Centre site is still a preferred location for a redeveloped Cultural and Community Centre for Springwood. THE FOUNDING OF Key points as summarised from Brief History of Springwood Springwood Historical Society website Home of the Dharug People who populated the Grose Valley, Hawkesbury and Cumberland Plain area. Blue Mountains were a formidable obstacle to early colonists Exploration by William Dawes followed by Blaxland, Lawson and Wentworth - who made the first crossing. 84 William Cox given task to build access road. 85 Governor and Mrs Macquarie visited the area: We then halted at three o clock in a very pretty wooded plain near a spring of very good fresh water, and pitched our tent near the side of the road. This stage is 2 miles from Emu Ford and our first on the Mountains. This place being very pretty I have named it Spring Wood. Military Barracks built on site. Springwood Inn built by Thomas Boland around Western Railway extended from Penrith to Wentworth Falls allowing Springwood to grow. Springwood Hotel built 876 and general store and public school opened in 878 Springwood become holiday destination for the wealthy and influential who built grand homes. Orchards, timber and farming the primary industries, as well as sandstone quarries. Springwood also popular as a place to convalesce. STATION Heritage and Visual Character IE C Q UNASR E R O A MD A C O ARIE R MACQU PRESBYTERIAN CHURCH The village of Springwood, predominantly along Macquarie Rd, is characterised by several original homesteads, including Braemar house (892) and public building is from the late 800s. The plantings and homesteads give distinction to the south side of Macquarie Road as a historically significant precinct. Springwood village and surrounding residential areas are within very close proximity to significant bush land which lead into Blue Mountains National Park and World Heritage listed areas. 7 7 U R B A N & S I T E A N A LY S I S FRANCIS-JONES MOREHEN THORP PTY LTD 200 ACN ABN Urban & Site Analysis Active Frontage & Use Analysis Springwood has developed a clear retail and commercial centre, stretched along Macquarie Road, as a series of strip shopping premises, accessed from the foot path, as well as small pedestrian arcades leading from Macquarie Rd, and serviced by well located council car parking lots at rear. The Macquarie road centre is segregated from residential areas by major transports corridors to the north and by local arterial roads to the south. History of Existing Site Development & Usage Braemar House built - first of four Lawsons house constructed along Macquarie Rd (formerly Bathurst Rd), and acts as part of a significant gateway to the village of Springwood Civic Centre and Council Offices (currently Neighbourhood Centre) completed. Locally quarried sandstone used in facade Braemar acquired by Blue Mountains City Council, and housed Library whilst new Library building was constructed New Library headquarters completed Braemar classified by National Trust of Australia The Civic Centre site has a listed memorial park north of the Neighbourhood centre and several plaques, to be further studied and incorporated into design at the next stages Site Parameters The Springwood Civic Centre and Community Facilities site at Macquarie Rd, Springwood is bounded by Macquarie Road to the North, the Oriental Hotel and IGA supermarket and Raymond Rd to the west, David Road to the south, and residential blocks and some commercial activity to the east. It lies to the east of the main retail and commercial village of Springwood, and is approx. 5 minutes walk from Springwood station. The site faces a park, memorial and the Red Cross building to the north. The Civic Centre site currently houses community and public facilities and open air on-grade car parking. The total site area of approx. 9,300m Existing Traffic & Transport The existing traffic and transport conditions of the site have been assessed and analysed by Taylor Thomson Whitting (Traffic and Transport consultants). This analysis together with an assessment of the impact of the proposed site redevelopment is provided in APPENDIX A.3: Traffic and Parking Master Plan Report Planning Policy Context Current planning controls for the Civic Centre and Community facilities (Lot A in DP and Lot in DP 824) site are detailed in Blue Mountains City Council LEP 2005 and Better Living DCP (2005). The Civic centre and Community facilities site falls within the Springwood Village Town Centre Zone, as per Clause 8 of LEP Please refer to Planning Consultant report in APPENDIX B for detailed planning information Public Safety & Security The existing array of buildings and open spaces, as well as steeply sloping topography, create difficulty in maintaining public safety and security. The dissection of the site and separate entries for each building, together with the varying levels of carpark to the rear of the site, provide restricted visibility and overlooking. Public thoroughfares are generally poorly lit. Passive security through overlooking, appropriate lighting, centralised entry and gathering spaces, and a range of active uses should characterise the new Civic Centre and Community Facilities.
