3 INFORMATION NOTE Title: 6 Cathedral Street, Masonic Temple Designated Heritage Building Exterior Renovations Date Prepared: January 3, 2019 Report To: Councillor & Role: Chair and Members, Built Heritage Experts Panel Councillor Maggie Burton, Planning and Development Lead Ward: 2 Discussion Background and Current Status: At the September 27, 2018 Built Heritage Experts Panel meeting, the Panel was informed that the owners of the Masonic Temple are contemplating extensive renovations to the building. At that time there were immediate life safety issues that needed to be address and the recommendation from the Panel was to support remedial exterior work. It was further recommended to invite the owners to attend a future meeting of the Panel to discuss the phased plan for upgrades. The subject property is located within Heritage Area 1, the Residential Downtown District of the St. John s Municipal Plan and is zoned Residential Downtown (RD). The building is designated by Council as a Heritage Building and is also a provincial Registered Heritage Structure. Given its provincial designation, Heritage NL has been involved with assessments of the building and sourcing appropriate renovation materials. The owners of the building will be attending the January 8, 2019 Panel meeting to discuss the proposed renovations. To date, a formal application has not been submitted. The purpose of the delegation is to discuss the proposed renovation and answer any questions that the Panel may have. Attached for your reference is the Statement of Significance for this property. Any materials submitted by the delegation prior to the meeting will be forwarded to the Panel for your review. Key Considerations/Implications: 1. Budget/Financial Implications: Not Applicable. 2. 5 Master List of Heritage Buildings Page 19 City of St. John s Statement of Significance 6 Cathedral Street - Masonic Temple Formal Recognition Type City of St. John's Heritage Building, Structure, Land or Area Description of Historic Place The Masonic Temple is a three storey brick building located at 6 Cathedral Street, St. John s, NL. Built between and inspired by Classic Revival design, the Masonic Temple is the largest brick fraternal meeting hall in the province. The designation is confined to the footprint of the building. Heritage Value The Masonic Temple has been designated as a municipal heritage building because of its aesthetic, historical and cultural value. The Masonic Temple has aesthetic value as it is the most architecturally impressive fraternal lodge in Newfoundland and Labrador, utilizing many Classical Revival motifs, including pilasters, free-standing columns and multiple pediments. It also has the distinction of being the largest brick fraternal meeting hall in the province and as such is a fine example of brick and lime mortar construction. It holds a unique place in the architectural history of the province and stands as an important example of Victorian lodge construction. The interior is as impressive as the exterior, with detailed woodwork, decorative plaster and ornate ceiling details. The Masonic Temple has historical value due to its association with the Freemasons, an internationally known fraternal organization. Masons in Newfoundland received their first warrant in In St. John s, their first permanent home was located at Long s Hill. When this structure was destroyed by fire, plans were quickly drawn to construct a new building, the present Masonic Temple. Sir William Whiteway, longest serving Prime Minister of the colony of Newfoundland, laid the cornerstone of the new building on August 23, Masons who met at this location included many notable citizens, such as politicians and businessmen, who played
6 Master List of Heritage Buildings Page 20 City of St. John s significant roles in the political and economic growth of the developing colony. The Masonic Temple has cultural value as it is a physical reminder of a time when fraternal organizations played a significant role in the city of St. John s. Membership in such organizations was sought after by men of certain standing. Their pride in their affiliation with the Masons is reflected in the use of Masonic symbolism on both the interior and exterior of the Masonic Temple. From its commanding position, such symbolism speaks directly to Masons and indirectly to other citizens who may not know the exact meaning of the symbols but realize the associations with Freemasonary. Character Defining Elements All those design features reflective of the Classical Revival style, including: - three towers on front facade; - pediments on towers; - pilasters on towers; - transom windows on side towers; - columns and rounded arch on upper central tower; - pilasters and rounded arch on upper central tower; and, - heavy cornice belt course. All those features reflective of the age and construction of the building, including: - original roof type; - number of storeys; - brick exterior; - stone foundation; - sandstone detailing; - eaves brackets on centre tower - window size, style, trim and placement; - size, style, trim and placement of exterior doors; - use of decorative bronze; - entrance on centre front facade; and, - dimension, location and orientation of building; All those features reflective of Victorian-era Masonic Lodge construction, including: - one storey Corinthian columns and capitals with globes on main entrance; - original interior woodwork, trim, detailing and plasterwork; - original main staircase; - Masonic symbols on centre tower; - wording Masonic Temple on centre tower; - plaque on left tower; - interior Masonic decoration and insignia; - repeated use of arch motif throughout the interior; - layout of the upper floor lodge rooms; and - original cornerstone.

