1 HISTORIC PRESERVATION COMMISSION UNFINISHED BUSINESS OCTOBER 24, 2016 SUBJECT: INITIATED BY: REQUEST FOR LOCAL CULTURAL RESOURCE DESIGNATION OF THE PROPERTY LOCATED AT NORTON AVENUE, WEST HOLLYWOOD COMMUNITY DEVELOPMENT DEPARTMENT (David DeGrazia, Planning Manager, CHPP) (Jennifer Alkire, AICP, Senior Planner) (Antonio Castillo, Associate Planner) STATEMENT ON THE SUBJECT On July 25, 2016, the Historic Preservation Comm sio ( C) recommended designation of the subject property as a cultural resouli nde Criterion C (Identified with Persons or Events) and found that the building ret e tegrity and exhibited the features extant when Jim Morrison lived and work d roperty. The HPC directed staff to return with a revised Resolution recom at the City Council designate the property as a local cultural resource. In addition to the recommendation to esi nate, the HPC requested to include a condition requiring the property ow r onstruct the Spanish tile staircase and balcony that had been removed to w g rginal review of the building by the HPC in However, under the West ood Municipal Code, the HPC is asked to either recommend designation of the r. r source or recommend denial of the designation to the City Council (WHMC Se n ). The Code does not enable HPC to place conditions on the d 1 ation or make the designation contingent upon future restoration work. When ng a potential designation, the HPC is being asked to consider the potentia t =al resource in its existing state. Therefore, the condition requiring restoration o tie Spanish tile staircase and balcony is not included in the attached draft R. Staff returned to HPC on August 22, 2016 with a modified Resolution tha n t include the condition. At that time, the HPC pulled the item off the Consen near for further discussion at the September 26, 2016 HPC meeting. HPC A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF WEST HOLLYWOOD, RECOMMENDING THAT THE CITY COUNCIL APPROVE THE LOCAL CULTURAL RESOURCE DESIGNATION OF THE BUILDING LOCATED AT NORTON AVENUE, WEST HOLLYWOOD, CALIFORNIA. The SECTION 1. On August 9, 2013, Cheri Woods submitted an nomination of the property located at Norton Avenue as. ral Resource of the City of West Hollywood. ~ SECTION 2. On April 28, 2014, the Historic Pr: rvafion Commission held a duly noticed public hearing on the nomination applicati d continued the item to a date uncertain. The Historic Preservation Commissio the continued item on July 28, 2014 and continued the matter until Septembe. On September 2, 2014, the Commission adopted Resolution No. HPC 14 mending that the City Council designate the building as a local cultural resou e. rior to City Council's consideration of the Historic Preservation Commis s re ommendation, the applicant made revisions to the project. Consequent!, a p lie hearing was called and noticed in accordance with Municipal Code e u ents. On July 27, 2016, the Historic Preservation Commission held a c hearing to consider the amended application and directed staff to return wit a s Resolution recommending to the City Council designation of the building an ite. On August 22, 2016, the Historic Preservation Commission continued the to eptember 26, The September 26, 2016 HPC meeting was cancelled a em was moved to October 24, SECTION 3. project is categorically exempt from the California Environmental a,""""~,,_._t (CEQA) pursuant to Sections (Existing Facilities) and (Histori rces Restoration/Rehabilitation) of the CEQA guidelines because the project i ignate the buildings as a cultural resource and no physical changes to the env twill result from this decision. CTION 4. The Historic Preservation Commission reviewed the staff report and too testimony from interested parties. Based upon the written and oral evidence submitted, the Commission makes the following findings of fact regarding this nomination (CRD ): a. The building located at Norton Avenue was constructed in 1932 and is a parcel located on the south side of Norton Avenue. The Assessor Identification Number (AIN) is b. The building located at Norton Avenue has not been nominated as a local Cultural Resource previously. ITEM 10.A. EXHIBIT A

Pursuant to West Hollywood Municipal Code (WHMC) Section (Criteria for designation), the Historic Preservation Commission finds that the property located at Norton Avenue meets Criterion C of the WHMC for designation for its association with Jim Morrison's (singer/songwriter of The Doors) productive period. Although the subject property is not nominated for its architecture, it retains integrity and exhibits the features extant when Jim Morrison lived and worked at the site. SECTION 5. Based upon the foregoing facts and pursuant ti on C of. the West Hollywood Municipal Code, the Historic ~~1'E rvation Commission finds that the two-story apartment building and rear six-ca located at Norton Avenue are contributing features under Criterion entified with Persons or Events), given that the property is the last known U ence of Jim Morrison, singer/songwriter of The Doors and retains ar t integrity of the character-defining features extant when Jim Morrison lived an d at the property. SECTION 6.
