1 MINUTES NTRLS System Assembly Meeting March 22, 2007 The North Texas Regional Library System Assembly met on March 22, 2007, at the Saginaw Rec Center, Saginaw, Texas. Introduction of Board Members Vice Chair Barbara Chayer introduced Board members. Introduction of System Staff Adam Wright introduced System staff. Recognition of Sending Notices/Presence of Quorum Barbara Chayer announced that there was a quorum. Approval of Minutes from April 18 and September 28, 2006 Gene Stockton moved to approve minutes and motion was seconded. Motion Passed. Recognition of Service Barbara Chayer introduced Philip Herskowitz and presented him with a plaque for his faithful years of service. He thanked everyone and received a standing ovation. 10/29/2007 Page 4 of 6

5 Recognition and Welcome of New Library Directors Vice Chair Barbara Chayer recognized and welcomed the following new library directors: Linda Buck, Aledo and Tanya Ochoa, Ponder. Jana Prock from Keller was announced later in the meeting. NTRLS Bylaws Revisions Adam Wright reported on Bylaws revisions that were proposed. Verbage and language changes were proposed in several Articles. The Board of Directors was proposed to increase by two members at large. System Assembly meetings were proposed to decreased to one each fiscal year. He fielded questions. Plan of Service Adam Wright prepared a speech, Nothing in Isolation and gave a synopsis of the Plan of Service FY2008. He fielded questions and then asked for all Lay Reps to vote on the Bylaws revisions and the Plan of Service. The ballots were collected and counted by the Ballot Counting Committee Norma Ruiz-Hearne, Cheryl Beesinger, Martha Chambers and Leanna Cowan. Libraries of the Future Adam Wright introduced the keynote speaker, Rex Miller who wrote The Millenium Matrix. Mr. Miller gave a power point presentation with his topic on how libraries have to change to keep up with the I Generation and become adept at the latest in social networking. Loan Star Funding Formula Vice Chair Barbara Chayer introduced Kerry McGeath, Director of Southlake Public Library who is Co-Chair of the Loan Star Funding Formula Task Force. He briefly reported on base and local funds being split 30/70 respectively which would be beneficial to smaller libraries. The formula is available for public review and comment. NTRLS Awards Committee Barbara Chayer introduced dona weisman who reported on the NTRLS Awards Criteria being posted on the website and that a nomination can be made at any time via the website and she encouraged discussion at the meeting and on the way home. Report from North East Texas Library System Barbara Chayer introduced Barbara Rhodes from NETLS who reminded NTRLS System members that they have free access to their Media Collection mentioning children s books, homeschool materials, ALA materials and die cuts. Report from the Texas State Library and Archives Commission Barbara Chayer introduced Chris Jowaisas from TSLAC. Chris is the Administrator for the Library Systems Grant and the TANG program. 10/29/2007 Page 5 of 6

6 He encouraged all the libraries to report on any new building or developments in their library. He reported on the LSTA program which receives approximately ten million dollars from the federal government that basically funds four programs: TexShare, Library Systems, TANG and Inter-Library Loan Funding. He then expounded on the Loan Star Funding Formula and the possibility of the budget cuts being restored. Ballot Results Barbara Chayer thanked all the speakers for remaining brief so that we could stay on schedule. Randolph Schaeffer reported that all the Bylaws amendments passed and the Plan of Service FY2008 passed. Member Participation Several libraries reported on upcoming events and meetings.