8 DECISION/DIRECTION NOTE Title: 426 Water Street Designated Heritage Building Review Initiated by an Application for a Demolition Permit Date Prepared: January 3, 2019 Report To: Councillor & Role: Chair and Members, Built Heritage Experts Panel Councillor Maggie Burton, Planning and Development Lead Ward: 2 Decision/Direction Required: To determine if 426 Water Street should be recommended to be designated by Council as a Heritage Building. Discussion Background and Current Status: The City has received an application to demolish a building located at 426 Water Street. The applicant will attend the January 8, 2018 Built Heritage Experts Panel meeting to discuss a proposal to redevelop the site. To date, a formal application for development of the site has not been submitted. Given the approximate age and style of the building, the demolition application initiated a review to determine if the building should be designated by Council as a Heritage Building. The subject property is located in Heritage Area 3, the Commercial Downtown Official District of the St. John s Municipal Plan and is zoned Commercial Central Mixed (CCM). Upon receiving the application for demolition, the City researched the history of the subject property. The exact date the building was developed is unknown, however it post-dates the 1846 fire as that site was burned at that time. From the 1864 Hutchinson St. John s Business Directory, Thomas S. Dwyer is listed as a grocer and liquor dealer located at 426 Water Street. Further, photos circa 1899 show the row of buildings along this area, therefore, it is believed the building was built around the mid-1800s following the 1846 fire. As per the attached photos, this area once formed a continuous range of commercial buildings between Waldegrave Street and Springdale Street. According to the and 1915 McAlpine s St. John s City Directory, Michael Antoni held a dry goods and variety store at this location. From the City Directories, since 1943, the building has been occupied by the following: 1943: John Doody 1946: Listed as Royal Bank Building : Dominion Distributors Ltd : Canam Ltd. (agents) : Radio Shack : Eastern Audio : Vacant : John Howard Society The front of the building has been replaced with brick, however the original stone can be seen along the sides of the building. The roof may not be original, but the building has maintained the original steep gable roof style. 9 Decision/Direction Note Page Water Street The history of this building shows a long history of commercial activities, and the building is typical of mercantile buildings constructed after the fire of 1846, however the building is currently in poor structural condition and many renovations have been made. Reviewing the building against the City s Heritage Building Designation Criteria, the building only scores a 40 which is not high enough to recommend designating as a Heritage Building. Therefore, it is not recommended for Council to designate 426 Water Street as a Heritage Building. It is recommended to work with the developer and encourage the potential reuse of all or part of the building in the new development. Key Considerations/Implications: 1. 25 Subsequent to the last meeting, staff have prepared some draft documents for discussion at today s meeting: a. Designated Heritage Building Design Standards b. Heritage Area Design Standards Discussion took place at great length on both drafts with modifications and suggested edits put forward. In addition to the edits discussed and recognizing the time sensitivity members were requested to review in detail and advise Ann Marie of any further changes. The document will be forwarded to the City s Legal Department for review but will be discussed again by the Panel in January. Staff was requested to the final draft (which is going to Legal) to members. It was also requested that Councillor Burton, Planning & Development Lead be updated prior to introduction to Council. New Business Exterior Sign - Sin City Water Street It was noted that in spite of the Panel s recommendation that the sign be rejected, it is still in place. Staff informed the Panel that an order to remove would be issued in the near future. John Howard Building 426 Water Street Discussion took place with the Panel informed that a demolition permit for the former John Howard Society Building at the intersection of Water Street and Buchanan Street. It was noted that the building has not been designated and is in Heritage Area 3. Given the Panel s mandate to preserve and protect heritage and recognizing a developer has purchased a few buildings in the area, it was agreed he be invited to meet with the Panel at the next meeting in an effort to ascertain the vision for this site. Discussion also took place on the merit of having a Council member sit on the Panel. It was agreed that Councillor Burton be invited to attend the next meeting Heritage Awards The Panel was reminded that the deadline for nominations for the 2019 Heritage Awards is January 11,

27 INFORMATION NOTE Title: 2019 Heritage Awards Date Prepared: January 3, 2019 Report To: Ward: Chair and Members, Built Heritage Experts Panel All Discussion Background and Current Status: The City is currently accepting nominations for the 2019 Heritage Awards. The awards recognize outstanding work on Heritage Buildings and other buildings in the City s Heritage Areas and are open to both commercial and residential properties. Nominations are accepted for the following categories: Preserving or restoring the original character of a Heritage Building or any building in a Heritage Area; Rehabilitating an older building, including successfully integrating modern elements; Respecting the character of a modern building in a Heritage Area; Infill developments that blend into a neighborhood in a Heritage Area; Stewardship and long-term preservation of a Heritage Building or any building in a Heritage Area. Initially, Friday, January 11, 2019 was set as the deadline for nominations, however we will be extending the deadline to Friday, January 18, Following the closing date, the Panel will be ed a list of nominations for further comment or discussion. The Heritage Day Awards are scheduled to take place on Monday, February 18, There will be a Heritage Day proclamation and the Panel are invited to attend the Council meeting for the proclamation and awards ceremony. There will also be a small reception for Council, award recipients and the Panel prior to the Council meeting. Details on the reception will be available closer to the date.
