2 Invitation 11 th Federal Congress on National Urban Development Policy 10 years of the Leipzig Charter on Sustainable European Cities from June 2017 at Schuppen 52 in Hamburg In cooperation with Conference of German Building Ministers, the Association of German Cities and the German Association of Towns and Municipalities, Dr Barbara Hendricks, Federal Minister for the Environment, Nature, invites you to attend the 11 th Federal Congress on the National Urban Development Policy, which will take place at Schuppen 52 in Hamburg from 12 to 14 June marks the 10 th anniversary of the declaration of the Leipzig Charter on Sustainable European Cities. The charter is the key document on integrated urban development in Europe. The joint initiative of the Federation, Länder and municipalities, the National Urban Development Policy, is based on the Leipzig Charter and also celebrates its 10 th anniversary this year. Renowned experts as well as representatives from politics, planning, business and civil society are invited to take stock at the 11 th Federal Congress. At the same time, the goal is to further develop the idea of the European city, discuss new approaches and strategies and hence jointly make progress with a sustainable and integrated urban development at national and European level. The congress serves as a platform for discussions on the key issue for the future, Smart Cities, on how digitalization can be harnessed to full advantage for a future-oriented urban development and on how urban development policy can adequately deal with the challenges presented by digital transformation. The urban development assistance of the Federation and the Länder is the most effective tool for implementing national urban development policy and a success story due to its use as financial instrument and its conceptual and planning basis. At the congress, successful results and outcomes of urban development assistance programmes will be presented, accompanied by illustrative practical examples, in order to discuss them from different angles. The first day of the Federal Congress will begin on the morning of 12 June 2017, with the conference Launching the new urban redevelopment programme, which will present the current joint urban redevelopment programme and highlight new options for action. In the evening, Olaf Scholz, First Mayor of the Free and Hanseatic City of Hamburg, and Gunther Adler, State Secretary at the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, will open the 11 th Federal Congress. Representatives of partners of the National Urban Development Policy and of the parties represented in the German Bundestag will discuss urban development and policies: Dr Kurt Gribl, Deputy President of the Association of German Cities and Mayor of the City of Augsburg, Michael Groß (SPD), Oliver Krischer (Bündnis 90 / Die Grünen), Caren Lay (Die Linke) and Christian Haase (CDU), Roland Schäfer, President of the German Association of Towns and Municipalities and Mayor of the City of Bergkamen and Thomas Webel, Minister for Regional Development and Transport of Saxony-Anhalt and Chairman of the Conference of German Building Ministers. Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, will provide a summary of the day and present the awards for the competition People and Success Stories Rural Areas: Productive and Innovative. This will conclude the day s official programme and lead into a reception. The second day of the Congress, 13 June 2017, will be opened by Dr Barbara Hendricks, Federal Minister for the Environment, Nature. It will examine the topic of sustainable European cities from different angles. In her considerations on an Urban Agenda for the EU, Dr Deborah Schembri, Parliamentary Secretary for Planning and Simplification of Administrative Processes, Malta (current holder of the EU Council Presidency), will lay out how a common framework can provide new opportunities for European cities. The Danish architect and urban planner Jan Gehl will then further expand on this with a presentation focussed on actual practice: What can urban planning really accomplish? What does a city need in order to be liveable and viable for the future? What challenges does it have to address? Mart Grisel, Director of the European Urban Knowledge Network, will then take stock with the help of a fact check relative to the study 10 Years of the Leipzig Charter. A panel discussion will follow with Furio Honsell, Mayor of the City of Udine (Italy, invited), Stefan Schostok, Mayor of the City of Hannover, capital of Lower Saxony, Katrin Stjernfeldt Jammeh, Mayor of the City of Malmö (Sweden) and Maria Vassilakou, Vice-Mayor of the City of Vienna, the capital of Austria. Gunther Adler, State Secretary at the Conservation, Building and Nuclear Safety, will then bring the morning to a close by presenting the recommendations for action made in the framework of the Smart Cities dialogue platform. On the afternoon of 13 June 2017, six forums on integrative, sustainable urban development will take place. These events will present and discuss national and international projects, specific approaches and examples from practice. Florian Pronold, Parliamentary State Secretary at the Conservation, Building and Nuclear Safety, will then highlight additional aspects of integrative, forward-looking urban development policy. Afterwards, a number of experts will join him for a panel discussion that will conclude the afternoon programme: Dr Dorothee Stapelfeldt, Senator for Urban Development and Housing of the Free and Hanseatic City of Hamburg, Tobias Eschenbacher, Mayor of the City of Freising, Axel Gedaschko, President of the Federal Association of German Housing and Property Development Companies (GdW), Prof Dr Frauke Kraas, University of Cologne, and Prof Dr Rolf Rosenbrock, Chairman of the German Equality Welfare Association. Following the panel discussion, the Integration Award 2017 Living alongside new neighbours will be presented. The award is a joint initiative of the Association of German Cities, AWO Bundesverband, the Federal Association of German Housing and Property Development Companies (GdW), the Federal Association for Housing and Urban Development (vhw) and the German Tenants Association. The initiative is being supported by the Federal Ministry for the Environment, Nature in the context of the Social City programme. The award is the first to highlight exemplary projects that show how immigrants can be successfully integrated within their new living environments. On the morning of 12 June 2017, you are cordially invited to take part in various specialised events presented by national and international partners of the National Urban Development Policy: The programme will also include the following additional events: Rural regions: Business locations fostering tradition and innovation, a joint event of the GIZ and the BMUB on the importance of national and international city networks; the third part of the City of Leipzig s More for Less workshop series and an URBACT information day. A supporting project exhibition will present projects carried out within the National Urban Development Policy framework, along with nationwide initiatives for, and real-world examples of, integrative urban development. On 14 June, you will also have the opportunity to take part in various excursions to current relevant projects underway in Hamburg.
